The article discusses the issue of the official assessment of the police. It covers the theoretical aspects of periodic appraisal of employees and presents the study results on the official assessment of police officers. The first part of the article deals with the essence of the employee appraisal and its impact on the subfunctions of human resource management system. It demonstrates the classification of criteria and assessment methods and describes the employee review-related risks. Methodological assumptions, the result analysis and conclusions from the conducted studies have been contained in the further part of the article. The aim of the studies was to diagnose the assessment system of police forces. The studies were conducted at one of Municipal Police Stations in Wielkopolskie voivodeship. They were carried out within the research project on the management of uniform services. The performed studies were of a pilot character and will encompass a greater number of respondents. The main method of the conducted studies was a diagnostic survey. As a result of the studies performed, it was found that the system of official assessment required fundamental changes. The existing assessment system proved not to have performed one of its basic functions, namely it does not provide reliable information on the quality of work performed by police officers.

The article aims to present considerations and attempts to answer the questions, what dimension – trust, loyalty, commitment and specific expectations or qualifications – influences the process of staffing authorities of the Police and what dependencies and relationships with other organizational processes constitute the basis of personal decisions in Ministry of Internal Affairs and Administration. The work presents partial results of surveys of areas associated with politicisation of the Police, especially at the management level, their reception and perception in terms of institutional efficiency of formation. Research was carried out by a survey (quantitative using paper standarised questionnaire) in two research groups: students and police officers, led to interesting results. Their presentation should be a supplement to subsequent disputes about apoliticism and human resources management in the Police. Peculiarly for further development of research on apoliticism of the Police and causes profound changes in post-election times in higher management staff of the Police, is the lack of such studies of this undoubtedly credible problem.

The article, based on an analysis of police records, the author’s own experience and available literature, presents the development of medical rescue in the Polish Police in the years 1990–2019. The article also gives examples of police rescue operations, which indicate police offi cers’ professional preparation to help other people in a state of sudden health emergency. On the basis of the analysis of the collected relevant literature, the author has adopted a hypothesis that the medical rescue service of the Polish Police, after many years of transformations, has become an essential element of the daily service of Polish Police officers.

The concept of ’organisational culture’ can be described based on numerous approaches nowadays. This underlines the fact that it is a significant issue within work and organisational psychology. However, the growing scope of organisational culture and subculture types shows not only its significance, but also the appearance of its explanations in a wide spectrum. The extensive research of organisational culture is related to the trend that there is a growing interest of organisational development and human resource professionals in a deeper understanding of human behaviour in organisational settings, and the factors influencing it. Organisational culture includes communication with clients (in the case of police, citizens) and the relating approach system. The organisational culture cannot be considered basically “good” or “bad”. There are external and internal metrics and requirements that reflect the state of a given organisation: they indicate the quality and quantity of value creation, the organisation’s acceptance in its environment as well as its necessity in the society. The organisational culture is optimal if it serves the organisation’s tasks, objectives, the fulfillment of its duties, an the maintenance of its expedience, as well as if it is supportive, creative and facilitating. In an optimal organisational culture, the interests are enforced between the groups and people in the organisation in a peaceful way, their work is effective and successful, all conditions are ensured, the staff is satisfied, and the organisation’s output is accepted, recognised and required in its external environment. These organisations are acknowledged by the citizens and operate in accordance with their environments.

In 2003–2005, the Police Academy was in the process of losing its academic status as a centre designed to prepare police executives. According to the adopted assumptions, the Academy was to become an institution preparing police personnel at the basic and specialist levels. In May 2004, the new Commandant-Rector, on the basis of opinions of the police community, research conducted in the Academy, and his own experience in service in various police units, prepared a plan to maintain the status of a university, and develop the university as a training and scientifi c centre. Thanks to the enormous work done by the school personnel and police offi cers from all over the country supporting the Academy, and thanks to the support obtained from many scientifi c centres, the programme was implemented very quickly. Comprehensive assistance was also obtained from the regional authorities and Members of Parliament from all political backgrounds. The Police Academy in Szczytno as a public service university was included in the new Higher Education Act. After a few months, the effects of these undertakings prompted the management of the Ministry of the Interior and Administration, and the National Police Headquarters to make a decision on granting the school a new statute appropriate for a higher education institution, restoring university structures and enrolling new students for previously suspended undergraduate studies for police offi cers. All of the undertakings encountered unprecedented interest.

