    Opis:
    In the paper is presented a method of assessing of the exploitation efficiency of transport telematics systems. In order to obtain as an overall assessment of transport telematics systems, as the method for evaluating was accepted the multi-state analysis of the exploitation process. Then was elaborated the model of exploitation process of the telematics system. The problem of fundamental importance in the study of efficiency is to determine the partial measures of effectiveness. Using the characteristics of the exploitation process, a model of exploitation efficiency of telematics system was elaborated and the measures of its evaluation are presented.
    W referacie przestawiono metodę oceny efektywności eksploatacyjnej systemów telematyki transportu. W celu uzyskania w miarę ogólnej oceny działania systemów telematyki transportu, jako metodę oceny przyjęto analizę wielostanowego procesu eksploatacji. Następnie opracowano model procesu eksploatacji sytemu telematyki. Problemem o podstawowym znaczeniu w badaniach efektywności jest wyznaczanie cząstkowych miar efektywności. Wykorzystując charakterystyki procesu eksploatacji opracowano model efektywności eksploatacyjnej systemu telematyki i przedstawiono miary jej oceny.

    Transport telematics systems integrate information technology with telecommunications applications for necessities of transport systems. The article presents the manual motorway toll system that is currently used in Poland for vehicles with the permissible laden weight below 3.5 tones. Then, an analysis of the operation process of manual toll collection systems is provided, taking into account the guidelines of the General Directorate for National Roads and Motorways in terms of reliability and exploitation.

    W ostatnich latach w wielu krajach na świecie są podejmowane intensywne prace w zakresie rozwijania systemów inteligentnego transportu, tj. projektowania oraz budowy nowoczesnych informatycznych i telekomunikacyjnych rozwiązań w dziedzinie transportu. Powoduje to konieczność prowadzenia prac normalizacyjnych, dotyczących rozwiązań technicznych stosowanych w tej dziedzinie. W artykule przedstawiono przesłanki działań normalizacyjnych oraz omówiono instytucje prowadzące takie działania. Wskazano dotychczas opracowane normy oraz procedury tworzenia norm. Scharakteryzowano też w skrócie kilka narodowych struktur, zajmujących się problematyką inteligentnego transportu.
    During past years intensified growth of interest on the information technology and telecommunications applications in transport is observed. It causes a need for standardization works respecting technical solutions applied in this area. In the paper premises of such a works are presented, standardization institutions are characterized and lists of standards are included. Procedures of standardization processes are shortly described. Even some national organizations engaged with intelligent transport problems are characterized.

    Artykuł powstał na podstawie analiz prowadzonych w latach 2011-2013 przez działającą przy Instytucie Transportu Samochodowego Polską Platformę Inteligentnych Systemów Transportowych (PPT ITS). Przedstawiono w nim, czym są Inteligentne Systemy Transportowe. Omówiono ich znaczenie w kształtowaniu koncepcji zrównoważonego transportu w Europie. Opisano główne obszary problemowe związane z wdrażaniem ITS w Polsce oraz postulaty zmian w tym zakresie. Przedstawiono przykłady dobrych praktyk oraz wskazano głównych graczy rynku ITS w Polsce.
    The article was written on the basis of the analyses conducted in 2011-2013 by the Polish Technology Platform for Intelligent Transport Systems (PPT ITS) operating within the framework of the Motor Transport Institute. The article outlines Intelligent Transport Systems and discusses their significance for the development of the concept of sustainable transportation in Europe. It also describes major problem areas related to the implementation of ITS in Poland and postulates changes in that respect. It presents examples of good practices and lists major players on the ITS market in Poland.

    Along with the evolution of our civilization is increasing demand for faster and cheaper transport, both from the point of view of trade and normal movement of people. In the case of trade most often we are dealing with the transport of the freight traffic, where the goods are not carrying by one type of transport. In this type of carriage time between transhipments on exchange stations plays an important role. The correct use of modern ICT (information and communication technologies), both wired and wireless for control loads, vehicles and carriers can significantly reduce total transport time and costs. Additional monitoring of the status of land units’ drivers allows increasing the security and the reliability to wirelessly check the content and status of the load increases the reliability of the correct transport. Therefore, this article presents the use of modern wireless technologies (LTE-A, 802.11ac) and backbones of public networks (1…100 GbE) on the exchange stations.

