    Opis:
    The population is a source of a country’s state potential that aids the achievement of strategic plans. Well-being of the population is a guarantee of successful implementation of employment programs in the context of market economics. The main task of state regulation is to reach the desired goal and targets under the conditions of contemporary and actual environment. Research objective The objective is to review the implementation of state programmes in regards to population employment and to analyse the actual concepts of state politics development in regards to employment, its efficiency in the present environment of social tension of a region – Aktobe oblast. Methods By means of analysis the general scientific research methods have been defined – system methods based on analysis and evaluation of practical and operative data of official statistical sources of Committee on Statistics of Republic of Kazakhstan, the data of city department of Aktobe Employment Centre. Conclusions The article generalizes the systems of state principles in implementation of state programmes for elimination of social threats leading to different external and internal threats, poverty and social tension in the region. It reveals the legal steps and responsibility of the employment parties, relationship of unemployed citizens and the state.

    This article reflects on the current context of social and health vulnerability, which has become a central issue in government agendas at all levels. They represent social, economic, environmental and health processes that generate a mixed exposure of the territory and the people who inhabit it, making some more vulnerable than others; on the other hand, these conditions are also reflected in the response capacity of each individual, household and society. The objective of this research is to determine the social vulnerability in health in the Mexican South Pacific region, using the official data from the Population and Housing Census of 2020, disaggregated at the municipal level. The variables or socio-spatial conditioning factors of health have been selected, which have been standardized using an omega index to obtain a synthesis indicator of all the variables used, applying a multivariate analysis technique called Spatial Classification Scores (SCS). It allows carrying out an integration of the variables used in a systematic way, which allows a better evaluation and understanding to identify areas with greater or lesser vulnerability. The Mexican South Pacific region is a territory of great diversity and complexity, both in the social as well as in the economic and geographical context, which is why at the national level is the region with the greatest social backwardness and with the worst health rates. The results show that the highest vulnerability values are located in Cochoapa el Grande, Metlatónoc (Guerrero) and San Simón Zahuatlán (Oaxaca), characterized by high deficiencies in health services, education, decent housing and employment.

    The development of information and communication technologies (ICTs) has significant economic and social impacts at both the global and regional level. Some of these implications have been perceived as positive and unexpected. While both the positive and negative social and economic impacts have been highlighted in the literature, opinions on these impacts remain ambiguous. Those aspects considered to be advantageous include faster communication, ease of use, development in the range of services and revenues, and an increase in individuals’ free time allowance. ICT penetrates all branches of the economy as a set of general purpose technologies. New information and communication technologies ease everyday life, serve as tools to help people in extreme situations, e.g. accidents, illnesses or natural disasters, and are also the pillars of contemporary entertainment media. The usefulness of ICT has been stressed and loudly disseminated to a large extent by the media. On the other hand, these new technologies sensitize society in quite new ways to the well-known natural hazards that people have encountered in the past.

    Social risk is an interdisciplinary concept used with various meanings in the social and in the natural sciences. The article presents some of the social insights into this concept, particularly in connection with the global environmental research project and with geography. The special dimension of social risks, as well as some current methodological aspects regarding models and the main indicators used in the multidimensional assessment of social risks are analysed at local, regional and national levels. Of special interest is the link between social risks and a series of key-concepts, such as: hazard, impact, social vulnerability, resilience, adaptive capacity.

