In democratic society implementing the equality of possibilities allows to elaborate “people’s responsibilities and capacities” necessary for the realization of individuals’ personal functions in society. Thus a big attention is paid to school education as well. In the age of education a child’s socialization is taking place, that is conveyed by social maturity and the quality of maturity processes. Nevertheless, the education is significant not only for children and their successful socialization, but also for parents as when a child starts to attend school institution, his/her life has new purpose. A child, who attends institution of school education, has to adapt to this situation and to strive that it would become space of socio-cultural life. So in the article the authors discuss the quality of education (Lithuanian case). Based on the analysis of scientific literature and research.

Goal – this article’s main goal is to show the need for the integration of universities on the basis of the processes of network interaction between business and education as one of the conditions for improving the quality of education in the country, and accordingly the index of education and the human development index of the country. Research methodology – the authors used analytical, economic, statistical methods of data analysis, conceptual and empirical research. Score/results – the article reveals the essence and substantiates the need to implement of the practice‑oriented education system by using the dual training system and creating of network interaction between universities in different countries. The advantages of such a model are revealed in comparison with the traditional form of training for the employer, educational institution, future specialist and the state. The instruments and forms of development of trilateral integration are described. Originality/value – the article presents the results of a comparative study of the human development of Belarus and its four neighbouring countries (Poland, Lithuania, Russia, Ukraine), has theoretical and practical significance, contains the author’s generalizations and conclusions.

RESEARCH OBJECTIVE: The research of this paper is to expose the relationship  between social innovations and the quality of education. THE RESEARCH PROBLEM AND METHODS: Young people entering the labor market become creators of the future. It is necessary to define what should be done to improve their ability to take part in social innovations. The comparative method was used in the version of the consent method, as well as structuralism and subjectivity, additionally using the elements of the behavioral method. THE PROCESS OF ARGUMENTATION: The essay begins by reviewing definitions of social innovations and fundamentals elements. Afterward, educational social innovations from different places all over the world including Colorado, Honk-Kong, Spain, Latvia, Poland, and Australia were described and compared. Finally, there was a presentation of research results and summary with recommendations. RESEARCH RESULTS: Based on research, case studies and experiments led in various areas such as technology, health, medical, engineering, and entrepreneurship, this article demonstrates social innovations as an essential factor in improving social life. Universities have the key role in the lead social innovation projects, especially in cooperation with local society and local business. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: The best practices are recommended for multiplication and popularization in the future. Young people have to learn teamwork, critical thinking and ability to find added value in their activities. An article describes the best way to improve those competitions is social innovations.

W pracy przytoczone zostały główne elementy tak zwanej filozofii jakości kształcenia. Na ich tle porównano ustalenia Procesu Bolońskiego z zaleceniami krajowymi i zaleceniami normy ISO 9001:2009 odnoszącymi się do jakości kształcenia na uczelniach wyższych. Zaproponowano strukturę dokumentacji Systemu Jakości Kształcenia oraz zbudowano model kształcenia wyższego w ujęciu procesowym.
The paper presents the main elements of the so-called philosophy of education quality. The findings gave background to compare the guidelines of the Bologna Process with national guidelines and ISO 9001:2009 standards, with relation to the quality of higher education. The structure of documentation for the Education Quality System and the model of higher education in process approach were proposed.

Managing quality of education is difficult and diversified task. Certainly, at the very center of quality assurance is experience that students and graduates get throughout their education course. One of the factors influencing these experiences are teaching methods. The objective of the paper is to assess the experience of Workplace Safety and Hygiene master program students of with regard to teaching and learning methods and Industry 4.0 readiness. The objective is realized through interpretation of the survey results that was made within MSIE4.0 project among the students of different industrial engineering master programs. Additionally, the program and courses documentation is interpreted in accordance to the 'LOVE' model approach to assess education experience. The sample of the survey is based on MSc students of Workplace Safety and Hygiene that are held at Częstochowa University of Technology. As the study shows, there are some drawbacks of the program with regard to immersive approach to learning and more active students engagement. The readiness to Industry 4.0 requirements is not really visible and some purposeful actions should be made in order to make the program part of activities addressing this economic and social challenge.

