Opis:: The article searches for the sources of guilt. It evokes Nietzsche’s notion of guilt as a derivative of unpaid mercantile debts. In opposition to this is Bouber’s socio-divine origin of fault. J. Tischner and J. Hołówka are also cited; they ascribe to guilt objective status. There is an important distinction between guilt and reconciliation, as well as a description of the possible contamination by guilt. The article also deals with Jasper's call to accept one’s own fault, otherwise there is a risk of trivialisation of life. The source of fault lies in relations between people and in the "point of holiness" mentioned by M. Blondel.

Opis:: The military cooperation between Poland and the USA so far has undoubtedly influenced the shape of the external security. The tangible expression of this cooperation is, among others, the signing of an agreement between Poland and the USA for the purchase of the Patriot system in July 2017. As a result, Poland joined the elite group of countries possessing weapons capable of countering enemy ballistic and maneuvering missiles. It also adjusts the domestic armed forces to the NATO standards and the requirements of the modern battle-field. An additional aspect of the existing cooperation between Poland and the USA is the agreement on the protection of classified information in the military sphere. In this context, the aim of this article is to identify the scope of cooperation between Poland and the USA in the area of security measures, which should guarantee the protection of classified information considering the interests of both countries. During the considerations, two basic research methods were used: analysis and synthesis. The former method was used in relation to the content of the concluded contract and the opinions presented in the literature on the subject. The latter method was used to formulate conclusions resulting from the conducted analysis. The considerations undertaken proved that there is an area of mutual cooperation in the field of protection of classified information between Poland and the USA. They also made it possible to obtain an answer to the question of what security measures determine the effectiveness of the protection of classified information in the military sphere between the contracting states.

Opis:: W artykule przedstawiono eksperymentalną i numeryczną analizę wpływu odkształcenia na zmianę struktury geometrycznej powierzchni blachy stalowej głębokotłocznej w warunkach kontaktu sztywnej powierzchni kulistej z powierzchnią blachy. Zmianę struktury geometrycznej powierzchni przeanalizowano dla różnych wartości obciążenia. Wyniki symulacji numerycznych kontaktu powierzchni sferycznej z chropowatą powierzchnią blachy wykazały, że wraz ze wzrostem siły nacisku strefa odkształceń plastycznych ulega powiększeniu. Początkowo odkształceniom plastycznym ulegają jedynie wzniesienia struktury geometrycznej powierzchni. Umocnienie odkształceniowe w warstwie wierzchniej wraz ze zwiększaniem obciążenia skutkuje wystąpieniem odkształcenia blachy w obszarach podpowierzchniowych.
This article presents an experimental and numerical analysis of the influence of deformation on the change of surface texture of the deep-drawing steel sheet under contact between a rigid spherical surface against the flat sheet surface. The change in the surface texture was analyzed for different load values. The results of numerical simulations of the contact of the sphere with the rough sheet surface shown that the zone of plastic deformation increases with an increase of the pressure force. Initially, only asperities of surface roughness were plastically deformed. Work hardening of material in the surface layer and increasing of the load result in the deformation of the sheet in the subsurface area.

Opis:: Artykuł poświęcony jest kwestii obecności argumentacji religijnej w sferze publicznej. Postawione zostaje pytanie o to czy ten rodzaj argumentacji powinien być dopuszczalny w dyskusji publicznej jako wystarczająca podstawa np. dla prawodawstwa, czy też nie, a w razie twierdzącej odpowiedzi – jakie powinny być warunki obecności tej argumentacji. Autor opisuje przebieg i wyniki dyskusji toczącej się w tym przedmiocie w Stanach Zjednoczonych począwszy od lat 80` XX w., rozważa dlaczego kwestie, które są raczej oczywiste w dużej większości innych liberalnych demokracji wywołały tak emocjonalną dyskusję w amerykańskiej humanistyce. Postawiona zostaje teza, że historyczne przykłady pozytywnej bądź negatywnej roli religii w życiu społecznym są zbyt słabą podstawą dla budowania jakiegokolwiek stanowiska w komentowanym zakresie. W ostatniej części artykułu wnioski filozoficznoprawne konfrontowane są z orzecznictwem Europejskiego Trybunału Praw Człowieka dotyczącym wolności religii.
The article is devoted to the question of the presence of religious argumentation in the public sphere. The crucial problem is whether the religious argument should be completely accepted in the public discussion as sufficient basis for e.g. law-making or not, and – if so – what are necessary conditions of the presence of such factor. The author writes about course and results of the debate on pointed issue which has started in The United States in the late 80s of XX century. He also wonders why issues which are rather obvious for the great majority of other liberal and democratic countries involves such emotional discussions in American humanities. One of the author’s observations is that historical examples neither with the positive or negative influence of religion on social life are too weak ground for building any position to the considered problem. In the last part of the article, the philosophical conclusions are compared with the case law of the European Court of Human Rights in regards to the freedom of religion.

