    The main purpose of the article is to analyze the international dimension of the Polish politics of memory executed by commemorative and anniversary resolutions of the Sejm of the Republic of Poland. The adopted resolutions are often sources of conflicts and disputes, which translate into interstate divisions. They also have a negative impact on the relations with other states. The examples of such disputes were discussions on resolutions relating to the seventieth anniversary of the Soviet aggression against Poland (2009) and the seventy third anniversary of the Volhynia massacre (2016). In this essay I make an attempt, among other things, to reconstruct and evaluate them.

    The issue of the legitimization of political power is one of the essential research issues of political science. Legitimization is usually defined as the entitlement of the authorities to make legal decisions accepted by the governed. The author of the paper discusses the issue of relations between the authorities and the media emphasizing the media character (dimension) of the process of legitimization of power. The attempt to approach the issue in this manner is justifiable since the contemporary media constitute a significant link in the relations between the governing and the governed. What is more, the media influence political processes in a state, shape citizens’ attitudes to politics and authorities, and the freedom of the media is perceived as providing one of the foundations of democracy. The media are sometimes named ‘the fourth estate’. Depending on the political system, the media can facilitate winning (or maintaining) power by a political elite, or legitimize power that has been forcefully imposed (in non-democratic systems). The basic goal of the paper is to reflect on the role and significance of the mass media in the process of legitimization of power.

    Badając myśl księdza Józefa Tischnera przez pryzmat prasy, radia i telewizji, należy stwierdzić, że był on postacią medialną, szczególnie w latach dziewięćdziesiątych ubiegłego stulecia. Dla wielu – w tym także dla dziennikarzy – Tischner jawił się jako autorytet potrafiący z jednej strony podejmować różne, często kontrowersyjne tematy, z drugiej zaś – zaciekawiać swoją wypowiedzią słuchacza czy widza. Stawiając pytanie o przyczynę popularności Tischnera można uznać, że ogromne znaczenie miała także forma Tischnerowskiego przekazu. Celem niniejszego artykułu jest pokazanie ks. Tischnera jako osobowości medialnej. Tekst powstał w oparciu o pracę doktorską nt. Ksiądz Józef Tischner w polskich środkach społecznego przekazu (1955–2000). Studium politologiczno-medioznawcze. Praca została wyróżniona w 2012 r. przez Redakcję „Studiów Medioznawczych” w konkursie na pracę doktorską z zakresu nauk o mediach.
    Studies on the ideas of the Reverend Józef Tischner seen from the angle of the press, radio and television show clearly that he was a public figure, especially in the 1990s. For many people – including journalists – Tischner appeared to be an authority who could raise different subjects, often controversial, and at the same time engage listeners or the audience with his speech. The significant reason for Tischner’s popularity was also the way he communicated. This article aims at showing the rev. Tischner as a public figure. The article has been based on the doctoral dissertation titled The Reverend Józef Tischner in the Polish mass media (1955–2000). Political and media studies. The dissertation was recognized in 2012 by the „Media Studies” Editorial team during the competition in doctoral dissertation on media studies

