    The situation of conflict between Israelis and Palestinians has lasted for over a century with half of the century of increasing violence, especially after the Six Days War. The long-standing occupation has been leading to mental take over by this issue and dehumanization of opponents in both parties’ minds. Although in last decade one could see some symptoms of peace process, especially after Oslo agreement, violence always erupted despite the official papers. In this paper I will examine the conditions of societies in the Palestinian Autonomy and Israel with special emphasis on NGOs. Although it is obvious that civil society cannot be narrowed to the non-governmental organizations, one can say that the NGOs are the most visible and measurable among the signs of existence of civil society.

    Głównym celem niniejszego artykułu jest analiza i ocena roli, jaką odgrywa Hamas w perspektywie rywalizacji o ustanowienie i utrzymanie władzy na terytoriach palestyńskich. Narracja obejmuje analizę: struktur władzy, okoliczności ustanowienia rządu Hamasu w Strefie Gazy, ambicji politycznych Hamasu, rywalizacji o władzę w perspektywie diachronicznej. Deskrypcji poddano struktury władzy, główne założenia polityki zewnętrznej i wewnętrznej oraz determinanty, które wpłynęły na ich kształt. Eksplanacji poddano implikacje walki o władzę w procesie destabilizacji wewnętrznej środowiska politycznego i społecznego na terytoriach palestyńskich oraz skutki dwuwładzy na terytoriach palestyńskich. W konkluzjach wskazano też możliwości przezwyciężenia obecnej sytuacji. Zwrócono również uwagę na postrzeganie palestyńskiej „gry o tron” przez znaczących „aktorów” środowiska międzynarodowego.
    The main purpose of this article is the analysis and explication of the place of Hamas in the perspective of competition in the Palestinian territories. The paper includes the following analyses Hamas government structure, the formation of the Hamas government in the Gaza Strip, political ambitions of Hamas, and the competition for power in the diachronic perspective. The descriptions refer to the government structure, the fundamental assumptions of internal and external policy, as well as the policy determinants that shaped them. The explanation includes power struggle implications, the causes of political instability in the Palestinian territories, and the effects of dual power. The conclusions put forward the opportunities to overcome the situation. The article  also includes the perception of the Palestinian Game of Thrones by international political actors.

    The article is a reflection on the wall being built since 2002 between Israel and the Palestinian Authority. The paper presents this structure, its history and how it is reflected in poetry (Yehuda Amichai and Mahmud Darwish), reportage (Raja Shehadeh) and film. Artists’ initiatives once focussed on the Berlin Wall and more recently on the initiatives related to the Palestinian wall prompt the question how the media report on the present situation of the excluded. It is worth bearing in mind that memory or post-memory of our European wall and ghettos does not shape the discourse about the Middle-East. The preferred method of talking about walls has become geocritics (based more broadly on cultural and postcolonial studies; it is significant that the foundations of the theory of postcolonialism were put forward by a Palestinian – Edward Said).

    This article explores the formal impact of various citizenships and travel documents held by Palestinians on their freedom to engage in international travel. Based on a theoretical analysis of passports and the global visa regime, it claims that international recognition is not only pre-requisite of statehood but also affects the scope of mobility in cases of citizens of de facto states, including the Palestinian Authority. The research is focused on the following themes: the status of the population holding a Palestinian Authority Passport in the West Bank and the Gaza Strip in comparison to Palestinians who are citizens of Israel and carry passports of this state, the exceptional situation of East Jerusalemites as well as the case of Palestinians with Jordanian passports. Visa availability and other formal barriers for international travel are also examined. The argumentation is supported by the analysis of visa restriction indexes referring to the Palestinian Authority and to Israel. The article concludes that the mobility of Palestinians varies to a large extent depending on travel documents held and the recognition of a citizenship and the passport that comes with it is strictly dependent of the recognition of state sovereignty. Although in some cases citizenship can be divorced from the international recognition, the scope of visa-free mobility related to passports is always impaired.

    A resolution passed in 2012 by the United Nations General Assembly on upgrading the Palestinian observer status to the rank of a non-member observer state provoked vivid discussions on political and legal aspects of the Palestinian statehood. Following this resolution the government bodies of the Palestinian Authority in official documents refer to their entity as “the State of Palestine”, however many countries seem to decisively oppose to consider the above-mentioned resolution as the basis for recognition of the Palestinian statehood. In their opinion, only on condition of fulfilling the commonly acknowledged criteria of statehood, i.e. assuming the full control as well as exercising an independent power (including capacity to maintain foreign relations) over the population within the specified territory under its control may Palestine be recognized as a sovereign state. Taking the position that the above criteria represent the level of legitimacy of the state-building process and are regarded as constituents of the definition of a state under the international law, the author of the present thesis has undertaken to find the answer to the question whether Palestine has complete control over the specified territory, whether Palestinians form a nation and whether the Palestinian authorities can be regarded as effective and capable of representing its entity in international relations. This article makes the point that a decision on recognition of a geopolitical entity as a state is more political than legal in character and it remains the matter of discretional decision of other members of international community, therefore the process of recognition of Palestine depends, de facto, on current trends in international politics and the balance of forces in the international arena.

