Włączenie społeczeństwa w proces projektowy i decyzyjny zarządzania gminą staje się nieodzownym warunkiem. Decydenci dostrzegają już potrzebę angażowania społeczności lokalnej w proces przemian przestrzennych. Uspołecznienie procedury planistycznej w zarządzaniu przestrzennym wynika z konieczności włączenia obywateli w proces współdecydowania o otaczającej ich rzeczywistości. W niniejszej monografii określono sposoby prowadzenia procesu partycypacji społecznej przy opracowaniu dokumentów planistycznych na etapie programowania zarządzania przestrzennego gminy. Przeprowadzone studia literaturowe i badania empiryczne pozwoliły na zidentyfikowanie prowadzonych online działań partycypacyjnych. Analizę stron internetowych wybranych gmin przeprowadzono z wykorzystaniem Wielokryterialnego Systemu Oceny Serwisów Internetowych. Charakterystyka działań partycypacyjnych samorządów lokalnych w zakresie ich internetowych aktywności i przegląd dobrych praktyk stosowanych przez gminy pozwolił na określenie rekomendacji dla menedżerów jednostek terytorialnych. Istotną wskazówką w procedurze planistycznej zarządzania przestrzennego jest sugestia przygotowania planu konsultacji, harmonogramu ich przeprowadzenia, mapy interesariuszy, wyboru odpowiednich technik partycypacji i kosztorysu jego wdrożenia.
Including society in the design and decision-making process of commune management becomes an indispensable condition. Decision makers already notice the need to engage the local community in the process of spatial transformation. Public participation of the planning procedure in the spatial management results from the necessity to involve citizens in the process of co-deciding about the surrounding reality. This monograph identifies the ways of conducting the process of social participation in the development of planning documents at the programming stage of spatial management in a municipality. The conducted literature studies and empirical research allowed to identify online participation actives. The analysis of the websites of selected communes was carried out with the use of the Website Attribute Evaluation System. The characteristics of the participatory activities of local governments in the fields of their online activities and the review of good practices applied by municipalities allowed to identify recommendations for managers of territorial units. An important guideline in the spatial management planning procedure is the suggestion to prepare a consultation plan, a schedule for its implementation, a stakeholder maps, the selection of appropriate participation techniques and cost estimate for its implementation. The participation of municipalities in projects financed from the funds of the Knowledge, Education, Development Operational Programme is conducive to the use of advanced participatory activities. The most popular practice is the organization of open meetings, but also online tools in the form of geo-surveys and geodiscussions are also used, as well as complex solutions such as Charatte workshops, Planning for Real, citizens’ panel, Future City Game. The results of empirical research have shown that the online readiness of local governments to provide online spaces for social activity is low. The most frequently used tools for social communication are: providing available and planned planning documents, developing comprehensive interactive maps with the possibility of individual selection of displayed content, sharing letter patterns. The significant shortcomings of electronic forms of social communication include: lack of information on statutory planning procedures, inability to export the obtained information to popular file formats and a modest offer of non-statutory social partictipation.

The article puts forward a thesis that the peculiarity of the interpretation of the constitution is determined by two different factors: the properties of the constitutional text and expectations towards the constitution. The most difficult task of the interpreter is to recreate the norm of legislative competence from the constitutional text. This task consists in reconstructing all the instruments necessary to make a specific legislative decision and to perform an act of its control. These decisions, on the other hand, are acts of applying the law made with the use of mentioned instruments, and are not interpretive acts.

