    The development of local government is one of the key factors that contributedto the democratization of the political system in Poland. The process of building local government in Poland is still not finished, and there are new challenges. One of the important issues is the question of increasing role of metropolitan areas and large urban areas. The subject of the article was an analysis of the parliamentary Act on the metropolitan district. The proposed project does not fit the local reality. The good thing was that this project provoked the debate. As a result, it developed a new solution – the Act on metropolitan associations.
    Rozwój samorządu terytorialnego jest jednym z kluczowych czynników, które przyczyniły się do demokratyzacji systemu politycznego w Polsce. Proces budowy samorządu terytorialnego w Polsce nie jest skończony, a przed nami pojawiają się nowe wyzwania. Jednym z istotnych zagadnień jest kwestia zwiększenia roli metropolii i dużych aglomeracji miejskich. Przedmiotem artykułu stała się analiza poselskiego projektu ustawy o powiecie metropolitalnym. Przedstawiony projekt nie przystaje do samorządowej rzeczywistości. Nie ulega jednak wątpliwości, że dobrze się stało, iż ten projekt trafił pod obrady parlamentu, bowiem stał się podstawą do ożywionej dyskusji. W jej efekcie wypracowano nowe rozwiązanie – ustawę o związkach metropolitalnych.

    The model of public administration which emerged in Poland after 1989 assumes that its tasks are performed by the apparatus of the centralized government administration as well as by a diversified system of bodies or institutions that operate independently and fulfill public tasks, vested in them by virtue of law, in their own names and on their own accounts. Administrative tasks are performed by obligatory units and by the professional self-governing bodies, among other entities. They play a very important role in the system of representing defined so- cial groups’ interests because they are set up by the professions whose social significance re- quires the highest vocational and moral qualifications. The Chamber of Lawyers is worthy of particular attention, with its rich history and the fact that it forms the kernel of several corpora- tions of professions of public trust. However, recently there are increasing concerns about the justification for such structures and their operation in the public realm. Professional self-governing bodies are being subjected to social and media criticism, and are also criticized by their own members. The main accusa- tion of the representatives of a given profession concerns the apparent clash of their group’s interests with the social interest. All these doubts have resulted in a clear tendency of the progressive limitation of the com- petences of professional self-governing bodies in Poland and their takeover by the state ad- ministration. Several decades of self-government experience is a sufficient period to reveal the shortcomings of a given organization and to demonstrate the need to critically review cur- rent solutions. It is beyond doubt, however, that such a review should be performed by those who are most concerned with the development of a given profession, that is, by the members of a given professional self-governing body. For this purpose a questionnaire has been carried out with the approval of the Supreme Bar Council and with assistance from its officers. The purpose was to answer the question of what is the actual assessment of the work of the Chamber of Lawyers by the members of this pro- fession? The survey results show that lawyers have extensive knowledge of how their own professional self-governing body works. Although the general conclusions are mostly posi- tive, lawyers indicate numerous fields where changes should be introduced. It is clear that self-government has become an inherent part of this profession. Lawyers deem the existence of their professional self-government to be an institution required not only by themselves, but also by social interest.

Coraz większą rolę w zarządzaniu lokalnym odgrywa więc racjonalne i efektywne zarządzanie środkami finansowymi. Przedmiotem niniejszego opracowania jest budżet zadaniowy, który może się stać efektywnym sposobem racjonalnego gospodarowania pieniądzem publicznym na poziomie gminy.
    The functioning of the commune is based on possessed financial potential, and above all on rational management of public money. The issue of financial management is one of the most important issues regarding the functioning of local government units and is a vivid object of interest not only for theoreticians but also for practitioners. The financial situation and the growing scope of public tasks carried out make local authorities more and more clearly see the economic aspects of their activities. Therefore, rational and effective financial management plays an increasingly important role in local management. The subject of this study is a activity-based budget, which can become an effective way of rational public money management at the commune level.

