Seven major types of sea space use (Nature Protection Measures, Fisheries Ex- ploitation, Geological Exploitation, Recreation, Large Infrastructures, Navigation, Military uses) in the Polish Marine Areas are presented in terms of how much space is used (km2) for each use and the degree of overlap among the different uses. The greatest degree of conflict is noted with regard to Nature Protection (which overlaps with 60% of the areas used for Recreation and Geological Exploitation), and Fisheries Exploitation (which overlaps with 60% of the areas used for Nature Protection, Recreation, Infrastructure and Navigation). On the other hand, Fisheries Exploitation areas are the least disturbed by other users, and its major competitor is Nature Protection, which claims 20% of the areas used by fisheries. A GIS–based map that illustrates the degree of conflict is included, and the authors suggest participatory management as the proper way to minimize conflicts over sea space use and to promote the effective protection of natural resources.

On the one hand, and quite expectedly, the sea voyage can be a maturation experience: such is the case of Humphrey Van Weyden, the protagonist of London’s The Sea  Wolf;  such  is  also  the  interpretation  that the Disney Company chooses to present in its animated adaptation of R.L. Stevenson’s Treasure Island. However, it is also a space of the opposite experience: one that accommodates remarkably immature characters. Be it in the person of captain Delano in Melville’s ‘Benito Cereno’, or the eponymous Billy Budd, it is a site welcoming naïve and escapist heroes, those who do not want to or cannot adapt to the demands of land society.

Autor, myśląc nieszablonowo, prezentuje „Sponsalia ex hoc Mundo”. Tytuł ten odzwierciedla pogląd, że nauki o kosmosie i nauki o morzu są analitycznie rozdzielne, ale praktycznie ze sobą powiązane. Można to zaobserwować w kontekście technologii kosmicznej i techniki satelitarnej, nowego systemu zarządzania, a także nowego systemu prawa i polityki. W dzisiejszych czasach infrastruktura kosmiczna (wykorzystanie sztucznych satelitów naziemnych do bezpośredniej transmisji telewizyjnej, łączności, teledetekcji, nawigacji, pocisków wojskowych) wpływa na infrastrukturę naszej planety, w tym na infrastrukturę morską. Istnieje zatem potrzeba prezentowania nowego oblicza zintegrowanego systemu nauki i praktyki.
The Author tries to “think out of the box”, presenting “Sponsalia ex hoc mundo” (“Hand fastening out of this world”). The title reflects the view that the outer space sciences and the sea sciences are analytically separable, but practically interlinked. It might be observed in the context of space technology and satellite technics, a new system of management and government, as well as a new system of law and policy. Nowadays, the outer space infrastructure (the use of artificial Earth satellites for Direct Television Broadcasting, communications, remote sensing, navigation, military missiles) affects infrastructure of our Planet, including maritime infrastructure. There is, therefore, the need for a new face of integrated system of science and practice.

The Baltic Sea area has already been intensively used by variety of maritime economic sectors such as marine transport, fishing, tourism, extraction of sand and gravel and oil and gas exploitation. This is also an area of relatively intense military penetration. In addition, this is a place of various other investments, e.g. coastal technical infrastructure (port and transhipment terminals constructions, as well as technical measures of the shoreline defence against transgression of the sea), electrical energy transmission systems (high voltage cables plus large scale electrodes) and natural gas transmission huge pipelines. Over the next decades, the use of the Baltic Sea will expand rapidly, particularly due to constructions of new coastal and offshore wind farms, electrical energy transfer network, further intensification of various forms of shipping, development and construction of new ports and terminals and installing new oil extraction platforms. Some of these activities influences natural spatial distribution of physical properties of the sea space (such as acoustic field, magnetic field, salinity distribution etc.) as well as disturb different natural processes (such as natural coastal dynamics, sedimentation, migration patterns of mobile species etc). In order to present this problem, most important existing activities as well as the most recent large-scale constructions in the Baltic Sea are selected and presented in this study (with emphasis on the Polish Exclusive Economic Zone). Moreover most likely disturbances of natural distributions of physical properties of marine space are analyzed in light of the impact on the environment

