Th is article presents the possibilities of increasing the role of railways in the public transport system of the Urban Functional Area of Olsztyn. First, the proposed extent of the rail service, the assumptions for the new transport off er and the principles for the development of the rail timetable were outlined. Taking into account the current state of the infrastructure, the feasibility of implementing the basic transport off er (10 pairs of trains per day) and its further development in the future was examined for each direction of transport, and graphical timetables were drawn up and presented, based on the assumption of cyclical departures (i.e. clock-face schedule for train departures). Part of the article is also devoted to measures in the area of bus transport in terms of organisation and infrastructure, which, if taken, would make it possible to better integrate it with the railway system. Taking into account the observations and conclusions in the previous chapters, the proposed investment activities involving the railway infrastructure necessary to implement and improve regional rail services, as well as a broader perspective on further investments enabling the development of the transport off er and increasing rail accessibility in the Urban Functional Area of Olsztyn, are presented. Th e main conclusion of the analyses carried out is the confi rmation of the feasibility of implementing a cyclical timetable in the area under study for the assumed base number of connections.

Urban policy becomes a more important domain of public life on several territorial levels. National urban policy is still formed in Poland, but different aspects of its regional level (especially revitalization of degraded areas) have their place in development strategies and among priorities (pre-emptive pivots) or operations of regional operative programmes (RPO) in all voivodeships in 2007−2013. Coping with current and future challenges requires careful preparation and consequent realization of national and regional urban policy. Self-governmental authorities of towns and connected with them functional areas still expect concrete solutions and instruments, including legal and financial ones.

The phenomenon of the metropolization belongs to the most important development processes in the contemporary world. It can be observed also in the Cracow Urban Functional Area. The cohesion policy of the European Union renders assistance to Polish cities in order to strengthen their capabilities to deal with that phenomenon. The relevant new development instrument is the Integrated Territorial Investment, implemented in the current programming period of the EU. The present paper is an example of the on-going participant observation, related to the author’s contribution in the preparation of the Cracow Development Strategy and also of the Strategy of Integrated Territorial Investment for the Cracow Urban Functional Area. The conclusions describe the current understanding of the development processes in big Polish cities in the context of the metropolization.

Purpose – The aim of this article is to examine the impact of sustainable urban mobility on the quality of life of inhabitants of functional urban areas. A thesis has been posed about the important relationship between them. Research method – The article uses the method of soft modelling, which enables the study of the relationships between the hidden variables. Statistical data used in the empirical study concerns the Bialystok Functional Area. Results – As a result of the conducted research and analyses, key determinants of sustainable urban mobility and quality of life were determined, the most important threats related to environmental degradation were identified as well as innovative solutions for sustainable urban mobility that should be implemented in order to effectively manage resources and protect them for the future generations were found. Originality /value – Key research results can be useful in the process of developing Sustainable Urban Mobility Plans.

Modern cities are undergoing intensive changes along with increasing globalisation and developing a knowledge-based economy. As a result of these changes, modern large cities, known as metropolises, are also emerging. With their creation, the surroundings of these cities are also changing. Urban functional areas are being created, often referred to as metropolitan areas. The further surroundings of large cities are also undergoing transformations, however, not always perceived as positive.
Współczesne miasta ulegają intensywnym zmianom wraz z narastającą globalizacją i kształtowaniem się gospodarki opartej na wiedzy. W wyniku tych zmian powstają także nowoczesne duże miasta określane mianem metropolii. Wraz z ich tworzeniem zmienia się także otoczenie tych miast. Powstają miejskie obszary funkcjonalne zwane obszarami metropolitalnymi. Dalsze otoczenie dużych miast także ulega przekształceniom, przy czym nie zawsze są to pozytywne przekształcenia.

This article is an introduction to the issue of integrating rail transport with the local public transport system in the Urban Functional Area of Olsztyn. It presents the definition of the said area and the current information on the possibilities of rail transport within it, derived from strategic documents and public debate. This is followed by a detailed description of the technical conditions of the railway infrastructure in the Urban Functional Area of Olsztyn, taking into account investments carried out in recent years, those in progress and those planned, as well as a description of the rail transport services provided. Th e final part of the article presents the principles of operation of public transport in Poland and some Polish examples of organisational integration. Th e authors intend to continue the discussion in a further publication.

