Opis:: W artykule omówiono zagadnienie wykorzystania wyników badań diagnostycznych urządzeń sterowania ruchem kolejowym w podejmowaniu decyzji eksploatacyjnych. Przedstawiono mierzalne i niemierzalne cechy stanu charakterystyczne dla urządzeń srk. Zaprezentowano opis stanu technicznego urządzenia z wykorzystaniem wartości własnych oraz wartości uniwersalnych cech, a także metodę klasyfikacji stanów technicznych w ujęciu decyzyjnym. Zaproponowano metodę wyboru odpowiedniej procedury postępowania eksploatacyjnego na podstawie analizy przestrzeni stanów w mikro i makro skali oraz identyfikacji stanów rozróżnialnych urządzenia.
Technical state of any object can we specify as a set of properties instantaneous value, called properties of state. For signaling systems, number of state properties and their values which they can become is usually very big. The choice of properties characterizing condition of the device should take into account his building, the principle of working and destination, his role in system, and also valuation criterion applied by managing of exploitation. Device technical state can be described in macro or micro scale. Macro state identification let us to make the choice of suitable strategies for exploitation process management.

Opis:: It is often being argued that Russia, China, and other unfriendly nations are developing a wide range of counter-space systems that are able to degrade the U.S. capabilities in space. Among the other measures to address this problem, the separate service has recently been created within the U.S. military, the United States Space Force. It is tasked to combine space-related capabilities to form a unified and so more effective service than the existing ones scattered across the armed forces. This article depicts and assesses the primary rationale behind the decision to create USSF, against the broad background of the United States security strategy with particular attention to the role of outer space in it. We will, therefore, firstly describe in brief the role of outer space in the security strategy of the United States. Secondly, we will present the current state and mission of the U.S. Space Force and its perspectives. And finally, we will address some controversies related to the creation of the new military branch.
Często argumentuje się, że Rosja, Chiny oraz inne nieprzyjazne USA państwa rozwijają różne środki służące zanegowaniu amerykańskich zdolności do działania w przestrzeni kosmicznej. Obok innych działań nakierowanych na przeciwstawienie się temu zagrożeniu, niedawno powołano Siły Kosmiczne Stanów Zjednoczonych jako osobny rodzaj sił zbrojnych. Ich zadaniem jest połączenie systemów kosmicznych działających na rzecz bezpieczeństwa narodowego w jeden, zunifikowany, a zatem bardziej efektywny podmiot niż w przypadku rozrzucenia tych systemów po różnych rodzajach sił zbrojnych. Artykuł opisuje i ocenia podstawowe założenia stojące za tą decyzją na szerokim tle strategii bezpieczeństwa Stanów Zjednoczonych, ze szczególnym uwzględnieniem roli przestrzeni kosmicznej. Dlatego w pierwszej kolejności krótko omówiono rolę przestrzeni kosmicznej w strategii bezpieczeństwa USA, a następnie przedstawiono aktualny stan i zadania Sił Kosmicznych USA. Na koniec odniesiono się do niektórych kontrowersji związanych z utworzeniem nowego rodzaju sił zbrojnych.