    Transport remains one of the pillars of development with a view to accelerating economic growth and reducing poverty. It facilitates the exchanges and the circulation of goods and people. Madagascar, as some African countries, lags considerably in the development of its regional trade, mainly due to the lack of reliable and adequate transportation system. Therefore, it has to be recognized that in order to achieve sustainable development, it is necessary to focus the efforts of the State and its development partners to the specific questions of transport and communications in Madagascar. So, the implement of telematics system might be one of the solutions that aim to develop the transport area. The aim of this paper is to undertake the implement of telematics in any area and environment, especially in some countries in Africa, in this case Madagascar, where this technology is not yet used. Also, the paper focuses on the expertise in transport engineering via transport system telematics in order to use telematics system in the proper way.

    The paper presents tools and transport telematics systems (intelligent transport systems) that properly used, can assist in efforts to improve urban transport system, by keeping a balance between the needs of inhabitants and business entities and the way of using the infrastructure and transport behavior of system users. The paper presents the characteristics of information systems for travelers, systems that allow the preferences and enhancing the competitiveness of of public transport in relation to the automotive style of life as well as supply chain optimization systems in freight transport.

    Działania sił zbrojnych, zwłaszcza w zakresie szkoleń, podczas których wykorzystuje się ciężki sprzęt bojowy i transportowy oraz ostrą amunicję, mogą wpływać destruktywnie na środowisko. Nie da się tego uniknąć, można jednak i należy minimalizować negatywne oddziaływania. Konieczność przemieszczania znacznych sił i środków na duże odległości sprawia, że wykorzystywane są różne formy transportu. Aktualnym wyzwaniem, stojącym przed wszystkimi armiami, jest poszukiwanie prawnych i organizacyjnych rozwiązań, tak aby zapewnić właściwe wyszkolenie żołnierzy i sprawność armii, przy jak najmniejszym, szkodliwym wpływie na środowisko. Sektor transportowy we współczesnych gospodarkach jest najszybciej rosnącym źródłem emisji dwutlenku węgla i innych gazów cieplarnianych. Szacuje się, że w Europie transport jest odpowiedzialny za 28% emisji CO2, z czego 84% jest spowodowane transportem drogowym. Poza przestrzeganiem coraz bardziej rygorystycznych norm i przepisów, regulujących problematykę ochrony środowiska, rozwiązań należy szukać w systemach stosowanych w telematyce transportu minimalizujących zużycie paliwa, a jednocześnie maksymalnie wykorzystujących środki transportowe.
    Activities of the armed forces, particularly certain kinds of training courses, which require heavy combat and transport equipment as well as live ammunition, may have destructive impact on environment. It is unavoidable, but negative influence may and should be minimized. Necessity of relocating considerable forces and resources on long distances involves various means of transport. Current challenge of all the armies is the search for legal and organizational solutions so that appropriate education of soldiers and army’s efficiency are ensured with as few negative effects on environment as possible. Transport sector in contemporary economies is the most rapidly growing source of carbon dioxide and other greenhouse gases emission. It is estimated that transport in Europe is responsible for 28% of carbon dioxide emission, 84% of which is caused by road transport. Apart from obeying more and more rigorous norms and regulations concerning environmental protection issues, solutions should be searched for in systems used in transport telematics, minimizing fuel consumption and maximally making use of means of transport at the same time.

