    Skutkiem ewolucji polityki rozwoju jest między innymi jej synchronizacja z polityką przestrzenną. W państwach bloku wschodniego polityka taka – interpretowana jako polityka zagospodarowania przestrzennego – wiele lat zastępowała politykę rozwoju, zwłaszcza rozwoju układów terytorialnych. Postęp decentralizacji, promujący samorządowe podmioty władzy, awansował politykę rozwoju układów terytorialnych do jednego z głównych instrumentów polityki rozwoju kraju. Artykuł prezentuje problematykę przestrzennych aspektów rozwoju regionalnego, przywołując klasyczne teorie lokalizacji i rozważając ich potencjał w perspektywie potrzeb nowoczesnej polityki rozwoju.
    The effect of the evolution of development policy is, among others, its synchronization with spatial policy. In the post-comunist bloc countries, such a policy – interpreted as a spatial development policy – has replaced many years of development policy, especially the development of territorial systems. Progress of decentralization promoting self-government entities of power, promoted the policy of development of territorial systems to one of the main instruments of the country’s development policy. The article presents the problem of spatial aspects of regional development, recalling classical location theories and considering their potential in the perspective of the needs of modern development policy.

    Opis:
    The analyses made in the article are concentrated on characterization of the structural policy of the European Union in the historical approach, with the institutional current strongly stressed. According to the thesis that has been put forward about the national model of the regional development policy being dependent on its European match, an attempt is presented of a complex evaluation of the evolution of the Union’s structural policy, as result of which it is proven that the basic determinant of rationalization of the reforms carried out up till now are their systemic consequences. Despite the recognition of the member-states’ competences as far as forming the aims and principles ruling the policy of developing the intra-national territorial arrangements is concerned, the European model consistently makes the actions undertaken within it dependent on the principles and aims of the Union’s policy by co-financing projects encouraging development. The proven superiority of the systemic context of the reforms undertaken in the EU directs the evolution of the national model, promoting the systemic approach to the policy of regional development and in this way rejecting – as not rational in the above meaning – actions with a provisional character.

    Opis:
    The paper seeks to identify and describe in detail the economic-legislative status quo in reference to the financial foundations of pro-developmental actions on the intraregional level. The systemic consequences of the regulations introduced by way of the law on the incomes of the units of regional governments of November 2003 have been subjected to a detailed analysis. This law replaced another law that was amended many times in the years 1999-2003, and ordered the questions under study. The conclusion is that the changes introduced in the financial system of regional governments order this sphere, but only from the formal point of view. With regard to the real needs of the intraregional policy, directed at the pro-developmental use of the means from the budget of the European Union, they do not revolutionise the situation of the regions. They are still unable to conduct an independent autonomic policy with regard to the accepted strategies of development.

    Artykuł omawia obecne zastosowania metod ekonometrycznych w analizach szarej strefy. Przedstawione zostały ramy formalne metodologii badania gospodarki nieoficjalnej oraz możliwości metod ekonometrycznych w analizach kierunkowanych zarówno na szacowanie rozmiarów szarej strefy, jak i na pogłębione badania jej struktury oraz związków przyczynowo-skutkowych. Poza metodami pośrednimi, jak bilans zużycia energii elektrycznej M. Lackó czy analiza popytu na pieniądz V. Tanziego, szeroko omówiona została metodologia modeli równań strukturalnych, oceniona jako podejście z niewykorzystanym potencjałem eksplikacyjnym.
    The article presents the current applications of econometric methods in the analysis of gray economy. The work presents a formal framework of methodology for the study of unofficial economy and the possibilities of econometric methods in analyzes aimed at estimating the size of the shadow economy and in-depth studies of its structure and cause-and-effect relationships. In addition to indirect methods, such as the balance of electricity consumption (household electricity approach) of M. Lackó or the analysis of the currency demand method of V. Tanzi – the methodology of structural equation models, assessed as an approach with unused exploratory potential, has been widely discussed.