Miejski obszar funkcjonalny (MOF) ośrodków wojewódzkich – Bydgoszczy i Torunia – jest szczególnym przykładem miejskiego duopolu, aczkolwiek o nie w pełni jeszcze wykształconych powiązaniach funkcjonalnych. Tworzą go dwa największe miasta województwa kujawsko-pomorskiego: Bydgoszcz (siedziba wojewody i urzędu wojewódzkiego) oraz Toruń (siedziba marszałka województwa i urzędu marszałkowskiego), leżące w odległości 30 km od siebie. Szansą na zacieśnienie współpracy obu ośrodków i gmin je otaczających stały się Zintegrowane Inwestycje Terytorialne (ZIT) – program UE wspierający zrównoważony rozwój w miejskich obszarach funkcjonalnych. Celem artykułu jest przedstawienie projektów realizowanych w MOF Bydgoszczy i Torunia, które mają służyć zwiększeniu dostępności obu miast i zintegrowaniu ich systemów transportowych, realizowanych w latach 2014–2020. Ich analizę poprzedza naświetlenie przebiegu i skutków demograficznych oraz przestrzennych procesu suburbanizacji, powodującego konieczność zintegrowanych działań na całym obszarze funkcjonalnym Bydgoszczy i Torunia.
The functional urban area (FUA) of voivodship centers – Bydgoszcz and Toruń is a special example of an urban duopoly, although with functional connections not yet fully developed. It consists of the two largest cities of the Kujawsko-Pomorskie Voivodeship: Bydgoszcz (the seat of the voivode and the voivodship office) and Toruń (the seat of the voivodship marshal and the marshal’s office). Chances of cooperation between the two centers and communes surrounding them have become Integrated Territorial Investments (ITI), the EU program supporting sustainable development in urban functional areas. The aim of the article is to present projects implemented in FUA Bydgoszcz and Toruń, which are aimed at increasing the accessibility of both cities and integrating their transport systems in the 2014–2020 perspective. Their analysis is preceded by highlighting the course and effects of the process suburbanization, resulting in the need for integrated actions throughout the entire functional area of Bydgoszcz and Toruń.

Opis:
The purpose of the article is to present the functioning of a new European Union instrument – Integrated Territorial Investment (ITI). The instrument promotes spatial cohesion and affects local and regional economies. Its aim is to make it easier to run territorial strategies that need funding from different sources. The article describes the use of ITI on the Municipal Functional Area of Bydgoszcz and Toruń. The use of ITI, in line with the European Commission's assumptions, should lead to a closer cooperation between units forming an urban functional area. It also should motivate them to solve current problems together, and enable the use of common values - historical, geographic and natural in the Kujawsko-Pomorski region.
Celem artykułu jest przedstawienie funkcji nowego narzędzia Unii Europejskiej – Zintegrowanych Inwestycji Terytorialnych (ZIT). Instrument wprowadzony przez UE służy do wspierania spójności przestrzennej oraz wpływa na gospodarki lokalne i regionalne. Problem ukazany został na przykładzie Miejskiego Obszaru Funkcjonalnego Bydgoszczy i Torunia. Wykorzystanie tego narzędzia, zgodnie z założeniami Komisji Europejskiej, ma skłonić do zacieśnienia współpracy pomiędzy jednostkami tworzącymi miejski obszar funkcjonalny oraz zmotywować je do wspólnego rozwiązywania aktualnych problemów, a także umożliwić wykorzystanie wspólnych walorów – historycznych, geograficznych i przyrodniczych regionu kujawsko-pomorskiego.

