Opis:: W artykule omówiono aspekty związane z rozwiązaniami prawnymi w Unii Europejskiej, które mają bezpośredni wpływ na ograniczenie emisji toksycznych składników spalin z silników spalinowych oraz są wykorzystywane do napędu pojazdów samochodowych. Przedstawione zostały problemy związane z rozwiązaniami technicznymi, które ograniczają negatywne oddziaływanie skutków eksploatowanych samochodów na zanieczyszczenie środowiska naturalnego. Opisano rozwój i wpływ systemu diagnostycznego OBD oraz wpływ urządzeń pozasilnikowch na ograniczenie emisji. Przeprowadzone badania wybranej grupy samochodów osobowych podczas obowiązkowych badań kontrolnych wyodrębniły grupę pojazdów, która nie spełniła wymagań ustawodawcy w zakresie dopuszczalnych wartości toksycznych składników spalin.
The article discusses aspects related to legal solutions in the European Union, which have a direct impact on reducing the emission of toxic exhaust components from internal combustion engines, which are used to drive motor vehicles. Problems related to technical solutions that limit the negative impact of exploited cars on pollution of the natural environment have been presented. The development and impact of the OBD diagnostic system and the influence of non-engine equipment on emission reduction have been described. Carried out tests of a selected group of passenger cars during the obligatory check tests identified a group of vehicles that did not meet the legislator's requirements regarding the permissible values of toxic exhaust components.

Opis:: Wraz ze wzrostem poziomu życia, narastającym problemem stają się odpady powstające w wyniku działalności przemysłowej i bytowej człowieka. Celem nadrzędnym państwa w zakresie gospodarowania odpadami jest zapobieganie powstawaniu odpadów, odzyskiwanie surowców, ich ponowne wykorzystanie oraz bezpieczne dla środowiska unieszkodliwianie. W artykule zwrócono uwagę na prawodawstwo Polskie i Unijne związane z gospodarką odpadami. Scharakteryzowano strukturę wytwarzania odpadów niebezpiecznych z grupy 16 06 na podstawie województwa małopolskiego. Przeanalizowano skład chemiczny oraz własności fizykochemiczne, które determinują o sposobie unieszkodliwiania baterii i akumulatorów.
The standard of living is growing in the last years. Because of that a number of manufactured wastes are rising. The superior aim of the politics of waste management is preventing rising of wastes, using and environment-friendly storing. The structure of hazardous wastes becoming from group 16 06 in the Malopolska province. Paper refers to the Polish and EU legislation of waste management. The article analyzed the chemical composition and chemical and physical properties determining the way of recycling of accumulators and batteries.

Opis:: The UN / ECE 115 Regulation concerns technical requirements and methods of measurements for retrofit LPG systems to be installed in the motor vehicles already in operation In Poland, the 115 Regulation was adopted in 2004 but has not been observed. Regulation 115 is used in other countries, which created the need for tests. ITS has been conducted tests according to R115 since 2006. The technical requirements imposed by 115 Regulation include emission test, OBD testing, testing of maximum power at the wheels and testing the methods of the system elements installation in the vehicle. The article presents the requirements of the Regulation and the conclusions of the tests conducted at ITS on over 100 vehicles equipped with LPG systems. The paper presents: vehicle equipped with LPG systems tested at ITS as part of the statutory ITS work, time of switching over from running on petrol to LPG fuel during the driving test following a cold engine start, onset of the emission during the EUDC test following a cold start in respect to the value of the total emission in the emission test in accordance with the Regulation 83.05 during the first 780 seconds of the driving test, registered signals controlling the operation of the petrol and LPG injectors operation in the engine of a spark ignition and direct petrol injection, operating in the gas mode with a periodical switch over of the supply type, an example of determining power criterion for the family of vehicles.