    W artykule przedstawiony został układ zasilania systemu telematyki transportu, który jest stosowany w stacjonarnych obiektach transportowych. Dokonano analizy niezawodnościowo-eksploatacyjnej tego układu. Takie podejście umożliwiło wyznaczenie zależności, które pozwalających na obliczenie wartości prawdopodobieństw przebywania układu zasilania (w ujęciu symbolicznym) w stanach funkcjonalnych: pełnej zdatności SPZ, zagrożenia bezpieczeństwa SZB1 i SZB2 oraz zawodności bezpieczeństwa SB.
    The article presents power supply of transport telematics system, which is used in stationary transport objects. It was done the analysis reliability-exploitation analysis of the system. Such an approach enabled the determination of dependencies, which allow the calculation of probabilities of staying of power supply (in symbolic terms) in the states of functional: full ability SPZ, impendency over safety SZB1 and SZB2 and unreliability of safety SB.

    The number of cars participating in highway traffic is still growing as well as the necessity of quick and fluent transport between different locations. Therefore, ensuring the fluency and safety in highway traffic is becoming an essential problem in recent times. If only the driver knew about a danger waiting behind the bend, he would slow down; if someone got the information about a traffic jam 10 km earlier, he would probably take a different road or stop. This paper aims at providing transport telematics solutions which ensure simple, fast and efficient means for highway traffic management. The ad hoc algorithms presented concern broadcasting within highway traffic and assume the collisions detection and a single hop network. Installing a simple transmitter and receiver on every car is considered. Energy efficient size approximation algorithms and a leader selection procedure are presented and discussed, including simulations.

    The paper contains an analysis of telematic devices affecting road safety improvement. Telematic devices belonging to both road infrastructure and located in vehicles are presented. It can be stated that counteracting negative effects concerning road safety requires appropriate methods of minimising them. At present, significant results in the field of road safety improvement can also find considerable applications in transport telematics.
    W referacie przedstawiona została analiza telematycznych środków wpływających na bezpieczeństwo ruchu drogowego. Przedstawiono analizę urzadzeń telematycznych należących zarówno do infrastruktury drogowej jak również tych znajdujących się w pojazdach. Stwierdzić można, że przeciwdziałanie negatywnych skutków dotyczących bezpieczeństwa ruchu drogowego wymaga odpowiednich sposobów ich zmniejszania. Obecnie znaczące rezultaty w obszarze poprawy bezpieczeństwa ruchu drogowego mają duże zastosowanie także w dziedzinie jaką jest telematyka transportu.

    Overheating of vehicles is gradually becoming a common problem especially in tropical areas and during tropical seasons in the world. Although there are so many factors can cause overheating, hot weather is the most common cause of overheating. Coolants and thermostats in the radiator are no longer sufficient anymore. Traditional solutions preventing an engine from becoming overheated are: coolant levels must be maintained and without leaks; the oil level and viscosity must have the required properties; accepted technical conditions of radiator hoses and the radiator fan; the engine temperature must be acceptable. Modern cars are equipped with the systems supporting the operation process. The aim of this article is the concept of a solution that uses telematics to minimize engine failures due to overheating and to increase the operational readiness of transport means.

    Intelligent transport systems usually operate in diversified working conditions. As elements participating in the transport process, they should keep their usability. That is why the elaborations in the scope of ensuring proper values and indices of reliability and operation are so important. The article presents issues regarding monitoring of the fibre optic cable teletransmission track of the highway emergency response system. The overriding goal is to aim for maintaining a usability state for that transmission medium.
    Inteligentne systemy transportowe pracują najczęściej w zróżnicowanych warunkach eksploatacyjnych. Jako elementy biorące udział w procesie transportowym powinny zachować stan zdatności. Dlatego też tak istotne są opracowania z zakresu zapewnienia odpowiednich wartości wskaźników niezawodnościowo- eksploatacyjnych. W artykule ukazano zagadnienia dotyczące monitorowania światłowodowego toru teletransmisyjnego alarmowej łączności autostradowej. Nadrzędnym celem jest dążenie do zapewnienia stanu zdatności temu medium transmisyjnemu.