Celem opracowania jest delimitacja obszarów funkcjonalnych małych i średnich miast regionu łódzkiego. Artykuł stanowi część szerszego badania poświęconego delimitacji miejskich obszarów funkcjonalnych w całej Polsce. Najważniejszym elementem analizy jest propozycja autorskiej metody delimitacji obszarów funkcjonalnych małych i średnich miast z zastosowaniem powiązań funkcjonalnych. Badania testowe zaprezentowane w artykule są prowadzone na zbiorze 25 ośrodków miejskich województwa łódzkiego. Wnioski płynące z badania wskazują, że to nie wielkość, liczona liczbą mieszkańców, jest decydującym czynnikiem kształtującym zakres przestrzenny miejskich obszarów funkcjonalnych. Większą rolę odgrywa położenie miasta oraz jego funkcja administracyjna.
The main aim of the author is to delimitate functional areas of small and medium-sized towns in the Łódź region. The paper is part of the author’s larger research project which focuses on the problem of delimitation of small and medium-sized towns functional areas in Poland. An important element of the analyses, apart from their cognitive aspect, is a proposal of the own method of delimitation urban functional areas with the use of functional linkages. Celem artykułu jest wskazanie roli dojazdów do pracy i szkół jako ważnego identyfikatora powiązań przestrzenno-funkcjonalnych, które zachodzą pomiędzy wielkimi ośrodkami miejskimi a jednostkami gminnymi stanowiącymi ich bezpośrednie zaplecze. Przedstawione zostały również źródła danych oraz metody badawcze. W części empirycznej autorzy przytoczyli wyniki badań zasięgów oddziaływania miasta Poznania jako ośrodka szkolnictwa ponadgimnazjalnego i dojazdów do pracy. Badania te zostały przeprowadzone na potrzeby projektu delimitacji poznańskiego obszaru metropolitalnego, który został zrealizowany przez zespół Centrum Badań Metropolitalnych UAM w Poznaniu na zlecenie Stowarzyszenia Metropolia Poznań.
The aim of this article is to identify the role of commuting to work and school as an important indicator of functional spatial relations between the large cities and their urbon zone. The article has been prepared in an attempt to recognize the scale and directions of daily migration to work and schools in the agglomeration of Poznań. The first part of paper presents the literature and the experience of national and international research of commuting. Through extensive research, presented in this article, it was possible to determine the zones of strong and weak interactions with Poznań city.

W artykule przedstawiono problem zaludnienia miejskich obszarów funkcjonalnych wokół wybranych miast średniej wielkości w Polsce i Republice Czeskiej. Badanie obejmuje 6 miast (po polskiej stronie – zlokalizowane w regionie dolnośląskim Jelenia Góra, Legnica i Wałbrzych; po stronie czeskiej – Hradec Králové, Liberec i Usti nad Labem). Te ośrodki centralne wraz z obszarami podmiejskimi współtworzą miejskie obszary funkcjonalne o zróżnicowanej strukturze demograficznej i dynamice rozwojowej. W analizowanym okresie wzrost liczby ludności odnotowano tylko w Libercu. Największa populacja wśród badanych obszarów odnosi się również do miejskiego obszaru funkcjonalnego Liberca. Ludność na obszarach podmiejskich badanych miast Polski i Czech jest relatywnie młodsza niż w miastach-rdzeniach. Podejście funkcjonalne do rozwoju obszarów miejskich zakładające odejście od postrzegania problemów i wyzwańjedynie przez pryzmat granic administracyjnych staje się coraz ważniejsze.
The article presents the population problem of urban functional area around chosen mediumsized cities in Poland and Czech Republic. The research concentrates on 6 cities (on the Polish side – Jelenia Góra, Legnica and Wałbrzych – located in Lower Silesia region; on the Czech side – Hradec Králové, Liberec and Ústí nad Labem). These core cities with suburban areas co-create the functional urban areas witha varied demographic structure and development dynamics. In the analyzed period, the population growth was observed only in Liberec. The largest total population among the studied areas refers also to Liberec functional urban area. The population in the suburban areas on the examined Polish and Czech cities are relatively younger than in the core cities. The functional approach to the development of urban areas, which assumes departing from the perception of problem and challenges only through the prism of administrative borders is becoming more and more important.