The purpose of the paper is to develop the first land-sea space typology on the basis of key characteristics of its economic use in the Polish conditions. Based on the criterion of exploitation of marine areas and significance of marine economy sectors in coastal municipalities, the following types of marine space have been distinguished: A (areas of particular planning concern for the regions of high intensity of activities both at land and sea), B (areas of a chance for diversification of economic development based on ecosystem services and abiotic marine areas), W (areas associated with unused inland potential), Z (areas of low intensity of economic land-sea links), and G (areas where the land-sea interaction does not constitute a significant mechanism of spatial development), as well as three intermediate types: AB, WZ and BZ. The paper analyses both the benefits, such as taking into account local characteristics and intensity of economic exploitation of land and sea, and the challenges of the methodology to be further developed (data limitations, the problem of determining a distance for interactions). The conclusions explain how maritime space typology based on economic land-sea interaction may influence soft space planning for maritime areas.
Celem artykułu jest wypracowanie pierwszej typologii przestrzeni lądowo-morskiej na podstawie kluczowych charakterystyk jej ekonomicznego wykorzystania w warunkach polskich. Na podstawie kryterium wykorzystania obszarów morskich i znaczenia sektorów gospodarki morskiej w gminach nadmorskich wyróżniono główne rodzaje przestrzeni morskiej: A (obszary szczególnej troski planistycznej związane z intensywnym użytkowaniem zarówno na lądzie i morzu), B (obszary szansy dywersyfikacji rozwoju gospodarczego bazującego na usługach ekosystemowych i abiotycznych obszarach morskich), W (obszary związane z niewykorzystanym potencjałem na lądzie), Z (obszary niskiej intensywności powiązań ekonomicznych ląd-morze) i G (obszary, dla których oddziaływanie ląd-morze nie stanowi znaczącego mechanizmu rozwoju przestrzennego) oraz trzy typy pośrednie: AB, WZ i BZ. Artykuł analizuje zarówno korzyści wypracowanej metodologii, takie jak uwzględnienie cech lokalnych i intensywności gospodarczego wykorzystania obszarów na styku lądu i morza, jak i wyzwania związane z metodologią wymagające dalszych prac (ograniczenia w dostępności danych, problem określania dystansu oddziaływania interakcji). W podsumowaniu wyjaśniono, w jaki sposób opracowana typologia przestrzeni morskiej wpisuje się w dyskusję na temat przestrzeni morskiej jako „soft space” i gospodarowanie przestrzenią morską.

The sea is certainly not one of the favourite research topics of sociology and despite a recent and new popularity among historians and geographers, the sea remains generally a stranger to contemporary sociologists. Conversely, I think that to frame and shed light on the wider theoretical implications of maritime sociology would be beneficial to all possible approaches within sociological research. In this article I intend to give my contribution to the fulfillment of the expectation of above by discussing the ways sociology can understand the sea as a truly social space, beyond any abstract dichotomies separating “grounded” societies and offshore voids. Also, I try to suggest some concrete moves to relocate maritime sociology within the wider sociological debate and to develop the heuristic potential of the sea.

Zamierzeniem autora opracowania jest przedstawienie wybranych aspektów bezpieczeństwa ze szczególnym uwzględnieniem bezpieczeństwa przestrzeni morskiej przygranicza. Bezpieczna przestrzeń przygranicza morskiego pojawia się w prezentowanym materiale jako nowe podejście i sytuuje ją w rzeczywistości społecznej, ekonomicznej, administracyjnej, prawnej, jak również wytycza zaledwie pewne kierunki spojrzenia na bezpieczeństwo przymorza. Elementami środowiska pracy na morzu są sytuacje i czynniki socjonautyczne, psychospołeczne, socjoekonomiczne, socjoorganizacyjne związane bezpośrednio lub pośrednio z pracą na morzu, między innymi takie jak: układ władzy i struktur społecznych, układy prawne, treść pracy, konfliktowość, zadowolenie oraz możliwość rozwoju osobowości w pracy. Artykuł prezentuje przestrzeń morską w ujęciu teoretycznym jak również ukazuje podejście badawcze do problematyki bezpieczeństwa przygranicza morskiego. Ważnym staje się pokazanie bezpieczeństwa przygranicza morskiego w kontekście działań funkcjonariuszy Morskiego Oddziału Straży Granicznej w Gdańsku.
The aim of the study is to present chosen safety aspects with with particular reference to maritime boundary space. The safe space of maritme boundary appears in the given material as a new approach and positions it in social, economic, administrative, and legal realities. It also charts merely certain directions of the view to analyse the marine safety. The environmental elements of work at sea are socionautical, psychosocial, socioeconomic and socioorganizational situations and factors directly or indirectly relevent to work at sea, such as: system of power and social structures, legislative arrangements, work context, conflicts, gratification and possibility of personality development at work. The article presents marine space in theoretical field and portrays an experimental approach to security of maritime boundary issues. The security demonstration of maritime boundary in context of officers’ activities from Marine Border Guard Forces in Gdańsk becomes crucial.