    For some time Poland has been debating the issue of the existence and functioning of professional corporations. This debate concerns only those professions that are deemed professions of public trust and which have been granted the privilege of developing their respective professional self-governing bodies. European solutions for regulating the issue of such professions are varied and have attracted the attention of the European Union. Contemplating the evolution of the Polish political system in the field of self-governing bodies it is worth paying attention to the European standards regulating the functioning of free professions, which include what are considered professions of public trust in Poland. The said regulations set certain standards for the Polish regulator to be followed and implemented.

    The main aim of this paper is to answer the following questions: does the present model of local government, professional associations and self-regulatory business associations fulfil the idea of decentralisation? Does it meet the expectations of the authors of the 1989 system reform? The currently functioning model of administration assumes the execution of administrative tasks by both the centralised governmental administration and a multifarious system of independent bodies and institutions which carry out public tasks vested in them by legislation. Apart from some obligatory units, like the units of local government, there are some other entities which have a significant role in the public sphere: professional associations and self-regulatory business associations.
    Przedmiotem tego opracowania jest próba udzielenia odpowiedzi na pytanie: Czy obecnie funkcjonujący model samorządu terytorialnego, zawodowego i gospodarczego jest urzeczywistnieniem idei decentralizacji i spełnieniem oczekiwań twórców reformy systemowej z roku 1989? Obecnie funkcjonujący model administracji zakłada jej wykonywanie zarówno przez aparat scentralizowanej administracji rządowej, jak również wieloraki układ organów czy instytucji działających samodzielnie i wykonujących powierzone im w drodze ustaw zadania publiczne w imieniu własnym i na własną odpowiedzialność. Oprócz jednostek obligatoryjnych o podstawowym znaczeniu, jak na przykład jednostki samorządu terytorialnego, równie istotną role w sferze publicznej odgrywa samorząd zawodowy i gospodarczy.

    In parliamentary democracies a tendency to show policy in a more personalized way has revealed. Although such a process actually takes places so much the criteria based on which voters make decisions on voting they are not clear. You can assume that voters more susceptible to the personalization process will make a decision based on nonpolitical characteristics of the leader. Is it certain, that on the basis of a superficial assessment image of the leader they make the right choice? During the voting - do we also take more rational criteria such as the power to solve important problems or leadership abilities?
    W demokracjach parlamentarnych, uwidoczniła się tendencja do pokazywania polityki w bardziej spersonalizowany sposób. O ile taki proces faktycznie ma miejsc, o tyle kryteria w oparciu o które wyborcy podejmują decyzje dotyczące głosowania nie sąjasne. Można bowiem przypuszczać, że wyborcy bardziej podatni na proces personalizacji będą podejmować decyzję w oparciu o kryteria związane z opinią na temat niepolitycznych cech danego przywódcy. Czy pewnym jest jednak, że na podstawie powierzchownej oceny imagu lidera dokonają właściwego wyboru? Czy głosując uwzględnią także bardziej racjonalne kryteria, takie choćbyjak: kompetencje do rozwiązywania ważnych problemów, czy zdolności przywódcze?