    In this paper we analyse telematic devices having an impact on road safety improvement. We also present the information concerning the structure of road safety management in Poland as well as selected elements of road traffic telematics. Owing to the use of telematic devices supporting road traffic management it is possible to ensure continuous traffic flows via dynamic transmission of the obtained data and information which, to a large extent, contribute to better road safety.
    W niniejszym referacie przedstawiona została analiza środków telematycznych wpływających na poprawę bezpieczeństwa ruchu drogowego. Przedstawiono także informacje dotyczące struktury zarządzania bezpieczeństwem ruchu drogowego w Polsce oraz wybrane elementy telematyki transportu drogowego. Dzięki zastosowaniu urządzeń telematycznych wspierających zarządzanie bezpieczeństwem ruchu drogowego, możliwe jest zapewnienie ciągłości przepływów ruchu poprzez dynamiczne przekazywanie uzyskanych danych i informacji, które w dużym stopniu przyczyniają się do poprawy bezpieczeństwa ruchu drogowego.

    W artykule przedstawiono podstawowe zagadnienia związane z oddziaływaniem zakłóceń elektromagnetycznych na systemy telematyki transportu, eksploatowane w różnych warunkach otaczającego środowiska elektromagnetycznego. Zaburzenia elektromagnetyczne zamierzone lub niezamierzone (stacjonarne lub ruchome), występujące na rozległym obszarze transportowym, mogą być przyczyną zakłócenia funkcjonowania tych systemów. Z tego względu bardzo istotne jest przeprowadzenie analizy niezawodnościowo-eksploatacyjnej urządzeń elektronicznych stosowanych w systemach telematyki transportu z uwzględnieniem zakłóceń elektromagnetycznych. Takie podejście zaprezentowano w niniejszym artykule.
    The article presents the basic issues related to the infl uence of electromagnetic interference on transport telematics systems. They are operated under diff erent conditions of the surrounding electromagnetic environment. Electromagnetic disturbances occurring over a large transport area, whether intended or unintended (stationary or mobile), can cause disruptions in their functioning. Therefore, it is very important to carry out a reliability and operational analysis of electronic devices used in transportation telematics systems, including electromagnetic interference. This approach is presented in this article.

    Transport is one of the basic elements in economic and social development of mankind. The today public transport system in Nepal is characterized with many challenges: lacks of safety, availability and reliability, as well as unscheduled travel time, emissions. Another key barrier of the transport system development in the city is lack of proper transport policy, bus fleet exploitation management problem, strategy to adapt new technological solutions. Intensively. The aim of this paper is the concept study how to improve the public transportation system in Nepal with use of the new management solutions and technology based on telematics solutions.

    Pierwsze systemy automatycznego wykrywania zdarzeń niebezpiecznych pojawiały się na amerykańskich drogach już w drugiej połowie ubiegłego wieku. Obecnie obserwujemy wiele przykładów wdrożeń metod Inteligentnych Systemów Transportu w Polsce, które także stwarzają szanse na zarządzanie zdarzeniami niebezpiecznymi i ich wykrywanie zarówno na drogach zamiejskich, jak i w sieciach ulicznych obszarów zurbanizowanych. W artykule przedstawiono przegląd metod wykrywania zdarzeń niepożądanych na odcinkach międzywęzłowych autostrad, dróg ekspresowych oraz dróg głównych ruchu przyspieszonego w przypadku braku zaburzeń, wynikających z zatłoczenia, powodowanego sygnalizacją świetlną. Przedstawiono ponadto koncepcję systemu zarządzania incydentami w ramach systemu ITS na Obwodnicy Trójmiasta.
    The first incident detection systems appeared on American roads in the second half of the last century. Currently there are many examples of implementations of Intelligent Transport Systems methods in Poland, which however should pay more attention to the traffic incidents management and detection both on rural roads and street networks in urban areas. The paper provides an overview of methods for detecting incidents on sections of motorways, expressways and major roads in the absence of disturbances, resulting from congestion caused by traffic signals. Idea of incidents management on in the Tri-City Bypass Road was presented as well.

    Accident management includes a set of planning, organizational and operational tasks that aim to take effective action in the case of a collision, accident or other random incidents on the road. The use of transport telematics allows to streamline operational activities and creates opportunities for gathering information that can help improve planning and organizational processes.