Opis:: The facilitation and creation of an enabling environment by local government for business to prosper is one of the key factors in local economic development (LED). In this creation of an enabling environment, effective service delivery by local government is important. Local government can create this environment through good governance and transparent management. Globally however, many local governments are struggling to provide an acceptable level of management and service delivery to their communities. The study has the aim to test the hypothesis of the creation of an enabling environment leads to economic development. The geographical focus of this study is on the Vaal-Triangle region in Southern Gauteng, South Africa. The study will focus on two local municipalities namely Midvaal Local Municipality and Emfuleni Local Municipality, situated in Gauteng. The perceptions of business owners regarding the creation of an enabling environment and service delivery within this area will be analysed. A total of 150 business owners were interviewed using a quantitative questionnaire. Data were statistically analysed through descriptive analysis. The results revealed that effective municipal management relates to the creation of an enabling environment for local businesses to prosper and in turn translate to economic development. In contrast poor municipal management leads to poor service delivery and a lack of economic development.
Ułatwianie i tworzenie sprzyjającego otoczenia dla biznesu przez samorząd lokalny, jest jednym z kluczowych czynników w lokalnym rozwoju gospodarczym (ang. LED). W tworzeniu sprzyjających warunków, ważne jest skuteczne świadczenie usług, do których samorząd jest zobowiązany. Władze lokalne mogą tworzyć pozytywne środowisko poprzez prawidłowe i przejrzyste zarządzanie. W praktyce wiele samorządów ma trudności z zapewnieniem wystarczającego poziomu zarządzania i świadczenia usług dla ich społeczności. Badania zawarte w niniejszym artykule mają na celu sprawdzenie hipotezy dotyczącej stworzenia sprzyjającego otoczenia prowadzącego do rozwoju gospodarczego. Geograficznie niniejszy artykuł poświęcony został regionowi Vaal-Triangle w południowej części prowincji Gauteng, Republika Południowej Afryki. Badania skupiają się na dwóch lokalnych gminach, Midvaal i Emfuleni, położonych w prowincji Gauteng. W artyule analizowane są: postrzeganie właścicieli firm w zakresie tworzenia sprzyjającego otoczenia oraz świadczenie usług w ramach omawianego terytorium. Podstawą analiz są wywiady przeprowadzone u 150 właścicieli firm za pomocą kwestionariusza ilościowego. Dane poddano analizie statystycznej za pomocą analizy opisowej. Wyniki wykazały, że skuteczne zarządzanie w samorządzie lokalnym dotyczy stworzenia sprzyjającego otoczenia dla prosperowania lokalnych firm, a to z kolei przekłada się na rozwój gospodarczy. W odróżnieniu, słaba administracja samorządowa prowadzi do świadczenia niskiej jakości usług i braku rozwoju gospodarczego.

Opis:: The aim of this essay is to demonstrate the complexity of the bond between the private and the public in Hungary today. It also intends to find directives to strengthen the position of the latter. This can be done best through the analysis of the current status of couple-relationships, fertility, the raising of children, and work within and outside the domestic sphere. It will show the enormous discrepancy, which lies between ideals and reality: Hungarians have a high estimation for the family and marriage, but at the same time only a few can turn these longings into reality. The high estimation and the longing for a life in family could serve as a solid basis for future social policy in Hungary, but only through supporting the harmonization of the relationship between the public and the private sphere.
Celem pracy jest przedstawienie złożoności związku pomiędzy prywatnością a sferą publiczną występującą obecnie na Węgrzech. Zamiarem jej jest również znalezienie wskazówek, aby wzmocnić pozycję tej drugiej. Najlepiej dokonać to poprzez analizę obecnego statusu związków par, płodności, wychowania dzieci, pracy w i poza sferą domową. Pokaże ona ogromną rozbieżność, jaka występuje między ideałami a rzeczywistością. Węgrzy mają wielkie poszanowanie dla rodziny i małżeństwa, ale jednocześnie jedynie nieliczni potrafią zmienić te pragnienia w rzeczywistość. Duże poszanowanie i tęsknota za życiem w rodzinie może służyć jako solidna podstawa dla przyszłej polityki socjalnej na Węgrzech, ale jedynie poprzez poparcie harmonii związków między sferą publiczną i prywatną.

