Objectives In Poland, there are numerous cases of injuries caused by sharp instruments annually, still significantly more than in other European Union countries. The aim of this study was to analyze work-related injuries among healthcare workers in a selected hospital before and after the implementation of safety-engineered devices (SED). Material and Methods Retrospective analysis of medical documentation regarding occupational needlestick and sharps injuries (NSSI) in a tertiary referral surgical hospital in 1998–2018. The study group consisted of nurses and doctors who had been injured and reported the incident. The frequency of injury reports, injury rate, and characterization of circumstances surrounding NSSI are presented. Results Over the period of 20 years, a total of 257 NSSI incidents were reported. The average injury rate was statistically significant for nurses (p = 0.004) and was higher before the introduction of SED. Moreover, the number of injuries among nurses showed a downward trend during the study period. However, for doctors, there was no statistically significant difference in the median puncture rate (p = 0.099), and the number of injuries showed an increasing trend. Conclusions In this study, the authors’ have demonstrated not only the occurrence of injuries and punctures in the daily work of medical personnel but also the potential for their reduction through the use of safety equipment at every workstation where healthcare services are provided using sharp medical instruments.

The changing state of the environment leads to impacts on human well-being and ecosystem health, which then produces human responses to remedy these impacts, such as social controls, redirecting investments, and/or policies and political interventions to influence human activity. These responses have an impact on the state of the environment, either directly or indirectly, through the driving forces or the pressures. The article focuses on the conditions of air in the cities which directly affects human health. As a case study, the activities of the non-governmental organization – Polish Smog Alert (PSA, Pol. Polski Alarm Smogowy) were focused on. Efficiently operating non-governmental organizations in a democratic state allow for optimal realization of the interests of all citizens. The main objective was to examine the effectiveness of the Polish Smog Alert as an organization working for the environment – mainly clean air. The conducted analysis concerned the fulfillment by PSA of the four basic functions that a non-governmental organization should perform: educational – influencing the shape of civic awareness and attitudes regarding environmental issues; integration – impact on partnership relations between entities that can jointly implement the goal of improving air quality in cities; mobilization – a set of substantive content and instruments inspiring citizens, public authorities and other groups and organizations to be active in the field of ensuring clean air; programing – direct impact on the process of shaping state policy. The main research method was the analysis of content posted on the organization’s website and in its social media.

Opis:
Reduction of ecological risks of shipping is a challenging task that requires methods of legislative and regulatory control, organizational measures, and technical and technological support. Furthermore, the matter concerns not only the reduction of possible risks but also the level of existing impact on the marine environment because of exhaust gas emissions by ships, discharge of waste and ballast water, as well as control of ecological consequences of accidents. The purpose of this study is to analyse possible sources of environmental impact during ship operation cycles, identify significant risks, review existing potentials to reduce the risk of ship accidents and their environmental consequences, and develop solutions to existing problems. This study offers results, which can serve as the initial basis for the formation of comprehensive measures on the reduction of environmental risks, and consequences of possible accidents for the environment caused by ships and international shipping.

This article presents the environmental component as one of the extremely important components of national security, which is a state of natural objects protection, as well as the protection of human life and health from environmental threats, where all components of the natural environment are optimal for the normal functioning and development of human civilization. One of the important tasks of ensuring environmental safety is to guarantee a population's livelihood in a technogenically safe and ecologically clean world. This is why concern about the state of the environment grows every year, and the need to integrate environmental policy with security measures remains a priority for world leaders. In the leading states of the world, such as the USA, Germany, Great Britain and France, environmental safety is considered as one of the main areas of environmental policy implementation. In particular,a "Green Deal" is currently being implemented in the European Union which will help the EU become the world's first climate-neutral continent by 2050. It is important that the Ukrainian state faces not the simple, but the obvious and important task of ensuring and restoring its environmental security. In order to transform environmental safety to high standards and become an example of a country that can rebuild its environmental sector in a post-war period, Ukraine needs to develop the following priority directions in the environmental sector: reforming state management in the field of environmental protection, compliance with climate policy, effective waste management, reasonable use of natural resources, and conservation of natural ecosystems and biodiversity. With the introduction of such reforms as part of a comprehensive climate policy, including ecological safety, reform of the regulation of industrial pollution, effective waste management, the rational use of natural resources, ecological management so as to preserve the landscape and biological diversity, effective state management in the field of environmental protection, environmental control and establishing legal responsibility thereof, and comprehensive environmental monitoring, Ukraine will be able to transform its environmental safety to high standards and become an example of a country that was able to rebuild its environmental sector in a post-war period.