    W artykule omówiono zagadnienia bezpieczeństwa i jakości informacji w oparciu o standardy systemów zarządzania przedstawione w normach ISO. Zdefiniowano atrybuty bezpieczeństwa danych, a następnie opisano System Zarządzania Bezpieczeństwem Informacji – SZBI oparty na modelu PDCA. W dalszej części publikacji przeanalizowano problem oceny jakości danych, przedstawiając klasyfikację metod jej ewaluacji oraz schemat procesu oceny. W części końcowej omówiono zagadnienie zarządzania ryzykiem, będące częścią składową kompleksowego podejścia do zarządzania bezpieczeństwem informacji.
    This article discusses the issues of information safety and quality, based on ISO standards for management systems. In its contents attributes of data safety were defined and then the Information Safety Management System based on the PDCA model was described. In the following part of the paper the problem of data quality evaluation was analyzed, classification of data quality evaluation methods was presented and then the diagram of quality evaluation process was shown. Finally the issue of risk management, being a part of comprehensive approach to information safety management was discussed.

    Artykuł przedstawia model probabilistyczny w zadaniu zarządzania inteligentnym transportem wewnętrznym bazującym na ryzyku związanym z podejmowaniem decyzji. Poprzez termin niezawodności systemu transportu wewnętrznego rozumie się czas bezawaryjnego działania transportu wewnętrznego w stosunku do całości czasu, w którym dany transport powinien działać poprawnie. Artykuł przedstawia model oceny ryzyka działania transportu wewnętrznego na bazie prawdopodobieństwa z jakim system będzie bezawaryjnie funkcjonował w zadanym okresie czasu, przy pracy w określonym środowisku i dla określonego celu. Budowanie modeli probabilistycznych służących do wyznaczania ryzyka planowania produkcji opiera się na rzetelnej analizie wszystkich możliwych aspektów produkcji danego dobra gospodarczego. W modelowaniu poddaje się ocenie mocne i słabe strony przedsiębiorstwa, które chce podjąć się zadania transportowego, dokonuje się planowania samego procesu transportowego w oparciu o najważniejsze cele wynikające z procesu transportowego.
    This article presents a proposal proprietary approach to the task of optimizing transport processes. In modern logistics, there is a very high complexity of the transport processes. The development of technology has made the systems are becoming more complex. This generates high costs and quite often only approximate the best solutions. The model shows the connection classifier Ford-Fulkerson network flow algorithm Demstera-Shafer theory based on mathematical records. This method is used to obtain the limit problems (tasks) transport. This method is based inter alia on the cost matrix, which means that usually obtained cost solution to the problem is significantly lower than using other methods. The solution acceptable - it is a temporary solution. There are many feasible solutions to a transportation problem, wherein each further has a better (lower) or at least a minimal cost from the previous.

Dodatkowo w pracy zaproponowano model matematyczny systemu telematyki transportu oparty na teorii procesów stochastycznych. Takie podejście pozwoliło to na oszacowanie parametrów niezawodnościowych.
    The article presents solutions dedicated to improving the safety of transport and related to the management of road transport. Presented solutions are an examples of transport telematics systems. In addition, in the paper proposed a mathematical model of telematics transport based on the theory of stochastic processes. Such approach allowed to estimate the reliability parameters.

    Transport telematics (ITS - Inteligent Transport Systems) deals with application of information and communication technologies with the aim of enhancing traffic performance, economies, efficiency, safety, ecology and comfort of transport. ITS basic functions applicable to all modes of transport include a.o. traffic control and management, intelligent vehicles, electronic fee collection, management of rescue systems, management of public mass transportation, route planning, provisioning of traffic information, fleet management and logistics of freight transport. Developing the tradition of science, research and the existing industrial basis, the Czech transport telematics sector is one of those most advanced in Europe. Nevertheless, the present scope of ITS implementation in the Czech Republic is relatively low, and the social climate and regulatory environment related to ITS aren´t at a sufficient high level either. Therefore, the Association for Transport Telematics (SDT, ITS&S) is coming up with an initiative called ITS 2020 Vision, trying to formulate crucial directions of development and implementation of transport telematics in the Czech Republic until 2020, identify the main obstacles to the development and propose the methods of how to remove them.

