Probably no other Polish filmmaker has devoted as much attention to the Polish United Workers’ Party (PZPR) as Krzysztof Kieślowski did in his films. Early on, he perceived the party as an organization where one could meet people with different desires, motivations and modus operandi. Kieślowski’s perspective could be defined as such: do not judge the whole, focus on individuals. His subsequent films present a change in this perspective. Workers and devoted members of the communist party were in the center of the director’s interest in some of his early films. Later, he focused more and more on individuals, especially those who had to face the party as a structure and hierarchy. Kieślowski’s films made in the early 1980s show party leaders and people in charge who eventually turn out to be losers. Kieślowski perceived various aspects and forms of being a party member, not only as a stepping stone for one’s career. He saw and presented the everyday life of PZPR, relations between the authorities and society, and its members and representatives of the party apparatus. He was quite critical about the party and people in charge, but also tried to see and present the reasons motivating their conduct. Social and political changes in Poland in the early 1980s made this kind of approach increasingly difficult for Kieślowski.

The article examines the changes that took place in the Czech party system from the moment of the political transformation of 1989/1990 to the last parliamentary elections in 2017. It is based on a survey of data on the results of the elections to the Czech National Council and the Chamber of Deputies. The interpretation of the data allows answering several research questions: is the Czech party system stable, and if so, is it possible to determine it model? Are the inevitable model changes sudden or evolutionary as a consequence of an observable trend? Is it possible to distinguish and define the stages of functioning of the Czech party system? To what extent does the party system of the Czech Republic have roots in the party system of Czechoslovakia and did the disintegration of the federal republic significantly affect its change?

The party system and the parties within it were ones of the relevant elements of system transformation in Poland. We can identify several significant determinants of the process with regard to this area. The first of them is formal standards and their influence on the course of political competition. The second is the functions attributed to political parties in the political and party system. The third one is connected with the significance of social structure’s specificity and its influence on voting behaviors. The fourth determinant is the models of competition at the cabinet level. The paper presents these four determinants of development of political parties and the party system in Poland in the perspective of democratization processes.

Emergence of parties and party systems in Central and Eastern Europe after the fall of Communism, in comparison with the emergence of parties and party systems in Western Europe, was different in at least two ways. First, they were forming up in the time of crisis of political parties in general. Western political parties, as Martin Seymour Lipset and Stein Rokkan indicated were a result of sociolopolitical cleavages (Lipset, Rokkan 1967), which enabled them to formulate their programmes and define their electorates. However, since the late 1960’ there have been many changes, due to new socio-political context. Relations between parties and their electorates started to diminish as a result of new sociopolitical differences and the parties themselves started to look for new supporters (tried, with the help of media, to become catch all parties). Parallel to this, ideologies stopped playing the main, defining role in the process of voting for the party. But still, as Lipset claims in an article describing party systems in postcommunist Europe, parties must have steady voter alignments based on sociopolitical divisions in order to successfully take part in consecutive general elections, until then they are unstable.

The issue of the migratory crisis was one of the most important ones during the parliamentary campaign in October 2015 in Poland. An overview of the crucial comments and stances of the party leaders, together with the verification of their election results may point towards a strategy, displayed in the public discourse, opposing receiving the refugees in Poland. A sweeping victory of Law and Justice, together with a good result made by KUKIZ’15 suggests that the electorate wants to support the nationalistic attitudes and potentially to protect Poland against a flood of refugees. The political failure of the left-wing parties with no representation in Sejm, was perceived by many experts as a total failure of the multi-cultural policy and openness to refugees.

Democratic consolidation is a complex problem area. In this article it is analyzed, first, from the perspective of the concept of support for democracy, originally conceptualized by David Easton and then elaborated by Hans-Dieter Klingemann and Russell Dalton. Second, since democratic institutions and procedures do not operate in a void, the social context of civil society, social engagement and political parties are analyzed. As far as possible, the empirical analyses are conducted according to a complex and ramified theoretical model based on these concepts. Eleven European countries are analyzed including seven established democracies, three of which are historically Catholic countries (Spain, Italy, Ireland). In light of the importance of the communist legacy, the data for Germany are presented separately for western and eastern lands. The data presented in this article are derived from the most recent, publicly accessible research containing comparable information on all 11 countries, with a few minor exceptions.