The year 2022 was marked by economic risks with potentially very sensitive impacts for countries in the Black Sea region. Given the limited capacity of Ukrainian ports, as well as the sanctions imposed on Russia, due to ongoing conflict, it was necessary to identify new destinations capable of taking over the flow of goods that normally went to the countries involved in this conflict. In addition to the risks specific to maritime transport, the risk of armed conflict comes with new challenges that can also materialize in the form of environmental impact. To analyze this potential impact, the study is being focused mainly on the analysis of the pollution risk generated by the emissions caused by the vessels calling the container terminal CSCT, located in Constanța harbor, and the emissions generated by the vehicles moving in the terminal. As estimated from the start all levels of pollution have increased, with the level of CO2 increasing from 11072.7 tons in 2021 to 11915.7 tons in 2022. The NOx emissions have a similar trend, as well as the other emission level measured and calculated.

The article is devoted to the development of methodical approaches to the management of environmental risks due to pesticide contamination of agrocenoses. An assessment of ecological risks due to the use of pesticides was carried out at the scientific research field of the Skvirskaya research station of organic production of the IAP of the National Academy of Sciences during the growing seasons of 2019–2021. The methods of assessing the ecological risks of potential pesticide contamination of agrocenoses based on the indicators of the agroecotoxicological index (AETI) and the ecotoxic impact of harmful substances (E) were used on the natural environment. It was shown that the level of environmental risk due to the use of pesticides in the research field of the station according to the weighted average indices (AETI) is characterized as low – risk, and the environmental risk due to the pesticides using is minimal. According to indicators of ecotoxicity (E), the pesticides that were used are characterized as having a low potential ecotoxic risk of impact on agrocenoses of cultivated plants. However, the total pesticide ecotoxicological load (ΣЕ = 0.425 compared to the standard EDDT = 1) indicates the possibility of disruption of ecological connectivities in the agroecosystem. One of the elements of environmental risk management can be the assessment of the pesticide load on agroecosystems and considering of the territory ability to self-clean. In order to minimize the environmental risks of pesticide contamination of agrocenoses, measures should be taken to regulate the use of chemical plant protection agents. This can be done by banning or limiting the use of pesticides that have a high level of ecotoxicity and are persistent in the soil. This will contribute to increasing the ecological safety of agro-ecosystems and the natural environment.