Opis:
Alexandrian Seashells is a poetic collection of Mona Latif-Ghattas, where we try to study the dream image of the sea; poet recounts her memories of youth, stranded as seashells on the beach. Hypotyposis is the best figure of speech that reflects poetic hallucinated impulses, symbolic elusive relationships or inexpressible feelings. Essentially descriptive, this figure is based on the observation of feelings, sensations or elusive impressions. It transmits the fleeting thoughts by its dynamic appearance. The multiple facets of hypotyposis, spread through the space-time items, include figures attached either to land, desert, beaches or fluid figures that derive their value from the sea. The hypotyposis is able to connect the lived memories with the emotional effect produced by the moment.
Écailles Alexandrines, recueil poétique de Mona Latif-Ghattas, où l’on tente d’étudier l’image onirique de la mer; la poétesse y retrace ses souvenirs de jeunesse, ramassés comme des coquillages échoués sur les plages. L’hypotypose est la meilleure figure qui reflète les élans poétiques hallucinés, les rapports symboliques qui soulignent l’inexprimable. Essentiellement descriptive, elle se fonde sur l’observation des sentiments, des sensations ou des impressions mobiles et changeants. Les multiples facettes de l’hypotypose se répandent à travers les éléments spatiaux, regroupant les figures attachées soit à la terre, au désert, aux plages ou les figures fluides. L’hypotypose tresse les souvenirs vécus avec les états d’âme produits par l’effet du moment.

Apportionment of authority among states in the space is one of the fundamental function of public international law and aim of that serves state borders institution. State borders are define as a line or surface separating state territories in land, martime and airspace. Analiza teoretyczna wskazuje, że w przeszłości miały miejsce przepowiednie, które się absolutnie sprawdziły, tworząc niezaprzeczalne fakty, jak te dotyczące upadku Izraela, Rzeczypospolitej i Rosji carskiej. Oznacza to, że istnieje pole badań w zakresie dróg poznania, które prowadzą wieszczów do wiarygodnego prognozowania wydarzeń. Już zgrubne analizy prowadza do wniosku, że ta zdolność zdarza się osobom wysoko rozwiniętym intelektualnie i duchowo. Te wnioski korelują z badaniami z pogranicza fizyki i kosmologii, określane mianem hiperfizyki. Odrodzenie Rzeczypospolitej w granicach Trójmorza jest wyraźnie zapowiedziane w przepowiedniach, tak jak wyraźnie wieszcze zapowiadali jej upadek. Ten stan wiedzy jest motywacją do podjęcia ukierunkowanych działań dla urzeczywistnienia tego pożądanego stanu. Pomaga też w lepszej orientacji Polaków we współczesnym świecie.
A theoretical analysis indicates that in the past there were predictions that were absolutely correct, creating undeniable facts, such as those related to the fall of Israel, the Republic and Tsarist Russia. This means that there is a field of research in the field of cognition, which enables the bards to reliably predict events. Previous analyses lead to the conclusion that this ability is connected with people with high intellectual and spiritual development. These conclusions correlate with the research from the borderline between physics and cosmology, referred to as hyperphysics. The rebirth the Polish Republic within the limits of the Tri-Sea is clearly announced in the prophecies, just as they clearly heralded its collapse. This state of knowledge is the motivation to take targeted actions to create this desired state. It also helps in a better functioning of Poles in the modern world.

In the article was taken an issue of the tourist opinion on the tourist activity and perception of two selected middle coastal towns Ustka and Łeba. The results show that both towns were visited by the tourists coming from all parts of Poland. The travels were most often organized independently by car with accommodation in private rooms and boarding houses. The most attractive elements for tourists in both towns were indicated the elements directly linked with theirs location as sea, dunes, lighthouses, festival and events or pier.
Najczęściej odwiedzanymi destynacjami turystycznymi zarówno w skali kraju, jak i świata są obszary nadmorskie. Według Kurka ponad 50% wszystkich podroży jest związanych z miejscowościami nadmorskimi. W artykule dokonano porównania aktywności turystycznej wybranej grupy turystów odwiedzających miejscowości nadmorskie środkowego odcinka wybrzeża Bałtyku. Posłużono się w tym celu studium porównawczym osób wypoczywających w Łebie oraz Ustce. Jako materiał źródłowy wykorzystano wyniki anonimowych badań ankietowych, które zostały przeprowadzone w obu miejscowościach w pierwszej dekadzie lipca w latach 2006 i 2007 przez studentów geografii (specjalność turystyka) w trakcie ćwiczeń terenowych. W badaniach wzięło udział około 900 turystów (400 w Łebie oraz 500 w Ustce). Głównym celem badań była analiza aktywności turystycznej w obu miejscowościach na podstawie zasięgu przestrzennego pochodzenia turystów, środków transportu wykorzystywanych w podroży, formy zakwaterowania w trakcie pobytu w obu miejscowościach, planowanej długości pobytu oraz organizatorów przyjazdu. Bardzo istotnym elementem prowadzonych badań było również określenie głównych atrybutów atrakcyjności turystycznej obu badanych miejscowości.

