This study aims to improve an earlier safety analysis of port and maritime transportation systems in two cases. The first case does not consider outside impacts and the second case operates under the assumption that they are impacted by their operation processes. New and original suggestions on separate and joint system safety and operation cost optimization are also described and future research is also outlined. Probabilistic modeling methods are used as the research methods. The proposed research procedures enable the determination of the safety function and risk function for the port oil terminal critical infrastructure and the maritime ferry technical system in both examined cases, based on the strictly exact statistical data about their operation processes and on the improved approximate evaluations of their components safety parameters through expert opinion methods that originate directly from the users of these systems. Other proposed practically significant safety and resilience indicators are the mean lifetime up to the exceeding of a critical safety state, the moment when the risk function value exceeds the acceptable safety level, the intensity of ageing/degradation in both cases, the coefficient of operation process impact on system safety, and the coefficient of system resilience to operation process impact in the second case. As a result of this research, it is originally found that the proposed cost optimization procedures and the finding of the corresponding system safety indicators deliver an important possibility for the system total operation cost minimizing and keep fixed the corresponding conditional safety indicators during the operation. It was also established that the proposed system safety optimization procedures, and corresponding system operation total costs, deliver an important possibility for the system safety indicators maximization and keep fixed the corresponding system operation total costs during the operation.

The inflatable liferaft layout applied to passenger ships for the effectiveness of the evacuation process must be based on IMO MSC.1/Circ. 1533 regulations with the maximum evacuation duration is n ≤ 60 minutes. Based on the data from KNKT, in 2021, sea transportation became the biggest contributor to accidents with 342 people dying and missing. Liferaft is one of the main safety tool used during an emergency to save the people and leave the ship. This study used Thunderhead Pathfinder software which was Agent Based Evacuation Simulation combined with 3-D simulation results. The modeling was conducted with two types of layout liferaft and two scenarios of dangerous conditions, the first was a fire in the engine room and the second is the ship experiencing a 20° of heel. The results of this study indicate that there was a difference in the total evacuation duration between the existing layout and the layout that has been changed according to the writer's suggestion. In fire conditions there is a difference of 1 minute 18 seconds in case 1, 1 minute 16 seconds in case 2, 1 minute 38 seconds in case 3, and 22 seconds in case 4. In the heel condition there is a difference of 1 minute 19 seconds in case 1 and 1 minute 25 seconds in case 2. The results of the evacuation simulation modeling with the liferaft layout on the navigation deck that have been modified according to the writer’s suggestion in all cases are getting a value of n ≤ 60 minutes and also have complied with the IMO MSC.1/Circ. 1533 regulations.

The aim of the considerations presented in the article was a stand-alone groundbased photovoltaic power plant. The article is devoted to the qualitative analysis of some lightning protection configurations. These types of constructions often require an individual look at the design and execution of lightning protection installations, which causes problems with the selection of optimal solutions. These problems relate primarily to the way the lightning rods are arranged to create protection zones, but also to the way they are attached: to the supporting structure for PV modules or as free-standing. Another problem raised in the article is the way how lightning current is discharged from rods to the ground and how it is dispersed there. Due to the vast area of such facilities and the requirements for electrical safety, it is necessary to consider and design a ground system with optimal electrical parameters, but also technical and economic ones. All these elements have their impact on the value of voltages induced in the electrical installation, which is also presented in the content of the article as the magnetic field distribution and calculation of induced voltages in an exemplary configuration. Finally, this article will compare described technical solutions encountered in selecting the best protection method for this type of photovoltaic installation.

Flood forecasting has become necessary for dam management during extreme hydrological events. The lack of streamflow data in ungauged watersheds of arid and semi-arid regions makes the assessment of water resources difficult. In this paper, the Hydrologic Modeling System developed by the Hydrologic Engineering Center (HEC-HMS) was applied to the Oued El Hachem watershed. Calibration and validation of the model have been performed, taking into account the lag time and the curve number CN that is expressed as a function of soil group, land use and antecedent runoff condition. The model was evaluated on the basis of the coefficient of determination, the Nash Sutcliffe Efficiency (NSE), and the percentage differences between peak and volume. Performance indices of calibration showed a good agreements between observed and computed flows. The validation of the model has given satisfactory results. The calibrated model can be used to manage the dam of Boukerdane during extreme rainfall events by forecasting the induced hydrographs from which adequate procedures will be operated in order to ensure the safety of the dam against possible overtopping.

