Opis:
The issue of ensuring work safety during the use of machines plays a key role due to the recorded accident events, the source of which are the machines in use. In the scope of reducing the risk associated with machines, particular attention should be paid to the threats, as well as solutions allowing to limit their negative impact on the operator. The study presents the possibility of using visual management (VM) as a form of information transfer that allows to meet the requirements set out in legal regulations, as well as reduce the risk of accidents. The machines in question were assessed for the possibility of using various forms of visual management to reduce the risk of accidents. The investigations were also supplemented with an analysis of accident statistics to present the importance of using visual management in improving the safety of machine operators' work. The conducted analyzes allowed to determine the direction of activities in the use of various forms of visual management aimed at improving the safety of machine operators.

The definition of dynamic areas of searching for shipwrecks, and/or the movement of pollution across waters of Szczecin Lagoon first requires the knowledge and specification of hydro-meteorological conditions across the area. This article compares wind parameters from various sources of meteorological stations located close to Szczecin Lagoon. The wind speed and direction were obtained from Ueckermuende, I Brama Torowa (Urząd Morski Szczecin), and Kopice (wind meter of Szczecin Maritime Academy). Wind direction data analysis was based on directional statistics methods and tools.

Objectives: The purpose of this article is to identify the quantitative and qualitative methods applied by Russia in planning exerting influence on other countries, including members of the Visegrád Group. Methods: The research method used in this study consists in a systematic review of Russian and global political literature, as well as military literature, publications in the field of international relations, international politics, econometrics and forecasting, economy and management, in the aspect of the differences between the methods of forecasting the influence on other countries with respect to the methods described in international subject literature. Results: The conducted analysis of documents enabled the identification and drawing the characteristics of the strategic forecasting methods that Russia may apply to influence other countries. The study also identifies the institutions as well as researchers who deal with the issues related to forecasting influence on specific countries in Russia. Conclusions: Both the identified methods and the research centres focus on ensuring the effectiveness of Russian foreign policy that requires an accurate assessment of the current situation as well as detailed forecasts of potential events (scenarios) in the future. The method that deserves particular attention is the strategic matrix method, which has probably been modified, but its essential elements are still functioning.

In the article the possibility of using selected adaptive models to forecast accidents at work during repairing, maintaining and installing machines, was presented. On the basis of statistical data on persons injured in accidents at work (2009-2018), the process of their forecasting was carried out (for 2019 and the years 2019-2021) and the errors of expired forecasts were determined. Prediction of empirical data allowed for the assessment of accident rates among persons injured in total accidents and allowed for the assessment of the state of occupational safety in the area with was analyzed. The presented models can be used to assess accidents in other sectors of the economy and be a tool used to assess the state of occupational safety in an enterprise.

The Kingdom of Bhutan is located in the eastern Himalayas approximately between latitudes 26° 41’52” N to 28° 14’ 52” N and longitudes 88° 44’ 54” E to 92° 41’ 7” E. The 38,686 square kilometers of landlocked and isolated mountain country has elevations ranging from about 160 meters in the southern part to more than 7500 meters in the northern part. People habituating along the steep slope valleys with river flowing at the foot of gorges are the finest epitome of exquisite scenery for outside world. However, such slopes particularly the unstable and loose ones pose greatest threat to the mankind and the development of the country. The complex arrangement of topography, constant tectonic movement and others human induced activities accelerate the landslide which are already active. The landslide problems in Bhutan dates back to 1960s when first road construction took place in the country. Every monsoon season is marked with countless landslide across the country, among which the landslide between Phuntsholing to Thimphu highway is the most frequent and disparaging. Many people lose their valuables and lives during the summer season every year due to landslides and falling stones on the highway. This research will help in bettering the knowledge in landslides and also combating it with necessary means. The main objective of this study is to comprehend the activating processes and mechanism of the landslide as well as examine to predict the possibility of another landslide by seeking natural causes and anthropogenic factors.

The method of forecasting of the filling concreting process according to the observational data of the stowing material’s state indices is carried out at earlier time series. The method of predicting the hardening process is based on pattern recognition methods. An algorithm for the case when the training set contains sets of time series of several classes is proposed.
W pracy omówiono metodę prognozowania wypełnień w procesie betonowania, na podstawie danych obserwacyjnych stanu materiału sztauerskiego, w oparciu o zarejestrowane uprzednio szeregi czasowe. Zaproponowane rozwiązanie dotyczące procesu utwardzania bazuje na metodach rozpoznawania wzorców. Zaproponowano algorytm dla przypadku, gdy zestaw uczący zawiera zestawy szeregów czasowych dla kilku klas.

