Opis:
A lot of substances and items are transported by road, sea, rail and air every day. The biggest hazard is created by the transportation of hazardous substances with flammable, caustic or toxic properties. The hazard level increases if such sub-stances are transported through densely populated areas. Traffic intensity, the technical condition of vehicles, drivers’ errors or ignorance and non-compliance with legal regulations are examples of factors that can lead to potential failures in the transport sector. Accidents can cause an uncontrolled release of dangerous gases or liquids, resulting e.g. in environmental degradation or a hazard to humans. The article presents the issues related to the hazards presented by road transportation of hazardous materials. Examples are shown of potential effects of accidents and hazard zones arising due to a release of selected hazardous substances, such as chlorine, ammonia, petrol, diesel oil or LPG.

Well-developed countries of Western Europe being afraid of threats on internal markets, in such fields like e.g. transport market, implemented the number of regulations governing the predicted state. A regulation of the European Parliament was enforced No. 1072 / concerning 2009 of common principles of the access of international cartages, which in spite of implementing significant limitations, was supposed to organize cabotage operations in every Member State. However the protection of self-interests turned out to be stronger than the unity of Community and some of states, peculiarly Germany implemented severe impediments for foreign carriers, forcing them to apply the introduced minimum wage with MiLoG.

Background: This study aims to shed light on risk-mitigating tools and strategies that can be used in third-party logistics (3PL) companies to increase performance. Risk and risk management tools are identified and classified according to the managers’ feedback and the theoretical background. The most important risks for the road transportation industry are analyzed, their implications are discussed, and mitigating strategies are offered. Methodology: The study used purposive sampling from international road freight forwarders that were members of the Association of International Forwarding and Logistics Service Providers (UTIKAD) or International Transporters' Association (UND). The data were collected by questionnaire method and analyzed with SPSS 22 and AMOS programs. Results: The results show that the road transportation industry has important risks that managers have not effectively managed. According to the results, the main problems in 3PL companies are lack of coordination, lack of visibility, and poor service quality. The results support that delivery risk directly affects transportation quality and process risks. Originality In this study, transportation-related risks are analyzed, showing their impact on a company’s overall processes. Additionally, we examine whether the transportation quality creates a mediation effect or information sharing has a moderation effect on a company’s process risks. Few studies exist on transportation risks and the role of mitigating strategies in reducing these risks, and this is also a limitation of our research from the risk perspective.

The approaches to managing our road transportation infrastructure are not sustainable. A sustainable road transport infrastructure must meet the needs of present road users and give allowance to accommodate future developments. There is a gap between expected life span of roads in Nigeria and actual life span after putting the infrastructure into use. This paper examined the reasons government cannot repair roads in Nigeria, identify the challenges faced by the construction companies while on road construction projects and the effects of bad roads on national sustainable development. Ministry of Works and Transport, Ibadan and ad hoc staff of two major construction companies Reynolds Construction Company (RCC) and China Civil Engineering Construction Corporation (CCECC) were purposively selected based on the number of roads they have constructed in South-western Nigeria. Principal Component Analysis was used to identify the various factors that are responsible for the inability of government to construct and repair roads. Descriptive analysis was used to explain the challenges of construction companies and also the effects of bad road on national development. The findings identified 20 factors that are responsible for the inability of government to construct and maintain roads which were reduced into eight components. Some challenges in road construction are erosion, inadequate skilled labour, capital for equipment, funding, user’s problem and machinery repairs. The effects of bad roads include: road crashes (27%), high vehicle maintenance cost (21%), capital flight (17%), passengers’ discomfort (14%), high transportation cost (11%) and drivers’ fatigue (10%). The study concluded that, there should be standardized procedure for road construction projects in the form of: penalty for failure to meet the required deadline, quality, usage and rehabilitation in order to achieve sustainable development

W artykule autorzy przeprowadzili badania procesu transportowego na obiekcie rzeczywistym. Również dokonali analizy wykorzystując system monitoringu, w celu usprawnienia procesu przewozowego.
The ultimate goal of managing the transport process is to meet the needs of customers in the best way possible by continuously improving the efficiency and effectiveness of the organization of the process. In connection with the above, monitoring, analysis, design, optimization, as well as efficient and effective control of the transportation process make it possible to implement a plan to deliver the goods to a customer in the Just-In-Time system. In the article, the authors performed research on the transport process on a real object. They also carried out an analysis using a monitoring system to streamline the transport process.