In the northeast of Algeria, Souk Ahras area is known for the severity and spread of landslides, especially in Mechroha and Zaarouria municipalities. Stability analysis of landslides in these areas depends on the calculations of safety factor according to several parameters (physical, mechanical, geological…). The aim of this study is to investigate the parameters affecting the safety factor using the design of experiments (DOE) method, central composite design (CCD) and response surfaces methodology (RSM). These methods use parameter modeling and optimization to discuss a solution of landslide hazard by developing models of safety factor (Fs) considered as response. The other parameters adopted as input independent factors are geotechnical physical and mechanical parameters such as: the dry and wet unit weight (γd, γh), the water content (w), the plasticity and liquidity limits and the plasticity index (WL, WP, IP), the percentage of fine elements Ff (%) < 0.08 mm), the cohesion C and the internal friction angle (Phi). Obtained results show high correlations with a regression coefficient R2 of 0.88 and 0.93 in the two cases study and the predicted factor of safety model fit best to those obtained in the analytical and numerical modeling procedure. The final model is applicable to give reliable results on the safety factor of landslides.

Over the years, many publications have been published on planning ship’s passage through the NSR and input and output data modeling. Results were not considered in terms of errors of modeled output data. Basic research for the years 2008 - 2020 was carried out in the study on opening and closing dates of ice-free transit corridor on the NSR and probable number of tariff zones where paid assistance of icebreakers would be required. Mathematical relationships of average values and probable errors of navigational, ecological and economic ship voyage performance were developed. For this purpose, partial derivatives of functions were used. The outcomes of the study have shown that changes of total average cost of vessel’s transit voyage depends mostly on number of tariff zones where assistance of icebreakers is required. But navigation with icebreakers assistance ensures smaller standard deviation of total voyage time and thus more precise scheduling of ship's voyage timetable through the NSR. The higher probability of meeting requirements set by decision-maker when planning a long-term voyage of ship, the shorter time window for meeting these requirements. Outside the favorable time window, the navigational, ecological and economic results of voyage deteriorate very quickly.

Underground mining production is an extremely important process for the economy and carried out in very difficult and complex environmental conditions. The disturbance of the balance of this environment makes it also a very dangerous process. Due to the importance of coal, mainly as an energy raw material, the process of its exploitation is carried out all over the world. The specificity of its production is mainly determined by mining and geological conditions, which determine the method of operation and the selection of machines and devices for this process. One of the most dangerous natural hazards associated with this process are ventilation hazards, including methane hazard. The reason for this threat is methane, an odorless and colorless gas, which becomes a flammable and explosive gas under certain criteria. These features make this gas a huge threat to mining operations. Its huge amounts, contained in coal seams, are released into the mine atmosphere during the exploitation process, causing a very high threat to work safety. Events related to the occurrence of methane are most often the cause of mining disasters, in which people die and the technical and mining infrastructure is destroyed. The reason for the growing methane hazard is the increasingly difficult mining conditions, and mainly the increasing depth of mining, and thus also the increase in methane-bearing capacity of the seams. Taking into account the huge impact of methane hazard on the mining process, the article discusses its impact on the safety and efficiency of this process. The results of the literature review with regard to this risk are presented and the accident statistics are presented. On the basis of actual data, an analysis of interruptions in the exploitation process related to exceeding the permissible me-thane concentrations was carried out in one of the mines. The problem of limiting the production process due to these exceedances is an important factor reducing the efficiency of this process. The obtained results clearly indicate that the losses resulting from these breaks deteriorate the profitability of the entire process and affect the economic efficiency of the industry. In order to effectively counteract the dangerous phenomena related to the methane hazard and to improve the efficiency of the mining production process, solutions were proposed to improve this state and the directions for further research were proposed.

