Opis:
The article presents the results of measurements of concentrations of selected exhaust components of the Fiat 0.9 TwinAir spark ignition engine operating according to load characteristics. The tested engine has an indirect, multi-point petrol supply system and has been retrofitted with an indirect CNG injection system. The results of the tests are a comparison of selected economic, ecological and energetic indicators of engine operation obtained when fuelled with CNG and 95 octane petrol. The operation of the engine fuelled with gaseous fuel was preceded by autocalibration of the controller of the fuelling system. The article presents the results of tests of concentrations of harmful components of exhaust gases: carbon dioxide CO2 , carbon monoxide CO, nitrogen oxides NOx and HC hydrocarbons. Moreover, the values of lambda λ air excess coefficient are presented and fuel consumption is compared. The obtained results of the tests of the engine fuelled with CNG gas show a significant decrease in the value of the obtained torque in comparison to the engine torque when fuelled with petrol. The engine fuelled with compressed natural gas contributed to the improvement of its ecological properties and a reduction of fuel consumption, which are important factors of ecological and energy safety. Exhaust gas analysis showed a reduction in the concentration of harmful components of exhaust gases, mainly hydrocarbons and nitrogen oxides. A positive effect of the operation of the engine powered by CNG was also a significant reduction of carbon dioxide in the exhaust gases compared to the engine powered with gasoline.

Opis:
The article aims to assess risk for substantiating the economic and organizational efficiency of construction in the context of ecologic safety. A quantitative risk estimation was made through the Monte Carlo way for negative and positive choices to avoid ecological harm. The simulation algorithm imitated the distribution obtained from the evidence-based fit. The outcomes of a sensitivity investigation are also prepared to verify the suggestion. This risk analysis technique has a digital computer implementation. The simulation data outputs demonstrate the alternative of the general norm of validation and the acceptance of the solution, which is not harmful to the environment. In situations of uncertainty, the decision to select the optimistic flavor with high spending (to retain the reliability of the technics) but less risk pretends to be a decisive factor in the eco-friendly protection strategies of the construction project.

Opis:
To ensure a higher level of safety in the zones endangered by leakage of hazardous substances on the territory of the Moravian-Silesian region, a CHEmical MONitoring system project was implemented - CHEMON. The project aims at reducing the risks of a potential accident with hazardous substances. The article describes the process of selecting the major sources of risks, opportunities and goals of continuous monitoring of hazardous substances (which not only serves to identify the accident occurred, but also to ensure observation of the spread of a toxic cloud), possibilities to use the existing transmission paths of the unified warning and notification system for alerting the population, informing system to alert people at risk in significant buildings and procedure of notification of the Integrated Rescue System of an accident.
Aby zapewnić wyższy poziom bezpieczeństwa na terenach zagrożonych wyciekiem niebezpiecznych substancji w regionie Śląsko-Morawskim, wdrożono projekt polegający na systemie monitoringu składu chemicznego – tzw. CHEMON (od ang. CHEMical MONitoring). Celem projektu jest obniżenie ryzyka potencjalnego zagrożenia ze strony niebezpiecznych substancji. Artykuł opisuje procesy identyfikacji największych źródeł zagrożenia, możliwości i założone cele ciągłej obserwacji niebezpiecznych substancji (która nie tylko służy do informowania o zaistniałym zagrożeniu, lecz również zapewnia obserwację drogi toksycznej chmury), dostęp do istniejących ścieżek transmisji zintegrowanego systemu ostrzegania i zawiadamiania służący do alarmowania ludności, system informujący, który ostrzega ludzi przed ryzykiem występującym w ważniejszych budynkach oraz procedury zawiadamiania o wypadku – Zintegrowany System Ratunków (Integrated Rescue System).

Modern science can distinguish three main types of the origin of threats caused by human activities for the ecology and environmental safety of the planet, country, region, or city. We emphasize, that these threats have appeared in the sphere of material production, and the threats that arise in the sphere of waste management and consumption. We underline, the phenomenon of material production, on the one hand, satisfies all the basic needs of society, and on the other hand, threatens environmental safety. Material production has actualized the needs of consumers, and nowadays consumers themselves are an integral part of ecosystem life. Therefore, we underline that the current situation in Ukraine when scientific economic and legal thought in matters of ensuring environmental safety underestimates the importance of the consumer protection system for solving this problem, focusing mainly on the issues of business entities sounds rather questionable. Therefore, such excess in scientific research makes it necessary to justify the impact of the consumer protection system on environmental safety and this is the issues on which we have concentrated our research.

Opis:
The scientific study is devoted to the development of conceptual bases, principles and scenario of the modelling of environmental safety in the system of sustainable development. The study considers artificiality, structural instability, quantifiability and duality of environmental safety. Factor and time components of safety determined according to the modified stochastic approach are also disclosed. They interpret the dependence of the environmental competitiveness of the region on the level of environmental hazard (component by component), innovation and investment activity aimed at improving the state of the environment. The authors of the paper argue that safety modelling, in view of institutional transformations (or responses), characterizes the level of response to challenges, taking into account the analysis of environmental safety issues in the system of sustainable development, the state of legal mechanisms, the struggle against threats and risks, etc. In the light of the aforementioned, an econometric model of the period and change in the dependence of the ecological competitiveness of the territory on the level of environmental hazard, innovation and investment activities aimed at improving the state of the environment is developed. The obtained results of the modelling, based on modified stochastic approach using real information that quantitatively reflects the features of such processes, prove a significant influence of genetic factors on competitiveness.

