This article is part of a larger project on contemporary sources of legitimacy of the European Union. My prior inquiry into this subject argued that the primary legitimacy problem within the EU is not the so-called 'democratic deficit' or the EU's failure to produce certain outputs, but is instead the EU's ability to enact laws against a national government's will and dissent through Qualified-Majority Voting ('QMV') in the Council of Ministers. Based on an analysis of the EU's internal transformation through four successive treaties, that article argued that the EU can be legitimated based on two primary sources, national democracy and European citizenship, such that QMV decision-making could be justified based on promotion or protection of European citizenship, even against a national democracy's will. From this internal transformation of the EU, this article turns to the EU's external transformation through enlargement across Central and Eastern Europe. By examining the process of enlargement, the article argues that this practice also reflects the hypothesized dual legitimacy structure based on European citizenship and national democracy. In particular, the EU's primary focus during the enlargement process on the Copenhagen political criteria (rather than the economic or acquis criteria) - and in particular, ensuring the candidate countries' commitment to EU fundamental rights - was justified in light of the concurrent shift in EU decision-making from de facto unanimity to QMV. Since an EU democracy could now be outvoted in the Council and an EU decision could be taken against a nation's democratic will, the old EU Member States wanted to ensure that the new Member States would share their core political values, such that all Member States would be expected to pursue the same basic shared interests and could thus credibly claim to act on behalf of European citizens. Even as a pre-condition of accession negotiations, the EU required candidate countries to meet stringent political criteria reflecting the EU's new orientation around fundamental rights and excluded those countries that failed to do so, particularly based on human rights grounds; in contrast, it extended membership to countries even if they did not fully meet the economic or acquis criteria. In conclusion, the article proposes to formalize this consensus through a 'Strasbourg Compromise,' mirroring the Luxembourg Compromise that underpinned the European Communities, but orienting it around European citizenship rather than the national veto.

We consider the $\Sigma_0^1$-fragment of second-order logic over the vocabulary $\langle+, \times, 0, 1, <, S_1, ..., S_k \rangle$, interpreted over the reals, where the predicate symbols $S_i$ are interpreted as semialgebraic sets. We show that, in this context, satisability of formulas is decidable for the first-order $\exists$*-quantifier fragment and undecidable for the $\exists$*$\forall$- and $\forall$*-fragments. We also show that for these three fragments the same (un)decidability results hold for containment and equivalence of formulas.

Aim: Building upon stakeholder and institutional theory, this paper investigates the relationship between product diversification and corporate social performance (CSP), thereby attempting to make essential contributions to the current literature. Based on an extensive literature review, it was expected that related, unrelated and total product diversification are positively related to CSP. Moreover, it was hypothesized that the exposure to weak institutional host country environments negatively affects the relationship between diversification and CSP, and that the Sustainable Development Goals (SDGs) have a positive effect on the relationship. Design / Research methods: The sample selected for this research is the non-renewable energy industry, since the industry shows great divergence in terms of corporate social responsibility (CSR) performance. In addition, the industry is highly susceptible to regulatory changes, while the Sustainable Development Goals have an enormous focus on the reliability and sustainability of energy, making it a highly relevant industry to study. This study analyzed 40 a 40 non-renewable energy firms over a time frame of seven years, by using OLS regression. Conclusions / findings: The results reveal that unrelated diversification is positively related to CSP, while the other forms of diversification show insignificant results. Contrary to expectations, the Sustainable Development Goals negatively affect the relationship between product diversification and CSP, while the moderating effect of exposure to weak institutional environments is insignificant. Originality / value of the article: Research on the relationship between product diversification on corporate financial performance is well-established, but the way in which product diversification influences a firm’s behavior towards stakeholder demands and social concerns remains largely unexplored. Accordingly, the results of this study challenge existing theories while adding more context to the existing relationship, and in turn provide promising avenues for future research.

If the implementation of small area estimation methods to multiple editions of a repeated sample survey is considered, then the question arises which covariates to use in the models. Applying standard model selection procedures independently to the different editions of the survey may identify different sets of covariates for each edition. If the small area predictions are sensitive to the different models, this is undesirable in official statistics since monitoring change over time of statistical quantities is of utmost importance. Therefore, potential confounding of true change and methodological alterations should be avoided. An approach to model selection is proposed resulting in a single set of covariates for multiple survey editions. This is achieved through conducting covariate selection simultaneously for all editions, minimizing the average of the edition-specific conditional Akaike Information Criteria. Consecutive editions of the Dutch crime victimization survey are used as a case study. Municipal estimates of three survey variables are obtained using area level models. The proposed averaging strategy is compared to the standard method of considering each edition separately, and to an elementary approach using covariates selected in the first edition. Resulting models, point estimates and MSE estimates are analyzed, indicating no substantial adverse effects of the conceptually attractive averaging strategy.