    Undoubtedly, memory studies can be included in the mainstream of contemporary political science. They encompass reflections on the politics of memory, and historical or collective memory. The political science literature has designated little space to examine anniversary resolutions of the Polish Sejm and Senate after 1989. Therefore, it has become the main focus of this article based on research conducted and funded by the National Science Centre. The research examined the place and role of anniversary resolutions of the Polish Sejm and Senate in the Polish politics of memory. It has been assumed that such resolutions express the will of the two chambers of the Polish Parliament to commemorate historical anniversaries related to events and people who, in the opinion of resolution promoters, play an important role in the history of the state and nation. Furthermore, it is understood that the anniversary resolutions, among other things, are an important tool of the authorities to implement the politics of memory. The aim of the publication is to present the main research findings. The findings are based on the analysis of 589 anniversary resolutions adopted by the Sejm and the Senate in 1989–2019. The article also draws attention to the significance and usefulness of the resolutions for political science research, not only those referring to memory studies.
    Bez wątpienia, w nurt współczesnej politologii można włączyć badania pamięcioznawcze. Zazwyczaj odnoszą się one do refleksji na temat polityki pamięci, polityki historycznej czy pamięci zbiorowej. Dotychczas, w literaturze przedmiotu z zakresu nauk o polityce, niewiele miejsca poświęcano problematyce uchwał rocznicowych Sejmu i Senatu Rzeczypospolitej Polskiej po 1989 roku, które są przedmiotem zainteresowania niniejszego artykułu. Opiera się on na badaniach przeprowadzonych i finansowanych ze środków Narodowego Centrum Nauki na temat miejsca i roli uchwał rocznicowych Sejmu i Senatu Rzeczypospolitej Polskiej w polskiej polityce pamięci. Przyjęto, że uchwały te stanowią akt woli obu izb polskiego parlamentu w zakresie upamiętniania rocznic historycznych odnoszących się do wydarzeń i osób, które w opinii uchwałodawców, zajmują ważne miejsce w dziejach państwa i narodu. Ponadto przyjęto między innymi, że uchwały rocznicowe Sejmu i Senatu Rzeczypospolitej Polskiej są istotnym narzędziem władzy w zakresie realizowania założeń polityki pamięci. Celem publikacji jest prezentacja głównych ustaleń wynikających z realizowanych badań. Ich postawą była analiza materiału badawczego obejmującego 589 uchwał rocznicowych uchwalonych przez Sejm i Senat Rzeczypospolitej Polskiej w latach 1989–2019. Niniejszy artykuł zwraca także uwagę na znaczenie i przydatność wyżej wskazanych uchwał polskiego parlamentu dla badań politologicznych – nie tylko tych, o charakterze pamięcioznawczym.

    The article focuses on the autonomous and separatist pursuits that occur in present day Italy. The work was inspired by the consultative referendums of 2017 in the regions of Veneto and Lombardia. Their aim was to give the residents a chance to express their views regarding the possible expansion of the autonomy of these two administrative units. As a result of the plebiscites, a significant majority voted for the expansion of the autonomy, which might trigger the pursuit of more permissions for the regions. One has to remember that in accordance with the constitution, Italy is a unanimous and non-divisible state. However, this does not mean that presently (as well as in the future) there are no separatist and autonomous tendencies. The tendencies have historical, economical, cultural, social or political reasons. The aim of the article is to analyze these tendencies on the basis subject literature and sources.

    Basic Agreement concluded between the Vatican City State and Israel in 1993 was an important step for the establishment of diplomatic relations. The conclusion of this Agreement is not a question of interreligious and diplomatic, which was associated with the efforts of the Vatican normalization of political relations with various countries. The author has analyzed the document and assess the relations in the perspective of twenty years. He also pointed to the fundamental problems in bilateral relations, and presented an assessment of contemporary relationships. The challenge for the future relations both states will be a consequence of the recognition in 2015 by the Vatican City State independence of Palestine.

    The purpose of this paper is to reflect upon the experience related to the appointment and operations of parliamentary commissions of inquiry in Poland. The author ponders whether the commissions appointed so far have contributed to improving the quality of political life and provided reliable explanations of scandals in circles of power, or perhaps they have rather become an instrument of political struggle, allowing political rivals to be easily discredited. The analysis conducted indicates that, on account of the composition of commissions (including politicians), so far their main focus has been political rivalry, instead of the actual investigation of scandals. The author also has reservations about the ineffectiveness of commissions of inquiry, which stems from imperfect legal provisions. The considerations refer to the supervisory function of the Polish parliament.