Goal – the purpose is to identify the nature and content of technical regulation as a legal measure for ensuring environmental safety of consumer goods (works, services). Research methodology – general research philosophical and logical methods of analysis and synthesis, deduction and induction, description and comparison; modern specific research methods attributed to jurisprudence – a formal legal method, a comparative legal method, and legal modelling. Score/results – the research deepens scientific understanding of the correlation between consumer and environmental protection; it identifies the goals, nature and content of technical regulation measures aimed at securing the safety of consumer goods (works, services); the author introduces a number of proposals for improving both Eurasian and national Belarusian legislations. Originality/value – the research presents one of the first comprehensive legal studies of technical regulation support that ensures the safety of consumer goods (works, services), serving as a framework for theoretical conclusions concerning the nature and content of such support and practical recommendations to improve legislation.

The concept of creation of the geoportal “Environmental Safety of Ukrainian-Polish Transboundary Territories” has been developed. General principles and methodological approaches of spatiotemporal geographically distributed thematic data integration were substantiated. The geoinformation system, which is based on results of monitoring researches of objects of the nature reserve fund in the biosphere reserve “Roztochya”, is considered. The geoinformation monitoring technologies ensure ecological safety management. The proposed geoportal determines directions of information technology implementation for transboundary monitoring of ecosystems in the euroregions.

This article presents the environmental component as one of the extremely important components of national security, which is a state of natural objects protection, as well as the protection of human life and health from environmental threats, where all components of the natural environment are optimal for the normal functioning and development of human civilization. One of the important tasks of ensuring environmental safety is to guarantee a population's livelihood in a technogenically safe and ecologically clean world. This is why concern about the state of the environment grows every year, and the need to integrate environmental policy with security measures remains a priority for world leaders. In the leading states of the world, such as the USA, Germany, Great Britain and France, environmental safety is considered as one of the main areas of environmental policy implementation. In particular,a "Green Deal" is currently being implemented in the European Union which will help the EU become the world's first climate-neutral continent by 2050. It is important that the Ukrainian state faces not the simple, but the obvious and important task of ensuring and restoring its environmental security. In order to transform environmental safety to high standards and become an example of a country that can rebuild its environmental sector in a post-war period, Ukraine needs to develop the following priority directions in the environmental sector: reforming state management in the field of environmental protection, compliance with climate policy, effective waste management, reasonable use of natural resources, and conservation of natural ecosystems and biodiversity. With the introduction of such reforms as part of a comprehensive climate policy, including ecological safety, reform of the regulation of industrial pollution, effective waste management, the rational use of natural resources, ecological management so as to preserve the landscape and biological diversity, effective state management in the field of environmental protection, environmental control and establishing legal responsibility thereof, and comprehensive environmental monitoring, Ukraine will be able to transform its environmental safety to high standards and become an example of a country that was able to rebuild its environmental sector in a post-war period.

The article considers the right of everyone to a safe environment for life and health. The right of everyone to a safe environment for life and health and to the compensation for the damage caused by the violation of this right. This right is preceded by the duty of the state to ensure environmental safety and maintain environmental balance on the territory of Ukraine, as stipulated in article 16 of the Constitution of Ukraine. The purpose of this article is to present current research of authors regarding the observance of the Constitution of Ukraine with regard to the protection of natural assets in Ukraine.
W artykule rozważono prawo każdego obywatela do bezpiecznego środowiska życia oraz zdrowia. Konstytucja Ukrainy gwarantuje prawo każdego do bezpiecznego środowiska życia i zdrowia oraz do odszkodowania za szkody spowodowane naruszeniem tego prawa. Prawo to poprzedza obowiązek państwa do zapewnienia bezpieczeństwa ekologicznego i zachowania równowagi ekologicznej na terytorium Ukrainy, zgodnie z art. 16 Konstytucji Ukrainy. Celem niniejszego artykułu jest przedstawienie aktualnych badań autorów dotyczących przestrzegania Konstytucji Ukrainy w odniesieniu do ochrony dóbr naturalnych terenów na Ukrainie.

Opis:
Aiming at assessing the environmental safety of small Kazbegi HPP, we have described the catastrophic-scale mudflow formed as a result of movement of Devdorak glacier in the Gorge of the river Kabakhi (left tributary of the river Tergi) on May 17, 2014, which inflicted significant damage to the hydraulic works of Kazbegi HPP. With the purpose of securing the environmental safety of small Kazbegi HPP and regulating the erosive-mudflow processes inter alia, the performance reliability and risk of breakdown of a new springboard-type structure by considering the dynamic and static loads of the mudflow were specified.
Mające na uwadze ocenę bezpieczeństwa środowiskowego małej elektrowni wodnej Kazbegi opisano katastroficzną skalę lawiny mieszanej utworzonej w wyniku przemieszczania się lodowca Devdorak w wąwozie rzeki Kabakhi (lewy dopływ rzeki Tergi) w Gruzji 17 maja 2014 r., która spowodowała znaczne uszkodzenia w elektrowni Kazbegi. W celu zapewnienia bezpieczeństwa środowiskowego elektrowni Kazbegi i regulacji procesu powstawania lawin między innymi określono niezawodność i ryzyko wystąpienia awarii nowego typu konstrukcji przy uwzględnieniu dynamicznych i statycznych obciążeń od lawiny mieszanej.
