The author's considerations are concentrated on a diagnosis of the present social situation in Poland. He bases himself on the method which is accepted in Catholic social teaching. According to this method one has to get to know the social reality first, then evaluate it, and finally perform actions. As to the social question he notices an ethic, economical, legal, political and technical aspect. In the social question is taken he notices at the same time a subjective and objective aspect. According to the author the primary social question in Poland is poverty. Referring to the report issued by World Bank, he quotes that in the 1980s the number of poor people in Poland raised from 3.300.000 to 8.600.000 (from 9 per cent to 25 per cent in 1987). In 1991 the number increased. Secondly, he regards unemployment, which he calls an evil, as a social question. He is in favour of full emloyment. The author is sceptic about statistical data which deal with the number of the unemployed; in fact there are more unemployed than statistics show. Polish unemployment is different from that in the West. In Poland it is due to the restructuring of economy on the basis of the change in the structure of property; in view of Balcerowicz's economical policy, and a planned reform, the state manufactories are supposed to go bankrupt. Western unemployment occurs in the economy based on private property. Unemployment brings about uncertainty of one's own lot, pauperization of the society, homelessness and delinquency, in a word, social pathology. This problem has not been sufficiently investigated into. The third problem is hunger for flats. Poland lacks 2.000.000 flats. There is an excessive population of the part of flats. For more than two persons there was one flat in 1988. More than 10.000.000 live in flats whose technical standard is very poor (no running water). The fourth problem is health care. The author mentions here women who work in deletorious conditions. He says that until not long ago 5.000.000 people worked in deletorious or hazardous to health conditions. Against this background there appeared the phenomenon of social escape (some part of the society) into privacy − minimal participation in economical, social and political life, as well as disapproval of the state authorities. The authorities do not represent farmers', workers', craftsmen's or the inteligentsia's interests. Summing up the author claims that one should restore to human labour its proper dignity and value in economical life. „[...] the State has not been able to reform inasmuch as it is not able to undertake and solve particular social problems from the point of view of man's dignity”.

According to the author the social question consists in a critical evaluation in the light of the ethico-social principles of the social status of various categories of groups of social strata within the State. It also deals with poverty, wrongs and injustice in the world as well as gives some practical hints on how to overcome those situations by means of establishing order within a State and peace in the world. The question contains two aspects: negative and positive. The social question in the papal encyclical deals above all with the Church's reaction to the extant situations in various domains of life and her participation in tackling pressing problems in social life. The social teaching of the Church cannot be separated from the social question. The author talks even about a feedback. The Church fulfils a prophetic and critical role (SRS no 41). For a long time the social question meant slavery and serfdom, and proletarism in the nineteenth century. According to the author Leon XIII did not condemn capitalism but favoured its evolutional transformation on the basis of justice; he rejected the way in which socialism wanted to solve the working class question. For a long time the social question was taken as a question of a single country in the „class” dimension. Starting from Pius XII the social problems are read out in the all-world scale − one needs international cooperation and a care for peace. Further documents of the Magisterium of the Church touch upon the international and national problems (Mater et Magistra, Pacem in terris) or world problems (Populorum progressio, Sollicitudo rei socialis). The author sees an evolution in the social teaching of the Church as a transformation from the object-oriented approach (eg paying attention to the so-called intermediate structures) to the subject-oriented approach (the dignity of the human person, man's rights) and personalistic approach. Gaudium et spes emphasizes that „the person is and should be principle, subject and aim of all social regulations...” (25). Paul VI stresses that development should be integral and should serve every man. John Paul II developed the personalistic orientation, treating man as „the first and principal” way not only for lay institutions but also for the Church. Since Mater et Magistra the stress has been laid not only on the social teaching of the Church but also on the formation to action in line with the Joc method: examine − evaluate − act. The author perceives an evolution in the social teaching of the Church as to the manner in which labour and capital are understood. From Leon XIII up to Vatican Council II these two values were put at one level. Since the Council the priority of labour over capital has been clearly stressed. It is most conspicuous in Laborem exercens. The author emphasizes that capitalism and socialism did not contribute to the liberation of human labour but rather to its constraint. The fact that labour has been given priority over capital the author calls labourism. Grasping solidarity not only as an ethico-social norm but also as a social fact is novelty in the social teaching of the Church.

Suite à la publication de Germinal en 1885, la critique a classé Zola comme un écrivain « socialiste ». Le romancier lui-même a utilisé ce qualificatif plusieurs fois en parlant de son œuvre. En même temps, il ignorait la doctrine marxiste et était un adversaire déclaré de la révolution, ainsi que de l’égalité et du gouvernement par le peuple. Le présent article se propose d’expliquer quelques aspects du « socialisme » de Zola compte tenu de ses origines, ses expériences de jeunesse et l’évolution de son œuvre, ce qui permettra de comprendre le sens particulier que l’écrivain donnait à ce terme.
When Germinal was published in 1885, the critic classified Zola as a “socialist” writer. The author himself used this adjective many times referring to his work. At the same time, he didn’t know Marxism and was a resolute opponent to revolution, equality and the government by the people. The paper aims to explain some aspects of Zola’s “socialism” taking into account his origins, his youth experiences and the evolution of his works. This might help to understand the particular meaning done to the term by the writer.