Opis:
The fundamental rights and freedoms, as the highest values in a democratic society, need to be adequately protected, thus states create the mechanisms to protect them. This mechanism of protection of fundamental rights and freedoms also includes the police, especially the Police Force, whose primary task is to protect the life, health, fundamental rights and freedoms of citizens and individuals in the Slovak Republic. The role of the Police Force defining the basic aspects forms the content of this study, with a further focus on the tasks performed by the police. Following the above, the study focusses on the activity of police officers, carrying out service actions and interference with fundamental rights and freedoms. The procedure of the police in carrying out service actions tends to be the subject of further examination due to their appropriateness and legality. This issue is considered highly serious in the society, and recently it has been a subject of not only scientific discussions in the Slovak Republic. Currently, the Academy of the Police Force in Bratislava is carrying out a research project which focussing on service actions with the cooperation of the police experts. The core material is presented in the paper, which aims to point out the basic organisation and activities of the Police Force as the authority responsible for the protection of fundamental rights. The emphasis is put on the selected issues of the police while interfering in human rights and freedoms. Chronologically, from general to specific matters, the paper introduces fundamental rights and freedoms and the police interventions into this area. Theoretical research is supplemented by practical cases, conclusions and possible recommendations for the police practice by the use of several methods, in particular analysis, abstraction and deduction.

The necessity of cooperation is dictated by steadily increasing number of threats, which creates the need for continuous cooperation of numerous entities which, by law, possess the ability to support each other in counteracting these threats remaining in the scope of cognizance of cooperating entities and elimination of the consequences of these threats. On the basis of the agreements, the SFS cooperates with various entities involved in rescue operations, including the Police. Cooperation of the SFS and the Police exists in the area of joint rescue operations, public order enforcement, evacuation, training and exercises, as well as in the scope of prevention. Given the data on cooperation so far, it should be stated that most frequently the cooperation between the SFS and the Police occurs in relation to handling road accidents. In the Polish legal system, permanently perfected, there are various standards regulating the sphere of state security, ensuring which on an appropriate level is one of numerous conditions for the secure existence of the state. Improvement of said system is dictated by the common belief that the security was not, is not, and, undoubtedly, will never be a fixed term, but one that must be constantly strived for. The predominant role in this process is played by public administration, including the State Fire Service. Preparation of the State Fire Service to fully and effectively fulfil the connected with it duties is possible primarily due to the proper organization of cooperation.

Undoubtedly, serving as a police officer is associated with a high level of occupational stress. The stressfulness of this profession, which keeps increasing every year, results from several reasons, of which the most important ones include frequent participation in difficult and sometimes dramatic situations, endangering one’s own life and the lives of others, making quick decisions, bearing the burden of a potentially unjustified use of weapons, and exposure to trauma and other traumatic experiences of other people. The high level of stress related to the profession of a police officer is also associated with other factors, such as low wages, shifts, or paperwork. This paper looks at the notion and consequences of burnout among police officers on the example of the Krakow Constabulary. The study rests on a detailed survey of 110 officers based on the application of the ANOVA method of analysis of variance.

The most general perspective on the legitimacy of a social institution relies upon theacceptance that the legitimised subject has a right to govern, and that the governed recognise that right. Understanding it this way, legitimacy can be analysed from twoperspectives: normative when it concerns objective criteria that permit evaluationwhen the institution is legitimate (normative foundations for its appointmentsand rules for its functioning); and empirical, when it pertains to the awareness ofcitizens that a particular institution is legitimate. Over the last 25 years, a numberof important works on the subject of legitimacy of the police were understood viaempirical means. Based upon these, one can differentiate two opposing approachestowards police-citizen relations. Although both rely on collaboration, they indicatealternate conditions which might determine this. The first approach instrumentallycharacterises itself as achieved by citizens using a cost-benefit analysis of the results ofworking with the police; citizens are more amenable to co-operation when the possiblebenefits are higher than the incurred costs. From this perspective, citizens accept theactivities of the police and declare a willingness to work with them, if in their eyes thepolice are applying realistic sanctions towards people who disturb the norms of the law,are fighting effectively against criminal and undesirable behaviours, and are treating allcitizens in an equal manner. Different motives for working with the police accompanycitizens in their attitudes to trials. In this case, co-operation results from internalrecognition of the legitimacy of the police by citizens. If citizens believe their policeto be legitimate, they will be more inclined to co-operate with them and obey the law.Legitimacy results here, above all, from the conviction that the police are fulfilling theirduty in a just procedural manner.The most empirically-supported research into attitudes about trials has beendetermined by the American model by T.R. Tyler. Legitimacy in his view assumes trusttowards police by citizens and their internal convictions about service in regards totheir recommendations. Understood this way, legitimacy is strongly determined by thefairness of police procedures, and is itself an essential influence on the willingness ofcitizens to co-operate with the police and their readiness to abide by their laws.After a period of domination in police research about the concept of legitimacybeing strongly linked to procedural fairness, there were attempts at revising andmodifying this theory. An alternative to Tyler’s definition of police legitimacy wasproposed by British researchers J. Jackson and B. Bradford. In their view, the police’slegitimacy is formed from three elements: internal conviction about police services,shared social value of the police, and the legality of the police’s activities. However,to independently differentiate, police legitimacy produces here the same effects as inTyler’s concept, and so determines for citizens their willingness to co-operate with thepolice and their readiness to abide by the law.Presented in the following study of research on the legitimacy of the police,a methodology is given for testing both of the previously-mentioned concepts, i.e.Tyler’s model, where trust of the police is a basic element of legitimacy, and Jacksonand Bradford’s model, where trust is treated as a separate social phenomenon, thoughit is linked with the legitimacy of many related factors. The fundamental goal of thepresented research determined however to attempt answering questions about whichtheoretical principles of the procedural model of police legitimacy, including former ARCHIVES OF CRIMINOLOGY 379foreign research within this scope, do they find applied in the Polish socio-culturalcontext. Polish research was undertaken in 2013 under the auspices of the internationalresearch project “Legitimacy Policing and Criminal Justice in Central and EuropeanEurope” amongst 374 law students from various academic centres via an online survey.The research had an exploratory character and was to establish a starting point forfurther research into the legitimacy of the police in Polish society.