Opis:: During an operation phase, a technical system accomplishes goals, which were the reason of the system designing and creation. The main characteristics of a technical system’s ability to accomplish these goals are the amount of the operational potential included in the system and the disposed amount of the potential. These values, expressed in the technical states’ space, depend on the system’s technical state and the definition of the ability and inability subspaces. During the operation and service processes, the technical states of the system changes. Therefore, in these processes, the change of the amount and the disposed amount of the operational potential takes place. In the paper, the changes of the amount and the disposed amount of the operational potential are expressed in the technical states’ space of a system. Additionally, correlations of these changes are analysed. Next, in the space, the operation and service processes are expressed. Therefore, the changes of the amount and the disposed amount of the operational potential, which happened during operation and service processes, could be observed. Based on presented description, the instructions of the efficient maintenance of the complex technical systems were formulated. At the end of the paper, the industrial research is presented. During this research, the operation and service processes of a real industrial system were analysed. As a result of the analysis, the changes of the disposed amount of the operational potential for these processes were calculated. Consequently, the quality of the system operation and servicing was estimated.
Podstawowymi wielkościami charakteryzującymi zdolność systemu eksploatacyjnego do realizacji zadań, do wypełnienia których został stworzony jest ilość zawartego w nim potencjału użytkowego i ilość dysponowana tego potencjału. Wielkości te wyrażone w przestrzeni stanów technicznych zależą od stanu technicznego systemu i definicji obszarów zdatności i niezdatności. Ponieważ w trakcie przeprowadzania procesów użytkowania i odnowy stan techniczny ulega zmianie, to zmieniają się również ilość potencjału użytkowego i jego ilość dysponowana. W opracowaniu odwzorowano zmiany ilości potencjału użytkowego i ilości dysponowanej tego potencjału w przestrzeni stanów technicznych systemu, analizując ich wzajemne powiązania. Na tej podstawie zdefiniowano pojęcie stanu gra-nicznego optymalnego. Następnie w przestrzeni tej odwzorowano procesy użytkowania i odnowy, obrazując zmiany ilości dysponowanej potencjału użytkowego zachodzące w trakcie realizacji tych procesów. Bazując na wprowadzonym opisie, sformułowano wskazania mające na celu racjonalizację eksploatacji złożonych systemów technicznych. W końcowej części opracowania opisano badania eksploatacyjne przeprowadzone na rzeczywistym systemie przemysłowym. W trakcie tych badań obliczono zmiany ilości dysponowanej potencjału użytkowego rozważanego systemu technicznego zachodzące w procesach użytkowania i odnowy. Na tej podstawie określono jakość użytkowania i odnawiania analizowanego systemu eksploatacyjnego.

Opis:: During an operation phase, a technical system accomplishes goals for the purpose of which it was designed and created. The execution of the system operation tasks induces changes in the system feature values. The changes origin from an impact of wearing factors, which can be divided into two groups, dependent on and independent, from the system operation. The state of the system is determined by the values of the system features. Therefore, during the operation phase, the state of the system is changing. If the physical features of the system reach the boundary values due to the wearing factors, the system switches to a boundary state and the further operation is not possible because of a risk of a failure appearance. The changes of the system state can be expressed in the system feature space. The dimensions of the space are the cardinal features of the system. In this paper, the space of cardinal features of the system was defined. The points in that space are the technical states of the system. For the dimensions of the space, the characteristic points and ranges were introduced. Within the space, the areas of ability, disability and limited ability of the system were formulated as well. The representation of system technical states in the defined space makes it possible to develop the numeric model of the system-operating task for an exemplary research object.
W fazie eksploatacji system techniczny realizuje cele, dla których został zaprojektowany i wytworzony. Realizacja celów użytkowania systemu powoduje zmianę wartości cech systemu na skutek działania czynników wymuszających zależnych i niezależnych od jego działania. Stan systemu determinowany jest wartościami jego cech, co oznacza, że w fazie eksploatacji zmienia się stan systemu. Jeżeli na skutek oddziaływania czynników wymuszających wartości cech fizycznych opisujących stan systemu osiągną wartości graniczne, to system znajdzie się w stanie granicznym i jego dalsze użytkowanie doprowadzi do wystąpienia stanu niezdatności. Zmiany stanu systemu można wyrazić w przestrzeni jego cech, której wymiarami są cechy kardynalne. W pracy zdefiniowano przestrzeń cech kardynalnych systemu, której punktami są stany techniczne systemu. W przestrzeni tej wprowadzono wartości i przedziały charakterystyczne dla każdego wymiaru, określając tym samym obszary stanów zdatności, niezdatności oraz ograniczonej zdatności systemu. Dzięki odwzorowaniu stanów technicznych systemu w zdefiniowanej przestrzeni wykonano numeryczne modelowanie zadania eksploatacyjnego przykładowego obiektu badań.

