Opis:: W artykule przedstawiono zagadnienie dotyczące włączenia polskich kolei do zrównoważonego systemu transportowego Unii Europejskiej. Scharakteryzowano stan techniczny infrastruktury kolei i skutki eksploatacyjne tego stanu, wynikające głównie z wieloletniego niedoinwestowania. Przedstawiono podział zadań przewozowych w ruchu pasażerskim i towarowym między różnymi przewoźnikami, zmieniający proporcje zwłaszcza w okresie po transformacji ustrojowej w 1989 r. Przedstawiono propozycję usprawnień technicznych, organizacyjnych i finansowych, zmierzających do radykalnej poprawy oferty przewozowej. Scharakteryzowano prace nad wdrożeniem metody obliczania kosztów zewnętrznych transportu. Zasugerowano potrzebę zwiększania dotacji z budżetu państwa do przewozów kolejowych, jako ważnego sposobu budowy zrównoważonego systemu transportowego.
The paper presents the issues related to the integration of the Polish Railways with the balanced transport system of the EU. Railway technical infrastructure and consequences of its poor condition resulting from decades lacking investments are described. Distribution of transport tasks in passenger and freight service between different carriers with changing participation ratios - particularly after the transformation of political system after 1989 - was presented. Suggestions about technical, organizational and financial improvements aiming at radical improvement of the offered transport services have been produced. Work on the implementation of a method for calculation of external transport costs was described. It has been suggested to increase state subsidies for the rail transport as being important element of the balanced transport system.

Opis:: Zrównoważona żegluga (sustainable shipping) jest promowanym w ramach Międzynarodowej Organizacji Morskiej (IMO) kierunkiem rozwoju instrumentów prawnych międzynarodowego prawa morskiego, wynikającym z trzech praktycznych wymogów stawianych żegludze morskiej: „żadnych wypadków, żadnych zanieczyszczeń oraz obsługa na czas” (no casualties, no pollution and service on time). Na forum IMO uznano, że światowy przemysł żeglugowy funkcjonujący w międzynarodowych ramach regulacyjnych zmierza ku „zrównoważonej przyszłości”, co wymaga od IMO dalszego rozwoju instrumentów prawnych, w tym m.in. środków technicznych i operacyjnych, w celu zaradzania problemom globalnym. Główny nacisk kładzie się na: ograniczenie emisji gazów cieplarnianych (GHG) ze statków morskich; zmniejszenie zawartości siarki w paliwie żeglugowym; kontrolę i zarządzanie wodami balastowymi; zmniejszanie i kontrolę zanieczyszczeń morskich, w tym tworzyw sztucznych, oraz skuteczną ochronę szczególnie cennych ekosystemów morskich i przybrzeżnych; a także poprawę efektywności transportu drogą elektronicznej wymiany informacji, cyfryzację w żegludze morskiej i zwiększenie udziału kobiet w społeczności morskiej. Celem artykułu jest przedstawienie zrównoważonej żeglugi jako kierunku rozwoju instrumentów prawnych międzynarodowego prawa morskiego, opartego na ugruntowanej w prawie morza zasadzie prewencji oraz na obowiązku ochrony i zachowania środowiska morskiego.
Sustainable shipping is a direction for the development of international maritime law legal instruments promoted within the International Maritime Organization (IMO), and resulting from three practical requirements for shipping: “no casualties, no pollution and service on time”. The IMO recognized that the global shipping industry operating within the international regulatory framework is heading towards a “sustainable future”, which requires IMO to further develop its legal instruments, including technical and operational measures to deal with global problems. The main focus is on: reducing greenhouse gas (GHG) emissions from ships; reducing the sulfur content of marine fuel; ballast water control and management; the prevention, reduction and control of marine pollution, including plastic pollution, and the effective protection of particularly sensitive marine and coastal ecosystems; as well as improving transport efficiency through electronic information exchange, digitization in shipping and increasing the participation of women in the maritime community. The aim of this paper is to present sustainable shipping as a direction for development of legal instruments of international maritime law, based on the principle of prevention and the obligation to protect and preserve the marine environment, well-established in the law of the sea.

Opis:: Transportation is one of basic factors affecting localization and shaping of the city. Constant development of transportation technology determines changes in space, number of inhabitants and shape of the city. At the same time urban transportation system unwittingly has initiated negative events, like the natural environment deterioration, growing congestion and increase in number of traffic accidents. This in contrary to sustainable development of the city, which postulates supporting high quality of life of present and future inhabitants. There of it is necessary to change the scope as well as forms of mobility in urban areas. Obtaining of desired solutions requires transportation strategy integrated with spatial planning. Lack if such integration is excessive stimulation of mobility connected with basic needs of inhabitants. Proper integration of spatial planning and transportation should be manifested in ensuring necessary interdependence of the policy "city today" with policy "city tomorrow".