    Istotnym elementem modelu samorządowego w Polsce jest niewątpliwie funkcjonująca od początku jego restytucji w Polsce straż gminna. Obchodzona w tym roku okrągła rocznica przywrócenia w Polsce samorządu terytorialnego jest okazją do wielu podsumowań i wyciągania wniosków na przyszłość. O ile w przypadku dyskusji na temat funkcjonowania samorządu terytorialnego w Polsce próżno poszukiwać głosów, które mówiłyby o próbie wycofania się z reformy samorządowej, o tyle w dyskusji publicznej coraz częściej pojawia się postulat likwidacji straży gminnych z polskiego systemu bezpieczeństwa publicznego. Warto jednak, dyskutując na temat zasadności funkcjonowania straży gminnych, oprzeć się na materiale źródłowym, który w jasny i klarowny sposób obrazuje zakres jej działań i tym samym opisuje pełnioną rolę w systemie bezpieczeństwa publicznego na poziomie lokalnym. Celem niniejszego opracowania jest przede wszystkim scharakteryzowanie działań jednostki we wskazanych latach, które świadczą o zasadności jej istnienia w mieście wojewódzkim, jakim jest Poznań.
    An important element of the local government model in Poland is undoubtedly the city guard functioning since the beginning of its restitution in Poland. The anniversary of the restoration of local government in Poland this year is an opportunity for many summaries and to draw conclusions for the future. While in the case of discussions on the functioning of local government in Poland, there is no search for voices that would say about an attempt to withdraw from local government reform, the postulate of liquidating municipal guards from the Polish public security system is increasingly appearing in public discussion. However, when discussing the legitimacy of the functioning of city guards, it is worth relying on source material, which clearly and clearly depicts the scope of its activities and thus illustrates its role in the public security system at the local level. The purpose of this study is primarily to characterize the activities of the individual in the years indicated, which prove the legitimacy of its existence in the provincial city, which is Poznań.

    Nowadays, outdated local policy-making is exhausted. It seems that we should increasingly incorporate other – external entities into the management structure in order to streamline and rationalize the process of public decision-making, which directly affects the economic development of the region. The answer to this need is the concept of public management. The group which in the opinion of the authors should have an impact on public decision-making in the  economic sphere, are undoubtedly the entrepreneurs. Unfortunately, in the authors’ opinion they have no real influence on the course of events at the local level. The reason for this is, among other things, the lack of (a) unified representation – common economic self-government.
    Współcześnie wyczerpała się statyczna formuła prowadzenia polityki lokalnej. Wydaje się, że należy coraz intensywniej włączać inne – zewnętrzne podmioty do struktur zarządczych po to, aby usprawnić i zracjonalizować proces podejmowania decyzji publicznych, co bezpośrednio przekłada się na rozwój gospodarczy danego regionu. Odpowiedzią na takie zapotrzebowanie jest koncepcja zarządzania publicznego. Grupą, która w przekonaniu autorów powinna mieć wpływ na podejmowanie decyzji publicznych w sferze gospodarczej, są niewątpliwie przedsiębiorcy. Niestety w ocenie autorów nie mają oni realnego wpływu na bieg wydarzeń na poziomie lokalnym. Powodem takiego stanu rzeczy jest m.in. brak jednolitej reprezentacji – powszechnego samorządu gospodarczego.

    A politician’s image is a specific kind of image shaped in the minds of voters which brings certain associations, thereby generating attitudes and having an impact on electoral preferences. The importance of personality traits and politicians’ images as perceived by voters is increasing. Empirical studies into politicians’ personalities continue to be among the most effective tools to examine the foundations for the personalization of politics also at a local level. These tools are to measure the personality traits of politicians as perceived by citizens. This paper attempts to systematize concepts, and introduces advanced empirical research.
    Wizerunek polityka jest szczególnego rodzaju wyobrażeniem ukształtowanym w umyśle wyborców, które wywołując określone skojarzenia - staje się źródłem postaw i wpływa na preferencje wyborcze. Jednocześnie obserwuje się rosnące znaczenie spostrzeganych przez wyborców cech osobowości i wizerunku polityków. Jednym ze skuteczniejszych narzędzi badania podstaw personalizacji polityki, również na poziomie lokalnym, pozostają studia empiryczne nad osobowością polityków. Dotyczyć one powinny pomiaru spostrzeganych przez obywateli cech osobowości polityków. Artykuł jest próbą usystematyzowania pojęć oraz wstępem do przeprowadzenia zaawansowanych badań empirycznych.