Purpose: To develop a mathematical model for predicting the workplace environmental physical factors values. Design/methodology/approach: Experimental measurements of the harmful and dangerous physical factors values of workplace environmental were carried out using special certified equipments. For each physical factor, 200 measurements were carried out. The workplace choice is justified by the employees’ survey and specialists’ expert evaluation results. Prediction methods that can be used to predict the workplace environmental physical factors values have been analyzed analytically. Working conditions assessment was carried out in accordance with the classification of working conditions for workplace harmfulness and danger, which function in Ukraine. Findings: For a preliminary assessment of the impact of environmental physical factors on workers, it is proposed to use the strict ranking method. It has been established that the proposed mathematical models for predicting the workplace environmental physical factors values (noise, dust, vibration, relative humidity) have an accuracy of more than 90% and can be used for planning measures to working conditions improve. Research limitations/implications: The results of a study of modelling and forecasting the workplace environmental physical factors values at the enterprise for the manufacture of glass and glass products at workplaces of transportation, preparation and mixing of materials are shown. Mathematical models for four physical factors are presented: noise, dustiness of air, vibration, relative humidity. Practical implications: Mathematical models make it possible to predict the environmental physical factors values (noise, vibration, dust, humidity) taking into account the specifics of the production process, assess the hazard class and harmfulness of working conditions at workplaces and justify the measures at labour protection. Originality/value: For the first time proposed by the mathematical models for predict the environmental physical factors values (noise, vibration, dust, humidity) taking into account the specifics of the production process.

Dokonano tego w oparciu o analizę przebiegu rozwoju pokładowych rejestratorów lotniczych, ewolucji podejścia do rejestracji parametrów podczas lotu i wykorzystania zgromadzonych danych wraz z wyartykułowaniem czynników wywołujących zmiany. Analiza została wykonana na bazie doświadczeń ekspertów Instytutu Technicznego Wojsk Lotniczych w opracowywaniu rejestratorów parametrów i oprogramowania analizującego zgromadzone dane oraz udziału w wykorzystaniu danych ewidencjonowanych w pokładowych rejestratorach zabudowanych w statkach powietrznych eksploatowanych w lotnictwie Sił Zbrojnych RP.
In the article were described the possible directions of further development of the flight data recording systems installed on aircraft. This was done based on the analysis of the course of development of on-board aircraft recorders, the evolution of the attitude to recording parameters during the flight and the use of collected data with the factors of the changes. The analysis was made based on the experience of experts of the Air Force Institute of Technology in developing recorders and software analyzing the collected data and share in the utilization of this data recorded in the on-board recorders built on aircraft operating in the Air Forces.

A number of vehicle users pay attention to the impact of changes in the car body geometry during long-term use on the safety level. However, this issue has not been properly dealt with in research studies. The aim of this study was to identify changes in the floor panel, to develop a model to forecast the geometry during the car use and to identify the points which undergo the maximum displacement. The paper presents the effect of the car mileage on the floor panel condition, taking into account variable environmental factors. In the course of the study, the position of points fixing the front suspension, front bench and rear suspension was determined, as was the position of points situated on parts of the load bearing structure of the car body. The results were used to develop a model for forecasting changes of the floor panel geometry during car use. The probability of changes in the floor panel geometry was found to increase with the mileage. The probability of reaching the maximum permissible geometric changes (3 mm) in a floor panel is accurately described by the probabilistic model in the form of the Rayleigh distribution. Diverse models of the floor panel geometry changes were obtained depending on the environmental conditions and type of the base points under analysis.
Wielu użytkowników samochodów osobowych zwraca uwagę na istotność wpływu na poziom bezpieczeństwa zmian geometrii nadwozia pojazdów podczas ich wieloletniej eksploatacji. Jednak dotychczas zagadnienie to nie znalazło odpowiedniego odzwierciedlenia w literaturze. Celem pracy była identyfikacja zmian geometrii płyty podłogowej, opracowanie modelu prognozującego stan geometrii w toku eksploatacji i zidentyfikowanie punktów ulegającym największym przemieszczeniom. W pracy przedstawiono wpływ przebiegu pojazdu na stan geometrii płyty podłogowej z uwzględnieniem zróżnicowanych warunków środowiskowych. Podczas badań określano położenie punktów mocujących zawieszenie przednie, przednią ławę i zawieszenie tylne oraz położenie punktów znajdujących się na elementach struktury nośnej nadwozia. Na podstawie uzyskanych wyników opracowano model prognozowania zmian geometrii płyty podłogowej w toku eksploatacji. Stwierdzono, że prawdopodobieństwo zmian geometrii płyty podłogowej podczas eksploatacji rośnie w czasie, wraz ze wzrostem przebiegu. Prawdopodobieństwo osiągnięcia stanu dopuszczalnego (3 mm) zmian geometrycznych na płycie podłogowej dobrze opisuje model probabilistyczny w postaci rozkładu Rayleigha. Uzyskano zróżnicowane modele zmiany geometrii płyty podłogowej w zależności od warunków środowiskowych oraz rodzaju analizowanych punktów bazowych.

