The agreement of the round table signed on April 5, 1989, resulted in the creation of the government of Tadeusz Mazowiecki (September 12, 1989) and the end of communist rule in Poland. However, it should be pointed out that the agreement of the round table is currently often criticized. It is claimed, among other things, that the agreement was a form of “unification of the elite” (the term Jack Kuroń) to obtain financial and political benefits. As a result, the mixed communist-solidarity elite has taken over power in the country, guided solely by their own interests. It is also stressed that the contract has enabled the Communists to retain enormous influence in the special services, state administration, various institutions, the economy, and finance. On the other hand, these irregularities have been attributed to the solidarity elites who consider the round table agreements to be persistent. Other parts of the solidarity elite treated the round table exclusively as tactical action to take power away from the Communists.

In the course of negotiations known as the “Round Table” in 1989, the opposition- Solidarity party pushed for a discussion of issues related to political system reforms. “Solidarity” postulated a reconstruction of self-government at the lowest level of territorial division of the country, that is in gminas (municipalities). According to the opposition-Solidarity party, territorial self-government should be the subject of civil and public law. Self-governing should entail law-making competencies, executive competencies and be complemented with adequate financial means, originating both from its own sources and from state budget grants, being at free disposal of self-governing authorities. The state government’s control over the self-government should follow the criterion of accordance with the law first of all and only in exceptional cases the criterion of purposefulness as well. The self-government was to be entitled to the right of a court protection. During the “Round Table” negotiations, the governmental party was against part of the postulates tabled. According to the governmental party, the resolution making organs of the self-government should also attend to the functions of a state authority. Similar solutions were proposed in the case of self-government executive organs. Moreover, the governmental party supported simultaneous creation of selfgovernment at the voivodeship level. “Solidarity” was against such a move because it could further consolidate the existing territorial division of the country which was criticized by the opposition. Furthermore, “Solidarity” saw the state voivodeship as a guarantor of stability of the occurring changes. The “Round Table” debate on the local authority system ended in the defeat of “Solidarity”. The compromise between “Solidarity” and the governmental party had not been reached as far as the most essential issues. One of the reasons was a strategy adopted by “Solidarity” which had primarily aimed at legalisation of the “Solidarity” trade union. Members of “Solidarity” were not enough appreciative of the issues of local governance whereas the union’s top representatives did not want to put the final agreement with the government at risk only to defend secondary aims such as the creation of self-government.

The goal of the article is to present the scope of interventions by the Regional Offices for the Control of Publications and Performances in the Catholic press during the decline of the People’s Republic of Poland (PRL) and the first months of the Republic of Poland, i.e. between January 1989 and April 1990. Initial censorship was a period which preceded the Round Table talks while final censorship ended with the abolition of censorship, i.e. the passing of the act (11 April 1990) on the liquidation of the institutions for the control of publications and performances. The source material for the article were the files of the Main Office of Control of Press, Publications and Shows stored in the Archives of New Records.

The institution-legal model of the chair of the President of PPR, designed within the Round Table understanding, was characterised by a strong regime position and many competences, among which an important part took a shape of prerogatives. An important role in shaping the political profile of the one-man head of state was played by political decisions, in light of which this organ was supposed to be given to a representative of a communist party and as a consequence serve to control the transformations in a country, as well as keep the alliances and international commitments. In the catalogue of fourteen ruling and independent competences a special role has been played by the right to present the parliament with commissioning and decommissioning the leader of the Councils of Ministers, a right that has been used by gen. Jaruzelski twice during his presidency. In the light of the factorial decisive analysis, the personal choices of the president, made in the conditions of the increasing political crisis, were dictated by trying to secure the interest of the government-coalition camp, but with regard to the newly accepted rules of political rivalry. The president saw a key role for his home party in the initiated process of political and economic changes, but did not try to preserve the political monopoly of the communist party, and in consequence to keep a part of the opposition from ruling. He was led by a need to achieve social support for the reforms and aimed at realising it with the workflow created for the decisive situations, the immanent part of which was splitting responsibility to other subjects and creating multipersonal decisive centres.