W publikacji zaprezentowano zagadnienia dotyczące ewolucji w zarządzaniu portami morskimi, prowadzącej do przekształcenia znacznej ich części z tradycyjnych węzłów transportowych, obsługujących ładunki w relacjach lądowo-morskich i charakteryzujących się niską wartością dodaną, w morsko-lądowe platformy logistyczne, generujące wysoką logistyczną wartość dodaną. Ta ewolucja zaczęła się w połowie XX w. i trwa do dzisiaj, wymuszając redefiniowanie pojęcia „port morski”, jak i postawienia pytania, czy zarządzanie nim jest nowym paradygmatem w naukach o zarządzaniu.
The publication was presented issues concerning the evolution of the management of sea ports, leading to the transformation of many of them from traditional transport nodes, handling cargo in the land-sea relationship and characterized by low value-added, to the sea-land logistics platform that generate high value-added logistics. This evolution began in the mid-twentieth century. And continues today by forcing redefinition of the concept of "sea port" and immediate question raised whether the management of the seaport is not a new paradigm in the management sciences.

Opis:
Wysokie i szybko rosnące zapotrzebowanie na przestrzeń morską wykorzystywaną do różnych celów, takich jak: żegluga i rybołówstwo, produkcja energii ze źródeł odnawialnych, wydobycie ropy i gazu, ochrona środowiska, turystyka i akwakultura, a także różne negatywne oddziaływania na stan zasobów morskich, wymagają zintegrowanego podejścia do planowania i zarządzania. W prawie Unii Europejskiej zarządzanie przestrzenią morską zostało rozwinięte w ramach zintegrowanej polityki morskiej. Celem tego artykułu jest pokazanie planowania przestrzennego obszarów morskich jako narzędzia, które umożliwia organom publicznym stosowanie zintegrowanego i transgranicznego podejścia. Głównym celem planowania przestrzennego obszarów morskich jest promowanie zrównoważonego rozwoju i wzrostu w sektorze morskim, przy zastosowaniu podejścia ekosystemowego oraz osiągnięcie współistnienia odpowiednich działań i zastosowań. Dla osiągnięcia tego celu, państwa członkowskie powinny zapewnić, aby proces planowania skutkował kompleksowym planowaniem, uwzględniającym między innymi długoterminowe zmiany wynikające ze zmian klimatu.
The high and rapidly increasing demand for maritime space for various purposes, such as: shipping and fishing, production of energy from renewable sources, oil and gas exploitation, environmental conservation, tourism and aquaculture, as well as the multiple pressures on coastal resources, require integrated planning and management approach. In the law of the European Union, maritime governance has been developed in the Integrated Maritime Policy. The aim of this article is to show maritime spatial planning as a tool that enables public authorities to apply an integrated and trans-boundary approach. The main aim of the maritime spatial planning is to promote sustainable development and growth in the maritime sector, applying an ecosystem-based approach, and to achieve the coexistence of relevant activities and uses. In order to achieve that purpose, Member States should ensure that the planning process results in a comprehensive planning taking into consideration inter alia long-term changes due to climate change.

The article attempts to present selected prose works by Damir Miloš as an example of Croatian maritime literature and ecological writing. In the posthumanist view, the symbiosis of man and nature constitutes a postpastoral attempt to return to Arcadia. In Miloš’s prose, ecopoetics is manifested in J. F. Lyotard’s idea of “house-building” ( oikon and poesis ), which is currently also discussed by other researchers, in the harmony of the human and the world of nature, as well as in the perspective of pansociologism, according to which “everything is society,” and all existence means “entering into interactions,” and, lastly, in the optics of Bruno Latour’s hyperhumanism. The element of the sea ( its flora and fauna) in an ecocritical approach is characterised by liquidity, ambiguity as well as transgression and liminality ( between the world of nature and culture ). In addition to its causative elements, it can also communicate ( non-anthroponormative languages, post-koiné ).
