The main issue of this article is to apply and investigate the application of second stability criteria for bulk carriers in typical loading conditions sailing in irregular waves. The author, by the use of linear strip theory, calculates the significant amplitudes of the ship roll with respect to wave height, incident wave angles, and mean sea period. A basic stability analysis, in this case, could be insufficient when considering other related factors like cargo shift, taking up water on the weather deck, wind gusts, inaccuracy of transverse metacentric height, and the case of changing transverse metacentric height in long-crested waves. This article shows that, in some waving conditions, the weather criteria based on standard assumptions of the ISC 2008 may be insufficient. The application of the author’s method of safety margin may increase vessel safety in view of weather criteria.

The operational limitations are discussed at the IMO as a part of the second generation intact stability criteria. Since it is a first attempt to introduce operational efforts into safety regulations, comprehensive discussions are necessary to realize practically acceptable ones. Therefore this study investigates actual navigation routes of container ships and pure car carriers in the trans-North Pacific Ocean in winter, because they are prone to suffer significant parametric roll which is one of stability failure modes. Firstly, interviews are made to shipmasters who have experiences to have operated the subject ships to identify major elements for route selection in the North Pacific Ocean. Secondly, sufficient number of actual navigation records is collected from Satellite AIS data to derive the weather criteria for the route selection in severe weather condition. Finally, shipmaster’s on-board decision-making criteria are discussed by analysing the ship tracking data and weather data.

The article describes the methodology related to determining the multi-criteria routes for sailing ships. Details of sea area discretisation and discretisation of the description of the sailing vessel properties and manoeuvring principles are shown. User requirements were specified (for five different categories of users) and on this basis the criteria for selecting the most suitable shipping route were formulated. The presented algorithm recommends a route for a given user category by means of defined restrictions and configuration parameters. The applied multi-criteria approach proves the universality and usability of the sailing ship route planning method.

During ship operation, one of the most important tasks is forecasting the ocean route. One of the criteria for forecasting is the minimum fuel consumption. Fuel consumption and associated emissions are also very important for other criteria. In common use, as well as in various publications, the results of calculations of fuel consumption obtained from simplified algorithms are presented. The article presents a mathematical model for calculating fuel consumption for a floating vessel in various weather conditions. In this model different criteria for controlling the propulsion engine were used by changing the fuel dose. The results of the calculations included include: fuel consumption, power of the propulsion engine and operating speed of the ship in varying weather conditions

This paper presents operability guidelines for seafarers on a product tanker which navigates in the Adriatic Sea during heavy weather. Tanker route starts from the Otranto strait in the south to the island Krk in the north of Adriatic Sea. Heavy weather is caused by south wind called jugo (blowing from E-SE to SS-E, sirocco family). Operability guidelines are given based on an operability criteria platform for presenting ship seakeeping characteristics. Operability criteria considered in this paper are propeller emergence, deck wetness and bow acceleration of a product tanker. Limiting values of mentioned criteria determine sustainable speed. Heavy weather is described by extreme sea state of 7.5 m wave height. Wave spectrum used in this paper is Tabain spectrum which is developed specifically for Adriatic Sea. Seafarer’s approach of decisions making in extreme weather is also shown and servers as a guideline for further research of the authors.
W artykule przedstawiono propozycję wytycznych operacyjnych dla żeglugi tankowca na Morzu Adriatyckim podczas pogody sztormowej. Rozpatrywany szlak zaczyna się w cieśninie Otranto na południu i prowadzi do wyspy Krk na północy. Założono, że pogoda sztormowa jest spowodowana przez wiejący z kierunku SS-E wiatr południowy Jugo z grupy wiatrów lokalnych Sirocco. Zalecenia operacyjne zostały opracowane na podstawie kryteriów użytecznych dla osób odpowiadających za wachtę morską. Za takie uznano przede wszystkim: aspekt wynurzania się śruby napędowej, czynnik zalewania pokładu i przyspieszenia rejestrowane na dziobie statku. Wartości graniczne wspomnianych kryteriów określają dopuszczalną prędkość statku. Pogoda sztormowa została opisana przez dopuszczalny stan morza wyrażony wysokością fal (7.5 m). Dla opisu spektrum fal zastosowano kryterium Tabaina, najlepiej opisujące specyfikę Morza Adriatyckiego. Zaproponowane podejście zostanie również wykorzystane przez autora w dalszych badaniach.

Science-based knowledge about climate-related hazards is an inevitable part of the knowledge basis needed for many stakeholders’ decision-making. Despite continuous advances in climate science, much of this knowledge is perceived to be hardly accessible, understandable, or relevant to stakeholders. One relatively new field where these aspects may become evident is extreme weather event attribution. It has received much attention in science in recent years, but its potential usefulness to stakeholders has rarely been addressed in the literature so far. This study has therefore developed criteria for evaluating potential climate services from a stakeholder perspective, using the example of findings from extreme event attribution. This is illustrated in an empirical mixed-method study about decision-makers dealing with storm surge risks at the German Baltic Sea Coast and (re)insurance sector representatives. The study builds on interviews and workshops with potential users of extreme event attribution. It reveals that there are three main groups of criteria which matter most to the stakeholders in question: 1) trustworthiness, 2) context-sensitivity and decision-relevance, 3) clarity and comprehensibility. Having appropriate evaluation categories, as well as processes to identify stakeholder-specific criteria, will facilitate the inclusion of values, knowledge contexts, and interests. Many stakeholders emphasized that they need a trustworthy knowledge broker who provides decision-oriented information which is intuitively accessible, understandable, and in their mother tongue. Being independent, scientifically competent, and in a continuous dialogue with both scientists and stakeholders, established regional and sector-specific climate services can facilitate the fulfilment of these requirements. A stakeholder-oriented evaluation will thereby help to make climate services more useful to potential user groups – even if a product is not in use yet, as is the case for extreme event attribution products.