Opis:: Fundamentals of systems and control theory as well as systems development identification theory were used for the purpose of the DPS Identification, which allowed to generate models of development, including models of development in the form of matrix th and the equations in the states space (ss). This served as the basis to develop the systemic model of the DPS system development, which was implemented in Simulink, by defining successive blocks of the model as characteristics of individual subsystems of the DPS, identified in the MATLAB environment using the System Identification Toolbox, and transformed into the models in the state space using the Control System Toolbox. As a result of solving a set of equations of state variables using an m-file in the MATLAB environment three state variables were obtained. Based on the obtained solution, responses of the DPS system (output variable y₁) to the following types of input functions: unit step 1(θ), Dirac impulse δ(θ) and sin(θ) function were obtained. The results of experiments were interpreted. An attempt to design a system that corrects and adjusts the functioning of the model of the DPS was made using state regulator and state observer as an example.

Opis:: Artykuł dotyczy powstania i zakresu działań Sił Kosmicznych Stanów Zjednoczonych. Oficjalnie ich utworzenie zostało ogłoszone 20 grudnia 2019 roku, zaś 17 czerwca 2020 roku Mark T. Esper ogłosił Strategię Obrony Kosmicznej. US Space Force są pierwszym wydzielonym rodzajem sił zbrojnych od czasów uniezależnienia się Sił Powietrznych Stanów Zjednoczonych w 1947 roku. Wspomniano o historii konkurencji – w postaci inicjatyw kosmicznych Związku Sowieckiego. Omówiono strategie dla US Space Force i jej zadania, zakładające m.in. utrzymanie amerykańskiego przywództwa w przestrzeni kosmicznej oraz stojące przed nią wyzwania w postaci nowego, silnego konkurenta do kontroli przestrzeni kosmicznej – Chin.

Opis:: Security is a fundamental existential human needs, as well as the structures that make up such as the family or the state. In terms of the development of modern civilization is closely associated with spatial operations and human development. It should also be emphasized that the planned development of the spatial structure is one of the most important tasks of determining the rational development in accordance with the accepted principles such as sustainable development. Polish accession to the NATO and EU structures created the new conditions shaping the spatial structure of Poland. In fact decreased military threats and increased civilization’s threats. Furthermore, there are determinants of the use of the attributes of Polish location and meet the international challenges – even in the context of the development of transcontinental transport links. Author underlines great benefits because of the construction of the trans- European transport network, but also recognizes the changing role of the Polish territory as a transit area. Also notes the need for construction of new and modernization of existing road vehicles, railways, airports, power and pipeline networks and other infrastructure components in Poland to improve the investment process and activate the development of the whole Polish territory. Author also exposes spatial conflicts occurring on the Polish territory in industrial activities, infrastructure development, as well as the location of selected elements of the defense infrastructure, and therefore the implementation of facilities for the public. This is due to the fact that in Polish legislation does not so distinguished “hard location” that for reasons of national security can not be denied, the “soft location”, which may be the subject of negotiations.

Opis:: The launch of the Soviet Sputnik in 1957 resulted in the emergence of two legal concepts concerning spaceflight. The first of them concerned harmless passage through airspace subjected to the sovereignty of states, the second - recognition that at the height of the trajectory of a passage, space is no longer subject to the sovereignty of states (res omnium communis). In both cases, we are dealing with limiting the sovereignty of states. These issues have not been resolved to this day. The practice of spaceflight has confirmed the freedom of spaceflight, although it has not resolved the issue of the upper limit of airspace. It is worth emphasising, however, that the decisive factor for the development of space law was the customary law that arose in 1957, because states did not protest and tacitly accepted the principle of a harmless flight.
