    The article focuses on the background of the pamphlet ‘Falsifiers of History. An Historical Note’ issued by the Soviet Information Bureau in 1948. The book was personally edited and largely hand-written by Joseph Stalin. His involvement was not fully known until now. In this paper, the authors deciphered, translated and compared the text of the published pamphlet. It shows Stalin’s guidelines in the official interpretation of the causes of World War II and the reasons for the signing of the Molotov-Ribbentrop Pact. Throughout the post-war period the official Soviet narrative regarding the origins of the of World War II were largely based on a set of guidelines contained in a pamphlet ‘Falsifiers of History’. Currently, the neo-Stalinist historical narrative concerning the origins of World War II is promoted by the Russian officials. Nevertheless, not all Russian historians share these views, and many assess the Hitler-Stalin Pact in a much more critical way.

    Artykuł przedstawia stanowisko polityków, historyków i publicystów wobec podpisanej 23 VIII 1939 r. umowy pomiędzy ministrami spraw zagranicznych III Rzeszy i Związku Sowieckiego za rządów Władimira Putina. Zakładała ona podział Europy Środkowej pomiędzy dwa totalitarne mocarstwa. Autor analizuje zmianę taktyki prezydenta Rosji oraz jego akolitów w przedmiotowej kwestii na przestrzeni ostatnich 20 lat. Wysuwa wniosek, że podejście szefa państwa rosyjskiego i jego zwolenników odnośnie do powyższego porozumienia było ściśle uwarunkowane sytuacją wewnętrzną oraz pogorszeniem się relacji Federacji Rosyjskiej z krajami zachodnimi oraz Polską.
    The article presents the stance of politicians, historians, and publicists under the rule of Vladimir Putin towards the agreement signed on 23 August 1939 between the foreign ministers of the Third Reich and the Soviet Union. The pact divided Central Europe between the two totalitarian powers. The author analyses the change in tactics of the Russian president and his acolytes on the issue over the past twenty years. He concludes that the approach of the Russian head of state and his supporters towards the agreement was strictly conditioned by the internal situation and the deterioration of the relations of the Russian Federation with Western countries and Poland.

    In 1939–40, in the agreements imposed by the Soviet Union by force on Estonia, Lithuania and Latvia, these nations were forced to withdraw from the Baltic Entente, and in the agreements of 1940 and 1944, it forbade Finland from joining the Scandinavian states. It also rejected the right of “small states”—Poland and Czechoslovakia, as well as Yugoslavia and Greece (1942)—to join plans for regional integration supported by Great Britain. It should be recalled that in the interwar period, the Soviet Union had opposed Aristide Briand’s plan (1929) for a united Europe, which Soviet propaganda called “the holy capitalist alliance”. The Soviet Union policy believed that as a socialist state it resolved national, economic and social problems in the spirit of brotherhood and cooperation between nations. Capitalist states were allegedly incapable of equal unions of states. The Soviet Union described itself as a union of republics which were formally independent and equal states. In fact their independence was superficial, and the republican institutions were strictly controlled by the Communist party and the Soviet secret services. In foreign policy, the concept of Soviet federalism served to justify the successive annexation of neighbouring nations as republics “liberated” by the Red Army. The Soviet goal was to unite Europe, and even the whole world, on the basis of Communist ideology.