Maintaining a positive image is the responsibility of many institutions, as it brings immeasurable benefits, the most important one being public trust. This is why, shaping of the reputation requires multidimensional ventures on different levels of activity. Measures undertaken by the police to build their positive image are therefore an extremely important element of their functioning. For that reason, the research problem was stated in one question: What factors influence the positive image of the Police in Lębork? The aim of the study was not only to present theoretical issues concerning the formation of the image of the police, but above all to articulate factors that have a significant impact on its positive formation. The study used theoretical and empirical research methods, i.e. analysis of literature, analysis of activities undertaken by the District Police Headquarters in Lębork and inference as a cognitive factor of the subject under analysis. The results of the research indicate that the positive image of the police is determined by such factors as: commitment, personal culture and interpersonal skills of the police officers. At the same time, it can be concluded that the positive image is a derivative of the effectiveness of their ability to ensure public safety. The perception of the police by the citizens depends mainly on the predisposition and professional preparation of officers to perform their duties, therefore one could conclude that the recruitment to the formation should be carried out with the application of rigorous recruitment and selection methods. The positive image of the police will also be strengthened as the sense of security among the society increases.

Introduction. The article is an attempt to show that apart from the regular functions of the police, such as the preventive function and the repressive function, a new function – an educational one - is dynamically developing. Social, and political, changes in Poland after 1989, resulted in a revision of the police formation, the key elements of which were the changes in the image of the police officer in the social perception, and the expectations that the police would redefine its mission in the spirit of Community Policing, to be involved in proactive activities in the local environment. The article describes the legal basis for the development of the educational activity of police officers, and it also reveals the organizational and mental obstacles that hinder this activity. Recommendations for practice are presented in the final part of the study, and they may provide guidelines on how to effectively shape the pedagogical culture of police officers. Aim. The aim of this article is to provide an overview of the new development of the educational function of the police. Method. As part of the work on the text, an analytical and synthetic method was used. The current legal acts were analysed with regard to the potential of the police to carry out an educational function. Results. The article shows that the educational and preventive work of police officers requires further education of officers in the field of pedagogical competence. The article points out the deficits in this area, and develops postulates for practice.
Wprowadzenie. Artykuł stanowi próbę wykazania, że obok klasycznych funkcji Policji takich, jak funkcja prewencyjna i funkcja represyjna dynamicznie rozwija się nowa funkcja – wychowawcza. Zmiany społeczno-polityczne w Polsce po roku 1989 spowodowały odrodzenie się formacji policyjnej, gdzie kluczowe znaczenie miała zmiana wizerunku policjanta w percepcji społecznej i oczekiwania, że Policja na nowo zdefiniuje swoją misję w duchu idei Community Policing na rzecz działań proaktywnych w środowisku lokalnym. W artykule wskazano na podstawy prawne umożliwiające rozwój działalności pedagogicznej policjantów demaskując przy tym przeszkody organizacyjne i mentalne, które tę działalność utrudniają. Rekomendacje do praktyki wprowadzone w końcowej części opracowania mogą stanowić wskazówkę jak skutecznej kształtować kulturę pedagogiczną policjantów. Cel. Artykuł ma przybliżyć rozwój nowej funkcji Policji jaką jest wychowanie. Metoda. W ramach pracy nad tekstem zastosowano metodę analityczno-syntetyczną. Przeanalizowano obowiązujące akty prawne pod kątem możliwości realizacji przez Policję funkcji wychowawczej. Wyniki. W artykule wykazano, że praca wychowawcza i profilaktyczna policjantów, wymaga dalszego kształcenia funkcjonariuszy w zakresie kompetencji pedagogicznych. W artykule wskazano na deficyty w tym zakresie oraz wypracowano postulaty do praktyki.