    The contribution discusses a transportation network rough description that corresponds to satisfactory level of an adaptive traffic control algorithms implementation [4], supported by video-detection system. The decision making algorithms have to provide us with not only vehicles’ approach time prediction, at the intersections but also finding possible solution for avoiding critical queues at the intersections. Majority of traditional traffic control systems are based on number of cars recorded by inductive loops, however they do not define any proper occupation states at any traffic lane. The time window indicated for passing the defined number of cars loses the distance gaps visible between the cars on the traffic lane. That is why remarkable part from the defined number of cars will not cross the intersection in the defined green light time. Procedures used for searching an optimal solution using the inductive measurements can, in the majority cases, be undoubtedly noticed as a theoretical analysis only.
    Praca przedstawia metodę opisu sieci transportowej w zastosowaniu do adaptacyjnych algorytmów sterowania ruchem [4] na podstawie danych rejestrowanych przez wideo detektory ruchu. Algorytmy decyzyjne muszą uwzględniać dane o czasie dojazdu pojazdów do linii zatrzymania przed skrzyżowaniem, stan kolejek pojazdów na każdym z wlotów oraz natężenie pojazdów dojeżdżających do skrzyżowania. Tradycyjne podejście do sterowania ruchem drogowym oparto o metody zliczania pojazdów za pomocą pętli indukcyjnych, które nie uwzględniają długości odcinka jezdni zajmowanego przez pojazdem w ruchu. Wyliczony czas trwania sygnału zielonego dla pojazdów nadjeżdżających nie uwzględnia odstępów między tymi pojazdami. Ostatecznie część pojazdów nie zdoła przekroczyć skrzyżowania w wyznaczonym oknie czasu sygnału zielonego.

    W artykule zostaną przestawione technologie stosowane w informatyce jako jeden z najważniejszych instrumentów wpływających również na zarządzanie transportem w przedsiębiorstwie. Dodatkowo zastosowanie narzędzi telematycznych umożliwi optymalizację łańcucha dostaw wewnątrz przedsiębiorstwa. Opracowany zostanie model matematyczny bazuje na fuzji klasyfikatorów rozmytych z teorią probabilistyki i teorii ewidencji matematycznej. W badaniach udowodniono, że miękkie metody obliczeniowe bazujące min. na zbiorach rozmytych i sztucznych sieciach neuronowych są odpowiednie dla zadania sterowania łańcuchem logistycznym, a wspomaganie narzędziami telematycznymi usprawni zarządzanie w przedsiębiorstwie.
    The purpose of the research is to provide telematics system architecture. The technologies used in computer science are one of the most important instruments also affecting transport management in an enterprise. They may assist the utility of the system, its accessibility, the level of integration and substantially influence the performance of a company. The use of telematics tools will make it possible to optimize the supply chain within the company. This optimization applies to sales forecasting, which affects the material demand, production, etc. A mathematical model has been developed, which is based on the fusion of fuzzy classifiers with the theory of probability and the theory of mathematical evidence. The data affecting sales are, amongst other: delivery lead time, sales records, customer satisfaction, delivery compliance rate, delivery speed ratio, supply excellence ratio, lead times between order taking and delivery, etc. The study has proven that soft calculation methods based on fuzzy sets and artificial neural networks are appropriate for the tasks of the logistics chain control, and the support of telematics tools will improve the management of an enterprise.