Obszar metropolitalny nie jes t jednorodny, dlatego wyznacza się jego strefy: centrum, obszar funkcjonalny i otoczenie. W odpowiedzi na propozycję delimitacji Miejskiego Obszaru Funkcjonalnego Ośrodka Wojewódzkiego, sporządzonego przez Ministerstwo Rozwoju Regionalnego2, delimitacje obszaru metropolitalnego Stowarzyszenia GOM3 oraz Urzędu  Marszałkowskiego Województwa Pomorskiego, Biuro Rozwoju Gdańska podjęło się ich analizy. Do delimitacji obszaru metropolitalnego (OM) i jego stref, wzięto pod uwagę syntetyczny wskaźnik urbanistyczny, dojazdy do pracy, nauki, usług, rozrywki i innych, oraz prognozy oddziaływania na obszar planowanych i realizowanych powiązań drogowych.
In response to proposals of delimitation of the Urban Functional Area of Voivodeship City which was compiled by Ministry of Regional Development, next delimitation of Gdańsk Metropolitan Area by GMA Association and Pomeranian Marshal Office, Gdańsk Development Office carried out the analyses of them all. To the following were taken into consideration: a synthetic index of urbanization, commuting, access to schools, services, entertainment etc., as well as forecast of impact on planned and ongoing road connections. Delimitation of MA should consider not only the results of indicators but also functional and political aspect. Moreover, another crucial characteristics of the delimitation are administrative cohesion and spatial continuity.

Miasta, także małe, oddziałują na otoczenie wiejskie w dużej mierze poprzez dojazdy do miast do pracy i usług. Tak powstają tzw. miejskie systemy dzienne. Powiązania systemowe powodują, że ich kształtowaniu towarzyszą problemy, których zasięg przekracza granice gmin lub skala właściwa do ich rozwiązywania przekracza kompetencje jednej gminy. Autor analizuje te problemy oraz możliwe miejsca ich rozwiązywania, porównując planowanie strategiczne rozwoju powiatów i miejskich obszarów funkcjonalnych. Wykazuje też, że najlepszym miejscem rozwiązywania niektórych z tych problemów byłoby planowanie przestrzenne powiatów, nieistniejące w obecnym systemie planowania przestrzennego w Polsce.
Towns, also small, affect the rural environment considerably by commuting to towns to work and services. So are the so-called daily urban systems. The system links cause that in their development there are problems which range exceeds the boundaries of the communes or the scale appropriate for problem solving exceeds the competences of one municipality. The author analyses these problems and the places of problems solving, by comparing the strategic planning for the development of counties and functional urban areas. The author shows, that the best place to solve some of these problems would be spatial planning of counties, not existing in the present spatial planning in Poland.

This article presents the premises, current status and the prospects of using functional urban areas as the focus of Poland's development policy. For the past 10 years, cities, especially large ones, have been increasingly impacting on their surrounding areas defined as functional urban areas. The size of those areas is determined by the process of suburbanisation. The article emphasises the issue of uncoordinated development of functional urban areas surrounding core cities and on grassroot and top-down attempts to integrate their development.

The article provides an overview of the national and local government roles in shaping sustainable mobility. It first discusses main directions of the European Union policies in the field of mobility. At the national level, barriers to the development of mobility determined by the current legal order are defined. At the level of local governments, key measures are identified that allow more effective management of mobility. The summary includes recommendations for solutions that would contribute to a more sustainable development of mobility in Polish agglomerations.

The objective of this paper is to analyse the ways in which one of the European Union’s Cohesion Policy instrument, i.e. the Integrated Territorial Investment (the ITI), can be used, with specific reference to the example of the Kraków Functional Urban Area (the KFUA). ITI is an instrument of EU policy and was introduced during the 2014–2020 program period. It was designed to promote the development of functional areas, especially on a metropolitan scale, and to strengthen the co-operation ability of local entities. Research design: The reasoning utilised in this article uses participant observation as the primary research method. The complimentary analytical methods are desk research of documents, written questionnaires and individual direct interviews. It is important to underline the direct involvement of the author in the preparation of the ITI Strategy for the KFUA, participative workshops concerning the introduction of ITIs, and expert reports commissioned by the Kraków Metropolis Association (the KMA). The findings enable one to clarify mechanisms disclosed in the national scale with specific features also present in the KFUA. The first part of this paper includes a brief review of the literature concerning the nature of the metropolitan scale, management of the development of functional urban areas, and deliberation procedures. In the second part, the author presents the results of his qualitative research revealing the way an instrument of ITI is implemented by the KMA. Tools used by the KMA, taking into consideration juridical and cultural conditioning, demonstrate how the ITI instrument can become, beyond financial support for communities, a real creator of a co-operative ecosystem of entities. The added value is to show that the ITI instrument, despite some bureaucratic sluggishness, can be, thanks to understanding the essence of “metropolitan governance”, an approach which builds real territorial co-operation.