    Despite the hopes of the Palestinians, the outbreak of the Arab Spring, instead of accelerating positive changes, led to a significant deterioration of the situation in the region and in the Palestinian Authority itself. Positive economic processes have been stopped. Successive Israeli military operations devastated the Gaza Strip. The divisions on the West Bank ruled by the Palestine Liberation Organization and Hamas controlling the Gaza Strip deepened. Social sentiment among Palestinians has deteriorated. In view of the emergence of the so-called Islamic State in the region, the international community, in particular the US, lost interest in resolving the Middle Eastern conflict. The moving of the US embassy from Tel Aviv to Jerusalem, in May 2018, was a blow to the Palestinians. But what’s the worst, is the loss of Israeli trust to the Palestinians, especially the fact that the idea of a two-state solution has been questioned in Israel. The partial success that the Palestinians achieved by obtaining the status of an observer in the United Nations in 2012 does not balance the losses that the 2011–2018 period brought to the Palestinian cause. There are many indications that the Palestinian National Authority is at a crossroad, on the eve of changes that will have to take into account the changes that have taken place in recent years.
    Wbrew nadziejom Palestyńczyków wybuch Arabskiej Wiosny, zamiast przyśpieszyć pozytywne przemiany doprowadził do pogorszenia sytuacji w regionie i samej Autonomii Palestyńskiej. Zostały zatrzymane oczekiwane procesy gospodarcze. Doszło do kilku dewastujących Strefę Gazy operacji militarnych Izraela. Pogłębiły się podziały – na Zachodni Brzeg rządzony przez OWP oraz Hamas kontrolujący Strefę Gazy. Pogorszeniu uległy nastroje społeczne wśród Palestyńczyków. Wobec pojawienia się w regionie tzw. Państwa Islamskiego, wspólnota międzynarodowa, w szczególności USA, straciły zainteresowanie trudnym do rozwiązania konfl iktem bliskowschodnim. Ciosem dla Palestyńczyków było przeniesienie przez Donalda Trumpa, w maju 2018 r., ambasady USA w Izraelu z Tel Awiwu do Jerozolimy. Wobec pogłębiających się problemów w Autonomii Palestyńskiej, w tym utraty zaufania do Palestyńczyków ze strony Izraela, kwestionowana zaczęła być w Izraelu idea rozwiązania dwupaństwowego, to jest przyszłego pokojowego współistnienia żydowskiego Izraela i arabskiej Palestyny. Połowiczny sukces, jaki osiągnęli Palestyńczycy uzyskując w 2012 r. statusu państwa obserwatora w ONZ nie równoważy strat, dla sprawy palestyńskiej z lat 2011–2018. Wiele wskazuje, że Palestyńska Władza Narodowa znajduje się dziś w przededniu przeobrażeń, które będą musiały uwzględnić niekorzystne zmiany, które zaszły w ostatnich latach.

    Wystąpienia społeczne w świecie arabskim zapoczątkowane w Tunezji w styczniu 2011 roku diametralnie zmieniły układ sił w regionie. W zależności od kraju można zaobserwować różne formy społecznego nacisku na władzę i rozmaite reakcje rządzących na postulaty obywateli. Światowe media skupiły się na najbardziej spektakularnych i krwawych wydarzeniach, takich jak rewolucja w Egipcie, która doprowadziła do obalenia długoletniego prezydenta Hosniego Mubaraka czy wojna domowa w Libii, w wyniku której śmierć poniósł przywódca tego kraju Muammar Kaddafi. Wiele uwagi poświęcono również wydarzeniom w Tunezji, gdzie zapoczątkowano tzw. Arabską Wiosnę, jak również Syrii, w której nadal trwają krwawe starcia ludności z siłami rządowymi. Nieco rzadziej podnoszono kwestie związane z reformami w Maroku, protestami w Jemenie czy niepokojami w pozostałych państwach arabskich. Dynamiczny rozwój wydarzeń w poszczególnych krajach, a także zaangażowanie świata zachodniego w wydarzenia w regionie spowodował, że mniej uwagi poświęcono sytuacji w Autonomii Palestyńskiej i Izraelu, które od lat nie schodziły z pierwszych stron gazet. Nie ma jednak wątpliwości, że i tam Arabska Wiosna odcisnęła swoje piętno i miała ogromny wpływ na wydarzenia ostatniego roku. Celem niniejszego artykułu jest przedstawienie wpływu, jaki arabskie rewolty wywarły na graczy w Autonomii Palestyńskiej i Izraelu. Tekst prezentuje przyczyny i efekty poszczególnych działań, zmianę ich strategii i cele oraz możliwe skutki, jakie mogą przynieść społeczeństwom i rządom opisywanych podmiotów w najbliższej przyszłości. Tym samym pokazuje, w jaki sposób znacząca zmiana w regionalnej strukturze politycznych możliwości (McAdam i in. 1996, Wiktorowicz 2004, Gorlach i Mooney 2009) wpłynęła na transformacje w części Bliskiego Wschodu, gdzie z pozoru niewiele się zmieniło.
    Social turmoil in the Arab world, which began in Tunisia in January 2011, drastically changed the balance of power in the region. Depending on the country, we can observe various forms of social pressure on the authorities, and various reactions of rulers to citizens' demands. Media around the world focused on the most spectacular and bloody events such as revolution in Egypt, which led to overthrow of long-time president Hosni Mubarak, and Libya's civil war, which resulted in the death of it's leader – Muammar Kaddafi. Much attention was also devoted to events in Tunisia, where the so called Arab Spring started, as well as Syria, where there are ongoing violent clashes between government forces and civilian rebels. Less frequently, media reported upon reforms in Morocco, protests in Yemen, and unrest in other Arab countries. Dynamic development as well as involvement of the Western world in the events in individual countries and the region as a whole caused less attention to be paid to the situation between the Palestinian Authority and Israel, which always had made the media headlines. There is no doubt that the Arab Spring left its mark and had huge impact on the events upon these entities. The purpose of this article is to present what influence the Arab revolts had on players within Palestinian Authority and Israel. The text presents causes and effects of individuals’ actions, changes in strategies and goals, and the possible consequences that may come to the societies and governments of the described entities. It shows how the significant changes in regional structure of political opportunities (McAdam et al. 1996, Wiktorowicz 2004, Gorlach and Mooney 2009) contributed to transformations in the Middle East.