    Niniejszy artykuł prezentuje analizę sprawności funkcjonowania wybranych elementów ITS w Szczecinie. Analizie poddano System Zarządzania Komunikacją Miejską dla Miasta Szczecina i aglomeracji szczecińskiej poprzez porównanie biletu elektronicznego z tradycyjnym oraz przydatności urządzeń pozwalających na przekazywanie informacji dla pasażerów w czasie rzeczywistym. Wyżej wymienione systemy wdrażane są na terenie Szczecina od 2015 roku.
    This article introduces results of the analysis of functioning of selected ITS elements in Szczecin. The analysed system was the City Transport Management System for the City of Szczecin and the Szczecin agglomeration. In the research authors comparing the e-ticket with the traditional one and the suitability of information devices allowing the passengers to collect real time information related to the travel. The above-mentioned systems have been implemented in Szczecin since 2015.

    W artykule przedstawiono funkcjonalne, fizyczne oraz komunikacyjne aspekty wdrażania usług inteligentnych systemów transportowych. Przedstawiono charakterystykę poziomów wybranej usługi, technologie umożliwiające ich świadczenie oraz rozkład przepływu danych. Wyróżniono sposoby realizacji usługi oraz opis jej funkcjonowania. Artykuł ma na celu przedstawienie możliwości wykorzystania Inteligentnych Systemów Transportowych do poprawy płynności ruchu i wzrostu efektywności transportu drogowego. W ramach projektowanej koncepcji ITS przedstawiono architekturę logiczną systemu oraz sprecyzowano pełnione funkcje, które mają być realizowane. Ogólna koncepcja systemu została uszczegółowiona poprzez opracowanie przepływu danych pomiędzy poszczególnymi podsystemami. Referat przygotowano w oparciu o istniejące normy oraz regulacje prawne oraz dostępną literaturę przedmiotu. Publikacja została przygotowana w ramach realizacji projektu Rozwój Innowacji Drogowych finansowanego przez Narodowe Centrum Badań i Rozwoju oraz Generalną Dyrekcję Dróg Krajowych i Autostrad (Umowa nr DZP/RID-I-41/7/NCBR/2016).
    The article presents the functional, physical, and communication aspects of the service implementation in intelligent transport systems. The characteristic levels of selected services and technologies enables the provision and distribution of data flow. The article is aimed to appear possible use of Intelligent Transport Systems to improve traffic flow and increase efficiency of road transport. As part of the planned concept of ITS service Authors present a logical architecture of the system and a clarification of its functions, which are going to be implemented. The overall concept of the system has been further elaborated by developing a data flow between the subsystems. The paper was prepared on the basis of the existing norms and regulations and available literature. The publication has been prepared within the framework of the project Road Innovations Development funded by the National Centre of Research and Science and the General Directorate of National Roads and Motorways (Contract No. DZP/RID-I-41/7/NCBR/2016).

    The article presents the architecture of an integrated telematics system to manage mixed passenger transport services in an urban agglomeration. The study of the railway line catchment area includes three main generators of passenger traffic, i.e. settlement network, occurrence of economic operators generating commuting to work, presence of commercial, administrative, cultural and educational, scientific, recreational, and religious worship centres, etc. The study was carried out for each railway line included in the Wrocław railway node. Wroclaw is a city which has been aspiring for many years to become an European metropolis. It is therefore necessary to look at alternative ways of solving communication problems of residents. The system of the railway network of Wroclaw railway node predisposes it to perform an even broader role for the city. The use of telematics tools can streamline the flow of information.     Over the past decade the traffic stream structure has evolved largely, in particular in the urbanised areas. The essence of the change has been that private passenger car traffic has increased to the significant detriment of public transportation. As the congestion effect is increasing significantly, the tendency described above needs to be reversed. The achievable pace of the changes is dependent on the perception of the public transportation by the society. This may be affected by the proper mobility management, creating a new mobility culture. Transformations of the transport systems due to deployment of the information technologies make changes in recognition of such systems by the environment. The article deals with an economical approach to the studies of the influence of the development of telematics on the development of the transport systems. Consideration on the creating, using and recognizing of the value potential of the transport systems is the quality tool of such research.