Aim: The article presents issues related to selected aspects of chemical and environmental rescue, their location in the legal norms in relation to the performed tasks and taking into account the needs of the society. In this respect, the legal acts relating to the operation of the system of identifying chemical and environmental rescue hazard, its transformation, and its impact on the safety and execution of tasks by the rescue entities were reviewed. Moreover, the meaning of records relating to the identification of chemical hazards was analysed and clarified. The topics were based on new legal regulations on the detailed organization of the national rescue and firefighting system and guidelines covering the organization of chemical and ecological rescue in Poland. The reviewed area in this analysis relates to the identification of hazardous materials, the designation of danger zones, the ability of emergency responders to identify hazards in formal and legal conditions, and their identification by the functioning cooperating entities. The dependencies that exist in the identification system and the future directions of its development are indicated. Introduction: In today’s world, the expectations of the society for emergency services focus on the quick and efficient execution of an organized rescue operation. In chemical rescue, the primary factor affecting the course and success of the operation is the identification of the chemical threat. Conducting reconnaissance activities under conditions of changing threats requires skills and the fulfilment of a number of conditions that will affect the functioning of the rescue entities in the reconnaissance system. Experience from ongoing rescue operations shows that reconnaissance tasks are carried out to varying degrees. On the one hand, they depend on regulations, and on the other, on the capabilities of emergency responders and the difficulties arising from the resulting disasters and chemical accidents. Therefore, it is reasonable to review selected legal elements relating to the identification of hazardous materials – in particular, those that condition the efficient and effective operation of the rescue entities in terms of the existing risks. Methodology: The article was developed using analyses of legal acts and literature on improving the system of threat identification. Consideration was given to the existing threats, the current international situation, the possibility of uncontrolled action and the release of hazardous substances with chemical, biological or radiological properties, especially in the border area. In analysing the conducted research, publications on rescue law, legal norms of the national rescue and firefighting system, emergency management, guidelines from chemical and ecological rescue, articles from the area of reconnaissance and conference materials were used. Conclusions: The emergence of new regulations in the Principles of Chemical and Environmental Rescue has led to the need for a unified course of action in the area of identifying the chemical agent. Ongoing monitoring of the area for the presence of a hazardous substance – due to the frequently changing weather conditions at the scene – should be a permanent part of the competence tasks of the rescue units. In addition, continuous and effective analysis of the samples taken at the site of the hazardous substance would allow detection and identification of the hazard relatively early – so that further appropriate action could then be taken. Such a solution would allow the emergency manager to conduct a chemical rescue operation continuously and make accurate decisions at every stage of the operation, despite a possible sudden change in the weather conditions. The inclusion in the regulations of all possible elements of identification in terms of the existing hazards will affect the effectiveness of the rescue entities in the elimination of chemical, biological, radiological hazards.
Cel: W artykule przedstawiono zagadnienia dotyczące wybranych aspektów ratownictwa chemicznego i ekologicznego, ich umiejscowienia w unormowaniach prawnych w odniesieniu do wykonywanych zadań i z uwzględnieniem potrzeb społeczeństwa. W tym kontekście dokonano przeglądu aktów prawnych odnoszących się do funkcjonowania systemu rozpoznawania zagrożeń w ramach ratownictwa chemicznego i ekologicznego, jego transformacji oraz wpływu na bezpieczeństwo i realizację zadań przez podmioty ratownicze. Ponadto przeanalizowano oraz wyjaśniono znaczenie zapisów odnoszących się do rozpoznania zagrożeń chemicznych. Tematyka została oparta na nowych uregulowaniach prawnych w zakresie szczegółowej organizacji krajowego systemu ratowniczo-gaśniczego oraz wytycznych obejmujących organizację ratownictwa chemicznego i ekologicznego w Polsce. Zweryfikowany w tej analizie obszar dotyczy rozpoznania materiałów niebezpiecznych, wyznaczenia stref zagrożenia, możliwości działania podmiotów ratowniczych w zakresie rozpoznania zagrożeń w uwarunkowaniach formalnoprawnych i ich identyfikacji przez funkcjonujące podmioty współdziałające. Wskazano zależności, które występują w systemie rozpoznawczym, i przyszłe kierunki jego rozwoju. Wprowadzenie: We współczesnym świecie oczekiwania społeczeństwa względem służb ratowniczych skupiają się na szybkim i sprawnym przeprowadzeniu zorganizowanej akcji ratowniczej. W ratownictwie chemicznym podstawowym czynnikiem determinującym przebieg i sukces akcji ma rozpoznanie zagrożenia chemicznego. Prowadzenie działań rozpoznawczych w warunkach zmieniających się zagrożeń wymaga umiejętności i spełnienia szeregu uwarunkowań, które będą miały wpływ na funkcjonowanie podmiotów ratowniczych w systemie rozpoznania. Doświadczenia z prowadzonych działań ratowniczych wskazują, że zadania rozpoznawcze realizowane są w różnym stopniu. Z jednej strony zależą od regulacji prawnych, a z drugiej możliwości podmiotów ratowniczych i trudności wynikających z powstałych katastrof i awarii chemicznych. W związku z powyższym zasadne jest dokonanie przeglądu wybranych elementów prawnych odnoszących się do rozpoznania materiałów niebezpiecznych – w szczególności tych, które warunkują sprawne i efektywne działanie podmiotów ratowniczych w kontekście występujących zagrożeń. Metodologia: Artykuł został opracowany przy wykorzystaniu analiz aktów prawnych oraz literatury przedmiotu na temat usprawnienia systemu rozpoznawania zagrożeń. Uwzględniono występujące zagrożenia, obecną sytuację międzynarodową, możliwość powstania niekontrolowanego działania i uwolnienia się substancji niebezpiecznych o właściwościach chemicznych, biologicznych lub radiologicznych, w szczególności w strefie przygranicznej. Dokonując analizy przeprowadzonych badań, wykorzystano publikacje dotyczące prawa ratowniczego, unormowania prawne krajowego systemu ratowniczo-gaśniczego, zarządzania kryzysowego, wytyczne z ratownictwa chemicznego i ekologicznego, artykuły z obszaru rozpoznania oraz materiały konferencyjne. Wnioski: Pojawienie się nowych uregulowań prawnych w Zasadach ratownictwa chemicznego i ekologicznego spowodowało potrzebę opracowania jednolitego kierunku działania w obszarze rozpoznawania czynnika chemicznego. Bieżące monitorowanie terenu pod kątem obecności substancji niebezpiecznej – ze względu na często zmieniające się warunki atmosferyczne na miejscu zdarzenia – powinno być stałym elementem zadań kompetencyjnych jednostek ratowniczych. Ponadto ciągła i efektywna analiza pobranych próbek w miejscu występowania substancji niebezpiecznej pozwoliłaby wykryć i zidentyfikować zagrożenie stosunkowo wcześnie – tak aby następnie podjąć kolejne, właściwe działania. Takie rozwiązanie pozwoliłoby kierującemu działaniem ratowniczym prowadzić akcję ratownictwa chemicznego w sposób ciągły i podejmować trafne decyzje na każdym etapie akcji, pomimo ewentualnej nagłej zmiany warunków pogodowych. Ujęcie w regulacjach prawnych wszystkich możliwych elementów rozpoznawczych w kontekście występujących zagrożeń będzie wpływać na efektywność podmiotów ratowniczych w likwidacji zagrożeń chemicznych, biologicznych, radiologicznych.