Abstract: Aim: This paper investigates how a framework for analysing business sectors in emerging markets looks like when taking into account the local context-dependent and general factors of The Bottom-of-the-Pyramid (BoP). The BoP segment in emerging markets represents a major growth potential for firms, including multinational enterprises (MNEs) from developed countries. However, the continued lack of success of MNEs in these markets has shown that generic one-size-fits-all strategies for the BoP are not appropriate as BoP contexts differ between countries. Design / Research methods: The sample that was selected for the research includes two non-governmental organizations (NGOs) related to the BoP and eight managers at MNEs with activities in the BoP have been interviewed in a semi-structured manner to collect rich data. Conclusion / findings: By interviewing eight managers at MNEs with activities in the BoP and two NGOs related to the BoP, an additional analysis, BoP-orientation, and further extensions to the original analyses are being presented. This results in an advanced framework for analysing business sectors in emerging markets. Originality / value of the article: Current frameworks for analysing business sectors in emerging markets do take into account inter-country differences but fail to recognize intra-country differences, which causes them to fall short on their applicability to the BoP. This paper fills the gap how frameworks for analysing business sectors in emerging markets can be made applicable for the BoP by taking into account both the local context-dependent and general factors of a BoP-market to analyse it for opportunities, threats, and eventually and strategic entry mode.

Performance analysis of a 1.0 tonne desiccant evaporative cooling storage structure for mango fruits was studied. The study examined the effects of inlet air conditions and water flow rates through an absorber on the cooling performance of the system. The airflow rate was approximately 0.24 m3·s -1 and water flow rates through the absorber varied from 0 to 0.252 l·s -1 . The system produced approximately 7 kW of cooling at water supply rate of 0.252 l·s -1. A simple linear correlation was established for condition line slope from inlet to exiting air conditions for all the water flow rates. Lines of best fit resulted in correlation coefficient better than 0.96. The observed temperatures with a direct evaporative cooler, tested with freshly harvested mango fruits were found to be between 15.1°C and 23.4°C and relative humidity between 81.8% and 97.7%. Physiological weight loss and firmness assessments of the fruits were also conducted.
Artykuł omawia analizę wydajności chłodni wyparnej o poj. 1,0 tony, wykorzystywanej do przechowywania owoców mango. Zbadano wpływ warunków wlotowych powietrza i szybkości przepływu wody przez pochłaniacz na wydajność chłodniczą systemu. Natężenie przepływu powietrza wynosiło około 0,24 m3·s-1 , a natężenie przepływu wody przez absorber wahało się od 0 do 0,252 l·s-1 . W tym czasie wyprodukowano około 7 kW chłodu przy przepływie wody wynoszącym 0,252 l·s -1 . Określono prostą korelację liniową nachylenia linii wykresu warunków, od wlotu do wylotu powietrza, dla wszystkich wielkości przepływu wody. Linie o najlepszym dopasowaniu dały współczynnik korelacji powyżej 0,96. Zaobserwowane temperatury chłodni wyparnej, sprawdzane na świeżo zebranych owocach mango, wynosiły od 15,1°C do 23,4°C, a wilgotność względna od 81,8% do 97,7 %. Dokonano również oceny fizjologicznej utraty masy i jędrności owoców.

Despite the growing importance of electronic reversed auctions (ERAs) few empirical studies have explored the appropriateness of ERA usage. Most commonly, transaction cost theory has been used for these ERA-studies, relying on arguments that consider asset specificity as the primary explanation for organizational boundaries. We seek a more thorough explanation for perceived Electronic Reverse auctions (ERA) appropriateness, using multiple theoretical perspectives. This study includes insights and variables from the incomplete contract theory and the resource dependence theory. A conceptual model for ERA appropriateness was developed from the buyer perspective. This model was empirically validated using a survey of 176 purchasing professionals. The findings suggest a positive impact of buyer power on ERA appropriateness, while total interdependence does not appear to affect ERA appropriateness. The results further indicate that asset specificity stimulates ERA usage. ERA-minded purchasers consider ERAs as a tool for exploiting buyer power and for imposing relationship investments on suppliers. At the same time, variables related to collaboration do not appear to be important for ERA appropriateness from the perspective of the buyer. Suppliers are required to make relation-specific investments, but are not valued for their relational efforts. The novelty of this article Scholars have taken several approaches to investigate and to explain company’s sourcing decisions that include ERA use. We address an important gap in the literature by using the incomplete contract theory in combination with the resource dependence theory to provide a better understanding of buyers’ perceived ERA appropriateness.

APEX (Airborne Prism EXperiment) is a high spectral and spatial resolution hyperspectral sensor developed by a Swiss-Belgian consortium on behalf of the European Space Agency. Since the acceptance of the instrument in 2010, it has been operated jointly by the Flemish Institute for Technological Research (VITO, Mol, Belgium) and the Remote Sensing Laboratories (RSL, Zurich, Switzerland). During this period, several flight campaigns have been performed across Europe, gathering over 4 Terabytes of raw data. Following radiometric, geometric and atmospheric processing, this data has been provided to a multitude of Belgian and European researchers, institutes and agencies, including the European Space Agency (ESA), the European Facility for Airborne Research (EUFAR) and the Belgian Science Policy Office (BelSPO). The applications of APEX data span a wide range of research topics, e.g. landcover mapping (mountainous, coastal, countryside and urban regions), the assessment of important structural and (bio)physical characteristics of vegetative and non-vegetative species, the tracing of atmospheric gases, and water content analysis (chlorophyll, suspended matter). Recurrent instrument calibration, accurate flight planning and preparation, and experienced pilots and instrument operators are crucial to successful data acquisition campaigns. In this paper, we highlight in detail these practical aspects of a typical APEX data acquisition campaign.