    Rozwiązania telematyczne umożliwiają poprawę wyników finansowych i znacznie zwiększają efektywność firm transportowych. Korzyści te wynikają z wielu czynników, takich jak poprawa bezpieczeństwa jazdy, monitorowanie trasy przejazdu i/lub redukcja kosztów paliwa. Dzięki różnorodności urządzeń telematycznych firmy mogą wybierać spośród szerokiej gamy rozwiązań dostosowanych do ich potrzeb. Niestety w wielu firmach transportowych poziom wiedzy na temat telematyki jest bardzo niski, co z kolei może przekładać się na wyniki finansowe. Celem artykułu jest analiza wpływu rozwiązań telematycznych na poprawę wyników finansowych przedsiębiorstw oraz zweryfikowanie poziomu wiedzy pracowników firm transportowych o narzędziach telematycznych i zaproponowanie możliwych działań, które firmy transportowe powinny podjąć w celu zapewnienia właściwego funkcjonowania systemu transportowego. Do weryfikacji celu wykorzystano następujące narzędzia badawcze: porównania, uogólnienia i ankietę przeprowadzoną wśród pracowników firm transportowych. Ponadto przeprowadzono bezpośrednie wywiady z kierownictwem firm transportowych.
    Telematics solutions allow to improve financial results and significantly increase the efficiency of transport companies. These benefits come from many factors, such as improving driving safety, monitoring the driver's route or reducing fuel costs. Thanks to the variety of telematics devices, companies can choose from a wide range of solutions tailored to their needs. Unfortunately, in many transport companies the knowledge of telematics is very low, which in turn translates into unfavourable financial results. The aim of the article is to show the impact of telematics solutions on the improvement of financial results of enterprises. In addition, it is to verify the knowledge of transport company employees about telematics tools and propose specific actions that transport companies should take to ensure proper functioning of the transport system. To verify the objective, the following research tools were used: comparisons, generalizations and a survey conducted among the employees of transport companies. In addition, direct interviews were conducted with the transport company management.

    The purpose of this article is to determine the advisability and the functioning of the IT System KONWÓJ, operating for the needs of the Polish Armed Forces. As a modern telecommunications and IT solution, this system’s focus is to ensure the safety of the transport of materials and resources in the Polish Armed Forces. Together with the authorities managing it, such as the Directorate of Forces’ Transportation and Movement, and also carriers following its orders, it is involved in the implementation of electronic circulation of road permits. Moreover, it monitors the position of military transport convoys which are used particularly in the transport of hazardous and oversize materials as well as the Polish Armed Forces’ assets.

    Ze względu na wzrost liczby użytkowników ruchu drogowego, zapewnienie odpowiedniego poziomu bezpieczeństwa nabiera coraz większego znaczenia. Rozwój Inteligentnych Systemów Transportowych wydaje się być w tym zakresie szczególnie pomocny. W artykule przedstawiono wyniki badań dotyczące znaczenia sygnalizacji świetlnej dla poprawy bezpieczeństwa transportu drogowego na przykładzie Szczecina. Zastosowano metodę wywiadu bezpośredniego z udziałem użytkowników dróg. Badania miały na celu określenie przydatności nowoczesnych technologii w zakresie poprawy bezpieczeństwa systemu transportowego.
    Undertaking the subject of the application of telematic systems to improve the safety of road transport is caused by the increase of the mobility of the society, their transport needs, which in effect leads to the multiplication of the number of vehicles on the roads. The low level of construction of new roads and modernization of the existing ones is conducive to the occurrence of transport congestion, the number of accidents and road traffic difficulties, and has a negative impact on the natural environment. In the era of modern society, methods are sought that would minimize negative effects in the transport system, thereby increasing road safety. The purpose of this article is to analyse the use of Intelligent Traffic Light in the aspect of road safety. Traffic safety at intersections is reflected in indicators of dangerous situations with the participation of road users in its area. Hence, the selection of the research method and the place of the tests carried out. Implementation of telematic systems supports the construction of a secure road transport network. The authors of the article focused on the analysis of traffic hazards and their consequences in the form of wounded and dead people. In addition, the topic of safety in the road transport system was addressed very precisely, where it was discussed in terms of operation, economic, technical and environmental protection.