Artykuł jest próbą przedstawienia wewnętrznego systemu zapewnienia jakości kształcenia w szkole wyższej. Problemy zarządzania jakością zostały ujęte z zastosowaniem podejścia systemowego. Proponowany system zarządzania jakością będzie uwzględniał założenia zawarte w Krajowych Ramach Kwalifikacji (KRK) dla szkoły wyższej. Zagadnienia poruszane w niniejszym tekście mogą stać się przyczynkiem do szerszej dyskusji nad wdrażaniem tego systemu w życie, a także mogą stanowić asumpt do przeprowadzenia badań empirycznych. W artykule sformułowano wiele pytań, na które trzeba poszukiwać odpowiedzi.
The article is an attempt to present the internal system of ensuring quality of education in universities. Problems of quality management have been formulated with the use of a system approach. The proposed quality management system will take into account the assumptions contained in the National Framework of Oualifications (KRK) for universities. The issues dealt with in this text may be a contributory factor to a broader discussion on the implementation of this system, and also can constitute an assumption for carrying out empirical research. In the article many questions needing answers were formulated.

Reforma stawia sobie za cel przygotowanie młodzież do aktywnego uczestniczenia w Życiu społecznym i gospodarczym, by zminimalizować trudności wynikające z barier psychologicznych zakorzenionych w społeczeństwie wychowanym w systemie państwa opiekuńczego, jak również wymaganiami stawianymi przez obecną gospodarkę rynkową oraz ograniczyć brak przygotowania młodych ludzi do aktywnego poszukiwania pracy. Wdrażanie Krajowych Ram Kwalifikacji (KRK) oznacza istotne zmiany w sposobie prowadzenia zewnętrznej oceny jakości kształcenia i państwowej akredytacji programów studiów. Opracowane przez uczelnie Krajowe Ramy Kwalifikacji i odniesienie ich do Europejskich Ram Kwalifikacji tworzą potrzeby intensyfikacji transferu wiedzy do sektora przedsiębiorstw i do instytucji publicznych - program Partnerstwa na rzecz Transferu Wiedzy (PTW), którego celem jest promocja i ułatwianie przepływu wiedzy i innowacji pomiędzy uczelniami a gospodarką.
Adapting education to the labor market has become one of the fundamental tasks of education reform. The reform aims to prepare young people for actively participate in social and economic life in order to minimize difficulties arising from the psychological barriers rooted in society reared in a welfare state system, as well as the requirements posed by the current market economy and to reduce the lack of preparation for young people to active job search. Implementation of the National Qualifications Framework (NQF) is the major change in the. conduct an external evaluation of the quality of education and state accreditation programs studies. Developed by the National Qualifications Framework colleges and relating them to EQF create the need to increase knowledge transfer to industry companies and public institutions – the Partnership for Transfer Knowledge (PTW), whose purpose is to promote and facilitate the flow of knowledge and innovation between universities and the economy.

The Ukrainian system of education has had remarkable achievements and notorious traditions of schooling. However, at this very stage our society requires the changes that have been focused on by the author of this paper. The changes are necessary for the successful development of human recourse in the country in its struggle for the European integration. The mechanisms for the changes are to be introduced in the updated educational legislation. We do not really have time. We should unite and, instead of passively expecting changes, become the explorers and agents of the reform in education.

The contemporary of an institutional – educational instytucions function in reality a dynamically developing civilization. It generates a processual changeswhich in turn implies the need to adapt to the designated (or rather imposed) contemporary standards. This means that in terms of institutional education, didactic and educational workalready at preschool level, there has been a need for proactive change. In the area of substantive content, they relate, inter alia, reform of the existing and implementation of the new core curriculum. Therefore, the question arises about the nature of the criterion of introduced transformation. For it seems that the modern times, and the requirements of both institutions and individuals, have led to the need to assess educational institutions in terms of the quality of their structural and substantive work. Hence, the aim of this paper is to draw attention to the quality of work of the nursery. The tangible for effect of its proper functioning is to provide quality education so that every child is developing on the best of their abilities. Therefore, as a result of concern, the authors of this article, raised their problem of planned and thought out raising process the quality of work in preschool educational establishments.

This article highlights the issue of educational efficiency and enhancing the quality of education, referring to Sustainable Development Goal 4. It has been recognized that much attention is now being paid to implementing educational tools to improve teaching, teacher training, or the provision of appropriate infrastructure. In contrast, little space is dedicated to teaching students to use effective learning methods. The text cites research on the range of practices undertaken during learning. The final section proposes models for enhancing the quality of education by strengthening the “learning” component that takes into account specific variables that directly and indirectly affect the acquisition of knowledge and skills.

