The article presents the watercraft recognition and identification system as an extension for the presently used visual water area monitoring systems, such as VTS (Vessel Traffic Service) or RIS (River Information Service). The watercraft identification systems (AIS - Automatic Identification Systems) which are presently used in both sea and inland navigation require purchase and installation of relatively expensive transceivers on ships, the presence of which is not formally required as equipment of unconventional watercrafts, such as yachts, motor boats, and other pleasure crafts. These watercrafts may pose navigation or even terrorist threat, can be the object of interest of the customs, or simply cause traffic problems on restricted water areas. The article proposes extending the traffic supervision system by a module which will identify unconventional crafts based on video monitoring. Recognition and identification will be possible through the use of image identification and processing methods based on artificial intelligence algorithms, among other tools. The system will be implemented as independent service making use of the potential of SOA (Service Oriented Architecture) and XML/SOAP (Extensible Markup Language/Simple Object Access Protocol) technology.

Opis:
The paper discusses the possibilities of modelling the bi-directional reflectance distribution function (BRDF) in sea areas polluted by oil. Three sea basin models are considered: a coastal one free of oil, one polluted by an oil film and one polluted by an oil emulsion. The following concentrations of oil were compared: for the film, 1 cm3 of oil per 1 m2 water surface, for the emulsion 1 cm3 of oil in 1 m3 of water. The optical properties of Romashkino crude oil were taken into consideration, as were various angles of incident solar light. The conversion of BRDFs into a directional distribution of the optical contrast of polluted areas is demonstrated.

Opis:
Navigational and hydrographic support of human activity at sea signifies simplifying or enabling execution of specific tasks or activities, using measures of navigation and nautical hydrography. Navigational and hydrographic support (NHZ) refers at present more commonly to the whole human activity at sea, i.e. both - to so-called "navigational" activity as navigation and close to it manners of activities - but also to "non-navigational" activity, called a "special activity" ; the one which covers exploration and exploitation of marine resources at sea-bottom, also the tasks performed by marine forces and similar assignments. In this paper there has been made an attempt of presenting the aims and assignments of navigational and hydrographic support, provided to secure special actions, especially these connected with planning, selecting locations, designing foundation and usage of hydraulic engineering off-shore structures, such as drilling platforms and wind power stations. The work comprises a considerably different from the previous one, new presentation of the navigational and hydrographic support of human activity at sea.

The implementation of the European Union Water Framework Directive required a number of tasks to be fulfilled: classifying the various water bodies into different types, defining reference conditions for each of the types and assessing their ecological quality status – this last is based on biological, hydromorphological and physicochemical quality elements of the ecosystem. The paper presents an attempt to estimate reference values in selected areas of Polish coastal and transitional waters as well as in an open sea area following WFD principles. The preliminary eutrophication assessment showed all the assessed areas to be eutrophication problem areas.

In this paper we compare the following MERIS processors against sea-truthing data: the standard MERIS processor (MEGS 7.4.1), the Case 2 Regional processor (C2R) of the German Institute for Coastal Research (GKSS), and the Case 2Water Properties processor developed at the Freie Universit¨at Berlin (FUB). Furthermore, the Improved Contrast between Ocean and Land processor (ICOL), a prototype processor for the correction of adjacency effects from land, was tested on all three processors, and the retrieval of level 2 data was evaluated against sea-truthing data before and after ICOL processing. The results show that by using ICOL the retrieval of spectral reflectance in the open sea was improved for all processors. After ICOL processing, the FUB showed rather small errors in the blue, but underestimated in the red −34% Mean Normalised Bias (MNB) and 37% Root Mean Square (RMS). For MEGS the reflectance in the red was underestimated by about −20% MNB and 23% RMS, whereas the reflectance in the other channels was well predicted, even without any ICOL processing. The C2R underestimated the red with about −27% MNB and 29% RMS and at 412 nm it overestimated the reflectance with about 23% MNB and 29% RMS. At the outer open sea stations ICOL processing did not have a strong effect: the effect of the processor diminishes progressively up to 30 km from land. At the open sea stations the ICOL processor improved chlorophyll retrieval using MEGS from −74% to about 34% MNB, and TSM retrieval from −63% to about 22% MNB. Using FUB in combination with ICOL gave even better results for both chlorophyll (25% MNB and 45% RMS) and TSM (−4% MNB and 36% RMS) in the open Baltic Sea. All three processors predicted TSM rather well, but the standard processor gave the best results (−12% MNB and 17% RMS). The C2R had a very low MNB for TSM (1%), but a rather high RMS (54%). The FUB was intermediate with −16% MNB and 31% RMS. In coastal waters, the spectral diffuse attenuation coefficient Kd(490) was well predicted using FUB or MEGS in combination with ICOL (MNB about 12% for FUB and 0.4% for MEGS). Chlorophyll was rather well predicted in the open Baltic Sea using FUB with ICOL (MNB 25%) and even without ICOL processing (MNB about 15%). ICOL-processed MEGS data also gave rather good retrieval of chlorophyll in the coastal areas (MNB of 19% and RMS of 28%). In the open Baltic Sea chlorophyll retrieval gave a MNB of 34% and RMS of 70%, which may be due to the considerable patchiness caused by cyanobacterial blooms. The results presented here indicate that with the MERIS mission, ESA and co- workers are in the process of solving some of the main issues regarding the remote sensing of coastal waters: spatial resolution; land-water adjacency effects; improved level 2 product retrieval in the Baltic Sea, i.e. the retrieval of spectral reflectance and of the water quality products TSM and chlorophyll.

