This article analyzes the sovereignty of Kosovo, using social theory of international relation. It presents the evolution of the definition of sovereignty as well as conflicts between the principle of self-determination and territorial integrity of Kosovo, as an example. Immaterial fac-tors (mainly national identity) affects the formation of national interest, including the establish-ment of an independent state. Culture, history and national myths are essential for creating behavior on both sides of the conflict. This article presents the main determinants of Kosovo’s sovereignty – territo-ry, population, authority.
Artykuł stanowi próbę analizy suwerenności Kosowa z zastosowaniem społecznej teorii stosunków międzynarodowych. Przedstawia ewolucję definiowania suwerenności oraz ukazuje konflikt zasady samostanowienia narodów i integralności terytorialnej na przykładzie Kosowa. Prezentuje znaczenie norm i wartości dla funkcjonowania środowiska międzynarodowego. Wskazuje, jaki wpływ odegrały czynniki niematerialne (głównie tożsamość narodowa) na ukształtowanie interesów narodowych, w tym niepodległego państwa. Kultura, historia i mity narodowe mają kluczowe znaczenie dla kreowania zachowań obu stron konfliktu. Artykuł prezentuje główne wyznaczniki suwerenności Kosowa – terytorium, ludność, władzę.

The 21st century can be called a "century of reforms" in the Polish system of higher education and science. Each successive ruling party was looking for an opportunity to revise the way the Polish Academia was organized. Those reforms were aimed at changing the system of evaluation of higher education institutions (and the associated system of granting public subsidies thereto). But also they were targeting the list of scientific disciplines recognized and subsidized by the government. That was possible thanks to the fact that each piece of legislation on funding the Polish system of higher education was imparting power on the Minister of Higher Education to issue an executive act. Such discretionary decisions allow for influencing the way institutional science is organized in Poland. It is also a reason why in Poland "scientific lobbying" has arisen and various research coteries have been trying to promote their subfields to the rank of "discipline" by influencing the Ministry. This paper is an attempt at summing up the 21st-century debate over the shape and legal foundations of the institutional dimension of the realm of political science. It is also an attempt to provide evidence that in Poland it is not theory that is influencing the decisions of recognizing new disciplines that are arising from the field of political science, but rather the political (and lobbying) practice as well as discretionary decisions of the Ministry are shaping the development of theory.

Publications in western specialized journals which describe the Russian Federation’s international behavior have always followed a certain paradigm of international relations. The article is an analysis of opinions and beliefs held by commentators and analysts writing for „Foreign Affairs”, based on their publications about the annexation of Crimea by the Russian Federation on march 2014. They have been scrutinized using three predominant theories of international relations: realism, liberalism and constructivism. The research proved that western commentators and analysts writing about the annexation of Crimea usually present a single paradigm of international relations. Moreover, they believe it to be the only effective tool in explaining countries’ foreign policy, thereby depreciating the value and usefulness of other paradigms.
Publikacje w zachodniej prasie specjalistycznej dotyczące zachowań międzynarodowych Federacji Rosyjskiej od zawsze wpisują się w jakiś konkretny paradygmat stosunków międzynarodowych. Artykuł jest analizą opinii i poglądów prezentowanych przez komentatorów i analityków publikujących na łamach „Foreign Affairs”, przeprowadzoną na podstawie ich publikacji dotyczących aneksji Krymu przez Federację Rosyjską w marcu 2014 r. Przeanalizowano je przez pryzmat trzech teorii stosunków międzynarodowych głównego nurtu, tj. realizmu, liberalizmu i konstruktywizmu. W wyniku badań uzyskano potwierdzenie opinii, iż zachodni komentatorzy i analitycy zazwyczaj wyraźnie prezentują wybrany paradygmat stosunków międzynarodowych, pisząc o aneksji Krymu. Ponadto uznają, iż jest on jedynym skutecznym narzędziem wyjaśniania polityki zagranicznej państw, a tym samym deprecjonują znaczenie i przydatność pozostałych paradygmatów.

Although a current and marketable term in the literature and political discourses, the notion of ‘international role’ still lacks a clear and succinct, let alone consensually applicable, definition. This article posits that, from the actorness perspective as a point of departure, the concept of “international role” may well be assessed through the lenses of the quad-element “PIPP” analytical model, which is herewith developed. Thereby, the analysis of actor’s international role has to make a long conceptual sojourn from power, influence presence to performance (PIPP). These four embedded concepts (PIPP model) help assess the explanandum, i.e. “actor’s international role”, in a theoretically-informed, systematic and holistic way, thus avoiding the pitfalls of sporadic (mis) usage found in common parlance.
Choć jest atrakcyjnym i nader aktualnym terminem w dyskursie politycznym i literaturze przedmiotu, pojęciu „międzynarodowej roli” wciąż brakuje jasnej i zwięzłej, a przynajmniej uzgodnionej co do właściwości definicji. W artykule przyjęto założenie, że obierając za punkt wyjścia perspektywę „aktorstwa” na scenie polityki, zagadnienie „międzynarodowej roli” można z powodzeniem wartościować z wykorzystaniem czteroelementowego modelu analitycznego PIPP, rozwijanego w niniejszym tekście. Tym samym analiza międzynarodowej roli aktora musi przebyć długą konceptualną drogę od potęgi (Power), wpływu (Influence) przez obecność (Presence) po działalność (Performance). Osadzenie rozważań w obrębie tych czterech pojęć (model PIPP) jest pomocne w wyjaśnieniu explanandum, tj. „międzynarodowej roli aktora”, w sposób systematyczny i całościowy, podbudowany teorią, co pozwoli uniknąć pułapek wynikających ze sporadycznego – także błędnego – używania tego terminu w mowie potocznej.