    El artículo aborda la complejidad del impacto pandémico en contextos de alta incertidumbre estructural, déficits institucionales y vulnerabilidad social. Basado en una amplia revisión bibliográfica, el argumento tiene como premisa el carácter público y letal de las pandemias y su naturaleza implosiva sobre los estándares básicos de la vida social, las prácticas de carácter rutinarias o reflexivas, las cosmovisiones, las creencias, así como las formas históricas de interacción, asociación y de acción colectiva de una determinada comunidad. Además, pone en el centro de atención la capacidad de respuesta de los gobiernos al COVID-19, sus trayectorias de políticas sanitarias y la cultura cívica de la sociedad. Recupera la noción de confianza social, tanto horizontal entre ciudadanos, como vertical entre estos y gobierno, componente clave en la construcción de capital de acción colectiva para ampliar el paquete de opciones de respuestas a la pandemia, reconociendo el reto comunicativo. Finalmente, subraya que, en estos entornos, la crisis pandémica reta los cimientos mínimos de equidad y justicia social.
    O artigo aborda a complexidade do impacto da pandemia em contextos de alta incerteza estrutural, déficits institucionais e vulnerabilidade social. Baseado em uma extensa revisao bibliográfica, e projectado para a regiao da América Latina, parte do carácter público e letal das pandemias e sua natureza implosiva sobre os padroes básicos de vida social, prácticas rotineiras ou reflexivas, visoes de mundo, crenças, bem como o histórico formas de interaçao, associaçao e açao colectiva de uma determinada comunidade. Além disso, coloca no centro das atençoes a capacidade de resposta dos governos ao COVID-19, suas trajetórias de políticas de saúde e a cultura cívica da sociedade. Resgata a noçao de confiança social, tanto horizontalmente entre cidadaos quanto verticalmente entre governo e cidadaos, como componente fundamental na construçao do capital de açao coletiva para ampliar o pacote de opçoes de respostas à pandemia, reconhecendo o desafio da eqüidade e justiça social.      
    The article addresses the complexity of the pandemic impact in contexts of high structural uncertainty, institutional deficits and social vulnerability. Based on an extensive bibliographic review, and designed for the Latin American region, part of the public and lethal nature of pandemics and their implosive nature on the basic standards of social life, routine or reflective practices, worldviews, beliefs, as well as the historical forms of interaction, association and collective action of a certain community. In addition, the response capacity of governments to COVID-19 is exposed to the center of attention, their health policy trajectories and the civic culture of society. It recovers the notion of social trust, both horizontally between citizens and vertical between government and citizens, as a key component in the construction of collective action capital to expand the package of options for responses to the pandemic, recognizing the communication challenge. Finally, it underlines that in these settings the pandemic crisis challenges the minimum foundations of equity and social justice.

    Przedmiotem rozważań w niniejszym artykule jest obowiązek zapewnienia przez państwo bezpieczeństwa socjalnego obywatelom, w szczególności najbardziej zagrożonym i potrzebującym, bez konieczności nadmiernego obciążania pozostałej części społeczeństwa. To stworzenie wszystkim równych szans, bez podziału na grupy „uprzywilejowanych” czy „dyskryminowanych”. Kształtowanie polityki społecznej państwa odbywa się za pośrednictwem działań korygujących, polegających m.in. na wprowadzaniu zmian w przepisach prawnych. Przedstawione w artykule rozwiązania utwierdzają w przekonaniu, że zmiany przeprowadzane w sposób merytorycznie poprawny z uwzględnieniem sprawiedliwości społecznej pozwolą na uzyskanie założonych efektów.
    The subject of consideration of this article is the state's obligation to ensure social security for citizens, in particular the most vulnerable and needy, without overburdening the rest of society. It is creating equal opportunities for all, without being divided into "privileged" or "discriminated" groups. Shaping the social policy of the state takes place through corrective actions, including on introducing changes in legal regulations. The presented solutions in the article reinforce the belief that changes carried out in a substantively correct manner, taking into account social justice, will allow achieving the assumed effects.

    O #Elenão, organizou as maiores manifestações de cunho feminista que ocorreram na história do Brasil, deixando evidente uma certa "popularização" do feminismo em diferentes camadas da sociedade brasileira. Este movimento, para muitos, era considerado como uma espécie de termômetro para o que seriam os anos vindouros dos movimentos sociais em nosso país. Mas, o que foi visto nos anos seguintes, foi uma diminuição massiva dos protestos de rua, gerando uma impressão de uma desmobilização por parte dos movimentos sociais, que foi acentuada ainda mais pela COVID-19. Muito além de uma impressão coletiva de desmobilização dos movimentos sociais em nosso país e de uma falta de movimentos de resistência contra o governo de Jair Bolsonaro, o que percebemos é que muitos movimentos continuaram com suas lutas, colocando em pauta as suas questões e trazendo para a discussão em nossa sociedade as consequências causadas pela pandemia. 
    The #Elenão movement, organized the largest manifestations of a feminist nature that occurred in the Brazilian history, making evident the "popularization" of feminism in different layers of Brazilian society. This movement, for many, was considered as a kind of thermometer for what would be the coming years of social movements in our country. But what was seen in the following years was a massive decrease in street protests, generating an impression of a demobilization on the part of social movements, which was further accentuated by COVID-19. Far beyond a collective impression of demobilization of social movements in our country and a lack of resistance movements against the government of Jair Bolsonaro, what we perceive is that many movements continued with their struggles, putting their issues on the agenda and bringing to the discussion in our society the consequences caused by the pandemic.