We propose a unified model for the enforcement of safety and security of cyber-physical systems in critical applications. We argue that the need for resilience of a critical system requires simultaneous protection from hazards (safety) and from unauthorized access (security). We review how the critical system properties are handled and present a framework for their modeling. Then we present a model for the enforcement of critical system properties through situational awareness, including threat monitoring, data analysis and state prediction for decision making. We conclude by presenting a case study of a power grid simulation and advocate the ability to move from today's reactive approaches to proactive ones that aim at avoiding system failures.

Opis:
The work touches on the national security issues of large-panel buildings from the point of view of settlement of the building on the ground. Displacements of the structure in the level of foundation of the building structure cause the secondary distribution of stresses, thus the possibility of structural scratches of internal prefabricated plate elements. The original model FEM of the construction of the large-panel building system Wk-70, which was built for research purposes, allowed the approximation of the phenomenon contained in the title of this work. Awareness of the safety of the construction of buildings implemented in large-panel technology is very important and constitutes a significant overtone, not only structural, but also general social.
W pracy poruszono ogólnokrajową problematykę bezpieczeństwa budynków wielkopłytowych z punktu widzenia osiadania budynku na podłożu gruntowym. Przemieszczenia w poziomie posadowienia konstrukcji budynku powodują wtórną dystrybucję naprężeń, co za tym idzie możliwość powstania zarysowania strukturalnego wewnętrznych prefabrykowanych elementów płytowych. Autorski model MES konstrukcji budynku wielkopłytowego systemu Wk-70, który został zbudowany do celów badawczych pozwolił na przybliżenie zjawisk zawartych w tytule niniejszej pracy. Świadomość bezpieczeństwa konstrukcji budynków zrealizowanych w technologii wielkopłytowej jest bardzo ważna i stanowi istotny wydźwięk, nie tylko konstrukcyjny, ale również ogólnospołeczny.

In the article deals with the European safety issues of large-panel buildings from the point of view of exceeding the ULS. The proprietary assessment method was proposed under the name: Dimensional Limit States Method, which is dedicated to the assessment of the safety level in the structures of large-panel buildings. The work was based on many years of computer research conducted by the author. In the paper uses the proprietary construction model of the Wk-70 system building, presents the results for vertical reinforcement inserts.

The article is the result of the author’s experience in the application of the concept of dynamic modeling of implementation processes of integrated systems in the process of building the specification of functional requirements of the IT system. The article presents the issues of business processes safety in the context of the implementation of an IT project, presents the essence of the concept of dynamic modeling and the milestones of the implemented task, including the codification of procedures, the definition of conditions, mapping of model parameters and the construction of the system’s functional requirements specification based on the model. The article presents the results of significance and adequacy analysis of procedures being the subject of IT system implementation.
Artykuł jest efektem doświadczeń Autora w zakresie zastosowania koncepcji modelowania dynamicznego procesów implementacyjnych systemów zintegrowanych w procesie budowy specyfikacji wymagań funkcjonalnych systemu informatycznego. W artykule przedstawiono zagadnienie bezpieczeństwa procesów biznesowych w kontekście realizacji projektu informatycznego, istotę koncepcji modelowania dynamicznego oraz punkty węzłowe realizowanego zadania, w tym: kodyfikację procedur i definicję uwarunkowań, mapowanie parametrów modelu oraz budowę specyfikacji wymagań funkcjonalnych systemu w oparciu o zbudowany model. Zaprezentowano również wyniki analiz istotności i adekwatności procedur będących przedmiotem implementacji systemu informatycznego

This article concerns research conducted on the casual connections between modern global migratory processes and basic socio-economic and safety indexes for countries around the world countries. On the basis of new official dataset there was developed a cluster model of countries distributed according to the basic indicators which characterize migratory streams (emigration/ immigration), safety and macroeconomic indexes, related to the international migration. It is established that, in general, people are moving to safer countries that can provide them with better opportunities and social guarantees. The factor models for emigration and immigration processes, and international migration in general have been constructed. The main factors that prompt people to change their place of residence and the economic and safe effects of unprecedented levels of international migration are revealed. The empirical research examined in this paper confirmed the causal link between the volumes of international migration flows and the growth of Foreign Direct Investment in home countries and the reduction of security in host countries. The lack of statistical connection between immigration and emigration flows has been established.