Opis:: Transport is one of the most environmentally destructive branches of economy. It contributes to environmental degradation and influences negatively on human live. It should therefore seek to reduce the negative impact on the environment. The paper presents many aspects of development of the national transport system. In article characterized technical constraints and environmental issues, which are applicable to the designing of pro-ecological transport system. Presented in it also indicators of the proposed design solution quality. In shaping the pro-ecological system the special role plays environmental restrictions, because they mainly determine the quality of solutions in terms of minimizing the negative impact of transport on the environment. Technical factors are equally important, because they allow, among others, reducing the external costs of congestions and allow on the creation of transport tasks on the appropriate level. In particularly, EU requirements for sustainable development of the transport system, the components of the external costs arising from the sphere of transport, indicators and ecological limitations in designing of pro-ecological transport system, ecological limitations, technical limitations, indicators for assessing pro-ecological transport system are presented in the paper.

Opis:: Socio-economic development entails the increase the number of vehicles and the need of deciding about reduction of negative effects of the air pollution growth. Tendency to reduce the emission of noxious products of diesel oil combustion in engines, treatment of the CNG as a fuel seems to be promising. It seems, that in the future, ecological aspects will matter more and more in Poland and UE, so considering ecological advantages of CNG as a fuel, probably this technology will be more widespread. Obviously, the development of this technology requires the competitive price of CNG with respect to the traditional fuels. In the article technical and economic aspects of vehicle adjustment to CNG supply is presented. Aspects of the adaptation of diesel oil and petrol engines to CNG were also brought up. Another significant factor which influence on the operating costs of using CNG were gas storage. In the paper actual methods of storage of natural gas supply are presented. Scheme of CNG feed system, decrease of emission of pollution at replacement gasoline and diesel by CNG, prices of diesel and CNG in years between 2004 and 2009, investment outlays for buying buses in public transport company in Rzeszów and numbers of natural gas vehicles in 2006 and in 2009 are presented in the paper.

Opis:: Na przykładzie wyników ankietyzacji wśród rolników w zlewni rzeki Utraty, przeprowadzonej w ramach realizacji europejskiego projektu TOPPS, przedstawia się: stan ilościowy i techniczny opryskiwaczy, magazynów, stanowisk przygotowania cieczy użytkowej, stanowisk mycia opryskiwaczy, zagospodarowania pozostałości po stosowaniu środków ochrony roślin. Stwierdza się gorsze niż w innych krajach UE wyposażenie polskich opryskiwaczy w urządzenia i mniej oddzielnych magazynów do przechowywania środków. Zarówno w Polsce, jak i w innych krajach występuje zagrożenie skażenia wód wynikające z niedostatecznego wyposażenia sprzętowego i infrastruktury, zwłaszcza w miejscach przygotowania cieczy użytkowej, mycia opryskiwaczy i przechowywania pozostałości po środkach ochrony roślin.
Within the frames of European TOPPS project, an inquiry was carried out among the farmers settled on the catchment of Utrata river. The results of inquiry dealt with the quantitative and technical state of the field sprayers, the stores, stands for working liquid preparation, stands for washing of spraying machines and disposal of plant protection chemical residues. It was stated worse, than in the other EU countries, equipment of the Polish sprayers with auxiliary devices as well as less separate stores for storage of the chemicals. Both, in Poland and in other countries, there occurs the threat of water pollution resulted from insufficient infrastructure and inadequate equipment with auxiliary devices, particularly at the places of working liquid preparation, washing stands for the sprayers and storage places for the residues of plant protection chemicals.

Opis:: W artykule opisano wybrane aspekty związane z wpływem toksycznych składników spalin z pojazdów osobowych na zanieczyszczenie środowiska naturalnego i zdrowie ludzi. W pracy opisano strukturę ilościową pojazdów samochodowych, które są w eksploatacji w Polsce. Opisano także procedurę wykonywania okresowych badań kontrolnych w stacjach diagnostycznych w zakresie emisji spalin. Wyniki badań pozwoliły na wyodrębnienie grupy pojazdów, która nie spełnia dopuszczalnych limitów zanieczyszczeń ustalonych przez ustawodawcę.

The paper describes the quantitative structure of motor vehicles that are in operation in Poland. The structure of used passenger cars was imported from abroad and first registered in Poland. The procedure for performing periodic diagnostic tests in exhaust emission diagnostics was also described. The results of the tests allowed to isolate a group of vehicles that did not meet the permissible limits of pollution determined by the legislator.