W artykule przedstawiono zagadnienia dotyczące wykorzystania gazu ziemnego w transporcie drogowym w Polsce. Wzrost liczby pojazdów w kraju, szczególnie w dużych aglomeracjach miejskich, stał się przyczyną ciągłego wzrostu emisji zanieczyszczeń. Autorzy pragną zwrócić szczególną uwagę na oddziaływanie sektora transportu drogowego na stan zanieczyszczenia środowiska przyrodniczego. Mając na uwadze aspekty środowiskowe oraz ekonomiczne, wykonano analizę SWOT. Jest to narzędzie wspomagania decyzji, pozwalające na systematyczną analizę, dzięki której można rozpoznać oraz wskazać silne i słabe strony (Strengths & Weaknesses), a także istniejące i potencjalne szanse oraz zagrożenia (Opportunities & Threats). Dzięki identyfikacji tych cech możliwe jest szczegółowe przyjrzenie się sytuacji rozwoju stosowania gazu ziemnego w pojazdach.Wpierwszej części artykułu opisano aspekty wykorzystania gazu ziemnego w postaci sprężonej (CNG – Compressed Natural Gas) oraz skroplonej (LNG – Liquefied Natural Gas). Kolejno, dla celów porównawczych zwrócono również uwagę na najczęściej wykorzystywane w krajowym transporcie alternatywne paliwo gazowe, jakim jest LPG (Liquefied Petroleum Gas).
This article describes issues concerning the use of natural gas in Polish road transportation. The increase in the number of vehicles in Poland, especially in large urban agglomerations, has resulted in constant growth in pollution emissions. The objective of this study is to draw attention to the problem of public transportation systems’ influence on the pollution of the environment. Taking into account environmental and economic aspects, a SWOT analysis was performed. SWOT analysis is a decision support tool providing a systematic analysis which helps to identify strengths and weaknesses, as well as potential opportunities and threats. After determining these factors, it is possible to examine in detail the case of natural gas usage in vehicles. The first part of this article describes the aspects of the use of natural gas in two forms – compressed (CNG – Compressed Natural Gas) and liquefied (LNG – Liquefied Natural Gas). Next, in order to compare different fuels, the article analyzes the importance of the most popular gas fuel in the national transport system – the alternative fuel LPG (Liquefied Petroleum Gas).

W artykule omówiono przyczyny zdarzeń o charakterze awaryjnym w transporcie drogowym niebezpiecznych towarów. W ocenie Transportowego Dozoru Technicznego prawie 100% zdarzeń awaryjnych ma związek z przyczynami eksploatacyjnymi, takimi jak brak lub niewłaściwe kwalifikacje obsługi, lekceważenie przepisów, niedostosowanie prędkości jazdy do warunków atmosferycznych lub stanu drogi. Według danych Głównego Inspektora Ochrony Środowiska zdecydowaną większość przyczyn zdarzeń o znamionach poważnej awarii stanowią wypadki drogowe spowodowane brakiem lub niewłaściwymi kwalifikacjami obsługi oraz lekceważeniem przepisów ruchu drogowego. Z analiz Państwowej Straży Pożarnej wynika, że liczba miejscowych zagrożeń chemicznych i ekologicznych w transporcie drogowym materiałów niebezpiecznych spowodowanych niezachowaniem zasad bezpieczeństwa ruchu w latach 2005-2007 wyniosła 550, co oznacza 56% ogólnej ich liczby.
This publication discusses the causes of accident events in the road transportation of dangerous chemicals in Poland. According to the Transportation Technical Supervision almost all accident events are connected with the operation of transportation devices, such as the operating personnel's lack of or unsuitable qualifications, disregard for traffic rules, and speed not adjusted to current weather or road conditions. According to data from the Chief Inspector of Environmental Protection, most events with the attributes of major accidents are road accidents caused by the operating personnel's lack of or poor qualifications or disregard for traffic rules (43 out of 61 cases in 2005-2006). According to data from the National Fire Service, in 2005-2007 there were 550, i.e. 56% of the total of 988, local chemical and ecological hazards in the road transportation of hazardous materials, which were caused by failure to follow traffic safety rules.