With the aim of determination of the influence of Waldorf approaches to the organization of the pedagogical process on the quality of education of Ukrainian junior schoolchildren, the presented experimental research was carried out over the period 2014 – 2016. Third grade schoolchildren of general educational institutions were involved in the experimental research. The organizational forms and methods of Waldorf school were implemented. They were: rhythmic organization of the pedagogical process, artistic teaching, limited use of standard textbooks and schoolchildren’s work on drawing up their own work notebooks, involvement of art elements in the study of all subjects, differentiated exercises for children with different types of temperament, use of active-practical projects, active exercises and games. The positive influence of Waldorf approaches on the quality of schoolchildren’s knowledge (fullness of knowledge and level of their assimilation) and development of their personal- motivational sphere (junior schoolchildren’s attitude to learning, levels of their cognitive activity) was detected. An increase in the level of schoolchildren’s activity and autonomy in educational-cognitive activity was found. The obtained data makes it possible to disseminate Waldorf educational experience for improving the quality of education of junior schoolchildren.

The quality of education in higher education concerns both the process of education and higher education as a good produced as a result of education processes. In the last several dozen years, the quality of education has become a major issue dealt with as part of public policy in the area of higher education both in the dimension of particular countries participating in the Bologna Process, and in the European Higher Education Area. As a result, social sciences have shown more interest in education processes in higher education, with managing the quality of education becoming one of the ideas central to the matter. Studies into the quality of education are conducted nowadays by representatives of many social sciences, adopting many different research approaches. The research approach proposed in this article refers to the organisational game concept and draws on the assumptions and the notional apparatus of the so-called decision-making approach as regards making public decisions. A particular assumption that has been made is that the activity of entities involved in the process of education and performing different roles therein (public authorities, higher education institutions and their associations, accreditation agencies and other institutions assessing the quality of higher education, the so-called stakeholders of higher education institutions) can be described and explained as decisions of players playing multiplayer and multilevel games for the organisation of education processes and for higher education. Games for education processes and for higher education are currently played not only in the hierarchical structure of the state, but also in a broader organisational perspective, which is the European Higher Education Area. Managing the quality of education in this area is not controlled top-down, and involves mainly arranging some binding and guiding institutional solutions which are to lead to an increased competitiveness of education processes and higher education offered by European higher education institutions.

Jakość kształcenia w szkolnictwie wyższym dotyczy zarówno procesu kształcenia, jak i wykształcenia wyższego jako dobra wytwarzanego w procesach kształcenia. W ostatnich kilkudziesięciu latach stała się zasadniczym problemem polityki publicznej w obszarze szkolnictwa wyższego w wymiarze poszczególnych państw uczestniczących w Procesie Bolońskim i w Europejskim Obszarze Szkolnictwa Wyższego. W konsekwencji wzrosło także zainteresowanie nauk społecznych procesami kształcenia w szkolnictwie wyższym, a jedną z centralnych idei stało się zarządzanie jakością kształcenia. Badania nad jakością kształcenia są prowadzone przez przedstawicieli wielu nauk społecznych, przy użyciu różnorodnych podejść badawczych. Proponowane w artykule podejście badawcze nawiązuje do koncepcji gry organizacyjnej i wykorzystuje założenia oraz aparat pojęciowy tzw. podejścia decyzyjnego w odniesieniu do podejmowania decyzji publicznych. W szczególności przyjęto założenie, że działania podmiotów uczestniczących w różnych rolach w procesie kształcenia można opisywać i wyjaśniać jako decyzje graczy uczestniczących w wielopodmiotowych oraz wielopoziomowych grach o organizację procesów kształcenia oraz o wykształcenie wyższe. Gry o procesy kształcenia oraz o wykształcenie wyższe są obecnie toczone nie tylko w hierarchicznej strukturze państwa, ale również w szerszej strukturze organizacyjnej, jaką jest Europejski Obszar Szkolnictwa Wyższego. Zarządzanie jakością kształcenia w tym obszarze nie jest sterowane odgórnie i polega przede wszystkim na uzgadnianiu wiążących, kierunkowych rozwiązań instytucjonalnych, jakie mają prowadzić do wzrostu konkurencyjności procesów kształcenia i wykształcenia wyższego oferowanego przez europejskie szkoły wyższe.

Studies into the quality of education are conducted nowadays by representatives of many social sciences, adopting many different research approaches. The research approach proposed in this article refers to the organisational game concept and draws on the assumptions and the notional apparatus of the so-called decision-making approach as regards making public decisions. A particular assumption that has been made is that the activity of entities involved in the process of education and performing different roles therein (public authorities, higher education institutions and their associations, accreditation agencies and other institutions assessing the quality of higher education, the so-called stakeholders of higher education institutions) can be described and explained as decisions of players playing multiplayer and multilevel games for the organisation of education processes and for higher education. Games for education processes and for higher education are currently played not only in the hierarchical structure of the state, but also in a broader organisational perspective, which is the European Higher Education Area. Managing the quality of education in this area is not controlled top-down, and involves mainly arranging some binding and guiding institutional solutions which are to lead to an increased competitiveness of education processes and higher education offered by European higher education institutions.