    Structural changes and social stratification in a rapidly changing world produce psychosocial and socio-cultural consequences that are expressed in mechanisms of discrimination and social exclusion and require the creation of mechanisms that motivate and reinforce culture as a strategy of social inclusion. This study describes the cultural dynamics for social inclusion developed in a vulnerable socio-economic context. The intersectoral intervention, structured weekly, involves four major themes: Carnival, flower festival, popular saints and harvest festival. The intervention in intergenerational partnership (regional government, municipality, parish council, recreational, cultural and sporting associations, sports, and other public and private institutions), made it possible to promote culture reinforcement, inform and debate contextual risk factors and prevent risk as a right and duty of citizenship. Realistic expectations regarding partnerships and social inclusion promoted reflections on the potentialities and limits of cultural dynamics in the current social context. Finally, issues for the prevention of social exclusion were discussed, generating opportunities for individual, family and group interventions.
    W szybko zmieniającym się świecie zmiany strukturalne i stratyfikacja społeczna powodują psychospołeczne i społeczno-kulturowe konsekwencje, wyrażane w formie dyskryminacji i wykluczenia społecznego. Dlatego potrzebne jest stworzenie mechanizmów, które mogą wzmacniać kulturę jako strategię integracji społecznej. Niniejsze opracowanie opisuje dynamikę kultury wykorzystywanej do integracji społecznej, rozwijanej w trudnym kontekście społeczno-gospodarczym. Interwencja międzysektorowa, realizowana cotygodniowo, obejmuje cztery główne wydarzenia: karnawał, festiwal kwiatów, dni popularnych świętych i festiwal zbiorów. Interwencja w partnerstwie międzypokoleniowym (rząd regionalny, gmina, rada parafialna, stowarzyszenia rekreacyjne, kulturalne i sportowe, kluby sportowe i inne instytucje publiczne i prywatne) umożliwiła promowanie kultury, informowanie i debatowanie na temat kontekstowych czynników ryzyka oraz praw i obowiązków obywatelskich. Realistyczne oczekiwania dotyczące partnerstwa i włączenia społecznego sprzyjały refleksji na temat potencjałów i ograniczeń dynamiki kulturowej w aktualnym kontekście społecznym. Na koniec omówiono działania zapobiegające wykluczeniu społecznemu i dające możliwości dokonywania indywidualnych, rodzinnych i grupowych interwencji.
    As mudanças estruturais e a estratificação social, num mundo em transformação acelerada, produzem consequências psicossociais e socioculturais que se expressam em mecanismos de discriminação e exclusão social, exigem a criação de mecanismos que motivem e reforcem a cultura como estratégia de inclusão social. Este estudo descreve as dinâmicas culturais para a inclusão social desenvolvidas em contexto socioeconómico vulnerável. A intervenção intersectorial, estruturada semanalmente, envolve quatro grandes temáticas: Carnaval, festa da flor, santos populares e festa das vindimas. A intervenção em parceria (governo regional, município, junta de freguesia, associações recreativas, culturais, desportivas, e outras instituições públicas e privadas), intergeracional, possibilitou promover o reforço da cultura, informar e debater os fatores de risco contextuais e prevenir o risco como direito e dever de cidadania. Expectativas realistas em relação às parcerias e à inclusão social promoveram reflexões sobre as potencialidades e limites das dinâmicas culturais no contexto social atual. Por fim, questões para a prevenção da exclusão social foram discutidas, gerando possibilidade de intervenções a nível individual, familiar e grupal.