    Стаття є дослідженням війн історичної пам’яті. Зокрема, чи не найбільш випукло і науково-провокативно окреслив фронт «війн історичної пам’яті» директор Інституту європейських, російських і євразійських досліджень Школи міжнародних відносин ім. Елліотта Університету Джорджа Вашингтона (м. Вашингтон) Марлен Ларюель: «Визначивши, на кого можна повісити ярлик «фашист», ми отримаємо ідеальну Європу. Якщо фашист Росія (тобто режим Путіна можна типологізувати як фашистський або ж радянське минуле, котре Кремль не бажає осудити, еквівалентне нацизму, як то стверджують держави Центральної і Східної Європи), тоді Росію слід виключити з Європи. Окрім того, було проаналізовано, що політика продовжує втручатися у потрактування історії, сіючи антагонізм між народами. Виявлено, що «війни історичної пам’яті» стали однією із вагомих складових сучасної геополітики, і як такі вони заслуговують на те, щоб стати предметом окремого наукового дослідження. У наші дні це особливо стосується тих актуальних питань історії, що запалахкотіли у переддень 75-ї річниці закінчення Другої світової війни. Акцентується увага на тому, що проблема назрівала й раніше, а нині просто перейшла в фазу «війн історичної пам’яті», були ювілейні заходи у Москві на честь 70-ї річниці Великої Перемоги ще п’ять років тому (2015 р.). Після агресії Росії проти України ці урочистості відбувалися без присутності західних лідерів. Це сприймалося Кремлем (чи то зображалося ним) як образа й заперечення величезних жертв Другої світової війни – адже часто пишуть про 27 мільйонів «русских», що поклали своє життя на вівтар Перемоги. Окрім того якось не уточнюється багатонаціональний склад Червоної армії. А такий підхід не поліпшує взаєморозуміння між народами. У підсумку статті визначається те, що історія, на превеликий жаль, стала політичним інструментом, за допомогою якого легітимізується чи делегітимізується та чи інша соціально-політична система.
    The article is a study of historical memory wars. In particular, the director of the Institute of European, Russian and Eurasian Studies of the School of International Relations named after Elliott, George Washington University (Washington) Marlene Larwell most convexly and provocatively outlined the front of the wars of historical memory: “By identifying who can be labeled a ‘fascist’, we get the perfect Europe”. If Russia is fascist(that is, Putin’s regime can be typified as fascist or the Soviet past, which the Kremlin does not want to condemn, is equivalent to Nazism, as Central and Eastern European states claim), then Russia should be excluded from Europe. In addition, it was analyzed that politics continues to interfere with the interpretation of history, sowing antagonism between peoples. It has been found that “wars of historical memory” have become one of the important components of modern geopolitics, and as such they deserve to be the subject of a separate scientific study. Today, this is especially true to those pressing issues of history that flared up on the eve of the 75th anniversary of the end of World War II. Emphasis is placed on the fact that the problem has matured before, and now has simply entered the phase of “wars of historical memory”, there were anniversary events in Moscow in honor of the 70th anniversary of the Great Victory five years ago (2015). After Russia’s aggression against Ukraine, these celebrations took place without the presence of Western leaders. This was perceived by the Kremlin (or portrayed by him) as an insult and denial of the great victims of World War II – because they often write about the 27 million “Russians”who laid their lives on the altar of Victory. At the same time, the multinational composition of the Red Army is somehow not specified. And this approach does not improve mutual understanding between peoples. The article concludes that history, unfortunately, has become a political tool through which to legitimize or delegitimize a particular socio-political system.