The safety assessment of the Pacoima arch dam is investigated in this paper. A Load – Resistance (L-R) method was used to ensure that the dam is safe or if it is at risk of failure. The "probabilistic design system" ANSYS finite element software was used to calculate the probability of failure. The Monte Carlo (MC) method with 50,000 iterations utilized for simulation and the Latin Hypercube method were used for Sampling. Input random variables with normal distribution and coefficient of variation of 15% due to uncertainties were considered and the six random variables used are the concrete modulus of elasticity, Poisson's ratio of concrete, concrete mass, up-stream normal water level of the reservoir, and the allowable tensile and compressive strength of the concrete. Linear elastic behavior was assumed for the constitutive law of concrete material and if the stress exceeds the allowable stress of the concrete this is considered as a failure limit state. The maximum and minimum principal stresses were considered as the output parameter. Opis:
The paper proposes the use of semantic modeling to describe the organizational knowledge resources. Key concepts related to semantic representation of knowledge in the form of ontology were also presented. The study indicated opportunities for creating new business models based on the organizational knowledge resources formalized in ontologies (ontology providers, organizations that certify knowledge available in the form of ontologies and clients using paid knowledge resources in ontology in order to automate certain areas of their activity. The investigations were presented in light of safety mechanisms whose implementation is necessary when using a semantic approach in describing the organizational knowledge resources and creating new business models based on this approach, including mechanisms for protecting information and knowledge from unauthorized access, certificates that describe the level of trust and the design of a secure user interface. The focus was also on the fact that the formalization of organizational knowledge resources and its representation in an electronic form (ontologies) poses a major challenge for knowledge engineers and leads to the necessity to cooperate in research on the borderline of management and IT sciences.

W celu poprawy skuteczności systemu zarządzania bhp używa się w wielu przedsiębiorstwach zestawu wskaźników wynikowych i wiodących do pomiaru poszczególnych procesów w tym systemie na podstawie wartości wskaźników odnotowanych wdanym okresie, planuje się działania zapobiegawcze. Polegają one przede wszystkim na poprawie realizacji procesów w taki sposób, aby w kolejnym okresie osiągnąć założone wartości wskaźników w obszarach, w których aktualnie odnotowane wartości nie byty satysfakcjonujące. W artykule zaprezentowano metodę rozmytych map kognitywnych, która oferuje możliwości szerszego wykorzystania informacji zawartych w wartościach wskaźników. Metoda ta zakłada opracowanie model systemu w formie zbioru elementów tworzących system oraz zachodzących pomiędzy tymi elementarz wzajemnych wpływów. Posługując się wzorem matematycznym, można określić wartości poszczególnych. elementów modelu, a następnie prognozować ich przyszłe wartości Niekorzystne prognozy są podstawa do podjęcia działań zapobiegawczych w modelowanym systemie. Wykorzystując metodę rozmytych map kognitywnych można opracować model systemu zarządzania bhp. Elementami modelu będą poszczególne procesy oraz poziom bezpieczeństwa. Wartości wskaźników wynikowych i wiodących zostaną zastosowane do obliczenia wartości tych elementów. Prognozowanie z wykorzystaniem takiego modelu mogłoby w przedsiębiorstwie istotnie wspierać poprawę skuteczności systemu zarządzania bhp.
In order to improve the effectiveness of an occupational safety and health management system (OSH-MS), many enterprises use sets of leading and lagging performance indicators to measure individual processes in the system. Based on the value of indicators recorded in a given period, preventive measures are planned in the system. These measures are aimed at improving the process in which the recorded indicators values did not reach their target values. This paper presents fuzzy cognitive maps, which enable an alternative application of indicators values. This method is based on the development of a system model consisting of a set of elements forming the system and the interconnections (influences) between these elements. Using a mathematical formula, it is possible to determine the values of the individual elements of the model and then forecast their future values. Unfavorable forecasts are the basis for taking preventive actions in a modeled system. By using fuzzy cognitive maps, it is possible to develop an OSH MS model. Individual processes and safety performance would the elements of the model. Leading and lagging indicator values would be used to determine the value of these elements Forecasting on the basis of the model could significantly support the effectiveness of an OSH MS in an enterprise.