This article aims to explore International Relations through the lenses of the English School and through the case study of the United Nations Framework Convention on Climate Change (UNFCCC) and Cop26. In particular, the article aims to analyse the most notable concept created by the English School: International Society. To do so, the article starts off with a brief overview of the English School to cover its history and its place in IR, and then presents its three main concepts: International System, International Society, and World Society. Focusing on International Society, the article proceeds to describe the two main theoretical approaches of the International Society, that is Pluralism and Solidarism. Moreover, the article presents the debate between Order and Justice within the International Society. Finally, the article presents the existing international cooperation coping with climate change through the case study of the United Nations Framework Convention on Climate Change (UNFCCC) and Cop26. The article presents it by applying the principles of the International Society and aims to demonstrate the reasons why the English School and International Society are better suited concepts than the more traditional theories of IR to understand why there exists international cooperation to deal with climate change.

The aim of this paper is to provide a description and an analysis of Indonesian foreign policy in the twenty-first century as a middle power in international relations. While middle powers are a relevant part of scholarly discourse in the study of international relations, there is considerable confusion as to how to define such states.  Because of that, the role theory in international relations has been adopted in an analysis of the foreign policy of Indonesia, which is one of the most dynamically developing states in the world. According to this approach, the six main roles of Indonesia in contemporary international relations can be outlined: its role as a regional  leader in Southeast Asia, as a promoter of democracy, as a voice of developing states, as a ‘stabiliser’ within the international system, as a “good international citizen,” and as a state supporting multilateral processes. Those roles can be realized on three levels: the subregional, the regional, and the global.

The post-communist transformation of Central Europe, in particular the Visegrad countries (Poland, Czechoslovakia - later the Czech Republic and Slovakia, and Hungary), as well as its consequences have been largely analysed through the liberal IR theory: democratization, liberalization of trade, and the accession to the EU and NATO have been considered as conforming to the interests of post-communist countries. However, some authors have proposed alternative interpretations that are rooted in the globalist theory of international relations, i.e. empire studies, dependency theory, 'world-system' perspectives, and post-colonialism. According to these interpretations, the transformation of the Visegrad states essentially constituted a change of the dominant power in the region: the declining Soviet Union/Russia was replaced by the Western powers - the United States and the European Union. The neoliberal economic reforms followed the principles of the “Washington consensus” and corresponded neither to economic rationality nor to the will of the people of the Visegrad countries. The enlargement of the EU forced post-communist countries to adapt their political, economic, and legal systems to the Western norms. This process brought some benefits, but was realized at the expense of democratic standards. In consequence, the Visegrad countries remain a semi-periphery of the West - convenient export markets and a source of cheap labour - which situates them far behind the highly developed Western Europe.

International relations are a form of human action so they should become the object of praxiology as a science oriented to efficiency. The traditional approach however must be changed. As it suggested in this article, human action is divided into three sections – cooperation, struggling and rivalry, which correspond to three types of theories. It should be added that cooperation is a positive-sum game, struggling – a negative-sum game and rivalry – a zero-sum game. The theory of international relations should be focused on the link between principles of cooperation and principles of struggling. This means that theory of foreign policy should be a theory of control in the zero-sum game system.

Artykuł zawiera argumentację na rzecz wykorzystania w nauce o stosunkach międzynarodowych metod badawczych opartych na analizie struktur sieciowych. Wychodząc od ogólnej definicji sieci jako struktury złożonej z połączonych relacjami elementów, ukazuje jej odpowiedniość do opisu procesów i zjawisk o charakterze transgranicznym. Idąc dalej, rozważa komplementarność sieci w stosunku do kategorii badawczej systemu międzynarodowego i metody analizy systemowej, która przedstawia się jako szczególny przypadek szerszej klasy sieciowych metod badawczych. Analiza dotychczasowych, udanych prób adaptacji w naukach społecznych matematycznej teorii grafów, pozwala na zaproponowanie ogólnego modelu analizy sieciowej, który może okazać się użyteczny przy badaniu stosunków międzynarodowych.
The presented article contains argumentation supporting the use of network structure analysis as a method of research in International Relations. By applying the general definition of the network as a structure built with a set of interconnected elements, it can be shown that such a method is suitable for description of transborder processes and phenomena. Under this reasoning, the article explores the complementarity of the network approach in relation to the international system research category and the method of systemic analysis. The latter appears to be a specific case of the broader class of network methods. The comparison of previous, successful attempts at application of the mathematical graph theory in social research allows for making a proposal of a general model of network analysis in International Relations.