The article presents spatial characteristics of energy fluxes recorded in the area of the Polish Exclusive Economic Zone (EEZ) in the four-year period of 2013–16. Data presented in this work are based on results of forecast calculations with application of numerical models of the atmosphere (HIRLAM) and sea (WAM and HIROMB). Conducted analyses were concerned with dynamics of physical phenomena above the sea surface (wind), on its surface (wind waves motion), and in its near-surface layer up to 4 m (seawater flows). Physical energy resources connected with these processes for subsequent four years were computed and compared with the amount of annual electricity output generated by conventional and renewable sources of energy. Such an analysis of estimated energy resources reveals that the resource are highly differentiated in terms of space and in individual years, and significantly exceed the annual production of Polish power plants.
Praca przedstawia charakterystykę rozkładów przestrzennych strumieni energii, jakie w latach 2013–16 związane były z obszarem polskiej strefy odpowiedzialności na Bałtyku (EEZ). Przedstawione dane uzyskano korzystając z wyników obliczeń prognostycznych operacyjnych modeli numerycznych: atmosfery (HIRLAM) oraz morza (WAM i HIROMB). Wykonane analizy dotyczyły dynamiki zjawisk fizycznych nad powierzchnią morza - wiatru, na jego powierzchni - falowania wiatrowego oraz w jego przypowierzchniowej warstwie (do 4 m) – przepływów wody. Oszacowano fizyczne zasoby energii związane z wymienionymi procesami dla czterech kolejnych lat i porównano je z wielkościami rocznej produkcji energii elektrycznej ze źródeł konwencjonalnych i odnawialnych. Analiza tak otrzymanych wielkości pokazuje, że zasoby energii są znacząco zróżnicowane przestrzennie jak i w poszczególnych latach i znacząco przewyższają możliwości produkcyjne polskich elektrowni.

The stochastic processes theory provides concepts and theorems that allow to build probabilistic models concerning incidents or (and) accidents in the Baltic Sea waters and ports. A crucial role in construction of the models plays a Poisson process and its extensions; especially a nonhomogeneous Poisson process and nonhomogeneous compound Poisson process. The nonhomogeneous Poisson process allows to build models of accidents number in the sea and seaports. The nonhomogeneous compound Poisson process creates the possibility of constructing models describing the consequences of dangerous events and marine accidents. Moreover some procedures of the model parameters identification are presented in the paper. Estimation of model parameters was made based on data from reports of HELCOM (2014) and Interreg project Baltic LINes (2016). The expected number of accidents often depends on changing randomly external conditions. Thus it can be assumed that the parameter γ is a random variable. In the paper is assumed that this random variable has a gamma distribution.

Methods of oil spill domains determination are reviewed and a new method based on a probabilistic approach to the solution of this problem is recommended. A semi-Markov model of the process of changing hydro-meteorological conditions is constructed. To describe the oil spill domain central point position a two-dimensional stochastic process is used. Parametric equations of oil spill domain central point drift trend curve for different kinds of hydro-meteorological conditions are determined. The general model of oil spill domain determination for various hydro-meteorological conditions is proposed. Moreover, statistical methods of this general model unknown parameters estimation are proposed. These methods are presented in the form of algorithms giving successive steps which should be done to evaluate these unknown model parameters on the base of statistical data coming from experiments performed at the sea. Moreover, approximate expected stochastic prediction and Monte Carlo Simulation in real time prediction of the oil spill domain movement are proposed.

A semi-Markov model of the process of changing hydro-meteorological conditions is constructed and its parameters are defined. Maritime safety involves minimizing error in all aspects of the marine system. Human error has received much importance, being responsible for about 80% of the maritime accident worldwide. Currently, more attention has been focused to reduce human error in marine engine maintenance. On-board marine engine maintenance activities are often complex, where seafarers conduct maintenance activities in various marine environmental (i.e. extreme weather, ship motions, noise, and vibration) and operational (i.e. work overload and stress) conditions. These environmental and operational conditions, in combination with generic human error tendencies, results in innumerable forms of error. There are numerous accidents that happened due to the human error during the maintenance activities of a marine engine. The most severe human error results in accidents due to is a loss of life. Moreover, there are other consequences too such as delaying the productivity of marine operations which results in the financial loss. This study reviews methods that are currently available for identifying, reporting and managing human error in marine engine maintenance. As a basis for this discussion, authors provide an overview of approaches for investigating human error, and a description of marine engine maintenance activities and environmental and operational characteristics.
