This article draws from the work of Michel Foucault to reconstruct an understanding of social policy and ageing in contemporary Britain. In many ways, policy provides three trajectories for older people; first, as independent self-managing consumers with private means and resources; second, as people in need of some support to enable them to continue to self-manage and third, as dependent and unable to commit to self-management. Governmentality provides the theoretical framework through which to view policy and practice that is largely governed by discourses of personalisation.

Whereas the strong role of German trade unions influence in social policy during the expansion of the German welfare state is uncontested, its impact on the so called retrench- ment-period since the 1990s is doubtful. Several experts even predict the end of corpora- tism. Nevertheless, in this study we assume an expansion of social policy programs. The influence of unions rises simultaneously because of their growing power resources and other circumstances, which are analyzed systematically.

Artykuł prezentuje i poddaje analizie ostatnie zmiany będące efektem współpracy pomiędzy Unią Europejską a Ameryką Łacińską skupiające się na kwestiach społecznych. Region Ameryki Łacińskiej ma obecnie najwyższy na świecie współczynnik Giniego i dzięki specjalnym działaniom podejmowanym przez Unię Europejską a skierowanym do ubogich państw regionu, kwestia spójności społecznej stała się osią wzajemnych relacji. Artykuł skupia się na analizie aktów prawnych Unii Europejskiej oraz porozumień zawartych pomiędzy Unią Europejską a Ameryką Łacińską i Karaibami od 1999 r. Programy finansowane przez Unię Europejską są rozpatrywane w kontekście ważnych kwestii społecznych.
The article sets out to unravel the overall picture, describe and analyze recent developments in the EU-Latin America development cooperation focusing on social issues. The region has the highest Gini coefficient worldwide and due to EU’s special attention to deprived regions in the course of European integration, the subject of social cohesion had become an axis in bi-regional relations. The article focuses on normative analysis of the EU documents and declarations of the EU – Latin America and Caribbean summits held since 1999. Subsequently, programmes financed by the EU are examined in the view of social issues importance.

The paper adds to the discussion of social costs of financial crises through theoretical elaboration, arguing for the position that supporting the stability of financial systems, if combined with public confidence in financial markets and banking, leads to a reduction of social costs by reducing the frequency of crises associated with the long-term development of the financial sphere in the world. Following the theoretical function proposed by Adrian, Covitz and Liang [2014], the author elaborates that prudential regulation may lower the social costs of crises. This calls for an active role of regulating the financial sector and that of the central banks, as the preferred sensitivity of the financial system to shocks may be achieved by prudential regulation and the increasing of transparency of the system, as well as by the management of social perception of stability (security) of this system. The paper postulates the abovementioned relation by reviewing selected empirical studies and framing the discussion in theoretical elaboration on social costs and financial stability.

In reflection summary it can be stated that social policy is both a possibility and a barrier in the development of a new corporate culture-civilization, referred to as globalization. Main forces shaping the new global reality, and the face of social policy are: technical and scientific progress, international laws and education focused on raising awareness of global change. Quick pace of civilization reveals an inability to adapt to a wide range of society the realities of the world of IT and information, and consequently the phenomenon of exclusion and widening of social pathologies. The image shaping social policy sets out the special role of participatory unit. The implementation of the project of European integration reveals a large gap between the assumptions and practice of social life. Standards of social policy remain in the realm of vision, a declaration of hope, the boundaries between the real world and virtual information and disinformation and manipulation. An important role in this regard play the media, which in its action shall submit to the effectiveness of the delivering authentic information about contemporary social realities and social policy pursued in its various structural dimensions.

Artykuł poświęcony jest implikacjom, jakie dla polityki społecznej niosą trzy główne odmiany nowego instytucjonalizmu: instytucjonalizm racjonalnego wyboru, instytucjonalizm historyczny oraz instytucjonalizm socjologiczny. Analizie zostaje poddana kwestia tego, jakie następstwa dla polityki społecznej mają odmienne koncepcje instytucji tworzone w obrębie każdej z odmian nowego instytucjonalizmu. Autor artykułu wskazuje na to, że nowy instytucjonalizm stawia przed polityką społeczną trzy rodzaje wyzwań: funkcjonalności, przygodności i stosowności.
The article elaborates the concept of historical institutionalism. It describes how studies on social policy have been developing in this particular type of new institutionalism. The author concludes by arguing that historical institutionalism accentuates the political dimension of social policy and indicates problems which social policy has while introducing an intentional social change.

Welfare reforms are carried out by government to solve problems of citizens and to improve their quality of life. However, social interventions also generate various consequences, that are unintended and unanticipated. The aim of the article is to investigate and to systemize such controversial and paradoxical outcomes. Basing on the historical facts, they were divided into three groups: (1) expanding the problem that was to be solved (2) expanding the opposite problem to the solved one, (3) expanding other problem. These outcomes are arguments against welfare programs, that were formulated already by classical researchers (T.R. Malthus, G. Bentham, D. Ricardo, H. Spencer), and currently are being maintained and developed by modern scholars. They focus mainly on: moral hazard, freeriding, incentive traps, and crowding-out individual engagement.

The article considers pertinent issues related to social policymaking and its implementation in Ukraine. Emphasis is placed on remuneration as the key element of ensuring citizens’ welfare and economic development of the state. Remuneration plays one of the most important roles in the economic system and ensuring a decent standard of living. The wage reflects the employee’s welfare level and should be correlated with the qualification level and productivity in the production spheres or determined according to the set qualification criteria, quality assessment system and efficiency of employees in non-production spheres. Low remuneration standards and low correlation between wages and productivity affect the motivation of the workforce and reduce its economic and labour activity. The analysis of the minimum wage and subsistence level as the categories defining the status and directions of economic and social policy of the state has been performed. The minimum wage has a decisive influence on many social and economic processes. A significant issue in Ukraine is that establishing the minimum wage in the legislation is made without objective analysis and taking into account the financial and economic conditions that should be the basis for the state social policymaking. The minimum wage directly affects the volume and structure of the expenditure part of state and local budgets, as it is one of the basic elements for making the payroll of budgetary institutions and organizations. For business structures, the minimum wage is an indicator that reflects the economic and social policy of the state, as well as a microeconomic category that affects their current business activities and the production and financial strategy making. Some aspects of the current social protection system in Ukraine have been described. One of the main issues in Ukraine is the excessive number of legislative acts regulating social protection matters. Another important issue is that a significant number of benefits and social transfers, which are stipulated in the legislation and guaranteed to the citizens, cannot be implemented due to lack of financial resources in the state budget. Today, one of the priority tasks of the state policy is to address issues of reforming the social protection system and the introduction of new efficient mechanisms for financing and managing the social services system. It has been noted about the need to develop and set in the legislation a system of social standards and norms, as well as the development of a standardised mechanism for determining the minimum wage and subsistence level based on and depending on the socio-economic development indicators.