A body check is a measure that is usually carried out in the event of a reasonable suspicion of a crime, i.e. when there are grounds to institute criminal proceedings. Moreover, the Police Act has never determined the limits of Police interference with the constitutional rights and freedoms of an individual, nor did it identify any adequate measures to protect the checked persons. These limits were determined by the provisions of the Regulation,1 according to which the Police could not uncover the parts of body covered with clothes. The Constitutional Tribunal recognised these provisions as inconsistent with the Con- stitution of the Republic of Poland and ordered that the definition of a body check, deter- mining the limits of Police interference with the rights and freedoms of an individual and authorising the person subject to a body check to appeal to the court against the decision of the Police, be included in the Police Act. The amendment to the Police Act and other acts, which implemented the judgment of the Constitutional Tribunal, authorised the person subject to a body check to have the ac- tions of the Police verified by an independent court, but at the same time, it expanded the scope of Police interference with the rights and freedoms of an individual. The legislator of the Police Act and other acts did not remove the one prerequisite that simultaneously trig- gered a body check and the search of a person, but instead added other prerequisites that broadened the scope of Police measures in this respect. The limits of Police interference with the rights and freedoms of an individual were also expanded to include a check of the oral cavity, nose, ears and hair of the person subject to a body check and, in special cases, also their private body parts, which the Police officer may check visually or manually. The purpose of this paper is to show that the provisions of the amended Police Act and other acts, to a large extent, failed to meet the provisions of the Judgment of the Constitu- tional Tribunal of 14 December 2017. Its extensive, non-transparent provisions broadened the authority of the Police to arbitrarily determine the limits of interference with the rights and freedoms of an individual, thereby eradicating them. The analysis of the amended Act and its implementing acts, as well as the statement of reasons for the draft Act, confirm the thesis that the amended provisions transformed a body check into an extrajudicial search

The aim of the publication is to present the role and tasks of the police in criminal proceedings in a legal and comparative approach. Over the years, there could have been noticed an evolution in the area of police powers. The rationale for addressing such an important issue is, first of all, to look at the achievements of the authors of reforms in the post-annexation period and to recognise their contribution to the process of shaping high standards of functioning of police authorities. Studies and analysis of legal texts from the period when Poland regained independence is an important element of learning about history and tradition, as well as the possibility of following patterns of lawmaking adequate to the challenges of lawmaking. The original spelling of source texts and sometimes their archaic language layer, quoted in the text of the publication, is a measure to respect the principle of faithfulness to the sources and, at the same time, to illustrate the development of individual legal institutions. The article focuses on the analysis of selected regulations of the Regulation of the President of the Republic of 19 March 1928 — Code of Criminal Procedure (Journal of Laws of 1928, No. 33, item 313) in relation to the current solutions of the procedural act.

One of the state entities which have the task of preventing and combating terrorism is the Police, while the Police Academy in Szczytno is their intellectual base. It is not only an organisational unit of the Police, but also a higher education institution with legal personality. This status entitles it to teach at different levels of civilian higher education, as well as conduct in-service training for police officers. Education in the area of terrorist threats and counteracting them is aimed, on the one hand, at making the students aware of the scale of such threats and their accurate identification, as well as the ways of responding to them by the state and its institutions, and, on the other hand, at learning specific reflexes that will allow anyone who finds themselves in an area threatened by a terrorist attack to quickly assess the resulting threat and to react immediately. The goals set in this way are reflected in the employment structure of the academy, which includes specialist organisational units, and among the scientific and teaching staff are experts, including practitioners, who in the past carried out the tasks of the state at different levels of the system for counteracting terrorist threats. They systematically participate in scientific undertakings, including research projects, scientific conferences and publication work, participate in the work of expert teams, both national and international, and cooperate extensively with external entities. The result of their multidimensional activities is shaping and deepening social awareness of terrorist threats and desired attitudes towards them, as well as appropriate preparation of police officers, but also other services, to safely perform tasks related to the elimination of terrorist threats.

At the moment in Poland, specialised dispositional groups such as the armed forces, the police, and various guards and other services are constituted. The fundamental tool that the state has at its disposal to counteract potential threats to internal security and public order, and to react appropriately to existing threats is a separate body — the police. The main objective of this paper is to define the practical benefits which can be gained as a result of organising cooperation between the police units mentioned above in an appropriate way. This paper is an attempt to present practical cooperation between a local police unit and the Police Academy in Szczytno. It also points out the distinct nature of functioning of the Regional Police Headquarters in Katowice and its dependent units; it describes the impact that cooperation with an educational institution has on the quality of preserving public security and order as well as the practical aspect of such cooperation on the example of the organisational units of the Polish National Police specified above.