Looking at the modern events shouldn't we claim that it is impossible to create the positive order of the world there where the human souls are running wild? This strict but at the same time full of realism statement of the Head of the Catholic Church taken from the encyclical on the Christian hope has often appeared in the social teaching of the Church in the recent years, it is repeated in a different form during the Benedict XVI's meetings with the high and mighty of this world and the faithful. This „decline of the souls” is the first reason for the economic crisis. It is a challenge which must be faced by the goodwill people. The rejection of the natural law and the God's law expressed in the Decalogue does not make a human being happier but it introduces divisions, social conflicts and the exploitation. Therefore, the moral revival of people and societies, the respect for human dignity and people's natural rights must go hand in hand with the wise political and economic activities in order to solve the modern „social issue”. Without the moral revival, all other solutions, which can be expected looking for example, at the Polish political scene after the last election, sooner or later will turn against the human being and will cause the irretrievable social damage.

This paper tries to look at the principle (virtue) of solidarity as a potential tool for overcoming contemporary dangers of social life, especially in their economic aspect. The discussion concentrates on the historical development of the social teaching of the Church in the last two decades, that is from the announcement of John Paul II's encyclical Sollicitudo rei socialis (30December 1987) until the publication of Benedict XVI's social encyclical Caritas in veritate (7 July 2009). The paper presents a comparative analysis of the two documents in question, focusing on their understanding of the concept of solidarity. Also, the paper proposes ways of its practical application as a principle that can regulate economic activities undertaken on the micro- and macro-social scale. The analysis developed in the paper also involves presenting the principles of social life and primary values as teleologically vital for the discourse within social teaching of the Church, along with the reference to the prophetic and critical aspects of that teaching, and to the change of orientation in moral theological studies it entails.

W przekonaniu autorki instytucje gospodarki społecznej mogą i powinny odegrać istotną rolę w rozwoju społeczeństwa dobrze funkcjonującego poprzez ułatwianie osiągania pożądanego ładu społecznego, wpływanie na wzrost kapitału społecznego, uczestniczenie w procesach socjalizacji do przedsiębiorczości i edukacji obywatelskiej. Temu zagadnieniu - aktualnemu i potencjalnemu znaczeniu podmiotów gospodarki społecznej w kształtowaniu dobrze funkcjonującego społeczeństwa w Polsce - została poświęcona ostatnia część artykułu zawierająca pewne rekomendacje.(abstrakt oryginalny)
In the first part of the article, the definition of well functioning society and its prerequisites have been developed. Its second part has been devoted to the characteristics of Polish society, predominantly its weaknesses, that is threats emerging in various spheres of social life. Consecutively, the fields of necessary interventions have been indicated. The author is convinced that institutions of social economy are able and should play critical role in society development, operating effectively through facilitating achievement of desired social order, influencing on the growth of social capital, participating in socialisation processes as well as in entrepreneurship and citizen education. The final part of the article with certain recommendations has been devoted to that issue: the present and potential role the social economy entities play in order to achieve satisfactory performance of Polish society. Ukazuję, w jaki sposób refleksja pedagogiczna, wiedza potoczna i codzienne praktyki szkoły tworzą̨ wspólną przestrzeń́ narracji, której kształt przybiera postać współczesnego mitu społecznego. Stawiam pytanie o rodzaj kompetencji niezbędnych do budowania edukacji dialogowej. Upominam się o racjonalną, tj. wykraczającą poza zmitologizowany dyskurs zagrożenia, rozmowę dotyczącą opisywanego zjawiska.
In my article, I undertake the problem of discourse on the presence of new technologies in the life of contemporary youth. I show how the pedagogical reflection, colloquial knowledge and everyday school practices create a common space of narration whose shape takes the form of a modern social myth. I am asking a question about the type of competence necessary to build dialogue education. I am asking for a rational conversation, that is, a conversation that goes beyond the mythologised discourse of the threat, a conversation about the described phenomenon.

The article explores the issue of the integration of foreigners in contemporary Poland from the perspective of certain problems typical for the social policy research and practice. After defining the main concepts, the text examines the question of social integration and its three aspects. The first aspect refers to the formal regulatory issues. The second is the psycho-cultural aspect of the integration of foreigners. The main category applied here is the notion of „ontological security” understood in Anthony Giddens’ fashion. The third aspect, the one most commonly explored, relates to the dilemmas posed by the marginalization of discriminated groups, foreigners included. The overall purpose of the analysis is to demonstrate that if the category of ontological security is included in the research traditionally dominated by the social security narrative, a better understanding could be achieved of the intricacies of the process of „negotiating” the immigrants’ position in Polish society.

The paper is dedicated to the issue of the mass participation of peasants in the 200th anniversary of the Battle of Vienna in Cracow (1883). The author pays attention to the attempts made by the organizers of the ceremony at clarifying historical knowledge about John III Sobieski and the events of 1863 to the peasant recipient, as well as analyses the role which was attributed to the peasants in the celebrations. Among the texts analysed in the article there are for example: the play by Władysław Ludwik Anczyc Kościuszko pod Racławicami and Stanisław Tarnowski’s brochure Wspomnienie o Janie III Sobieskim, królu polskim. Na pamiątkę obchodu dwóchsetnej rocznicy zwycięstwa Jana III Sobieskiego nad Turkami pod Wiedniem, which was released by the authorities of Cracow in the circulation of 25000 copies and was intended to be distributed free among the participants of this ceremony.

The legislator adopts various methods to determine the amount of the basis for calculating social security contributions. In the case of employees, it assumes that it is income from employment. In relation to persons conducting non-agricultural business activity, the legislator established the possibility of declaring the amount constituting the basis for calculating social contributions dimension, but it cannot be lower than 60% and not higher than 250% of the projected average monthly salary. ZUS (Social Insurance Institution) has the competence to determine the amount of contributions and their collection. However, in view of the techniques adopted for determining the basis, the pension authority’s competence in checking the amount of the contribution base is different according to the category of the insured.