    Social councils and committees (SCs), the topic of this volume, cannot yet be called a well-researched matter, and – whether in Poland or internationally – very few analyses have focused on them, or have done so in a more than fragmentary fashion. Although they constitute a challenging subject, among other things due to their sometimes non-obligatory character, term limits, the availability of members, and diversity, we believe they deserve academic interest as well as the attention of the public and the third sector. SCs have the potential to become an important actor of the local decision-making process. This thread was the crucial element of our research, whose aim was primarily to define the impact of SCs on decision-making, as well as to describe the character of these entities, which in our view show features of participatory and deliberative solutions. Another major objective of our research was to identify the advantages of the participation of these bodies in the local decision-making process as well as to indicate the factors that hinder or prevent their potential as the participants of this process.     Objectives The aim of this study, conducted at the Military Institute of Hygiene and Epidemiology in Warsaw in 2017, was to evaluate the effects of a single (15 min) and repeated (5 times for 15 min) radio-frequency radiation (RFR) exposure of 1800 MHz frequency on the analgesic efficacy of morphine in healthy rats and rats with complete Freund’s adjuvant (CFA) induced inflammation. Material and Methods Rats were injected intraperitoneally with morphine (MF) in the dose of 8 mg/kg or drug vehicle 15 min before RFR exposure. The authors used the plantar analgesia meter and the radiant heat paw-withdrawal test to assess the pain threshold. Results A single RFR exposure slightly influenced paw withdrawal latency (PWL) in healthy rats in the single exposure baseline group, and influenced PWL, 30 and 60 min after morphine or vehicle injection, in the repeated exposure group. There were differences between the sham-exposed groups (vehicle), 30, 60 and 90 min after injection, both in the single and repeated RFR-exposure groups. The antinociceptive effect of morphine in healthy rats was slightly decreased by RFR exposure at 60 and 90 min, both in the single and repeated exposure groups. The PWL was slightly decreased, both in the single and repeated exposure groups with inflammation (CFA and CFA/MF), at 30, 60 and 90 min, and PWL was increased in the sham-exposed groups (CFA and CFA/MF), both in the single and repeated exposure groups, at 30, 60 and 90 min. The antinociceptive effect of morphine in healthy rats was significantly increased by RFR exposure at 30 min after drug injection in the single exposure group, and increased at 30 and 60 min in the repeated exposure group. Conclusions The authors observed a minor influence of RFR exposure on the antinociceptive effects of morphine in healthy rats after repeated exposures and a statistically significant influence of repeated exposure on morphine mediated antinociceptive effects in the inflammation group.     Objectives The aim of this study is the evaluation of the influence of repeated (5 times for 15 min) exposure to electromagnetic field (EMF) of 1800 MHz frequency on tissue lipid peroxidation (LPO) both in normal and inflammatory state, combined with analgesic treatment. Material and Methods The concentration of malondialdehyde (MDA) as the end-product of the lipid peroxidation (LPO) was estimated in blood, liver, kidneys, and brain of Wistar rats, both healthy and those with complete Freund’s adjuvant (CFA)-induced persistent paw inflammation. Results The slightly elevated levels of the MDA in blood, kidney, and brain were observed among healthy rats in electromagnetic field (EMF)-exposed groups, treated with tramadol (TRAM/EMF and exposed to the EMF). The malondialdehyde remained at the same level in the liver in all investigated groups: the control group (CON), the exposed group (EMF), treated with tramadol (TRAM) as well as exposed to and treated with tramadol (TRAM/EMF). In the group of animals treated with the complete Freund’s adjuvant (CFA) we also observed slightly increased values of the MDA in the case of the control group (CON) and the exposed groups (EMF and TRAM/EMF). The MDA values concerning kidneys remained at the same levels in the control, exposed, and not-exposed group treated with tramadol. Results for healthy rats and animals with inflammation did not differ significantly. Conclusions The electromagnetic field exposure (EMF), applied in the repeated manner together with opioid drug tramadol (TRAM), slightly enhanced lipid peroxidation level in brain, blood, and kidneys.