Prezentowany tekst poświęcony został analizie zmian sytuacji kadrowej Policji w kontekście najmłodszych stażem funkcjonariuszy i stanowi głos w dyskusji na temat procesów kadrowych, jakim w tym zakresie podlega Policja. Analizy oparte zostały na danych udostępnionych przez Komendę Główną Policji w portalu https://dane.gov.pl/ i dotyczą informacji na temat grup wiekowych oraz stażu służby funkcjonariuszy policji w latach 2005-2021. Obejmują one również dane dotyczące liczby przyjęć i odejść ze służby w tym okresie (z wyjątkiem roku 2012 – brak danych). Przeprowadzone analizy pokazały, że sytuacja kadrowa Policji jest trudna, choć w liczbach bezwzględnych nie widać istotnych problemów kadrowych. Procesy, które miały miejsce w ostatnich latach, doprowadziły do sytuacji, w której w perspektywie czasu Policja może się zmagać z istotnym brakiem funkcjonariuszy. Obecnie poziom rekrutacji najmłodszych funkcjonariuszy jest niski (choć zdaje się rosnąć) i nie gwarantuje uzupełnienia potencjalnych braków wynikających z faktu, że coraz większą część ogółu policjantów stanowią funkcjonariusze starsi, którzy mają prawa emerytalne.
The article presents an analysis of changes in the staffing situation in the Polish police force in the context of the youngest officers in service, and is a voice in the discussion on the personnel processes in the police force in this respect. The analyses were based on data made available by the Police Headquarters at https://dane.gov.pl/ and focus on information on age groups and length of service of police officers in the years 2005-2021. They also include data on the number of police officers admitted to service and leaving the service during this period (except for 2012 – no data available). The conducted analyses have shown that the staffing situation of the police is difficult, although the overall figures do not show any significant staffing problems. The processes that have taken place in recent years have led to a situation where the police may face a significant shortage of officers in the long term. At present, the level of recruitment of the youngest officers is low (although it seems to be increasing) and does not guarantee that the potential staff shortages, resulting from the fact that an increasing proportion of the total number of police officers are older officers who have pension rights, will be made up for.

The article discusses the issue of mutual relations between representatives of the Police and the Polish Army over the last 100 years. The intention of the issues raised is the need to build positive ties between soldiers and officers, who, as the history cards show, have repeatedly set an example of mutual sacrifice for the good of their Homeland. Although the discussed period of time also contains difficult historical threads, especially in the period between the functioning of the second and third Republic of Poland, thanks to the available sources and literature on the subject we learn about numerous examples of building the common good of citizens. Thanks to specific legal regulations throughout the century, we see more and more precise fields of cooperation between services, as exemplified by the activities of Police and Military Police officers during national and international events taking place in the country as well as beyond its borders. A special dimension of the presented relations is the more and more expressive contemporary cooperation not only on the military line, but also among the local community, as well as in the mutual sports rivalry of uniformed services.

The article discusses issues related to the effectiveness of the use of police dogs in the Police in Poland on the basis of research conducted on a representative group of police experts all over the country. The research questionnaire was completed by police officers who perform their daily duties in the field of police cynology — coordinators in the uniformed departments of the Regional Police Headquarters competent for the implementation of tasks related to the use and maintenance of police dogs in the uniformed branch and experts in osmological research in forensic laboratories of Regional Police Headquarters. The author describes the issues in regard to alarming statistical data, which show a significant decrease in the number of police dogs at the disposal of the Polish Police. The research was based on a research hypothesis, in which it was assumed that police dogs in today’s Polish Police are misused in the activities for public safety and order. In the author’s opinion, the necessary regulations should aim at adapting new systemic and organisational and legal solutions in order to make the best and most effective use of police dogs in the work of the Polish Police.

