    This paper aims to analyse the impact of expenditure to fund primary schools in big cities in Poland on pupils’ performance (measured with the results of 6th graders’ exam). Analysis of literature allowed us to hypothesize about the correlation of average 6th graders’ exam results as a test of competence, and the expenditure related to the education of students in public primary schools, and presents the results of public primary schools in a big city. Research conducted by the author in a big city among the primary schools, which were established by one unit of local government, suggests that, although a dependence can be observed, interestingly this is of a negative nature, not statistically significant. Thus there is no correlation between the 6th graders’ exam results and the amount of expenditure in public primary schools.

    The aim of this article is to identify the role of fees and user charges in the budgets of large cities (cities with county status) and policies of these entities in this regard. To achieve this goal, the article reviews the research on the importance of fees and user charges in local government finance, and analyses the role of fees and user charges in large cities finances in Poland from 2006 to 2012. The study confirms the global trend observable in different countries, i.e. the increasing importance of revenues from fees and user charges to local government budgets. Secondly, the relative size of revenues from fees and user charges in large cities in Poland are evening out. Thirdly, there are two key areas in terms of service charges: public transport and housing management.
    Celem artykułu jest celu określenie roli opłat w budżetach dużych miast (miast na prawach powiatów) i polityki tych podmiotów w tym zakresie. Aby osiągnąć ten cel, w artykule dokonano przeglądu badań dotyczących znaczenia opłat w finansach samorządowych oraz przeprowadzono analizę roli opłat w finansach dużych miast w Polsce w latach 2006–2012. Przeprowadzone badania empiryczne potwierdzają globalny trend, zauważalny w różnych krajach, tj. rosnące znaczenie dochodów opłat do budżetów samorządowych. Po drugie, występuje tendencja do wyrównywania relatywnej wysokości dochodów z opłat w dużych miastach w Polsce. Po trzecie, istnieją dwa obszary istotne z punktu widzenia opłat za usługi: komunikacja miejska i gospodarka mieszkaniowa.

    Celem artykułu jest określenie grup dochodów własnych bieżących, które są wykorzystywane przez miasta na prawach powiatu w celu dywersyfikacji. Analiza literatury pozwoliła zdefiniować trzy trendy dywersyfikacji: poprzez zmianę znaczenia podatku od nieruchomości; podatku dochodowego oraz dochodów niepodatkowych. Analiza ilościowa przeprowadzona została na podstawie zdefiniowanych grup dochodów, przy założeniu podziału miast na prawach powiatu na dwie grupy w oparciu o kierunek zmiany wskaźnika HHI pomiędzy rokiem 2015 a 2004. Wykazano, że istnieje współzależność pomiędzy wzrostem dochodów własnych bieżących per capita a wzrostem dywersyfikacji tych dochodów, co potwierdza fakt, że miasta, utrzymując określoną wydajność najważniejszych pod względem wpływów dochodów, zwiększają wydajność pozostałych. Jednocześnie wskazano, że grupą dochodów różnicującą dwa typy miast są dochody bieżące z majątku, a w dalszej kolejności są to opłaty (o charakterze daninowym) oraz pozostałe dochody własne.

    This paper aims to assess if large Polish cities use fees and user charges to substitute other own-source revenues. The analysis has been conducted on a panel of 65 large cities in Poland in the period of 2004-2015. Using OLS and fixed effect panel analysis, it has been proved that cities pursue their policy in order to maximize their revenues, which is in line with the Leviathan theory assuming that public authorities maximize public revenues. Additionally, using the normalization quotient mapping, it has been confirmed that cities do not change their revenue policy in terms of taxes vs. fees and user charges trade-offs.

    The aim of this article is to assess the link between user charges and expenditures on the service on the example of public kindergartens in Poland. The rationale behind the paper is that implementation of user charges for public service results in efficient use of resources and leads to the passing-on of expenditure increase to consumers. To achieve the aim, three methods were used, namely weighed-least-squares, fixed effect and random effect method. The empirical analysis based on a panel data set for 65 large Polish cities in the years 2012–2018 showed that about 10–25% of an expenditure increase is passed on to consumers in terms of higher user charge. Moreover, user charge financing has a significant negative effect on the unit cost. An increase in the share of user charges in expenditures by 10 pp causes a decrease in expenditure at the level of 2.5–50%.