    This research was conducted in Srigading and Gadingsari Villages, Samas District, Bantul Regency, the Special Region of Yogyakarta. Both of these villages were selected as the study area because of their high vulnerability to coastal erosion. This research aimed to analyse the physical, social, and economic vulnerability and the capacity of communities in both villages to deal with erosion in Samas Coast using primary and secondary database. According to the results of the physical and socioeconomic scenarios, Srigading has a high vulnerability level, whereas Gadingsari has a low vulnerability level. Meanwhile, the equal scenario results in the same spatial distribution of vulnerability as the aforementioned scenarios. This research also finds that the capacity, which was based on knowledge of coastal erosion and its risk reduction measures, is categorized as medium. This capacity level is shaped by the constantly improved preparedness as communities experience coastal erosions directly.

    The Philosophy of Care finds in human life a sort of calling to take care of each other. This vocation for every human being is based on the vulnerability that belongs to the human condition. Among ordinary dimensions of vulnerability/care (such as eating, resting, learning, transporting, nurturing), one that is very ordinary and even broader is that of image. Theory of Politeness deals with this image care, responding to its vulnerabilities.Care is a central reality of human relationality, which requires a process of practical learning. Virtues are the concrete reality of the growth of the person. Pertinent for image care are the virtues related to truth, those related to dependence and autonomy, and the traditionally-called social virtues. After a long evolution of the latter from classical thought to the Middle Ages, it remains a system of virtues that illuminates the current way to perceive the image, its care, and the rights and duties related to image. The current propensity to safeguard goods through laws is transforming the type of “debt” that corresponds to virtues like truthfulness, liberality and affability, earlier acknowledged as being not very coercive. Leaving aside possible political proposals, this phenomenon draws attention to the deep humanity of such fields, where people sometimes presume a responsibility that presses the conscience more than duties endorsed by laws. The vocation to care transforms everybody into a caregiver, with the widest sphere in the case of the image.

    Purpose: The article aims to formulate basic assumptions defining the resilience of complex systems falling within social logistics' scope of interest. The article emphasizes the importance of general systems theory for the contemporary understanding of management sciences, with particular emphasis on logistics. The authors of the article have also characterized, based on the current state of literature, the concept of social logistics as one of the three "clean" types of logistics, positioning it alongside military and economic logistics Design/methodology/approach: The article presents an overview of approaches to the crystallizing issue of social logistics in literature. The analyzed object of research was referred to the general theory of systems and conclusions were drawn in the form of proposals to shape the social logistics system. In addition, the authors presented an original proposal for the composition of the social logistics system based on observation of the activities of social entities and in-depth analysis of Polish and foreign literature. Findings: Then it was proposed to consolidate the term 'social logistics system resilience' and to conduct empirical research along with an outline of the research procedure. The proposed research procedure will be used and the results of research conducted in accordance with it – described in subsequent articles of the authors. Social implications: In the article, it was concluded that the subject of the study is relatively broad, and the link between the topic of social logistics and supply chain resilience is a research gap that will be filled by series of articles, the starting link of which is this one. The analyzes contained in the article refer to a large extent to the problems of comfort in social life, with particular emphasis on human needs of a social nature. Originality/value The originality of the article express in compiling the issues of social logistics with issues of systems’ resilience. In the face of the constantly observed negative phenomena disrupting the functioning of social logistics systems, the topic of their resilience is of particular importance.

    Water scarcity, especially in the small islands of Indonesia, has caused trouble for social maintenence of water needs. While many instruments have been developed to measure community vulnerability indexes, the majority do not reflect the overall condition. Therefore, this research will formulate a vulnerability index for water fulfillment in small islands, using a comprehensive method so that the result can be used as a reference in policy-making. This research applied the deductive-positivist approach of the quantitative method. It started off with establishing the dimensions of vulnerability: exposure, adaptive capacity, and sensitivity. These were then operationalized into indicator/parameter of indexes to measure vulnerable conditions. The result shows that this vulnerability index can be utilized as a basis for policy decision-making as it considers the attributes that had proved to be sustainable. To reduce vulnerability in small islands, there is a need for a policy that considers community capacity and adaptive patterns that could improve their social and economic capital.

