Opis:
The article investigates the process of decentralization of public administration in the Visegrad Group countries. The authors use the share of local budget revenues of Visegrad Group countries in GDP and the share of tax (own) revenues in the revenues of local budgets of Visegrad Group countries, as main indicators. The research examines the essence of fiscal decentralization and reforms of fiscal decentralization in Visegrad Four. It has been found that the purpose of fiscal decentralization was to increase the financial independence of the municipalities, but the local governments of the Visegrad Four countries still depend on the state budget and economic development of a country. In general, process of fiscal decentralization still has the national particularities.

Opis:
The authors state that the rapid penetration of design into every field of human life, the convergence of material production with art, the development of design technologies, and increasing the social impact of design have significantly heightened professional requirements for modern designers. However, the modern system of design education does not prepare students for the challenges they will face in the nearest future. The methodological approaches necessary for improving future designers’ professional training quality are determined. The empirical investigations on the future designers’ readiness for professional and scientific research activities are analysed. Methods of boosting the future designers’ ability to carry out scientific research and organising professional design activities are offered.

Opis:
The paper deals with the modification of clay sorbents in order to improve the efficiency of of copper ions extraction from wastewater. The study examined the elemental, mineralogical and phase composition of kaolin and montmorillonite clays. The authors analyzed the sorption capacity of natural sorbents under static conditions before and after modification with hydrochloric acid, sodium chloride and sodium hydroxide. The work also determines the change in the physical and chemical properties of the sorbent after modification. The most optimal modification conditions for the purification of wastewater from copper ions are distinguished.

NaAVIC, is a free and downloadable Electronic Chart System app specifically developed for boats of all sizes looking for safe and reliable professional navigation functionality on mobile devices and/or laptops. The app offers a range of features to make navigation easy and reliable, delivered through a clear and intuitive interface designed specifically for navigating at sea. The capabilities cover the range of essential features needed to maintain safety and situational awareness. Separate processes for download and update of the electronic chart data is not required because data is streamed in real-time from a cloud based open source database. The data is supplied to NaAVIC from Nautilus Cloud, a cloud based infrastructure designed for Marine Data, Solutions and Services for Government Organizations, Commercial Industry and Consumers. Nautilus Cloud is a “cloud native” approach and leverages high quality, open source components as its base technology. It uses open standards throughout to build a low-cost system which is flexible and has a much greater degree of interoperability with pre-existing components. A key feature of the Nautilus Cloud platform is the expansion of data holdings into a much wider family of related geospatial data products including the S-100 framework, harmonized metadata, raster and real-time sources. In essence, NaAVIC can operate on real-time and up-to-date information from charting agencies without a separate updating process. This enables the integration of real-time tides, weather, currents and other oceanographic information.

This study aims to obtain nanoparticles based on succinoyl chitosan loaded with Warnerin (War-SCNPs), low molecular weight cationic peptide. The nanoparticles of succinoyl chitosan (SCNPs) were prepared by salt coacervation method, and Warnerin loading efficiency on SCNPs was reached 75% in the optimum conditions, particularly, ration (SCNPs : peptide) was equal to (1.75 : 1, μg / ml ). Formed War-SCNPs were stable, had a weak electric charge from (-4.4) to (-14,6) mV. Determining of SCNPs size showed that a main fraction of SCNPs had the size of 160 nm, and after the peptide sorption War-SCNPs size increased up to 330 nm. The experimental data of this study will likely impact War-SCNPs use as therapeutic delivery systems of the peptide to be administered parenteral.

Zooplankton composition and abundance were investigated seasonally at ten sites in Lake Timsah and the adjacent, connected western lagoon in relation to the physicochemical conditions. A total of 42 taxa (including larval stages) were identified, among them 21 species of copepods, 6 rotifers, 5 cladocerans, 1 chaetognath and 1 urochordate. Copepods represented the predominant component (77.7% of the total community), followed by rotifers, molluscs, cladocerans and (9.2, 4.7 and 3.9% respectively), while other groups collectively formed about 4.5% of the total zooplankton population. Summer was the most productive season with an average count of 40 864 individuals m−3. The dominant copepod species were Paracalanus crassirostris and Oithona nana representing 28.3 and 24.3% of the total zooplankton respectively. The total zooplankton count, including copepods, and its dominant species showed significant positive correlations with temperature, pH and total phytoplankton density. However, negative correlations were detected between densities of rotifers, and salinity and dissolved oxygen.

Opis:
Ecteinascidia thurstoni is a colonial sea squirt. It has a seasonal rhythm and a tropical and subtropical distribution; it is usually present during the summer months. It synthesizes a group of molecules called ecteinascidins. One of these is ET-743, a compound that has a most original anti-tumoral activity and is today considered to be one of the most promising substances effective against various solid-type tumors (currently sold under the trade name of Yondelis for the treatment of sarcomas and related tumors; it is undergoing phase II/III clinical trails for other kinds of tumors). Worldwide, Ecteinascidia species represent the only available source of this bioactive compound, which was first discovered in E. turbinata. During the present study, the ecology of E. thurstoni along the Suez Canal and Red Sea was investigated. Its populations were observed to be highly gregarious due in part to their low larval dispersal, which is very localized; larvae therefore tend to settle close to their parent colonies. It is only recorded in shallow waters (0.5–1.5 m) as an epiphyte on the pneumatophores of mangroves by the Red Sea, on the pilings of jetties, and the metal or cement banks of the Suez Canal. The morphometric characteristics (zooid length, zooid weight, colony weight) of the Suez Canal population differ significantly from those of the Red Sea. Studying the distribution of this species and locating its different populations along the Suez Canal and Red Sea could help to characterize their genetics, chemistry and bacterial communities at different isolated locations. Ultimately, this will help to define the sources of ET-743 and hence promote its biosynthesis on a commercial scale.

Ruditapes decussatus and Venerupis pullastra are commercially fished clams with a wide distribution in the shallow inshore waters of Lake Timsah, Egypt. They are usually contaminated with heavy metals. Consumption of such contaminated clams can pose a public health risk. To minimize this risk, therefore, the clams should be removed from the contaminated waters and transferred to an approved area to reduce the high levels of metals before being marketed. The aim of this work was to study the effect of transplantation on levels of heavy metals (Fe, Mn, Zn, Cu,Ni, Co,Cd,Pb) in these clams. The clams were removed from their polluted site and transplanted to a relatively clean area for a period of 120 days. Although the salinity at the transplantation site was higher than at the polluted site, it was stable and did not appear to have any adverse effect on clam growth. Heavy metals were analysed in the water, sediment and clam tissues from both the polluted and the transplantation sites. Although in both species transplantation evidently reduced heavy metal levels, these still exceeded the maximum permissible levels laid down by the WHO (1982).