    Przedmiot badań: Jednostki samorządu terytorialnego w swojej działalności realizują politykę dochodową, którą obserwować należy pod kątem efektywniejszego wykorzystywania niepodatkowych źródeł dochodów, takich jak opłaty czy dochody z majątku, lub wprowadzania nowych. W samorządach można w związku z tym zaobserwować efekt dywersyfikacji dochodów. Cel badawczy: Celem badania było określenie siły wpływu dywersyfikacji, z uwzględnieniem innych czynników ekonomicznych, na wysokość dochodów własnych bieżących per capita w powiatach ziemskich i grodzkich w Polsce. Metoda badawcza: By zrealizować cel wykorzystano analizę panelową, odrębnie dla wszystkich powiatów ziemskich i grodzkich. Estymacji wyników dokonano przy wykorzystaniu dwóch metod: metody najmniejszych kwadratów oraz analizy panelowej o ustalonych efektach. Dywersyfikacja dochodów własnych bieżących mierzona była z pomocą wskaźnika indeks Hirsha-Herfindahla. Wyniki: Przeprowadzone badanie potwierdza hipotezę o ujemnej zależności dochodów własnych bieżących per capita od indeksu HHI, tj. wraz ze wzrostem stopnia dywersyfikacji dochodów własnych bieżących ich wysokość per capita wzrasta. Wzrost ten wynosi 301–403 zł w powiatach grodzkich oraz mniej niż 17 zł w powiatach ziemskich, przy spadku indeksu HHI o 0,1. Dodatkowo czynnikami w sposób istotny i jednoznaczny wpływającymi na wysokość dochodów własnych bieżących są: wysokość wynagrodzeń oraz liczba przedsiębiorstw działających na terenie powiatów – w obu przypadkach wpływ jest pozytywny.
    Background: Local government units in their activities implement a revenue policy, which should be observed in terms of more effective use of non-tax revenue sources, such as fees or property income, or the introduction of new sources. Therefore, the effect of revenue diversification can be observed in local governments. Research purpose: The aim of the study was to determine the strength of diversification effects of operating own-source revenues, taking into account other economic factors, on the amount of per capita revenues in cities and districts in Poland. To achieve the objective, panel analysis was used separately for all large cities and districts. Methods: The results were estimated using two methods: ordinary least squares and panel analysis with fixed effects. Diversification of operating own-source revenues was measured with the use of the Herfindahl-Hirsh index. Conclusions: The conducted study confirmed the hypothesis of a negative relation between operating own-source revenues per capita and the HHI index, i.e. with increased diversification the amount of operating own-source revenues of per capita increases. This increase is 301–403 zł in large cities and less than 17 zł in the districts, when the HHI index decline is 0,1. In addition, factors significantly and unambiguously affecting the amount of the revenues are: wages and the number of companies operating in the districts – in both cases the effect is positive.

    Opis:
    Prezes Najwyższej Izby Kontroli zatwierdził „Aktualizację strategii działalności kontrolnej na lata 2022–2024”1 9 lutego 2023 r. Tym samym zmodyfikowano podstawowe obszary działań kontrolnych Izby w tym oraz przyszłym roku. W SDK wskazano priorytet strategiczny – „Zapewnienie bezpieczeństwa narodowego”, który obejmuje trzy priorytety szczegółowe, a te z kolei przewidują po trzy kluczowe obszary interwencji dotyczące najważniejszych sfer działalności państwa. Artykuł omawia je, a także przybliża metodykę wyboru priorytetów szczegółowych oraz kluczowych obszarów problemowych wykazanych w tym dokumencie.
    The President of the Supreme Audit Office approved the update of the audit strategy for 2022–2024 on 9th February 2023, and simultaneously the basic areas of NIK’s audit activity were updated for this and next year. The strategy identifies “Ensuring national security” as the strategic priority that comprises three detailed priorities, which in turn include three key intervention areas, each related to the most important spheres of the State’s activity. The document indicates that “ensuring national security should be the basis for our State and it is necessary for audit planning, and for developing audit programmes and subjects. National security exceeds military security and it should guarantee, among others, protection of such values as human survival, the socioeconomic system, the dominating ideology, the State’s prestige in the international environment, interests of Polish citizens abroad, economic progress, the standard of living, etc.”. The article deals with the issues related to the nature of national security regarded as both: a strategic priority of the document and the basis of the State’s operations in present times. It also discusses the methodology for selecting detailed priorities and key problem areas. The article also comprises a synthetic description of the most important areas considered at the audit planning stage and when developing audit programmes and subjects. These are: safety of citizens, energy independence and effectiveness, and financial stability.