Artykuł jest wielowymiarowym studium koncepcyjnym poświęconym triadzie pojęć: metropolitalność, potencjał metropolitalny i metropolizacja obszaru funkcjonalnego. Układ ten tworzy ramę dla analizy studialnej przeprowadzonej dla obszaru sztokholmskiego. Autor podejmuje się wstępnej diagnozy procesów metropolizacji, a w szczególności rozpoznania atutów metropolitalności pozwalających na kształtowanie nowej atrakcyjności i konkurencyjności miasta. W dalszej części identyfikuje konsekwencje procesu metropolizacji obszaru funkcjonalnego i jego znaczenie dla statusu społecznego i kulturowego Sztokholmu.
The article is a multidimensional conceptual study devoted to the three interlinked issues of: metropolitanity, the metropolisation potential and metropolisation of functional area. This triad offers a sound framework for the analysis of a study carried out for the Stockholm area.

W artykule zaprezentowano podejście metodyczne do analizy miejskich obszarów funkcjonalnych (MOF) przez pryzmat ich potencjałów rozwojowych. Przedstawiono rozwiązanie koncepcyjne w tym zakresie oraz wyniki badania pilotażowego polskich metropolitalnych MOF. Według przyjętej metodyki można je sklasyfikowa w 3 podzbiory. Pierwszym – jednoelementowym – jest MOF Warszawy. Podzbiór drugi, wyróżniających się metropolitalnych MOF, tworzą MOF: Gdańska, Krakowa, Poznania oraz Wrocławia. Do trzeciego podzbioru pozostałych metropolitalnych MOF należą MOF: bydgosko-toruński, Katowic, Lublina, Łodzi i Szczecina. Artykuł wieńczą wnioski metodyczne do dalszych badań.
A method concerning the potential-based approach to the analysis of functional urban areas (FUAs) is presented in the paper. The idea was conceptualized and tested in a pilot study on Polish metropolitan FUAs. Using the proposed method, they can be divided into the FUA of Warsaw (capital of Poland) and two groups: good performers (FUAs of Gdansk, Krakow, Poznan, Wroclaw) and remaining Polish metropolitan FUAs (of Bydgoszcz & Torun, Katowice, Lublin, Lodz, Szczecin). Perspectives on further studies complete the paper.

Zgodnie z kierunkiem zintegrowanego podejścia terytorialnego (integrated territorial approach) miejskie obszary funkcjonalne ośrodków wojewódzkich wymagają prowadzenia spójniej, całościowej i skoordynowanej polityki rozwoju. Obecnie w Polsce brakuje uregulowań prawno-organizacyjnych rozwiązujących kwestię zarządzania wielopoziomowego. W takiej sytuacji rolę koordynacyjną przypisać można planowaniu przestrzennemu w skali regionalnej i subregionalnej. Jednym z jego elementów jest ocena realnej chłonności terenów przeznaczonych pod zabudowę. W artykule przedstawiono metodę analiz będących podstawą do szacowania chłonności terenów w miejskim obszarze funkcjonalnym Wrocławia. Analizami objęto 25 gmin wiejskich i miejsko – wiejskich oraz jako obszary odniesienia gminy miejskie Oława, Oleśnica i rdzeń obszaru, jakim jest Wrocław. Przyjęto założenie, że w analizach wykorzystane zostaną ogólnodostępne dane statystyczne i na tej podstawie zaproponowano zestaw wskaźników, w podziale na przestrzenne, demograficzne i środowiskowe. Zakres analiz obejmuje lata 1995, 2005 i 2015. Celem pracy jest charakterystyka obszaru funkcjonalnego Wrocławia pod kątem jego potencjalnej chłonności oraz porównanie uzyskanych wyników w czasie i przestrzeni. Zaproponowana metoda bilansowania może być przydatna do wyznaczania racjonalnych kierunków planowania i zagospodarowania przestrzennego na szczeblu lokalnym i subregionalnym.
In accordance with the integrated territorial approach, the urban functional areas of regionalcentres require a coherent, comprehensive and coordinated development policy. Currently, there are neither legal nor organizational regulations in Poland solving the problem of multi-level management. In such situation the coordinating role can be attributed to spatial planning in both regional and sub-regional scale. One of its elements is the real capacity assessmentof the land planned for development.The article presents the method of analyses being the basis for estimating area capacity in the urban functional area of Wroclaw.The conducted analyses covered 25 rural and urban-rural municipalities, and as the reference areas the municipalities of Oława, Oleśnica and the core area i.e.Wrocław. It was adoptedthat the generally available statistical data will be used in the analyses and on this basis a set of indicators, divided into spatial, demographic and environmental criteria, was proposed. The scope of analyses covers the years 1995, 2005 and 2015. The purpose of the study is to characterize the functional area of Wroclaw in terms of its potential capacity and to compare the obtained results in time and space. The suggested balancing method can be useful for determining rational planning and spatial management directions at a local and sub-regional level.