Gendarmery is a police structure which operates in rural areas. The gendarmery model emerged in the Napoleonic Empire. It was adapted at the beginning of the 19th century in the German states, Prussia, but especially in the south-German Länder where French influences were the strongest. Creation of gendarmery coincided with formation of the police idea. Originally, the police meant a state system, and finally a professional, trained and armed unit which stands guard over public order and safety. Doctrinally it referred to Polizeiwissenschaft, Kameralwissenschaft, staatlicher Eudämonismus, Staatsräson-Idee and Staatsuntertänigkeit. There appeared Verwaltungspolizei, Bagatellsachen, Mandatsverfahren. The fall of feudalism enforced creation of the police services dedicated to rural areas, but their theoretical underpinning lies in the enlightened absolutism. Not without a reason the states of the first half of the nineteenth century are called post-absolutism police states.
Żandarmeria to formacja policyjna działająca na terenach wiejskich. Jej wzór narodził się w napoleońskiej Francji. Na początku XIX w. została zaadaptowana w państwach niemieckich, Prusach, a szczególnie w krajach południowo-niemieckich, gdzie wpływy francuskie były najsilniejsze. Utworzenie żandarmerii zbiegło się z ukształtowaniem się pojęcia policji. Początkowo oznaczało ono ustrój państwowy, a w końcu zawodową, wyszkoloną i uzbrojoną formację stojącą na straży porządku i bezpieczeństwa publicznego. Ówcześni przedstawiciele doktryny nawiązywali do policystyki, kameralistyki, eudajmonizmu państwowego, idei racji stanu oraz poddaństwa państwowego. W trakcie dziesięcioleci doprecyzowano status policji administracyjnej, narodziło się prawo wykroczeń oraz postępowanie mandatowe. Upadek feudalizmu wymusił stworzenie służb policyjnych dedykowanych obszarom wiejskim, ale swe uzasadnienie czerpały one z oświeconego absolutyzmu. Nie bez powodu państwa pierwszej połowy XIX w. są nazywane postabsolutnymi państwami policyjnymi.

Wydaje się naturalnym pogląd, że wszelkiemu rozmyślnemu zachowaniu podmiotu winna towarzyszyć sprawność jego działania. Doniosłość społeczna owej sprawności dotyczy szczególnie tych spośród działań, które wykonywane są w trudzie zbiorowym dla ludzi, dla dobra ogółu. Szczególne znaczenie w organizowaniu działań zbiorowych dla dobra społeczeństwa ma państwo jednoczące siły wielu po to, by zaspokoić potrzeby wspólnoty ją tworzącej. Jedną z pierwszych jest potrzeba bezpieczeństwa. Istotnym elementem systemu bezpieczeństwa każdego nowoczesnego państwa jest policja, formacja umundurowana i uzbrojona, odpowiadająca między innymi za utrzymywanie bezpieczeństwa publicznego. Owo utrzymywanie to nic innego, jak działania posiadające charakter procesu zmierzającego do zachowania pożądanego społecznie stanu wolności od bezprawia. Sprawność działania rozumiana prakseologicznie podlega ocenie utylitarnej. Ta ocena pozwala między innymi na poszukiwanie nowych możliwości doskonalenia funkcjonowania policji w sferze zapewnienia bezpieczeństwa publicznego. Jeśli przyjąć, że podstawowym zagrożeniem bezpieczeństwa publicznego jest przestępczość, to można przyjąć, że miarą sprawności działania policji w sferze utrzymania bezpieczeństwa publicznego jest poziom przestępczości, w tym szczególnie uciążliwej społecznie, oraz wykrywalność sprawców przestępstw.
It seems reasonable to assume that the efficiency of the actions taken should accompany any deliberate behaviour of the subject. The social importance of this efficiency applies especially to those activities that are carried out in a collective effort for people, for their general good. The state’s role in organizing collective actions for its citizens is significant. The Police Forces constitute an essential element of the security system of every modern state, and among other things, they are responsible for maintaining public safety. The latter is nothing else than actions having the nature of a process aimed at ensuring the socially desired state of freedom from lawlessness. The praxeologically understood efficiency of operation is subject to functional evaluation, which, in turn, allows for searching for new opportunities to improve the functioning of the Police Forces in the sphere of their statutory tasks. Given that crime is the main threat to public safety, the measure of efficiency of the Police Forces in the sphere of ensuring safety is the level of crime and the detection of perpetrators of prohibited acts.

Increasingly, the use of different means of investigation is enabling the authorities to clarify the facts and to arrest the perpetrator of the crime more quickly and effectively, within the different means of investigation available to police authorities, one of which and the most common in all countries is the police informer, being a person of particular importance during the police investigation, as he or she provides confidential and essential information in order to learn important facts about the crime and its perpetrators. The problem with this research tool is that it is not uniform in its treatment, in different countries, the informant is treated differently, and as a result of this, the product or the investigation that is offered to the judges, as a result of these confidences, is different. Likewise, when working with police informants, it is very important to take into account a series of precautions so as not to violate any human rights, as well as not to being manipulated by the informer. As an example of the above, this article studies the treatment of police informants in different countries, considering the legislation of each one, sentences and documents that establish the guidelines for the use of police informants.