    The article is a study of the wars of historical memory. The process of increasing use of the historical past in the public life of the present is considered. History has become a political tool through which one or another socio-political system is legitimized or delegitimized. In a number of countries, laws have been passed to punish those who write “wrong”. Real “wars of historical memory” have broken out in international relations. The ethnicization of history and the establishment of narratives about one’s own nation as exclusively a “victim of history” are gaining momentum, which requires special treatment and appropriate compensation. In particular, the initiators of the proclamation of “wars of historical memory” in different countries are not the same. Remembrance wars are often declared at the highest level, involving officials, including heads of state, who “rebuff” and “put in place the wrongdoers”, reminding the nation of the nation’s incurable wounds and the terrible crimes of its neighbors. Objectively, the question of the social motives of the “wars of historical memory” is brewing. The authors share the view that the main reason is the escalation of the confrontation between Russia and the collective West. Historical politics, which has taken the form of “wars of historical memory”, is a symptom rather than a cause of this confrontation. It has been analyzed that the politicization of historical memory often leads to negative consequences, and there is no easy way out of this situation. And it is difficult to find that decisive link, undertaking which it would be possible to pull out the whole chain of pressing problems. At the same time, it must be acknowledged that the controversy over the role of the Soviet Union in World War II has not been annihilated, but has intensified amid escalating tensions between East and West. Summarizing the evolution of “wars of historical memory” to a sharp aggravation, Marlene Laruel noted: “I interpret the wars for historical memory between Poland, the Baltic states and Ukraine, on the one hand, and Russia, on the other, as narrative «related to the exclusion of Russia from Europe or inclusion in it”.
    Стаття є дослідженням війн історичної пам’яті. Розглядається процес усе зростаючого використання історичного минулого в суспільному житті сьогодення. Історія стала  політичним інструментом, за допомогою якого легітимізується чи делегітимізується та чи інша соціально-політична система. У низці країн були прийняті закони про покарання тих, хто пише «неправильно». У міжнародних відносинах спалахнули справжні «війни історичної пам’яті». Набирає сили етнізація історії та утвердження наративів про власну націю як виключно «жертву історії», що вимагає до себе особливого ставлення й належної компенсації. Зокрема, ініціатори проголошення «війн історичної пам’яті» в різних країнах не одні і ті ж. Часто війни пам’яті проголошуються на найвищому рівні – в них беруть участь офіційні особи, включаючи глав держав, які «дають відкоша» і «ставлять на місце неправих», нагадують про незаживаючі рани нації й про страшні злочини сусідів. Об’єктивно назріває питання про суспільні спонуки «війн історичної пам’яті». Автори поділяють точку зору, що головна причина полягає у загостренні протистояння між Росією і колективним Заходом. Історична політика, яка набула вигляду «війн історичної пам’яті», є скоріше симптомом, а не причиною цього протистояння. Проаналізовано, що політизація історичної пам’яті досить часто призводить до негативних наслідків, і легкого виходу із цієї ситуації не проглядається. І важко знайти ту вирішальну ланку, взявшись за яку можна було б витягнути увесь ланцюг назрілих проблем. Тим часом слід визнати, що полеміка навколо ролі Радянського Союзу у Другій світовій війні не виникла знічев’я, вона загострилася на фоні посилення напруги між Сходом і Заходом. Узагальнюючи еволюцію «війн історичної пам’яті» до жорсткого загострення, Марлен Ларюель зазначав: «Я інтерпретую війни за історичну пам’ять між Польщею, прибалтійськими державами і Україною, з одного боку, і Росією – з другого, як «стратегічний наратив», пов’язаний із виключенням Росії із Європи або включенням в неї».

    The author presents Karmannyj Atlas Mira (Pocket Atlas of the World) which was published in Leningrad in 1940. It shows political borders existing in Polish territory at that time. Those borders resulted from the Soviet-German agreement reached in August and September 1939 in Moscow (the Molotov-Ribbentrop pact). On the maps in the Atlas the territories of central Poland are described as “Oblast Gosudarstvennych Interesov Germanii” (Area of the National Interest of Germany). The maps were reprinted in the article in the original version and underwent a historical, political and geographical analysis.

    This article is devoted to the problem of economic consequences of the pact Ribbentrop–Molotov. The discussion about the pact is going on for many years, however it is marred by scarcity of research examining the impact of the pact on the war efforts of the Nazi Germany in 1939–1941, the years of the utmost success of the Nazi war machine. The present paper relies on newly discovered documents revealing the economic relations between Germany and several states, including USSR. It constitutes a comparative study of the trade between Germany and Western democracies on the one hand, and between Germany and USSR on another, in order to better comprehend the role of the pact Ribbentrop–Molotov in the growth of the Nazi Germany’s war machine.
    Artykuł ten poświęcony jest problemowi gospodarczych skutków paktu Ribbentrop–Mołotow. Dyskusja na temat paktu trwa od wielu lat, jakkolwiek nie wykazano w badaniach wpływu paktu na sukcesy militarne nazistowskich Niemiec w latach 1939–1941, czyli okresie największych sukcesów nazistowskiej machiny wojennej. Autor, bazując na nowo odnalezionych dokumentach ujawniających stosunki gospodarcze pomiędzy Niemcami a kilkoma państwami, włączając ZSRR, prezentuje studium porównawcze handlu pomiędzy Niemcami a demokracjami zachodnimi z jednej strony, a Niemcami i ZSRR – z drugiej, w celu podkreślenia roli paktu Ribbentrop–Mołotow w rozwoju machiny wojennej nazistowskich Niemiec.