The article is about the search of identity by the writers from the German Democratic Republic. The author analysed in it the prose forms of opinions of seven writers representing different generations in the German Democratic Republic (H. Richter, l. von Wangenheim, M. Neumann, O. Herbert, U. Püschel, B. Wogatzki and W. Kaufmann). These opinions appeared in April1986 in the East German literary journal "Neue Deutsche Literature". In all the utterances the autobiographical trend strikes us in which direction the authors go in order to picture the phenomenon of looking by them of the so called "one's own place" in the spiritual landscape of the divided Germany. The autobiographical record makes it possible for the above mentioned authors to present the problem of East German writer's identity in a measurable and concrete manner with reference to a given writer as human being thus making it possible for him to avoid the burden of historical motivation in relation to their own national history. Giving up the historical dimension of the problem of German identity the above mentioned writers resort to the geographical experience of the place of residence; to the neighbourly relations started on its basis; to the family tradition of customs in order to come from this externally experienced perspective of a given territory to the extra-territorial generalizations concerning the symbolic place of man on an equally symbolically understood earth. This kind of an all-compassing imagination of the above mentioned writers from the German Democratic Republic in their considerations on the subject of identity renders both their need of transgressing the tight territorial boundaries of their own statehood and is an example of an escape into utopia, sentimentalism and the myth of man with his brotherly, supranational earthly paradise. Thus the problem of identity of writers from the German Democratic Republic may, at least with reference to the above mentioned authors, be considered as controversial and unsolved.

Przedmiotem artykułu jest metaliteracki wątek korespondencji Sławomira Mrożka z Wojciechem Skalmowskim. Skalmowski, zastanawiając się nad właściwym powodem, dla którego pisarze tworzą literaturę, prowokacyjnie redukuje wymiar metafizyczny dzieła sztuki, by dowiedzieć się, jaka współcześnie jest jego rzeczywista wartość – czy jedynie handlowa? Ważnym kontekstem, pokazującym odmienność spojrzenia na analizowany problem w zależności od czasu historycznego, uczyniono twórczość Baudelaire’a w odczytaniu Waltera Benjamina. Celem pracy jest pokazanie, jak w trakcie dialogu ze Skalmowskim Mrożek próbuje odpowiedzieć na tytułowe pytanie o powód, dla którego tworzy literaturę oraz, co szczególnie ważne – jak zaczyna zwracać uwagę na elementy, które wcześniej przeoczał, marginalizował.
This article focusses on the meta-literary thread in the correspondence exchanged between Sławomir Mrożek and Wojciech Skalmowski. The latter, wondering about the actual reason why writers create literature, provocatively reduced the metaphysical dimension of a work of art to learn about its contemporary actual value; whether it is was only trade-based. Baudelaire’s work as interpreted by Walter Benjamin became a major context indicating the diversity in the perception of the analysed problem depending on historical time. The article discusses how during his exchange with Skalmowski Mrożek tried to answer the title question about the reason why he created literature, and, which is the most important, how he started focussing on elements which he previously missed or marginalised.

Research background: An efficient and effectively functioning transport of a city is of great importance both for people who reside within it, as well as companies doing business there. It is an integral part of modern economy and society in the dimension of production and consumption. However, apart from having a positive impact, transport also carries many social costs including congestion, traffic accidents and a negative influence on the natural environment. Consequently, urban transport is an increasingly important area of city management. Purpose of the article: The aim of this study is to assess the technological effectiveness of transport in selected Polish cities. The author created a ranking of cities and identified ways of improve efficiency. Methods: The test procedure used the non-parametric method of Data Envelopment Analysis (DEA). The data for analysis was drawn from the Local Data Bank of the Central Statistical Office defining expenses in the transport section as  well as data on the condition and use of transport infrastructure. Calculations were made using Frontier Analyst Application software dedicated to the DEA method. Performance results were determined using the BCC model. The analysis was con-ducted for 18 cities with district status from 150 to 500 thousands inhabitants. Findings & Value added: The main result is the author's ranking of transport effectiveness in Polish cities. The analysis showed that urban transport is characterized by a rather low technological effectiveness. Full technological efficiency has been shown by five cities: Białystok, Sosonowiec, Bielsko-Biała, Olsztyn and Rzeszów. An average of the urban transport efficiency reached 51.1%. The lowest effectiveness was only 2.77%. This means that a substantial number of cities do not use optimal inputs. The DEA method enriches the methodology used by scientists to study transport effectiveness.