The authors explored the utilization of simulation models as a means to ensure environmental safety, using the industrial hub of Kemerovo as an illustrative example. The article analyzes the factors that have contributed to the deterioration of the environment in the region for decades. It has been established that in terms of the overall percentage distribution of emissions from stationary sources, energy enterprises (73.0%), chemical and petrochemical industries (4.7%), and black metallurgy enterprises (7.8%) are leading in the city of Kemerovo. Simulation modelling has shown that the cause of high concentrations of harmful substances in the atmosphere of Kemerovo is due to the negative factors of industrial and household activities and their impact on environmental safety. High correlation and sensitivity coefficients indicate a lack of new available technologies in the region's industry and transport that could prevent air pollution. The forecasting model has indicated a potential two, three or even greater increase in emissions. For example, in the long-term perspective, by 2063, manufacturing emissions could potentially increase by 35 times, leading to irreversible ecological consequences. Extreme pollution and depletion of natural resources could make living in this region impossible.

The authors analyse the standardisation of risk management as an effective tool for the safety of design solutions in residential construction. The analysed regulatory documentation answers the question of achieving an acceptable level of risk. Within the framework of improving environmental management, the use of specific penalties looks quite natural. However, the primary purpose of ISO 14001 is to form a responsible attitude toward the environment and natural resources as the most crucial assets of economic activity. The article raises the issue that domestic standards cannot thoroughly guide risk analysts due to their lack of development and inconsistency with ISO 31000:2018 and ISO 14001:2016. It is necessary to develop a unique approach to risk assessment, de facto describing the interaction of different scenarios, which will ensure an increase in the environmental and economic effects in the field of housing safety.

Laboratory and industrial studies have established the total impact of environmentally hazardous substances, taking into account the distance from the source of emissions and the specific consumption of explosives. With the help of physicochemical analysis and biological testing, the dependence of the change in the conditional indicator of damage to bioindicators with an increase in the distance from the source of emission and the specific annual consumption of explosives was revealed. A methodology for calculating the environmental assessment of the state of atmospheric air around the mine ventilation shaft has been developed. The exponential dependence of the influence of surface concentrations of environmentally hazardous substances on the damage of bioindicators at the cellular and organismic levels has been established, which makes it possible to assess the state of atmospheric air at industrial sites of iron ore mines. The proposed technology of sand drilling, which involves the use of emulsion explosives in mining ore deposits in chamber development systems will reduce emissions of environmentally hazardous substances into the atmosphere and increase the level of environmental safety of iron ore mines.

This article aims to present the state of air quality treated as a measure of the state of quality of local environmental safety, based on the research conducted in the town of Barlinek. This information is necessary to identify the areas that require action to improve air quality (to reduce the concentration of pollutants). The main factors that inspired the author to address this issue are, first of all, the continuous high level of air pollution, despite the actions taken to reduce it; secondly, the lack of precise, clear indicators and measures of such deprivation that applies to a major part of the territory of Poland that would take into account the individual national context; thirdly, the need to identify the main factors that determine this phenomenon in the specific context of Poland. Other factors include the need to consider the requirement for Poland as a member state of the EU to participate in reducing air pollution to an appropriate extent; and, finally, the need to develop and implement integrated 10-year National Energy and Climate Plans (NECP) for the years 2021–2030 with a long-term perspective to the year 2050, as well as long-term renovation strategies to improve the accuracy of eliminating air pollution. The research problem focuses on three issues: presenting the current national and European criteria of ecological safety for air pollution, identifying the indicators and measures that enable the determination of air pollution levels, and presenting the local air pollution level based on the selected example. The research problem discussed in the article is empirical. Analytical/synthetic, qualitative and quantitative methods were used to provide a more in-depth analysis of the problem, and conclusions were drawn.