W artykule omówione zostały wybrane zagadnienia dotyczące współczesnych wymiarów bezpieczeństwa w aspekcie zwalczania zagrożeń i zanieczyszczeń w portach morskich. Analizując problematykę współczesnego wymiaru bezpieczeństwa na akwenach morskich, dokonano wyjaśnienia pojęcia bezpieczeństwa morskiego. Potencjalnymi źródłami zagrożeń i zanieczyszczeń wód portowych są wyloty kanalizacyjne odprowadzające ścieki sanitarne, przemysłowe i opadowe, procesy przeładunkowe prowadzone na nabrzeżach, prace budowlane, remontowe lub konserwacyjne, eksploatacja statków, odbiór odpadów ze statków.
The article discusses selected issues regarding contemporary security dimensions in the aspect of combating threats and pollution in seaports. Analyzing the problems of the modern dimension of safety on sea areas, the concept of maritime safety was clarified. Potential sources of hazards and pollution of port waters are sewage outlets discharging sanitary, industrial and rain-water sewage, transhipment processes carried out on quays, construction, renovation or maintenance works, operation of ships, collection of waste from ships.

Prognozowanie warunków pogodowych odgrywa szczególnie istotną rolę z punktu widzenia zapewnienia bezpieczeństwa ruchu drogowego oraz właściwego utrzymania dróg. Problematyka badawcza związana z przewidywaniem warunków drogowych jest wciąż aktualna ze względu na złożoność zjawisk zachodzących na nawierzchni drogi. Proper prediction of weather conditions is of great importance to provide road safety and appropriate maintenance activities. The problem of working out short-term predictions of road surface conditions is still an actual research issue, due to complexity of phenomena referring to the road surface. In paper authors are presenting a short characteristics of the METRo model and example results of prediction of road surface temperature.