In many cases, the effects of road accidents have significant impact on human health. This translates directly into society, in both material and emotional terms. The severity of the injury in a road event depends largely on the speed of the vehicles. Excessive vehicle speed is of particular concern in incidents involving vulnerable road users. As confirmed by literature analysis and research, in most cases drivers do not respect the speed limits introduced by the road signs. Existing solutions allow to introduce permanent or temporary speed control. This paper investigates speeding and driver behaviour in built-up areas near schools and pedestrian crossings. The aim of the research described in the paper is to determine the influence of the effectiveness of police actions on speed reduction and improvement of road safety.

Artykuł ma na celu ukazanie aspektów etycznych Policji w Polsce, zarówno w wymiarze historycznym, jak i współczesnym. Punktem wyjścia jest przedstawienie przebiegu procesu kształtowania się zasad etycznych w zawodzie policjanta, ale też w służbach o podobnym charakterze. Autorki ukazują problematykę pracy Policji w świetle zasad etyki zawodowej ze względu na specyfikę tego zawodu oraz wynikające z niej trudności.

The Police are a uniformed formation intended to ensure security and public order. The formation plays an auxiliary role in relation to the society. The Police carries out assigned tasks of preventive, criminal and investigative nature. The purpose of this study is to assess the utilitarian effectiveness of the preventive anti-crime measures of the Polish Police forces. In order to achieve this goal, the authors used the method of examining relevant documents, statistics and literature. The main source of information were statistical data made publically available by the Polish Police and communications from surveys carried out by the Public Opinion Research Centre (CBOS). The period under examination included the years 2014-2017.

In the publication, the authors refer to the study carried out as a part of the research project: “Classification of the Police vehicles according to their destination, taking into account their purpose and standardization of the vehicle central console, in the field of arrangement and installation of ICT systems and the devices controlling special purpose signals”, implemented by a scientific consortium, funded by the National Centre for Research and Development. The described research involved the determination of the optimal location for the central console of the Police service vehicle. The first part of the publication contains partial results of the questionnaire surveys that were carried out among the users of Police vehicles. The second part discusses the research carried out with the participation of the Police officers driving the vehicles. The simulator was used to test vehicles in typical and extreme conditions, located at the Police Academy in Szczytno. The research consisted in the use of an oculometer, installed in the simulator. Conclusions from the conducted research allowed to propose an optimal location of the vehicle central console. The indicated location in the assessment of the research team allows to minimize the risk of the occurrence of hazards, related to the need to take the business vehicle away from the road, and is therefore appropriate to ensure the optimal level of safety for the driver and other road users. The results of the research carried out, after their confrontation with the results of the study conducted by other participants of the research consortium, will allow to propose a solution that can significantly improve safety, ergonomics and comfort of official duties performed by the drivers of the serivice vehicles.

Artykuł podejmuje próbę przedstawienia roli Policji we współcze-snym społeczeństwie. Wskazuje źródło i istotę społecznego zapotrzebowanie na usługi poli-cyjne, a także wpływ oczekiwań społecznych na sposób realizowania postawionych Policji zadań. Określenie proporcji pomiędzy stosowaniem represji a pełnieniem roli opiekuna jest trudnym i złożonym zadaniem. W celu zapewnieniu sobie bezpieczeństwa każdy obywatel jest zobligowany do zrzeczenia się części swoich swobód i wolności. Ogromny wpływ środ-ków masowego przekazu na kreowanie świadomości społecznej powoduje, że Policja również zajmuje się tworzeniem kanałów informacyjnych, korzystnych w relacji instytucja-obywatel.
Police fully recognizably plays an important role in life of every citizen. Without an adequate level of security of social life and economic would be much more difficult.This article makes an attempt to present the role of the police in a modern society.Indicate the source and essence of the social demand for police services and the impact of social expecta-tions on the manner in which the ranking police tasks. Determination of the ratio between the use of repression and the performance of the role of guardian is a difficult and complex task. In order to ensure their security, every citizen is obliged to waive part of their liberties and freedom. The huge influence of the mass media to create awareness of social causes Police is also involved in the creation of channels of information favorable in relation institution-citizen.

Anticipation, avoidance and reduction of the impact of threats have become a real challenge for contemporary generations. The old perception of threats characteristic of the 20th century (armed conflicts, global wars etc.) is no longer valid in the 21st century. Nowadays the forces of nature constitute the biggest threat. Therefore, it is vital to prepare and be ready for natural disasters, outbursts of epidemics among humans and animals, and for technical failures. It should be noticed, that in counteracting threats which occur in modern world it is necessary for a number of services to closely cooperate with one another. Floods are one of the most common threats against universal security in Poland. For the sake of efficiency, it is vital to organize cooperation between city or communal guards, the Police forces and the National Fire Service in order to assure smooth course of operations in case of a flood. The paper contains a description of the above mentioned cooperation and ends with some recommendations with respect to strengthening of the efficiency of cooperation between the services under discussion