The European Union currently uses Functional Urban Areas (FUAs) as basic units for planning local development activities under its financial support. An important issue in terms of managing such areas is branding. FUAs are made of at least several territorial units (covering a dense urban area and a functionally related urbanised zone). Such composition poses a particular challenge in terms of developing a brand that covers all of the units. Therefore, it is essential to select the core around which the target image will be created. This publication aims to identify marketing and branding goals for the development of FUAs and determine activities facilitating the achievement of these goals by entities that manage the functional areas. The research method used in the article was a content analysis of documents outlined as Strategies for Integrated Territorial Investments developed for FUAs in Poland. The authors of the article undertook preliminary exploratory research. The obtained results show that most of the marketing and branding goals for the development of FUAs correspond with the objectives specific to city marketing and branding. Moreover, “integration” and “strengthening the metropolitan area function” were recognised as goals specific to FUAs.

Celem opracowania jest charakterystyka potencjału systemu przyrodniczego Wrocławskiego Obszaru Funkcjonalnego oraz sformułowanie wytycznych do jego kształtowania. W  artykule wyjaśniono pojęcie systemu przyrodniczego, zwrócono uwagę na dyskusję dotyczącą terminologii oraz przedstawiono zasady jego formowania. Przedstawiono problemy związane z zapewnieniem jego ciągłości przestrzennej oraz spójności funkcjonalnej. Określono potencjał przyrodniczy gmin Wrocławskiego Obszaru Funkcjonalnego oraz wskazano możliwe kierunki kształtowania systemu ekologicznego. Wyniki analiz danych statystycznych przedstawiono na kartogramach. We wnioskach zaproponowano wytyczne do kształtowania systemu przyrodniczego miejskiego obszaru funkcjonalnego.
The aim of this research is summary of potential the natural environment system of the Wroclaw Functional Area and identify guidelines to shape natural environment system. In this paper explained the term of the natural environment system and presented the rules of molding the ecological system. The problems of the spatial continuity and functional cohesion of the natural environment system have been presented. The article specifies the natural potential of the communes of the Wroclaw Functional Area and indicates possible directions of shaping the green infrastructure on this area. The results of analyzes have been presented on the cartograms. Conclusions contain the guidelines for shaping the natural environment system of the functional urban area.

The article discusses the practical aspect of implementation of the idea of sustainable development in the EU Cohesion Policy in the 2014-2020 programming period in Poland. The objective of the study is to determine the relations between the idea of sustainable development and instruments of its implementation, and the identification of the scope of influence of Cohesion Policy tools on sustainable development of functional urban areas (FUA). The paper presents the author’s set of sustainable development indicators (SDI) and relevant analyses of their implementation in the financial and spatial aspect in 26 FUAs. Detailed analyses covered one of the new instruments of territorial development, namely Integrated Territorial Investments (ITI). The paper provides evidence which proves that the dominant sphere in the financial and spatial support is the modernisation of transport and energy engineering infrastructure, with potentially multiple effects, as well as the development of a structurally diverse labour market. The least support is provided to the strengthening of integrated management. The tested approach is applicable in reference to other functional areas in the EU. It can contribute to the determination of the extent to which the implementation of the Cohesion Policy supports sustainable development of cities and their functional areas. The application of SDI contributed to the understanding of the process in reality.

This paper presents a new tool for the EU cohesion policy 2014-2020 − Integrated Territorial Investments. This tool, in support of sustainable urban development, should lead to the strengthening of cooperation between local self-governments, and especially to motivate them to solve problems together and to maximize the use of common assets of the area. This article attempts to assess ex ante the impact of the proposed solution for the local economies and the regional economy using the example of Wrocław Functional Area.