Opis:: Development of economic ties between the East and the West has always been dependent on numerous factors aaong which the political factor has been playing a special role.The seventies witnessed sudden deterioration of East-West economic relations. It concerned also the transfer of high technology. A lot is being said about problems connected with restrictions in technology transfer but there is seldom mentioned the impact of these restrictions on realization of capital in industrially developed Western countries. An embargo on technology transfer boils down in practice to export restrictions in the entire manufacturing sector. A threat for realization of capital in capitalist countries (with exception of the United States) caused by the policy of technological restrictions is greater than consequences of export restrictions for socialist countries.

Opis:: Przedmiotem badań jest analiza rozwoju polskiego sektora transportu w latach 1990– 2015 oraz określenie perspektyw jego dalszego rozwoju. Celem badań jest próba sformułowania głównych kierunków rozwoju polskiego sektora transportu w tym okresie oraz wskazanie podstawowych zmian, jakie nastąpiły w obszarze jego funkcjonowania – tak w sferze realnej, jak i regulacyjnej, a także dokonanie ich oceny. Nakreślono również perspektywy dalszego rozwoju transportu oraz wskazano działania konieczne do stymulowania pożądanych zmian w tym sektorze. W badaniach wykorzystano głównie metody jakościowe, które pozwalają na szerszą, wielopłaszczyznową charakterystykę i analizę przedmiotu badania oraz bardziej dogłębne poznanie i zrozumienie procesów i zjawisk zachodzących w transporcie oraz mechanizmów jego funkcjonowania i rozwoju. Szczególne znaczenie miała w tym zakresie metoda retrospektywna. Na podstawie przedstawionych w treści opracowania wyników badań zawarto w podsumowaniu główne wnioski.
The subject of research which results are presented in the paper is the analysis of the development of the Polish transport sector between 1990 and 2015 as well as determining the prospects for its further development. The purpose of the research is to determine the main directions of the Polish transport sector development and to indicate of the fundamental changes that occurred in its real and regulatory spheres as well as to evaluate them. Author has also presented the perspective of further development of the transport industry and outlined the measures necessary to stimulate desired changes in this sector. The has been used in the study mainly qualitative methods that allow for wider characteristics and analysis of the viewed subject, enabling to get more in-depth knowledge and understanding of the processes and mechanisms occurring in transport sector. Of particular importance in this respect has been the retrospective method. Based on the presented in the content of the paper survey results, in the end of the paper the main conclusions has been presented.

Opis:: Artykuł przedstawia funkcjonalną typologię wypowiedzi związanych ze sferą religii. Autorka koncentruje się na tekstach specyficznie religijnych, tworzonych w ramach kultu. Mniej uwagi poświęca zatem wypowiedziom kaznodziejsko-katechetycznym, mimo swej odrębności, podobnym do tekstów publicystycznych czy dydaktycznych, dokładniej zaś omawia funkcje pełnione przez: Pismo Św. i teksty teologiczne, teksty liturgiczne i akty sakramentalne, akty chwalebne i wyznawcze oraz modlitwy. W zakończeniu scharakteryzowane zostały różnice między aktami religijnymi a aktami magicznymi. Za najistotniejsze uznano: obszar działania, stosunek do sacrum oraz wykorzystywanie przez magię (w przeciwieństwie do religii) sił zła.

Na podstawie przeglądu rezultatów badań nad instytucjonalnymi mechanizmami wsparcia osób niepełnosprawnych w Polsce sformułowana zostaje teza o aksjologicznym pęknięciu ładu społecznego w kontekście niepełnosprawności. Dysfunkcje polityki publicznej wynikają z tego zjawiska i przynoszą poważne konsekwencje dla działania sfery publicznej, które pogłębiają takie zjawiska jak marginalizacja czy wykluczenie społeczne. Trwałe zniesienie pęknięcia aksjologicznego może być dokonane poprzez upodmiotowienie środowisk osób niepełnosprawnych.
This article analyzes the signiﬁcance of disability as one of the most important social problems of modernity for the public sphere (in the context of Habermas’s conceptualization). It discusses the role of models of disability in shaping the status of this issue in the public sphere and their consequences for the formulation of public policy. Based on a review of the results of research on institutional support mechanisms for people with disabilities in Poland, it formulates a thesis of the axiological fracture of social order in the context of disability. Public policy dysfunctions are a consequence of this phenomenon and have serious implications for the public sphere, which deepen phenomena such as marginalization and social exclusion. The permanent elimination of the axiological fracture can be accomplished through the empowerment of the people with disabilities.