The aim of the paper is to identify and describe the policy positioningof the Democratic Party and the Republican Party as concerns access to firearms duringthe 2016 presidential election in the USA. The material analyzed includes official political platforms of both parties and statements of presidential candidates on access to firearms issued during the presidential campaign. The main research method used is content analysis. Based on the conducted analysis, numerous differences and similarities were identified between elements of the political product of “Firearms access” as well as in the (self)positioning of the two parties in relation to the issue. The results point to the significance of the problem of access to firearms as a political product strongly stratifying the American society, a true line of partisan divide. The added value of the article is highlighting the importance of the issue of firearms access in the American political culture, markedly influencing the American political market.

W omawianym orzeczeniu NSA wyraził pogląd dotyczący obowiązków organu prowadzącego postępowanie administracyjne wynikających z art. 10 § 1 k.p.a. (zasada czynnego udziału strony w postępowaniu oraz zasada wysłuchania stron). Na tle stanowiska NSA Autorzy wskazują konieczność traktowania art. 10 § 1 k.p.a., jako dwóch obowiązków organu, spośród których jeden powinien być realizowany w toku postępowania administracyjnego (w charakterze ciągłym), a drugi – co najmniej jednokrotnie w określonej fazie toczącego się postępowania. Autorzy wskazują też negatywne skutki nadmiarowego realizowania obowiązku zawartego w art. 10 § 1 in fine k.p.a.
In the commented judgment, the Supreme Administrative Court expressed view on the obligations of the authority conducting administrative proceedings under Art. 10 § 1 of the Code of Civil Procedure (the principle of active participation of a party in the proceedings and the principle of hearing the parties). Against the background of the position of the Supreme Administrative Court, the authors indicate the necessity to treat Art. 10 § 1 of the Code of Administrative Procedure, as two duties of an authority, one of which should be performed in the course of administrative proceedings (on a continuous basis), and the other - at least once in a specific phase of the pending proceedings. The authors also indicate the negative effects of the excessive fulfillment of the obligation contained in Art. 10 § 1 in fine of the Code of Administrative Procedure

W artykule podjęto próbę interpretacji aspektów performatywnych śpiewu i tekstów piosenek Nicka Cave’a oraz autorstwa gitarzysty Rowlanda Stuarta Howarda (1959–2009), a także Micka Harveya, Vincenta Eugene’a Craddocka (znanego jako Gene Vincent) i Billa Davisa (właściwie: William Douchette) z albumu śpiewającego pianisty z grupą The Birthday Party The Birthday Party (1980). Studium, wpisując się w nurt rock song lyrics studies, jest recepcyjnym śladem i refleksją nad początkami drogi twórczej wybitnego autora tekstów piosenek oraz kompozytora muzyki rockowej i wokalisty, obdarzonego interesującym głosem. Teza prezentowanej pracy jest następująca: pochodzący z Australii wokalista od pierwszych nagrań z zespołem The Boys Next Door (płyta Door, Door z roku 1979) pisze utwory o miłości, bólu i samotności, a przede wszystkim każdy kolejny krążek autora Into My Arms to zapis doświadczenia tęsknoty, nie inaczej jest zatem i w przypadku omawianego tutaj albumu, który wyraża żal i smutek – uczucia autora/piosenkarza, „ja” opowiadającego/śpiewającego, persony tekstowo-muzycznej, czy inaczej mówiąc – piosenkowego podmiotu performatywnego. Śpiew Nicka Cave’a można określić jako metaforę habitusu punkowych miniatur piosenkowych, będących tekstowymi i głosowymi ekspresjami buntu, w których dominuje ironia, konstytutywną zasadą poetyki tych utworów zaś jest groteska.
This article attempts to interpret the performative aspects of Nick Cave’s singing and song lyrics written in collaboration with the guitarist Rowland Stuart Howard (1959–2009), Mick Harvey, Vincent Eugene Craddock (also known as Gene Vincent) and William Douchette (also known as Bill Davis). I focus specifically on the album The Birthday Party (1980) which Nick Cave recorded together with his band The Birthday Party. This analysis, representative of rock song lyrics studies, is a receptive trace and a reflection on the beginnings of this outstanding songwriter, rock musician, and singer’s career. I argue that the Australian singer, beginning with the first recordings with the band The Boys Next Door (Door, Door from 1979), writes about love, pain, and loneliness, and show how each new album by the author of Into My Arms records the experience of longing. The Birthday Party, therefore, is no different; it expresses regret and sadness – the feelings of the author/singer, the narrating/singing “I,” the lyrical and the musical persona or, in other words, the singing and performing subject. Cave’s signing is a metaphor for the habitus of punk song miniatures, which are lyrical and vocal expressions of rebellion, filled with irony, while the main principle of the poetics of these works is the grotesque.

