Opis:: Basic concepts of the safety analysis of ageing multistate systems are introduced. The system components and the system multistate safety functions are defined. The mean values and variances of the multistate systems’ lifespans in the safety state subsets and the mean values of their lifespans in the particular safety states are defined. The multistate system risk function and the moment of exceeding the critical safety state are introduced. A series safety structure and a parallel-series safety structure of the multistate systems with ageing components are defined and their safety functions are determined. The multistate system safety models are applied to the prediction of safety characteristics of a maritime ferry.

Opis:: W artykule omówiono problem przewozu gazu ziemnego morzem z uwzględnieniem aspektów bezpieczeństwa dla statku, załogi i środowiska. Omówiono formy przewozu w postaci: gazu skroplonego (LNG), sprężonego gazu (CNG) oraz zamrożonych hydratów metanu. Wskazano na główne zagrożenia, przede wszystkim jest nim tworzenie z powietrzem mieszanin palnych i wybuchowych. Czujniki wykrywające obecność gazu w wielu newralgicznych pomieszczeniach (informacja o nieszczelności systemu ładunkowego lub instalacji ładunkowej) oraz czujniki dymu wykrywające pożar są standardowym zabezpieczeniem na gazowcach. Gazowce przewożące skroplony gaz ziemny (LNG) są dużymi statkami. Energia cieplna przewożonego ładunku w przypadku pożaru części ładunkowej stwarza poważne zagrożenie nie tylko dla statku, zdrowia i życia załogi, ale i otaczającego środowiska. W rezultacie gazowce przewożący niebezpieczny ładunek poruszają się wyznaczonymi trasami żeglugowymi i są pod specjalnym nadzorem w morzu, jak i w terminalach lądowych. Odpowiednie przeszkolenia załóg oraz ich doświadczenie pozwalają na bezpieczny przewóz gazu ziemnego.
Paper discussed the problem of natural gas transport by sea, taking into account the safety aspects for vessel, crew and environment. It was discussed the states of NG carrying as liquefied gas (LNG), compressed gas (CNG) and methane hydrates. It was indicated the main hazards, mainly flammability, explosion limits. The gas and smoke detectors are the standard equipment on gas tankers. LNG tankers are large so the heat energy of fire is a danger for vessel, health and life of crew and the environment. The LNG vessels sail through special sea routes, are under special supervision at sea and in terminals. The crew training, experience and required certificates allow for safe transport of natural gas by sea.

Opis:: This paper analyses the causes of fires on board merchant ships and fishing vessels. The study attempts to identify the causes of fire occurrence on board ships and to determine their interrelations using the relations diagram, also known as the interrelationship diagram or digraph. This diagram identifies relations not only between causes and effects but also between two or more causes. Elements of the diagram, which have the greatest number of directed connections from/to, are the starting points for further ship safety analysis. The relations diagram is used as a basis for planning corrective measures and actions directly increasing shipping safety at sea. Knowing the various causes of fire occurrence, it is possible to eliminate or to reduce their number in the future by revising and drawing up relevant maritime transport regulations. This, in turn, can enhance shipping safety.

Artykuł ma na celu zwrócenie uwagi na skalę zjawiska oraz problemy związane z jego likwidacją i zapewnieniem bezpieczeństwa transportu szczególnie w pobliżu obszarów zurbanizowanych gdzie zastosowanie metod wybuchowych jest szczególnie trudne i niebezpieczne.
The article presents various aspects of neutralization dangerous objects, especially unexploded ordnance (UXO), found on Gdańska Bay seabed. The article describes the methodology for determine danger zone (safety area) in case of controlled or accidental detonation as well as describes UXO liquidation procedures. The new methods of low order detonation and devices for liquidation of dangerous objects and UXOs were described. The research problem considered by author in the paper was to assess the scale of threat from UUXO to maritime shipping (ships and vessels), ashore construction (piers and breakwaters and other port facilities).

Opis:: Loose cohesionless bulk cargoes in its composition contain fractions of different size of particles. Some of them are included into the dustiness fractions. One of these solid bulk cargoes is soybean seed cake. It contains in its composition fractions of different sizes. Constantly increasing demand for the bulk cargoes, has increased the interest in the issue of maritime security. Soybean seed cake is transported by various means of transport, including maritime transport. As it is characterized by loose cargo tends to pour athwart on board, which may lead to displacement of the center of ship’s gravity and in consequences may have led to the capsizing of the vessel. In this article influence of small fractions of soybean seed cake one size of the static angle of repose, kinetic (natural) angle of repose, bulk density and porosity in terms of safety of the transport of soybean cake by the sea is presented. The results were shown in the graphs and were statistically elaborated.