Opis:: Abstract: The main objective of this paper is to investigate the circulation of knowledge in public discourse. Two models of circulation, which could be called the ‘popularization’ and ‘populization’ of knowledge, are discussed. The first is identified with the traditional activity of academic elites and usually involves informing the general public about scientific discoveries and translating hermetic academic jargon into language accessible to a wider audience. The second attempts to describe the process whereby the dominant administrators of scientific knowledge lose their monopoly position. An especially valuable proposal for describing ‘popularization’ and ‘populization’ is the category of ‘de-distantiation’ (the reduction and weakening of distances in social relations) invented by Karl Mannheim. The circulation of knowledge is also considered as an important component of modernization and anti-modernization discourse.

Opis:: Ukrainian-Polish relations have been rather controversial in terms of historical policy lately, and it has a negative impact on interstate relations. On the one hand, in the foreign policy discourse Poland is considered to be one of the leading advocates of Ukraine in the collective West, along with Lithuania, and on the other hand problems of historical and humanitarian character permanently arise in bilateral relations, which form a negative background, become a subject to manipulation by third countries, and exacerbate relations both at the interpersonal and inter-institutional communication levels. The additional factor that complicates the understanding of historical policy issues is media of both countries, where the old and new myths, elements of post-truth and emotional subjective evaluations of the non-professional level penetrate beyond the historical corporate society. Populist politicians of the left and right ideological flanks try to take advantage of it, but it becomes an obstacle to political understanding, and complicates the investment development of a large subregion of the countries of Central, Southeastern Europe and the Baltic States. Historical policy has become a part of an information security, and some third countries, in our case it’s the Russian Federation, use this factor during the implementation of hybrid war tasks against Ukraine and the countries of the European Union. The article assumes that only the change of political rhetoric, the avoidance of populism regarding historical relations of two neighboring nations, the strengthening of corporate responsibility of national media in matters of historical policy’s coverage are able to neutralize the influence of radical political trends inside the countries, and outside - the influence of other states which are not interested in overcoming the tragic plume of history in Poland and Ukraine. Authors of the article do not aim to study or compare purely historical positions. This is about media tools and their role in the historical policy discourse.
Stosunki ukraińsko-polskie charakteryzują ostatnio kontrowersje dotyczące polityki historycznej, co odbiło się negatywnie na stosunkach między obydwoma krajami. Z jednej strony w dyskursie o polityce zagranicznej Polska uznawana jest za jednego z czołowych orędowników Ukrainy na Zachodzie – obok Litwy, z drugiej zaś w stosunkach dwustronnych stale pojawiają się problemy o charakterze historyczno-humanitarnym tworzące negatywną atmosferę i podlegające manipulacji ze strony państw trzecich, zaostrzając stosunki zarówno na poziomie komunikacji międzyludzkiej, jak i międzyinstytucjonalnej. Dodatkowym czynnikiem utrudniającym zrozumienie kwestii polityki historycznej są media w obu krajach, gdzie stare i nowe mity, elementy postprawdy oraz emocjonalne, subiektywne oceny dokonywane przez nieprofesjonalistów mają większy wpływ niż podejście historyków. Próbują to wykorzystać populistyczni politycy z lewicowej i prawicowej flanki ideologicznej, ale kwestie te stają się także przeszkodą w porozumieniu politycznym i komplikują inwestycje i rozwój dużego subregionu krajów Europy Środkowej i Południowo-Wschodniej oraz krajów bałtyckich. Polityka historyczna stała się częścią bezpieczeństwa informacyjnego, a niektóre państwa trzecie, w tym przypadku Federacja Rosyjska, wykorzystały ten czynnik w trakcie wojny hybrydowej przeciwko Ukrainie i krajom Unii Europejskiej. W artykule przedstawiono założenie, że jedynie zmiana retoryki politycznej, a mianowicie uniknięcie populizmu w odniesieniu do relacji historycznych dwóch sąsiadujących ze sobą narodów, wraz ze wzmocnieniem odpowiedzialności korporacyjnej mediów krajowych w kwestiach polityki historycznej, jest w stanie zneutralizować wpływ radykalnych tendencji politycznych zarówno w obu krajach jak i na zewnątrz – zwłaszcza wpływ innych państw, które nie są zainteresowane uporaniem się przez Polskę i Ukrainę z tragicznymi wydarzeniami w historii obu krajów. Celem autorów artykułu nie jest badanie ani porównywanie stanowisk o charakterze czysto historycznym. Chodzi o narzędzia medialne i ich rolę w dyskursie polityki historycznej.