    The digitalization of terrestrial television in Poland is one of the largest media projects in recent years. The process combines social, economic and technical matters. Digitalization signifies a huge technical leap forward and offers extensive new opportunities when broadcasting television signals. Digital broadcasting is offered by three multiplex platforms. Among the candidates to use the first one (MUC-1) is Telewizja Trwam, owned by the Lux Veritatis foundation. The National Broadcasting Council (KRRiT) which assigns the concessions to use the multiplex rejected the application by Telewizja Trwam, associated with Fr. Tadeusz Rydzyk. The owner of Telewizja Trwam claimed the decisions of the KRRiT were baseless. There quickly emerged accusations of discrimination against a Catholic broadcaster, and, by this token, of scorn directed toward Polish Catholics. The dispute between Telewizja Trwam and the KRRiT has involved many groups and individuals – ranging from the supporters of the media associated with Fr T. Rydzyk, to journalists, politicians, and to the hierarchy of the Catholic Church in Poland. The purpose of this paper is to present this dispute, its background and the arguments of both parties. As the dispute was still unresolved when this paper was completed (in late February 2013), the author tried to suggest possible scenarios for its outcome and to draw conclusions for the future.

    This paper aims to present a theoretically-empirical reflection on the citizen-oriented model of journalism developed from the social responsibility of the media paradigm. The main indicator of that model is the significant attention paid by journalists to the current perspective of the citizens (in terms of their expectations, demands, actions), to educate citizens about their rights and obligations, as well as to encourage people to actively participate in public debate. The study was conducted under the framework of the international comparative project “Journalistic Role Performance Around the Globe”, launched and coordinated by C. Mellado and L. Hellmueller from Texas State University, USA (www.journalisticperformance.org). The results of empirical research (an analysis of the contents of four Polish daily newspapers) revealed that Polish journalism insufficiently incorporates the model of civic service, one of whose most rudimentary aims is the support, education and representation of the citizens’ interests.

    Several research projects in the last decade have been devoted to studying professional role perception among Polish journalists. Still less is known about how different ideals of professional roles affect journalistic role performance. This paper aims to present the findings of the content analysis of 1,130 news stories published in four Polish newspapers in 2012 and 2013. The study was a part of the international research project: Journalistic Role Performance Around the Globe (led by Prof. Claudia Mellado from Pontificia Universidad Católica de Valparaíso, in Chile and Lea Hellmueller, from Texas States University, www.journalisticperformance.org). The results indicate that the watchdog model is most commonly used in the Polish press, followed by the infotainment and civic models. However, the findings of the content analysis primarily support the general observation on the political orientations of the Polish newspapers and political parallelism of the Polish media system.

    The aim of the paper is to compare the findings of selected surveys conducted among Polish journalists with the findings of a newspaper content analysis. The findings of the surveys showed differences between different generations of journalists. Specifically, those who entered the profession right after the political transition in the early 1990s seem more interested in playing the role of watchdog than those who have recently graduated from universities. Although the youngest generation of Polish journalists believes that the media should monitor political actors, they do not seem very interested in playing that role. The findings of the content analysis showed that Polish journalists pay significant attention to monitoring the policy and performance of political actors. The study supports previous observations on the high level of political parallelism of the Polish media system.
    Celem artykułu jest zestawienie postaw polskich dziennikarzy wobec aktorów politycznych deklarowanych w ankietach (role perception) z faktycznymi działaniami podejmowanymi przez dziennikarzy wobec polityków w przygotowywanych przez nich materiałach informacyjnych (role performance). Wyniki badań ankietowych ujawniają istotne różnice pomiędzy poszczególnymi pokoleniami polskich dziennikarzy. Z rolą watchodoga utożsamia się przede wszystkim pokolenie podejmujące pracę w okresie zmiany ustrojowej, podczas gdy najmłodsze pokolenie – choć uważa tę rolę mediów za ważną – samo nie jest zainteresowane jej pełnieniem. Analiza zawartości mediów potwierdza dużą wagę przywiązywaną przez polskich dziennikarzy do monitorowania działalności prowadzonej przez aktorów politycznych. Badania dostarczają jednocześnie danych potwierdzających wysoki poziom paralelizmu politycznego polskiego systemu medialnego.