    This article examines the work of contemporary Russian historian Alexander Dyukov, The Molotov‑Ribbentrop Pact in Questions and Answers, published in 2009. The assertions made in this publication are presented in a wider context, in comparison to the brochure Falsifiers of History, which determined the Soviet historiography regarding the origins of World War II and the works of Russian historians conceived after 1991. As a result, certain continuity could be traced between the interpretations constituting the official canon throughout the existence of the USSR, and those found in The Molotov‑Ribbentrop Pact (…).This article also presents Dyukov’s efforts towards the popularisation of history, associated mainly with his role as director of the “Historical Memory” Foundation. These activities confer an extra‑scientific context to the work of the Russian historian.Finally, this article addresses the main assertions made in Dyukov’s publication, and points out the manipulations and concealments made by the author.
    W artykule została przeanalizowana książka współczesnego rosyjskiego historyka Aleksandra Diukowa Pakt Mołotowa‑Ribbentropa w pytaniach i odpowiedziach wydana w 2009 roku. Tezy zawarte w tej publikacji przedstawiono na szerszym tle, porównując je z broszurą O fałszerzach historii, która zdeterminowała sowiecką historiografię dotyczącą początków II wojny światowej, oraz dziełami rosyjskich historyków powstałymi po 1991 roku. Dzięki temu udało się wskazać ciągłości pomiędzy niektórymi interpretacjami, które stanowiły kanon przez cały okres istnienia ZSRS oraz tymi zawartymi w książce Pakt Mołotowa‑Ribbentropa.Ponadto przedstawiona została działalność Diukowa na płaszczyźnie popularyzacji historii, co wiąże się z kierowaną przez niego fundacją „Pamięć Historyczna”. Owe działania nadają pozanaukowy kontekst publikacji rosyjskiego historyka.Na koniec odniesiono się do najważniejszych tez zawartych w analizowanej książce i wskazano na zastosowane przez autora manipulacje oraz przemilczenia.

    The article deals with the genesis of the co-operation of the Third Reich with the Soviet Union in 1939. This issue has been analyzed on numerous occasions by historians but it is still controversial and disputable. This is connected with several problems: 1. What were the short-term and long-term intentions of Adolf Hitler towards Poland in 1938–1939? 2. Who was the initiator of the pact: Hitler or Stalin personally, the German Auswärtiges Amt or the People’s Commissariat for Internal Affairs of the USSR? 3. What were the aim and the function of the Molotov-Ribbentrop Pact in the political and war strategy of the Third Reich? What goals was the pact supposed to achieve as far as the political ideas of Hitler are concerned, and what was the real role of the pact in the reality of 1939? The close German-Soviet relations were the process of several stages. The first stage started with the Polish government rejecting the German demands and with the British guarantees issued for Poland in March 1939. The second stage lasted from May till July 1939, that is: simultaneous steps taken by the governments of western powers and Germany diplomacy to gain the support of the USSR. The third and fi nal stage is August 1939 when Adolf Hitler personally took over the initiative which resulted in organizing decisive talks on strategic interests of the Third Reich and the USSR. Actually, Stalin was always ready to negotiate with Germans as he perceived Germany ‘one of the countries of bourgeoisie’ that is neither better nor worse than the western powers. Hitler made a fi nal decision to sign the agreement with the Soviet Russia not earlier than in June 1939. However, it is probable that he started considering such a step in the spring. In the German Ministry of Foreign Affairs people still followed the Bismarck way of thinking that is the desire to establish the German-Russian condominium over Central and Eastern Europe. The Polish issues played a fundamental role in the genesis of the German-Soviet relations. Hitler thought that the political normalization of relations with Poland in 1934 and diplomatic co-operation of Berlin and Warsaw on many issues in 1934–1938 seemed promising. That is why he thought that one day the future Poland would become the ally of the Great Germany in. That was probably the main condition imposed on Poland by Hitler. The demands concerning the return of the Free City of Danzig to Germany and exterritorial motorway via Polish Pomerania presented for the fi rst time in October 1938 by the German minister of foreign affairs were to lead to the formation of stronger bonds between Poland and Germany. Poland was to play a role of a vassal-type neighbour. Polish government rejected such a perspective. Hitler condemned that decision.