Opis:: The year 2022 was marked by economic risks with potentially very sensitive impacts for countries in the Black Sea region. Given the limited capacity of Ukrainian ports, as well as the sanctions imposed on Russia, due to ongoing conflict, it was necessary to identify new destinations capable of taking over the flow of goods that normally went to the countries involved in this conflict. In addition to the risks specific to maritime transport, the risk of armed conflict comes with new challenges that can also materialize in the form of environmental impact. To analyze this potential impact, the study is being focused mainly on the analysis of the pollution risk generated by the emissions caused by the vessels calling the container terminal CSCT, located in Constanța harbor, and the emissions generated by the vehicles moving in the terminal. As estimated from the start all levels of pollution have increased, with the level of CO2 increasing from 11072.7 tons in 2021 to 11915.7 tons in 2022. The NOx emissions have a similar trend, as well as the other emission level measured and calculated.

Opis:: Design and construction of container ships follow consolidated requirements, with standard consideration of fire management. Indeed, cargo fires can have important consequence on crewmembers and cargoes, as well as impacting coastal zone and marine environment. Innovative strategies include prevention of events and mitigation of consequences. Digital solutions, providing with situational pictures onboard and around the vessel are fundamental for new fire management solutions, seamless and integrated into the vessel IT infrastructure, according to IMO regulations and the recent EMSA CARGOSAFE Report. The assessment of these solutions requires theoretical evaluation, validation activities in simulated environment and demonstration activities in real environments, with use cases to prove feasibility and benefits. This paper, after a review of traditional preventing and mitigating solutions against fire and an analysis of container ships fires, proposes applicable innovative technologies and operational measures, emerging problems for their potential implementation and requirements for virtual and real tests design.

Opis:: The safety of ships involved in the process of transport is one of the most important criteria in the maritime transport. Important factors making up the safety include the technical efficiency of the ship, the qualifications of the people in charge of the ship and the conditions under which the transport process takes a place. The paper focuses on the problems significant and characteristic to the ship traffic safety under uncertainty conditions. The ship safety at supervised traffic requires continuous identification of the navigational situation. Very often safety assessment of the traffic situation is made by examining the relative positions of vessel’s domains. A limitation is that under uncertainty conditions and more than two vessels we have to take into consideration dynamic domains according to the situations of conflicts, which is rather difficult to analyse. One way to assess the traffic safety approximation is analysis of the potentially conflicting situation. Safety in maritime transport can be analysed at the micro level (safety of the ship, the safety of navigation in specific situation mobility) and in terms of macro models (evaluation over time).In the article some problems of fuzzy description of traffic safety in maritime transport are presented. Basic definitions and a stochastic approach to concept of traffic safety in transport are given. The fuzzy approach to stochastic method of dimensioning traffic safety, useful in dynamic traffic control, is proposed.

Opis:: To ensure the safety of maritime transport the access to information must be provided through a commonly used services. However, an equally important task is to determine or agree on interpretation of incoming data and assessment of a current and predicted navigational situation and, in further step, intentions of the participants in the transport process. Thanks to the standardization of information format, automatic information exchange gets increasingly wider. Another step ahead is automatic interpretation of information and automation of negotiation processes - intelligent communication. Rapid development of IT and ICT technologies creates such opportunities. This article presents the results of research on a system of automatic communication and co-operation in maritime transport.

Opis:: Dynamically implemented mandatory management systems resulting from legal requirements in maritime transport since 2006 [1-3], very often (especially in the first years of implementing the requirements) functioned independently by the optional procedural approach - ISO [4-5]. It is now common practice to integrate requirements in both - the mandatory and voluntary areas. Legal requirements and recommendations do not define and recommend a specific form of extending existing management systems. The publication describes the relationship between the requirements for the management systems currently applicable in maritime transport resulting from legal requirements (Safety Management System - SMS) and voluntary implementations (Quality Management and Environmental Management System). The common areas identified for the analysis of system requirements (for obligatory and optional systems) will facilitate the integration and broadening of the management culture in maritime transport organizations.