    Based on empiric investigations and the study of documents from specialized public institutions, the authors analyse in this article the extent, manifestations, causes and consequences of single-parent families in Arad County. As social entities with a high risk of social exclusion, the authors identify practical measures for intervention by public authorities in the sense of optimizing socialization, social work and balancing these families, especially their children, by taking into account both Romanian and European legislation in this field. Preventing the reproduction/increase in the number of single-parent families must rely on the complete knowledge of this social phenomenon, with the need to establish databases and map the dispersion of single-parent families within administrative-territorial units. The decrease in the number of families with a high social risk over time is the result of correlated and harmonized public policies, aimed at fighting poverty, discrimination, unemployment, lack of access to education, while ensuring the general background for economic development and prosperity. The study is determined by the fact that many times the parents and the children of single parent families find themselves in the situation of not being able to make ends meet, the lack of finances, education and proper housing making it impossible for them to live a decent life. By identifying, through specific scientific methods such as document analysis, interviews, case studies, the particular types of problems facing single parent families, we consider we will succeed in offering a strong basis to motivate decision makers to establish additional social protection measures that will contribute to the reduction of the causes that maintain this social category among vulnerable groups.

    The adoption of the Convention on the Rights of Persons with Disabilities (CRPD) underlines the status of inclusion as a human right. In this context, inclusion means being involved in society, and people being acknowledged whatever their abilities and needs. The article gives an insight into the international debate on inclusion, and the discussion and state of implementation in Germany. It advocates a relational concept of inclusion making use of an “agency-vulnerability nexus”. Just like the human rights understanding of inclusion, relational theories of agency and vulnerability examine the processes in social environments which enable or hinder agency. They focus on professional practice, the organisational structures of social services, political conditions and social discourse (for example on disability or refugeeism) and how they are relevant to subjective scopes of action. A perspective of this kind has inherent potential with regard to social criticism, and this is indispensable for a debate which understands inclusion as a task to be tackled by society as a whole.

    Wyzysk pracowników i jego najbardziej wyraziste formy, jakimi są praca przymusowa czy przemyt ludzi, nie są zjawiskami nowymi. Są one obecne w całej Europie Środkowo-Wschodniej, w tym w szczególności w Bułgarii. Artykuł analizuje mechanizmy wykorzystywane przez emigrantów w celu poradzenia sobie z takiego typu wyzwaniami na rynku pracy. Analiza opiera się na wywiadach jakościowych z niskowykwalifikowanymi emigrantami z Bułgarii w krajach UE. Silne sieci społeczne wykorzystywane w czasie pierwszych działań migracyjnych uznane zostają za mechanizm, który ogranicza ryzyko wyzysku.
    Labour exploitation and its extreme forms, such as forced labour and trafficking of human beings, are not new phenomena. They are also present throughout Central and Eastern Europe and Bulgaria in particular. This article explores the mechanisms used by workers to overcome these challenges on the labour market. The analysis is based on qualitative interviews with low-skilled Bulgarian migrants in EU countries. Strong social networks used during the first migration action are considered as a mechanism which mitigates the risks of exploitation.

    Chociaż istnieje zgoda co do tego, że zaangażowanie społeczne i polityczne odgrywa kluczową rolę w doradztwie zawodowym, większość strategii nie odnosi się do tego problemu bezpośrednio i praktycznie. W obliczu tego wyzwania zaproponowaliśmy narzędzie narracyjne, zwane Walidacją Dyskursywną, które, włączone do praktyk doradztwa zawodowego, umożliwiając budowanie kariery przez wrażliwych młodych/wschodzących dorosłych, przyczyniać się może do promowania zmian społecznych i indywidualnych osób. Poprzez studium przypadku przedstawiamy i omawiamy wykorzystanie Walidacji Dyskursywnej oraz oceniamy jej skuteczność, analizując zmiany w osobistej narracji za pomocą LACQuA (Life Adaptability Qualitative Assessment). Odkrycia wykazały pojawienie się zmian w refleksyjności, w narracjach klientów i repozycjonowaniu psychospołecznym. Omówiono ograniczenia i możliwości proponowanego narzędzia.
    While there is consensus that social and political commitment plays a key role in career counselling, most strategies do not address this issue directly and practically. Faced with this challenge, we propose an intermediate narrative tool, called discursive validation, to be included in career counselling settings to promote social and individualised changes that enable the construction of careers for vulnerable emerging adults. Through a case study, we present and discuss the use of discursive validation and evaluate its effectiveness by means of the LACQuA (Life Adaptability Qualitative Assessment), which analyses changes in our participant’s personal narrative. The findings indicate changes in reflexivity in clients’ narratives and their psychosocial repositioning. The limitations and potentials of the proposed tool are discussed.