In this article the author is going to answer the question, that intrigues many researchers of international relations and political science – is it possible to build a grand theory explaining actions and behaviours of political, and international, entities? International relations are distinguished from other disciplines of science by its special character: they are polyarchic, plural, complex and impulsive. This is why we find here, exceptional in contrary to other, more mature disciplines, diversity of opinions and answers to the question – in what way international relations shall be build? Searching for the right answer the researchers of international relations have to cross borders of many disciplines, also using research methods of sociologists, historians, economists, lawyers, psychologists and anthropologists. There is a similar problem with political science, as the political matter is widely interpreted and, depending on the researcher and the analysed political system, its scope is wide as when using so called largo sense in the totalitarian states, where even the choice of school for a child has a political character or as when using so called strict sense in the democratic systems.

In recent years, zombies have made a stunning career, not only in literature and film, but also in scientificresearch. Zombies appear in scientific discourse as a reflection of fears connected with colonialism,imperialism, capitalism, consumerism, as well as metaphors for threats, like terrorism, asymmetric conflicts,epidemics and many more. It is also a useful concept for capturing ideas and theories remaining in scientificcirculation which are in fact dead. So-called “zombie-categories” reflect theories that either explain nothingor the phenomena they refer to do not exist. Taking this into account, it is hard not to use zombies in politicaltheory, especially as a useful category that enables the identification of “dead and alive” theories. Besides, zombie metaphors seem to be very promising in the political science teaching and a lot of research hasalready been undertaken in that field bringing unexpected and valuable results.

The category of a national interest is one of the most popular notions used in international relations. It has a polysemic character and is differently interpreted by various scientific perspectives. The purpose of this article is to provide a brief analysis of selected approaches of the theory of international relations to defining interests and correlating the interpretations of national interests of the Russian Federation performed on their bases. The choice of case study concerning the foreign policy of the Russian Federation is not accidental because in countries aspiring to gain world power the concept of national interest is raised while explaining the motives of decisions taken by their leaders exceptionally often. In this article, Russia’s interests will be discussed in reference to the annexation of the Crimea and Russia’s actions towards Ukraine. Those events vividly show the specificity of defining the national interests, based on one hand on the pursue to being a powerhouse and understanding the interests in the category of power and, on the other hand, resulting from the political identity of Russian elites. As a result, an assessment of the scientific utility of selected theoretical paradigms and their use in the analyses of Russia’s foreign policy will be outlined.

This paper presents an analysis of the social science development concept of Immanuel Wallerstein. In general terms we can say that the development of social sciences was based on a process of emancipation of individual subjects of research and validation of research methods.I. Wallerstein drew attention to the process of emancipation of individual disciplines, therefore we can talk about the separation of philosophy, followed by social sciences and, negatively evaluated by I. Wallerstein, applied social sciences. With the constitution of individual disciplines we dealt with the process of polarising methodological positions, which can be roughly described as the concept of two cultures. The text describes the following issues: (1) the directions of emancipation of scientific disciplines, (2) the processes of emancipation of scientific disciplines, (3) the dynamics of changes in social sciences, (4) the effects of changes occurring in sciences. In addition to the main assumptions of I. Wallerstein on science, the text attempts to confront these assumptions with the achievements of T. S. Kuhn, R. K. Merton and C. W. Mills.The aim of the article is to point out the implications for the “theory of international relations” deriving from the general trends in the development of social sciences. This issue has come down to only selected issues of: microscopisation, idealisation, metaphorical use, deformation, transcendentalisation, fictionalisation and fetishisation of notions in the “theory of international relations”.

The article aims to present the current situation in Ukraine through international relations theory that is able to provide the necessary theoretical background to analyse the complex problems that unfold in the contemporary international environment. These problems are analysed through several perspectives including realist, postmodern and socialconstructivist dimensions, as well as from the point of view of classical institutionalism. What is more, on the basis of their deliberations, the authors describe several possible scenarios of the future events, including the strategy of Russia to continue destabilization in Ukraine in order to seize control over its entire territory and the long-term effects of international sanctions on the Russian economy with the possibility of the collapse of the aggressor state. Nonetheless, the Crimean crisis reveals an important fact that, according to the authors, has deep ramifications for the entire international security system – at present, the international community is not able to exert influence on any of the nuclear powers through military means. While other, non-military means of influence can be used, such as broad economic sanctions or political isolation of an aggressor-state, they are not effective immediately thus allowing the aggressor states to violate international law with a feeling of impunity and invincibility.

Opis:
The main objective of this paper is to analyze classic Disney comic book stories by writer/artist Carl Barks and to determine how their author emphasized issues and theories related to international politics of the 20th century such as the Cold War, colonialism, dependency theory, etc. Because Barks’ works focused on developing countries and political and economic relations of societies and nations, certain parallels between US politics and comic plots can be found. In order to determine what issues were reflected and how they were was presented, plots of selected comics were analyzed through a set of questions about Donald Duck, his family and their role in the world where one can find communist countries, developing societies and dependencies between men, corporations, national identities and post-colonial states.