Założeniem niniejszego opracowania jest rozwiązanie problemu badawczego sprowadzającego się do pytania, kto stosownie do dyspozycji art. 574 Kodeksu postępowania karnego w postępowaniu w przedmiocie wydania wyroku łącznego może brać udział w charakterze strony? Udowodniona zostanie teza zgodnie z którą w postępowaniu w przedmiocie wydania wyroku łącznego status strony posiada tylko skazany, ze względu na to, iż jest to postępowaniu sui generis, w którym dochodzi do modyfikacji trybu zwyczajnego ze względu na przedmiot tego postępowania, co wynika z braku możliwości jednoznacznego zakwalifikowania tego postępowania do fazy jurysdykcyjnej albo wykonawczej. De lege ferenda zaproponowano normatywne uregulowanie statusu skazanego w rozdziale 60 Kodeksu postępowania karnego oraz zmianę brzmienia art. 570 Kodeksu postępowania karnego, a także nadanie prokuratorowi statusu uczestnika na prawach strony w postępowaniu w przedmiocie wydania wyroku łącznego.
The objective of this paper is to solve the research problem of the question of who, according to the provisions of Article 574 of the Code of Criminal Procedure, can participate as a party in the proceedings for the issue of a cumulative judgment? The thesis that only the convicted party has the status of party in the cumulative judgment proceedings will be supported, since it is a case of sui generis, in which the ordinary procedure is modified due to the subject matter of the proceedings, which results from the inability to clearly qualify the proceedings for the jurisdictional or enforcement stage. De lege ferenda normative regulation of the convicted status has been proposed in chapter 60 of the Code of Criminal Procedure and amendment of the wording of Article 570 of the Code of Criminal Procedure, as well as granting the prosecutor the status of participant on the rights of the party in the proceedings on the issue of a cumulative judgment.

The article addresses the dependency between the level of institutionalization present in the Spanish party system, electoral accountability and assigning responsibility. The primary research objective of this article is to determine the extent to which electoral volatility is present in Spain, both at the aggregate and individual level, which is a measure of the degree of institutionalization reached by a party system. Next, the dependency between electoral volatility and fluidity of elites at the electoral and parliamentary level is analysed. This allows for an answer to the question of whether there is a problem in Spain with assigning responsibility, having regard to the fact that the presence of extensive electoral volatility among both voters and political elites makes it difficult to speak of effective accountability.

The character and role of membership in political parties have been varied in time (van Haute, 2011; Scarrow, 2015; Gauja, 2017), just as the parties themselves, their organizations and functions in political systems (e.g. Duverger, 1976; Kirkheimer, 1966; Mair, Katz, 1997; Katz, Mair, 2009). There are researchers suggesting that the importance of members for political parties and in campaigning has declined substantially. But does it mean that they have become irrelevant in this aspect? In the paper we look at the process of inter-electoral campaigning from the perspective of the rank-and-files of Polish political parties. There are three research questions in this article: (1) Do the rank-and-file members of Polish political parties see the functions of modern political parties in the aspect of permanent communication? (2) Do they engage in the parties’ inter-electoral campaigns? (3) Do the assessments of party functions and performances, or the view about the role of the grassroots, correlate with the members’ engagement in the campaigns of the parties? The data analyzed in the paper were taken from the research conducted in the project „Political parties and their social environment. An Analysis of the Organization and Communications Activities of Polish Political Parties”1. The analysis is based on the quantitative data (PAPI and CAWI) of the members of six Polish political parties (n=2,488).