Progressive spatial development of city infrastructure expressed by an increase in population density or the number of factories, alteration of lifestyle and domination of individual transport usage, generate unwanted changes in the city space. these trends have a negative impact on the functioning of transport, thus the quality of citizens’ life is also affected. minimizing these nuisances requires usage of logistics management rules, as the concentration of significant business entities and people on a relatively small territory creates relevant problems in management. proper organization of city transport is of special significance to cities’ functioning, taking into account the rules of sustainable management. the author undertakes to discuss the problem of qualitative development of city transport system, considering the principles of sustainable development.

This monitoring must be done on every level of governance from local through regional to national and international. The main aim of this article is to show indicators that can be used in the monitoring of sustainable transport at the regional level. Article points to the difficulties that arise when creating indicators and suggests directions for further work on indicators.

Opis:: Bardziej efektywne i racjonalne wykorzystanie miejskiej powierzchni komunikacyjnej jest głównym celem rozwoju autonomicznych systemów wsparcia transportu drogowego. Zagadnienie to jest przedmiotem badań prowadzonych w Instytucie Badawczym Dróg i Mostów w ramach europejskiego projektu COST TU1102, o akronimie ARTS (Autonomic Road Transport Support Systems). Autonomiczne systemy wsparcia transportu drogowego służą realizacji m.in. następujących celów taktycznych: tworzenia systemów informacyjnych do poprawy zarządzania ruchem; wykorzystania nowych technologii telekomunikacyjnych do nadzoru ruchu; przewidywania zatorów drogowych; zmiany programów sygnalizacji świetlnej w reakcji na aktualną sytuację ruchową; dostosowywania podaży usług transportu zbiorowego do przewidywanego popytu; optymalizacji usług logistycznych. Wdrażaniu autonomicznych systemów wsparcia transportu drogowego towarzyszyć muszą działania przygotowawcze, polegające na rozwoju metod kształtowania zachowań komunikacyjnych, automatyzacji ruchu pojazdów i optymalizacji wykorzystania infrastruktury drogowej. Wyniki realizowanego przez IBDiM projektu europejskiego UDRIVE (European Naturalistic Driving and Riding for Infrastructure&Vehicle Safety and Environment), przedstawiające pogłębioną analizę przyczyn powstawania sytuacji niebezpiecznych w ruchu drogowym, z uwzględnieniem różnic kulturowych w poszczególnych krajach europejskich, podobnie jak i rezultaty dalszych doświadczeń z funkcjonowania pojazdów automatycznych w ruchu miejskim, stanowić będą bardzo istotne przesłanki do udoskonalenia opracowywanych obecnie założeń realizacyjnych autonomicznych systemów wsparcia transportu drogowego. Zmianie zachowań komunikacyjnych podczas podróży miejskich służyć ma opracowywany przez autorów artykułu w ramach projektu ARTS inteligentny konsultant wyboru środka transportu.
The main goal of the ARTS (Autonomic Road Transport Support Systems) EU project is to unite and align groups from transport studies, computer science and engineering into a world leading research community that will develop radically new ways of designing road transportation support systems based on the ideas of autonomic systems. Autonomic road transport support systems will help in better traffic management&control, adjusting public transport services supply to demand observed and logistical planning. That actions should be supported by preparatory activities i.e. working out methods of changing travel behaviors and further development of the intelligent road&vehicle technology. For the road safety improvement results of the UDRIVE (European Naturalistic Driving and Riding for Infrastructure&Vehicle Safety and Environment) EU research project will be very helpful. The real novelty of the Smart Travel Planner prepared by the IBDiM is: STP will work on strictly personalized Internet portal; STP will cover environmental aspects (for pollution counting); participants will be awarded; the business model idea for cities implementing STP is presented.

Opis:: The paper presents a general approach to modelling traffic organization within the network of national transport system and with taking into account environmental aspects. General description of the model and necessary data for modelling are presented. The exact mathematical formulation of constrains and criteria functions assessing quality of traffic organization and taking into account level of emission of harmful compounds of exhaust gases are provided. The assessment of traffic organization in transport network is made in aspect of programming transport system development in ecological terms. Particular attention was paid to technical and ecological features of infrastructure and means of transport. What is important, model uses emission indexes set in real traffic conditions. The example of multi-variant distribution of freight traffic into the transport network is provided. Example was prepared with regard to environmental factors in simulation modelling tool EMITRANSYS developed in PTV VISUM.

Opis:: Transport remains one of the pillars of development with a view to accelerating economic growth and reducing poverty. It facilitates the exchanges and the circulation of goods and people. Madagascar, as some African countries, lags considerably in the development of its regional trade, mainly due to the lack of reliable and adequate transportation system. Therefore, it has to be recognized that in order to achieve sustainable development, it is necessary to focus the efforts of the State and its development partners to the specific questions of transport and communications in Madagascar. So, the implement of telematics system might be one of the solutions that aim to develop the transport area. The aim of this paper is to undertake the implement of telematics in any area and environment, especially in some countries in Africa, in this case Madagascar, where this technology is not yet used. Also, the paper focuses on the expertise in transport engineering via transport system telematics in order to use telematics system in the proper way.
