    The paper focuses on the problem of Russian-speaking minorities in the foreign policy of the Russian Federation on the example of Estonia as one of the Baltic states. The article contains the genesis and the concept of the policy of the Russian authorities towards these communities, and also discusses the issue of the presence, size of population and status of Russians in Estonia. The next section shows the dimensions of the cultural and the political use of Russian-speaking minority, and examples of such activities on the national and international level.

    There has been an increased interest in the field of informational and psychological warfare conducted by the Russian Federation directed at Western countries and their allies following the intensification of the conflict in Ukraine. The most visible example of this are the activities in the field of propaganda, disinformation and psychological operations accompanied the annexation of the Crimea and manipulate the American public during the presidential election in 2016. Trolling as one of using tools of such activity is a highly visible manifestation in which users or automatic comment generation programs manipulate online discussions. This phenomenon is visible and widely discussed in the media discourse. Efforts are being made to develop academically rigorous systems of identification and description. This paper presents the results and main conclusions reached through the application of the author’s method of analysing key words supported by corpus-based analysis in exploring this phenomenon.

    W artykule dokonano analizy kont najbardziej zaangażowanych w inicjowanie dyskusji o rusofobii w polskojęzycznym segmencie portalu społecznościowego Facebook w 2018 r. oraz w okresie styczeń–kwiecień 2022 r. Proces badawczy został przeprowadzony z wykorzystaniem analizy ilościowej trendu występowania hasła związanego z dyskusją o rusofobii, analizy sieciowej i analizy ramowej. Intencją autora był pogłębiony opis tego, w jaki sposób ta grupa użytkowników mediów społecznościowych zareagowała na czynnik sytuacyjny kształtujący środowisko informacyjne, którym była inwazja Rosji na Ukrainę. Autor poszukiwał odpowiedzi na pytanie, jak zaobserwowane zjawiska wpłynęły na bezpieczeństwo informacyjne państwa. W badaniu odnotowano pozytywne zmiany w segmencie środowiska informacyjnego dotyczące dyskusji o rusofobii.
    The article analyses the accounts most involved in initiating discussions about Russophobia in the Polish-language section of the Facebook social network in 2018 and in the period January-April 2022. The research process was carried out using quantitative trend analysis of the occurrence of a keyword related to discussion about Russophobia, network analysis and frame analysis. The author’s intention was an in-depth description of how this group of social media users reacted to the situational factor shaping the information environment, which was Russia’s invasion of Ukraine. The author sought to answer the question of how the observed phenomena affected the information security of the state. The study noted positive changes in the segment of the information environment concerning the discussion of Russophobia.

    Studying Chinese intelligence service brings researchers and their readers together to identify the specific ways in which the state achieves its goals internationally. Intelligence is deeply rooted in the Chinese understanding of interstate competition, and its essential effect, ie knowledge, is a key element in rational decision-making in foreign and security policy. Intelligence is also an important tool for reducing the technological gap between the PRC and Western countries. Years of tradition, size and international status make the intelligence service of the People’s Republic of China have certain characteristics that characterize its operation. Their description may help to understand the philosophy underlying the intelligence work on Chinese characteristics, the role of these institutions in foreign policy and their methodology of action. Authors decided to focus on two aspects: the structures responsible for the interview and the specificity of the approach to collecting information. The main reason for adopting such a perspective is the desire to outline the main differences in Chinese intelligence work in relation to Western countries of cultural or even Russian. A look at the structure of the intelligence and its place in the system brings us closer to understanding what role the Chinese attribute and what they expect from the institutions called to collect information.
    Изучение китайских разведывательных служб объединяет исследователей и их читателей, чтобы понять специфику того, как государство достигает своих целей на международном уровне. Интеллект глубоко укоренен в китайском понимании межгосударственной конкуренции, и его существенный эффект, то есть знания, является ключевым элементом рационального принятия решений в области внешней политики и политики безопасности. Интеллект также является важным инструментом для сокращения технологического разрыва между КНР и Западом. Годы традиций, размеров и международного статуса делают разведывательные службы Китайской Народной Республики определенными характеристиками, характеризующими ее деятельность. Их описание может помочь понять философию, лежащую в основе разведывательной работы по китайским особенностям, роль этих институтов во внешней политике и их методологию действий. Авторы решили сосредоточиться на двух аспектах: структурах, ответственных за интервью, и специфике подхода к сбору информации. Основной причиной принятия такой перспективы является стремление наметить основные различия в работе китайской разведки в отношении западных стран культурного или даже русского языка. Взгляд на структуру интеллекта и его место в системе приближает нас к пониманию роли, которую китайцы приписывают и чего они ожидают от институтов, призванных собирать информацию.

    The article takes up the problem of Chinese intelligence as a tool of support foreign policy. In the first place, the theoretical concepts and assumptions concerning this domain of state policy have been systematized. A review of selected foreign policy definitions in Polish-language political literature was conducted in this respect. Next the authors discussed the specificity of foregin policy determinants, structures and instruments. The key determinants of China’s foreign policy of political, military, geographic, economic, and doctrinal character were discussed in following part of article. In the last part of the paper, an attempt was made to answer the question of how the above conditions affect the demand and performance of Chinese intelligence activities.
    В статье рассматривается вопрос об условиях китайской разведывательной работы в качестве инструмента для поддержки внешней политики. Первый был сделан для систематизации концепций и теоретических предположений относительно области государственной политики. Сделано в этой связи обзор выбранного определения функционирования на польском языке и литературе внешней политики, политологии были сделаны, чтобы обсудить специфику условий, структуры и инструментов. Затем рассматриваются ключевые детерминанты внешней политики Китая политического, военного, географического, экономического и концептуальных и доктринальных. В последней части статьи через призму попыток ответить на вопрос о том, как эти факторы влияют на спрос и реализацию китайской разведывательной деятельности.

    The soft power in contemporary international relations is one of the basics of an effective foreign policy. Conceptualization of “soft power” term has western and liberal-democratic specifics. However, globalization, the interdependence and multi-channel communication of today’s international relations mean that states with policy systems different than liberal-democratic are also aware of its effectiveness. The main goal of this paper is to present the issue from the perspective of two countries – Turkey and Russia. The paper attempts to determine how important soft power is in the structure of the foreign policy tools of both countries, as well as how its resources are used.

    In the globalized world, international communication seems particularly important in the context of the planning and conduct of foreign policy. Apart from traditional forms of interaction such as diplomacy, economy or military means, it is also important to have an impact on the culture and values of other societies. One of the tools for this service is the media and institutions involved in building social bonds, disseminating knowledge about a given country or its language. Depending on the state, these elements may be more or less effectively used in foreign policy. The case of the People’s Republic of China, with its aspirations to the global power, and the current system of power, seems to be a particularly interesting and therefore is the purpose of this study.