Forecasting a ventilation process is based on two factors: using a validated software (Dziurzyński et al., 2011; Pritchard, 2010) and a properly prepared database encompassing the parameters describing the flow of air and gases, compatible with the adopted mathematical model of the VentGraph software (Dziurzyński, 2002). With a body of measurement data and a mathematical model for computer calculations and air flow simulation at our disposal, we proceed to develop a numerical model for a chosen network of mine headings. Preparing a numerical model of a ventilation network of a given mine requires providing a collection of data regarding the structure of the network and the physical properties of its elements, such as headings, fans, or stoppings. In the case of fire simulations, it is also necessary to specify the parameters describing the seat of a fire and the properties of the rocks of which the rock mass is comprised. The methods which are currently applied to this task involve manual ventilation measurements performed in headings; the results obtained in the course of these measurements constitute a basis for determining physical parameters, such as the aerodynamic resistance of a heading, density of the flow of air, or natural depression. Experience shows that – due to difficulties regarding accessibility of headings, as well as the considerable lengths of the latter – there are some nodes and headings in mines where such measurements are not performed. Thus, an attempt was made to develop a new methodology that would provide the missing data on the basis of some other available information concerning – for example – the air density, the geometry of headings and elevations. The adopted methodology suggests that one should start with balancing the air mass fluxes within the structure of a network of headings. The next step is to compile a database concerning the pressure values in the network nodes, based on the measurement results – and provide the missing pressure values on the basis of the available results of measurements carried out in adjacent nodes, as well as the pressure value calculated on the basis of the heading geometry and the given volumetric flow rate. The present paper discusses the methodology of compensating and balancing the volumetric air flow rates within a network of headings (Chapter 2) and the methodology of determining pressure values (Chapter 3) in the nodes of the network. The developed calculation algorithms – verified by means of sample calculations performed for a selected area of a mine ventilation network – were introduced into the VentGraph software system. The calculation results were presented in tabular form. The Summary section discusses the minuses and pluses of the adopted methodology.
Podstawą prognozy procesu przewietrzania jest posługiwanie się zwalidowanym programem komputerowym (Dziurzyński i in., 2011; Pritchard, 2010) oraz poprawnie przygotowaną bazą danych zawierającą parametry opisujące przepływ powietrza i gazów, zgodną z przyjętym modelem matematycznym w programie komputerowym VentGraph (Dziurzyński, 2002). Dysponując bazą danych pomiarowych oraz przyjętym do obliczeń komputerowych i symulacji procesu przewietrzania modelem matematycznym przystępujemy do opracowania modelu numerycznego dla wybranej sieci wyrobisk kopalni. Przygotowanie modelu numerycznego sieci wentylacyjnej danej kopalni wymaga dostarczenia zestawu danych dotyczących struktury sieci i własności fizycznych jej elementów, tj. wyrobisk, wentylatorów, tam, a przy symulacji pożaru dodatkowo wymagane jest podanie parametrów opisujących ognisko pożaru oraz własności skał górotworu. Obecna praktyka postępowania polega na tym, że wykonuje się ręczne pomiary wentylacyjne w wyrobiskach górniczych, a uzyskane wyniki stanowią podstawę do wyznaczenia parametrów fizycznych takich jak: opór aerodynamiczny wyrobiska, gęstość przepływającego powietrza i naturalna depresja. Z uwagi na występujące trudności w dostępności wyrobisk jak również na znaczne ich długości, praktyka pokazuje, że pomiary nie są realizowane we wszystkich węzłach i wyrobiskach kopalni. Dlatego podjęto próbę opracowania nowej metodyki prowadzącej do uzupełnienia brakujących danych na podstawie innych dostępnych danych dotyczących np. gęstości powietrza, geometrii wyrobisk i kot niwelacyjnych. Z przyjętej metodyki wynika, że w pierwszej kolejności należy wykonać bilans strumieni masy powietrza w strukturze sieci wyrobisk. Następnie zbudować bazę danych ciśnień w węzłach sieci w oparciu o pomiary i uzupełnić brakujące ciśnienia na podstawie dostępnych wyników pomiarów w sąsiednich węzłach oraz ciśnienia obliczonego z wartości oporu aerodynamicznego wyznaczonego na podstawie geometrii wyrobiska i znanego strumienia objętości. W artykule przedstawiono metodykę wyrównywania i bilansowania strumieni objętości powietrza w sieci wyrobisk (rozdz. 2) oraz metodykę wyznaczania ciśnień (rozdz. 3) w węzłach sieci wyrobisk. Opracowane algorytmy obliczeń wprowadzono do systemu programów VentGraph, które zostały sprawdzone poprzez obliczenia dla przykładu wybranego rejonu kopalnianej sieci wentylacyjnej. Wyniki obliczeń przedstawiono w postaci tabelarycznej. W podsumowaniu omówiono wady i zalety przyjętej metodyki.

W artykule przedstawiono założenia metodologii prognozowania absolutnej emisji metanu do wyrobisk chodnikowych napędzanych za pomocą materiałów wybuchowych w kopalniach węgla kamiennego. Metodologia ta została opracowana w 2011 roku, przy wykorzystaniu wyników badań przeprowadzonych w Głównym Instytucie Górnictwa w Katowicach (oraz w polskich kopalniach węgla kamiennego). Metoda ta, w porównaniu z dotychczas używaną, uwzględnia dodatkowo wpływ własności sorpcyjne węgla, kinetykę emisji metanu, jak również kształt i zasięg strefy desorpcji wokół wyrobisk korytarzowych. Prognoza metanowości stanowi zawsze podstawę do racjonalnego doboru środków prewencyjnych w przedmiotowym zakresie, więc w konsekwencji ma istotny wpływ na bezpieczeństwo robót górniczych.
This paper presents the assumptions of forecasting the absolute methane bearing capacity methodology of the roadway workings driven by the use of explosives in the hard coal mines. This methodology was developed in 2011, using the results of investigations carried out in Central Mining Institute in Katowice (and Polish hard coal mines). This method comparing to the previously used ones, takes additionally into consideration the sorption properties influence, kinetics of methane emission as well as the shape and extend of the desorption zone around the roadway workings. The forecast of methane bearing capacity constitutes always the basis for rational selection of methane prophylaxis means, so consequently has a substantial impact on the mining works safety.