    Ostatnie lata przyniosły szybki rozwój technologii przetwarzania danych, poczynając od uczenia maszynowego, przez big data (zbiory danych) do sztucznej inteligencji (ang. artificial intelligence, AI). W konsekwencji zwiększają się możliwości ich wykorzystania we wszystkich dziedzinach wiedzy (m.in. bezpieczeństwo, finanse, handel, marketing). Komisja Europejska oszacowała udział gospodarki opartej na danych w unijnym PKB na 3,9%1 w 2022 r. Obszarem wykorzystania big data stopniowo staje się działalność najwyższych organów kontroli (NOK). Wiąże się to jednak z wieloma wyzwaniami oraz koniecznością dokonania zmian metodycznych i organizacyjnych, ale może doprowadzić do skuteczniejszej kontroli administracji publicznej i innych podmiotów, a jednocześnie do lepszego wykorzystania zasobów.
    Over the last years, we have been witnessing a fast development of data processing, starting from machine learning, through big data, to artificial intelligence (AI), which results in new opportunities for using them in many areas (e.g. security, finance, trade, marketing). The European Commission estimates that the share of data based economy in the EU gross domestic product reached 3.9 percent in 2022. The area where big data has been gradually used is the activity of Supreme Audit Institutions (SAIs). There are, however, many challenges here, and the need to introduce methodological and organisational changes. Yet this may lead to more effective auditing of the public administration and other entities, and to better spending of resources. The aim of the article is to discuss opportunities of using big data tools in the activities of Supreme Audit Institutions. The first part of the article presents the significance of this technology in the public sector, the second part discusses the conditions related to using big data, and the last part contains considerations related to digital transformation of SAIs, as well as factors that have an impact on the use of big data in SAIs.

    Zarządzanie ryzykiem w sferze planowania aktywności naczelnego organu kontroli stanowi element ładu instytucjonalnego, wpływający na osiąganie celów i realizację zadań Najwyższej Izby Kontroli. Dzięki niemu modyfikuje się sposób działania ‒ a w przedstawianym zakresie planowania i podejmowania kontroli ‒ aby zwiększyć szanse na sukces i zmniejszyć ryzyko porażki. Chodzi tu o prawdopodobieństwo podejmowania kontroli, które w niewielkim stopniu będą odzwierciedlać podstawowe cele działalności NIK, sformułowane w Strategii działalności kontrolnej. Skupieniu się na tych najistotniejszych zagadnieniach służy matryca oceny tematów kontroli. Artykuł przybliża istotę tego narzędzia i prezentuje możliwości jego wykorzystania.
    The audit topics assessment matrix (MOTK, the matrix) is a modified standard audit assessment matrix used, among others, in auditing or risk management. It is a tool for objective and standardised assessment of audit topics proposals for NIK workplans or for ad hoc audits. The objective of using MOTK is also to verify the connection between audit topics and the current NIK strategy. At present, one of the priorities of the NIK strategy for the years 2022–2024 is “ensuring national security”, comprising objectives, namely “Finance and economy”, “People”, “Environment”. The said tool uses the standard risk assessment matrix with consideration to key factors from the perspective of a Supreme Audit Institution (SAI), which should be taken into account when deciding to conduct a given audit. Thus it is an element of risk management in the area of audit planning. In their article, the authors present examples of risk management in audit planning of several SAIs, approaching them as a sort of introduction to presenting the matrix. The main objective of the article is to discuss the results of audit topics examination with the use of MOTK, and to present selected conclusions made after an analysis of the empirical material obtained. Such analysis is helpful in answering the question on possibilities to use this tool in the NIK planning process and in auditing.