The tourism industry is concentrated within the boundaries of the Subcarpathia Forestry District of Ukraine. These are mostly resort complexes with recreation houses, hotels and restaurants. Since the issue of solid household waste processing has not been resolved in Ukraine, landfills are emerging near recreation facilities. Undoubtedly, such a situation contradicts the improvement processes, because landfills are objects of detonation of dangerous substances and compounds infiltrating into all components of the environment due to geochemical flows. The object of the conducted research was determination of chemical elements in the newly formed substrates on the surface of the following landfills, i.e. Bronytskyi, Stryiskyi, Boryslavskyi, which are located not far from the border with Poland within the tourist and recreational complex of the Lviv region of Ukraine, geographically belonging to the Subcarpathia Forestry District of Ukraine. It was established that the chemical elements of the toxic group and biogenic elements accumulate. The traces of individual elements were also determined. The Bronytskyi landfill is the most polluted with the following chemical elements: Pb (3.56–4.06 mg/kg), Zn (2.84–3.67 mg/kg), Gd (0.021–0.033 mg/kg), P (457.3–609.7 mg/kg), K (9.7–14.6 mg/kg), Ca (174.7–237.7 mg/kg), Ga (3.58–5,98 mg/kg), La (1.09–1.24 mg/kg), Y (0.013–0.014 mg/kg), Cd (0.15–0.176 mg/kg), Sn (0.013–0.018 mg/kg), Nd (0.029–0.046 mg/kg), Eu (0.022–0.036 mg/kg) and Th (0.05–0.078 mg/kg). The site of the Boryslav landfill is most polluted in the western side - Fe (16.06–19.72 mg/kg), Cu (0.37–0.43 mg/kg), Gd (0.003 mg/kg), Si (43–58.2 mg/kg), P (782.4–995.5 mg/kg), Ca (88.6–104.7 mg/kg), Mn (1.7–2.7 mg/kg), Sc (0.009 mg/kg), Cr (1.069–1.255 mg/kg), Y (0.015–0.016 mg/kg), Nd (0.016–0.018 mg/kg). In the eastern side of the Stryi landfill the presence of the following elements is most evident - Fe (18.98–27.97 mg/kg), Ni (0.09–0.21 mg/kg), Zn (0.14–0.19 mg/kg), Pb (0.05–0.1 mg/kg), Al (1.6–2.0 mg/kg), P (718.1–652.5 mg/kg), Mn (2.5–3.5 mg/kg), Ga (0.01 mg/kg), La (0.02–0.04 mg/kg), Cr (0.009–0.013 mg/kg), Ge (0.214–0.551 mg/ kg), Cd (0.014–0.02 mg/kg), Nd (0.017–0.037 mg/kg), Th (0.009–0.016 mg/kg). Such a detailed chemical analysis for the presented research objects was carried out for the first time. Determining of the chemical content of the newly formed substrate is important from the point of view of environmental protection solutions implementation.

The development of the infrastructure of the oil and gas complex is one of the most significant factors of negative impact on the environment. The most efficient way to drill wells is cluster drilling, which currently accounts for 95% of all operations carried out in fields. In the process of oil and oil products production, toxic drilling waste is generated at the well pad, which is then placed in sludge pits (sludge storage). The aim of the study was to select the methods for drilling waste utilization based on the results of environmental radiation analysis. Within the framework of the study, the following tasks were solved: radiation monitoring of drilling waste was carried out at the “Progress-2000” spectrometric complex; analyzed the physical and chemical composition of drill cuttings; a comparative analysis of the samples under study was carried out in accordance with the normative indicators; methods of utilization of drilling waste are proposed.

The development of environmental management in Ukraine is determined by the urgent need to overcome environmental problems and ensure the environmental safety of society, especially under the conditions of martial law. Today, the domestic economy is three times more resource-intensive than the world economy, the technological base and infrastructure complex of public production are rapidly wearing out, which leads to a decrease in the level of technological and environmental safety. Environmental management is related to the national economy and forms information about the need to use natural resources when promoting effective development. A comprehensive project-targeted approach to the development of new forms of ownership and market economy reflects the interrelationship of all parts of the nature management project. The development of the scientific foundations of nature management is facilitated by the formulation of a general plan for the placement of productive forces. The ecological situation in Ukraine has long been called a crisis. In recent decades, new scientific directions have appeared, the result of which have been new ideas about human, society and nature and their coexistence. One of these directions is environmental management, which today is the ideology of production activity management, as it provides an effective toolkit for solving current problems and preventing the emergence of new production environmental and economic issues.
