The United States, with its historical background of exceptionalism, rose to power in the twentieth century and has maintained it until today. If it were not for the state’s economic power and its strong institutions within the three branches of government, the U.S. would not be now a dominant global power and a regional hegemonic leader. Thus, even when faced with the lack of leadership, the state is able to retain its dominance in the international arena. Supported with a short review of U.S. history, this article presents the state’s (in)activism in global politics during Obama’s presidency.

On 24 February 2022 Russian forces attacked Ukraine. This attack started a war that had been going on for a year. However, before the attack the authorities in Moscow had for many years been pursuing the policy of weakening American influences. It turned out to be effective in the Middle East; Russia consolidated its alliance with Iran and supported Syrian authorities. Simultaneously, unsuccessful policy of the USA lead to weakening Washington alliances, even with such pro-American countries as Jordan. The article presents the relationship of the Hashemite monarchy with the USA and the relationship crisis. The attack of Russia on Ukraine spoiled the so far effective policy of Russia, made it weaker on the international stage, and enabled the USA to revive former alliances.

In their action, the Russian authorities use a number of different tools, military strength being one of the key ones. Russia’s neo-imperial ambitions are reflected in the new strategic and doctrinal documents. They follow a more confrontational line and emphasize Russia’s desire to frame a new architecture of international security. In pursuing its strategic goals, Russia has undertaken a comprehensive programme of technical upgrade of its armed forces, launches impressive military exercise programmes and militarizes the society. The worsening international situation at the beginning of the 21st century, as a derivative of the growing power and importance of the Russian Federation, posed a threat to the countries of the former Warsaw Pact. The aim of the article is to discuss the military tools employed in the foreign policy of the Russian Federation, both direct and indirect. In areas of strategic interest outside the post-Soviet area, they mainly take an indirect form. An example of Russia’s desire to restore its imperial influence is demonstrations of its strategic combat capabilities, including by taking provocative action in the western direction.

Paradoxically, the process of reintegration of post-Soviet area has been taking place since the collapse of the USSR. The motive of Russia’s efforts to reintegrate this region is the historically driven belief in Moscow’s role as a leader in this part of the world, and the strong cultural, economic and political ties that connect it with the former Soviet republics. The former republics of the USSR also feel strong ties with Russia. In addition, the ruling elites feared the future after the collapse of the USSR, especially at the beginning of the formation of their independent statehood, which determined the decision to establish strong cooperation with Russia. Today, after nearly thirty years, the reintegration process still continues although its intensity and the number of countries involved have changed. One of its areas is the sphere of security, which is confirmed by the activity of the Collective Security Treaty Organization, where Russia plays a key role. In this context, the author attempted to answer the question: What role does the CSTO play in Russia’s foreign policy?

Opis:
This article concerns the concept of determinants of the state’s foreign policy and their presentation in the context of the influence on the foreign policy of the Slovak Republic. The author decided on determinants, which in his opinion had a key impact on the shape of Slovakia’s foreign policy: geographical environment, historical factors, population factor, foreign service and diplomacy, as well as external conditions. The period of the beginning of the Slovak Republic’s existence was analyzed. The following research hypotheses have been critically verified: among the determinants of Slovakia’s foreign policy, historical factors seemed decisive, especially in the context of relations with Hungary. The second decisive determinant was the deficit in the staff of foreign service and diplomacy, which was important in the context of creating foreign policy from scratch. Finally, the third decisive factor was the multinational nature of this state.
Niniejszy artykuł przedstawia pojęcie determinantów polityki zagranicznej państwa oraz ukazuje ich wpływ na politykę zagraniczną Republiki Słowackiej. Autor wybrał te determinanty, które w jego ocenie miały kluczowy wpływ na kształt polityki zagranicznej Słowacji: środowisko geograficzne, czynniki historyczne, czynnik ludnościowy, służbę zagraniczną i dyplomację oraz uwarunkowania zewnętrzne. Analizie poddano okres początku istnienia Republiki Słowackiej. Krytycznej weryfikacji zostały poddane następujące hipotezy badawcze: spośród determinantów polityki zagranicznej Słowacji, decydujące znaczenie miały: czynniki historyczne, szczególnie w kontekście stosunków z Węgrami; deficyt w kadrach służby zagranicznej i dyplomacji, co miało duże znaczenie w kontekście kreowania od podstaw polityki zagranicznej; wielonarodowościowy charakter tego państwa.

The work addresses the issue of the geostrategic situation of Latvia in relation to Russia’s foreign policy, which is important for security in the Baltic Sea region. The work uses literary, historical and systemic methods of analysis. The aim of the work is to present the geostrategic position of Latvia. A historical analysis was undertaken indicating the causes of the current geostrategic situation of the country. The conditions and goals of the Russian foreign policy in the Baltic Sea basin and the strategic goals of actors involved in the region of NATO, the EU, the Russian Federation and Latvia were indicated. The main problems of the geostrategic location include cyber-attacks, disinformation campaigns conducted by the Russian media and a real threat to the integrity of the state posed by the Russian inhabitants of the country. It was decided that the Russian population could be used as a tool of pressure on the country’s authorities, especially since the Russian minority, constituting approximately 26% of Latvia’s population, can create its own parties and demand its rights, including demands for autonomy. The forecast of changes assumes that this problem will increase as Latvia struggles with demographic complications. It can be concluded that the smaller the numerical ratio of Latvians to Russians, the more difficult it will be for them to maintain their own statehood in a potential conflict situation with Russia. This is currently the most serious issue in Latvia’s security policy.

Aims of the Common Foreign and Security Policy of the European Union are an aspiration to the world peace and a guarantee of outside safety and defenses for Member States of the Union, preventing military threats of all kinds and terrorist attacks, the promotion of European interests and shared „European” influence on the politics of states of world, especially in the peaceful international cooperation and observing human rights, according to the legal interpretation in the text of the Treaty on European Union. At the same time these aims cannot be interpreted as the substitute of the European world power status and the instrumentation of making independent the politics of both individual countries of Europe, and the European Union of the United States (of Russia, China, countries of the „Islamic civilization”), but should be spotted as the activity for the common wealth of Europeans and residents of other continents.