The changes introduced in the system of internal security in Poland after 1990, especially the activities of the Polish Police, are aimed at perceiving the servant role of the whole formation in relation to the society. Progressive professionalisation is connected not only with continuous improvement and exchange of equipment resources, but above all with high expectations towards the officers themselves. In this sense, in order to carry out the statutory tasks well, the policeman should obviously have the latest technological achievements, but it is equally important that he or she has a high sense of morality. In difficult situations, he or she must have no doubts as to how he or she should behave, what is good and what is wrong - what is bad. Ethically deepened professionalism means not only taking care of the quality of their work and its effects, but also taking care of good interpersonal relations, effective protection against unnecessary tensions, observance of the rules of appropriate behaviour and the accompanying diligence and efficiency of their actions. Openness of the Police to society, including building public trust based on ethical principles and absolute respect for human rights, supported by social research, is a testimony to the growing professionalism. The indicated trend in the development of the Polish Police is a new challenge. It is characterized by a return to the ethos of the State Police, but as it should be believed, it will not always meet with full recognition and understanding of the police community. This justifies undertaking research on the relationship between the rules of professional ethics of the police officer and their impact on the safety in service. This article contains a scientific exploration of the issues raised, supported by empirical research on a group of 326 Polish Police officers.

The present article is focused on general characteristics of the police as armed enforcements and uniformed services. The police are one of the major authorities responsible for ensuring the safety of citizens and public order. This article aim is to depict a structure of a particular disposable group, the specificity of its work, and the tasks it performs. The police consisting of qualified people, properly verified at a recruitment stage, may have much public confidence now. The selection of candidates for service must take place at various stages since the service that officers perform is difficult, requires a lot of dedication, a high degree of discipline and most of all it requires a high sense of responsibility.

The article presents the process of handling participants in road traffic accidents by the police privileged vehicles. The following research tools were used to conduct the study: theoretical (analysis, synthesis, generalization, comparison) and practical (method of ordering, observation, direct interview). The analysis of the number of road accidents in the Opole Voivodship between 2010 and July 2016 with particular focus on the handling of road accidents under the current research was conducted. The improvements to this process have been proposed as a result of the analysis.

Nowadays, the Police have a significant impact on the security and public order in Poland having actually become a litmus test of how the authorities approach the general public. Furthermore, Polish society is developing the characteristics of risk society and information society, which stimulates a special interest of citizens and the mass media in all the activities of uniformed institutions. Their attitude to current political events is often assessed and their effectiveness criticized. Therefore, the impact of contemporary modernization processes on the Police, including feminization, is a worthwhile task. For this purpose, extremely useful have been research methods, such as case studies, comparative analysis and system analysis.
Współcześnie Policja istotnie wpływa na bezpieczeństwo i porządek publiczny w III RP, stała się wręcz papierkiem lakmusowym podejścia władzy do ogółu. Dodatkowo społeczeństwo polskie nabywa cech społeczeństwa ryzyka i społeczeństwa informacyjnego, co kreuje szczególne zainteresowanie obywateli i mass mediów wszelką działalnością instytucji mundurowych. Często ocenia się ich stosunek do aktualnych wydarzeń politycznych, a także poddaje krytyce skuteczność. Warto zatem przeanalizować jaki wpływ na Policję wywierają współczesne procesy modernizacyjne – jednym z nich jest feminizacja. W tym celu niezwykle przydatne okazały się metody badawcze, jak studium przypadku, analiza porównawcza czy analiza systemowa.

The police process huge amounts of personal data without which they would not be able to carry out their basic tasks. The data processed by the police have a very different nature and scope. Data processing in such large quantities and in such a wide range is associated with great responsibility for its safety. Maintaining a high level of security becomes a challenge when, at the same time, it is necessary to take care of the rights of data subjects. The article contains an overview of administrative decisions issued by the Inspector General for Personal Data Protection (currently: the President of the Personal Data Protection Offi ce) relating to police activities. The issues of the implementation of the rights of data subjects are discussed in three areas, i.e.: sharing information from police resources, deleting data from the National Police Information System, and verifi cation of identity documents.

Citizens’ sense of security depends on the activities of entities whose task is to provide this security to citizens. A citizen feels safe if his/her immediate environment is safe. These seemingly minor acts of misconduct have a very large impact on the sense of security of citizens, because it is with them that citizens most often come into contact. That is why a proper police activity in diagnosing offences, their detection and quick reaction to them is so important. Quick reaction to an offence gives a feeling that a citizen is not left alone with the problem, but also awareness and warning that anyone who commits an offence will suffer the consequences. The article presents the ways of reacting to an offence and shows, on the basis of statistical data of the National Police Headquarters, the tendencies of reaction to offences, their scale and dynamics.