Wypadki drogowe stanowią istotny problem społeczny i ekonomiczny, stąd różnorodne działania zmierzające zarówno do zmniejszenia ich liczby, jak i ich skutków. Jednym z pierwszych modeli szacujących liczbę ofiar śmiertelnych w ruchu drogowym był model Smeeda będący modelem potęgowym o zmiennych objaśniających – liczbie pojazdów i liczbie ludności. Choć klasyczny model Smeeda, przynajmniej w warunkach polskich, jest nieprzydatny, to z parametrami estymowanymi metodą najmniejszych kwadratów jako model wykorzystujący klasyczne podejście do prognozy wypadków na podstawie zmiennych opisujących wystawienie na ryzyko, dość dobrze opisuje liczbę ofiar śmiertelnych i rannych w wypadkach drogowych, jak i liczbę wypadków drogowych. Jednak jego przydatność do celów prognostycznych warunkowana jest zmiennością w czasie parametrów modelu i wrażliwością modelu na zamiany wartości zmiennych objaśniających i parametrów modelu. W artykule przedstawiono wyniki analizy wrażliwości modeli potęgowych dla których parametry estymowano na podstawie danych rzeczywistych z lat 2000–2011. Stwierdzono małą wrażliwość modeli na zmiany wartości zmiennych objaśniających (uwzględniając zakres danych właściwy dla warunków polskich), co można uznać za zaletę w przypadku prognozowania – minimalizacja błędów związanych z prognozowaniem wartości zmiennych objaśniających. Jednocześnie stwierdzono bardzo dużą wrażliwość modeli na zmiany wartości parametrów – wykładników potęg, co powoduje duże trudności w doborze danych rzeczywistych do szacowania parametrów modeli. Zaproponowano modele z ustaloną wartością parametru jednej ze zmiennych objaśniających i parametrem w funkcji czasu dla drugiej zmiennej, podając postacie tych funkcji.
Road accidents are a major social and economic problem, therefore various activities are undertaken in order to reduce both their number and consequences. The Smeed’s model has been one of the first. It is a power model with two explanatory variables: population and the number of vehicles. In Polish conditions the Smeed’s classic model is useless. However, the exponential models with parameters estimated by the least squares method describe reasonably well the number of fatalities and road accidents injuries, as well as the number of road accidents itself. Nevertheless, their usefulness for forecasting purposes is conditioned on the changes the values of the parameters at the time and on the sensitivity to changes of explanatory variables values and model parameters. This paper presents the results of the sensitivity analysis for the power models which parameters were estimated on the base of actual data from the years 2000-2011. Models low sensitivity to changes of explanatory variables values have been found, which can be regarded as an advantage in case of forecasting; by minimizing errors connected with forecasting the values of explanatory variables. At the same time, it was detected that models were very sensitive to changes of parameters values – the exponents. Models with a fixed value of the parameter to one of the explanatory variables and a function of the time for the second variable have been proposed as well as proposed forms of these functions.

Wyniki prac badawczych wskazują, że należy liczyć się z długofalowymi zmianami klimatu wymagającymi przystosowania sektora transportu kolejowego do tych zmian. W artykule scharakteryzowano Umowne Kategorie Klimatu obejmujące mróz, śnieg, deszcz, wiatr, upał, mgłę oraz przedstawiono w skali liczbowej 0–3 wrażliwość transportu drogowego i kolejowego na poszczególne kategorie. Przeprowadzono analizę przewidywanych zmian Umownych Kategorii Klimatu w perspektywie do 2090 roku stwierdzając, że nastąpi zmniejszenie liczby dni chłodnych, wzrost temperatury, zmniejszenie liczby dni z pokrywą śnieżną i wzrost opadów. Te zmiany mogą mieć negatywny wpływ na bezpieczeństwo infrastruktury transportowej i dlatego konieczne jest określenie niezbędnych działań adaptacyjnych w projektowaniu, budowie i eksploatacji infrastruktury. Obszarem takich działań mogą być m.in. instrukcje wewnętrzne PKP PLK zawierające odniesienia do warunków klimatycznych, jak np. monitoring konstrukcji wrażliwych na podwyższoną temperaturę.
The test results reveal that long term climate changes are unavoidable, which require activities to be undertaken to prepare the railway transport accordingly. The article characterises provisional climate categories including frost, snow, rain, heat, fog and the vulnerability of road and railway transport to those elements has been evaluated in a scale from 0 to 3. Changes in the provisional climate categories have been analysed in a time perspective to 2090, stating that there will be a tendency of reducing the number of colder days, increasing of temperature, reducing of number of days with snow cover and increase of rain falls. Such changes may have negative impact on safety of transport infrastructure, hence it is necessary to take precautions in designing, construction and operation of the infrastructure. This can be done in the area of e.g. internal instructions of PKP PLK containing references to the climate conditions, such as e.g. monitoring of structures vulnerable to higher temperature.