The assessment of the Round Table was extraordinarily stable. The political environments accepting the Polish Third Republic, taking part in ruling the country, are generally positive about the talks between the government of the Polish Third Republic and the opposition. In 2014, even the representatives of “Prawo i Sprawiedliwość” (Law and Justice) party maintained the opinion from the previous years, formulated by Jarosław Kaczyński and Lech Kaczyński, that the Round Table, as a tactical action, was a necessary undertaking at that time in history. The negative assessment of the event were characteristic of non-parliament parties and ones with small social support. The following anniversaries of the start of the debate were a good opportunity to mark one’s difference from the establishment by negation. Change of the assessment was a result of the evolution of the situation in Poland. Hard political fight in the Polish Third Republic caused a change of positions e.g. with regard to former political opponents or even enemies. The verbal change of position of W. Frasyniuk towards gen. Jaruzelski can only be explained with the attack of the Jarosław Kaczyński establishment on the politicians of the Democratic Union and Freedom Union. The environments reluctant to PiS for the same reasons forgot that the government led by Tadeusz Mazowiecki could only take place because of the activity of Jarosław Kaczyński. Many of the evaluations, both on the side of the Round Table architects and its opponents had no connection to the subject of the proceedings.

The text is about the process of liquidation of Workers’ Publishing Collective “Prasa-Książka-Ruch”, which had been a particularly important element of political system in The Polish People’s Republic. The author says that this subject is not widely presented in the literature. Furthermore, she claims that for proper understanding of dismantling, she had met with the former last chairman of the Collective. Those meetings had given her a chance to write about aspects which hasn't often been presented in the literature. The text presents all the aspects and ways of liquidation but also shows main disadvantages of this process. Main signification has the act from 22nd March 1990 which started the liquidation. The author presents that the most important defect of this document was preparing the act in rush and lack of consciousness of the difficulty of this process. Accordingly, it caused many negative opinions about all the process.

A modification of Polish political system without undermining the predominant role of Polish United Workers’ Party was declared in the resolutions of the Round Table agreement. However, the election of June and following agreement between “Solidarity”, United People’s Party and Alliance of Democrats changed this situation. Po ponad 25 latach od początku transformacji warto zastanowić się nad obecnymi podziałami socjopolitycznymi w polskim społeczeństwie. W tekście zaprezentowane zostaną wyniki badań dotyczące praktyk ramowania w przypadku Okrągłego Stołu i transformacji w polskich tygodnikach opinii. Ich dziennikarze, mimo zmiany formuły działania mediów, wciąż mogą być traktowani jako reprezentanci elit symbolicznych. Organizują oni dyskurs polityczny, definiując „prawidłowe” sposoby postrzegania i interpretowania rzeczywistości. W warunkach zerwanej przekładalności perspektyw na dynamikę dyskursu wpływają spory, które można uznać za kontrowersje, rozumiane za Markiem Czyżewskim jako dotyczące zarówno poziomu komunikacyjnego, jak i metakomunikacyjnego (definicja problemu, przypisywanie motywów działania drugiej stronie sporu). Przedmiotem toczonych sporów stają się wspólnotowa symbolika i wartości, na których skoncentrowane są strategie argumentacyjne przyjmowane w tygodnikach. Używając pojęć Jeffreya Alexandra, strony zaangażowane w dyskurs przypisują sobie kod demokratyczny, a swym adwersarzom niedemokratyczny. Celem artykułu jest identyfikacja i opis praktyk ramowania i przeramowania Okrągłego Stołu jako wydarzenia inicjującego zmiany transformacyjne. W tekście znajdują się również uwagi dotyczące wspólnot interpretacyjnych w debacie publicznej.
After more than 25 years since the beginning of the transformation it is worth considering the present socio-political cleavages in Polish society. The text will present the results of a research on framing analysis of the Round Table and transformation in the Polish weekly opinion magazines. Their journalists, despite changes in the media working formula, can still be regarded as the representatives of symbolic elite. They organize political discourse by defining “correct” ways of perceiving and interpreting reality. Under the broken reciprocity of perspectives the dynamics of discourse is affected by disputes which could be considered as “controversies,” which can be understood, followed by Marek Czyżewski, as regarding both the communication and the metacommunication level (definition of the problem, assigning acting motives to the other side of the dispute). The dispute subjects are community symbolism and values on which the argumentation strategies adopted in the weeklies magazines are concentrated. Using the concepts of Jeffrey Alexander, it can be said that the parties involved in the discourse assign democratic code to themselves and undemocratic one to their adversaries. The objective of the article is to identify and describe framing and re-framing practices of the Round Table as initial event of Polish transformation. There are also presented some remarks concerning the problem of interpretive communities in the public debate.
