Every year too many people lose their lives and health on Polish roads. At best, it only ends with damage to their cars. The number of accidents is very high. Despite the construction of new, safer roads, the number of collisions continues to rise, and death, every year, is suffered by about three thousand accident participants. On average, forty-one thousand people are injured annually. The main causes of accidents are failure to adjust speed to prevailing conditions or traffic regulations, driving under the influence of alcohol and random events, as well as the technical condition of the vehicles. The purpose of the article is to answer the question of how the technical condition of the vehicles affects traffic safety. For this reason, an assessment of the technical condition of vehicles during a periodic examination at a vehicle inspection station was made. Based on the study, it can be concluded that the largest percentage of defects detected during the examination is in the tire 40% and steering 40%, defects that are particularly important from the point of view of traffic safety, which were demonstrated during the examination.

W artykule dokonano analizy aktualnych przepisów ustawy z dnia 20 czerwca 1997 r. - Prawo o ruchu drogowym, odnoszących się do kwestii bezpieczeństwa osób przekraczających jezdnię w miejscu oznakowanym jako przejście dla pieszych. Autor prowadzi rozważania z punktu widzenia praktycznego stosowania prawa, ze szczególnym uwzględnieniem możliwości realizacji omawianych norm postępowania z perspektywy poszczególnych uczestników ruchu drogowego, akcentując problematykę wykładni w odniesieniu do szeroko ujętych zasad bezpieczeństwa. Dla zrealizowania celów pracy wykorzystano tradycyjnie stosowaną w naukowych badaniach nad prawem metodę - analizę lingwistyczną, wzbogacając ją elementami badań empirycznych.
An analysis of the current provisions of the Act on Road Traffic of 20 June 1997 concerning the issue of the safety of persons crossing the pedestrian crossing is presented. The author concentrates on the practical application of the law, focusing on the implementability of the discussed standards of conduct from the perspective of individual traffic participants, emphasizing the problem of interpretation referred to broadly defined safety principles. To achieve the objective of the paper, the method traditionally used in the scientific study of law, i.e. a linguistic analysis was used, enriching it with elements of empirical studies.

Manufacturers and operators of the logistics market are constantly looking for ways (opportunities) to reduce the costs of their operations. This also applies to all types of packaging. A conflict arises here between manufacturers and carriers. Producers will try to reduce the costs of collective packaging as much as possible (this packaging does not affect customers’ purchasing decisions), while for transport operations, this packaging will determine the safety and quality of transported cargo. Preparing the load for transport - properly selected packaging (its shape, resistance to pressure, etc.), and above all, the proper way of forming and securing PSU (pallet load units) is a very important issue for the manufacturer/sender (as the first link in the distribution chain). It has a huge impact on the formation of cargo damage during its transport. As part of the research conducted by the authors in the area of optimization of cargo securing costs and minimization of cargo damage, the lack of a systemic approach to the problem of cargo damage in road transport was observed. The article discusses the causes of damage to palletized loads during road transport and illustrates some of these damages. Identification of the causes of damage made it possible to classify damage to palletized loads, and in the future, it will allow the development of ways to limit them, the so-called good practices for securing palletized loads.
Zarówno producenci, jak i operatorzy rynku logistycznego stale poszukują dróg (możliwości) zmniejszenia kosztów prowadzonej działalności. Dotyczy to także obszaru wszelkiego rodzaju opakowań. Rodzi się tutaj konflikt między wytwórcami a przewoźnikami. Wytwórcy będą starali się maksymalnie obniżyć koszty opakowań zbiorczych (te opakowania nie wpływają na decyzje zakupowe klientów), podczas gdy dla operacji transportowych te opakowania będą decydowały o bezpieczeństwie i jakości przewożonych ładunków. Przygotowanie ładunku do transportu – prawidłowo dobrane opakowanie (jego kształt, wytrzymałość na naciski, itp.), a przede wszystkim właściwy sposób formowania i zabezpieczenia jłp (jednostek ładunkowych paletowych) jest bardzo ważnym zagadnieniem występującym u producenta/nadawcy (jako pierwszego ogniwa łańcucha dystrybucji). Ma ono ogromny wpływ na powstawanie uszkodzeń ładunków w czasie jego przewozu. W ramach prowadzonych przez autorów prac badawczych w obszarze optymalizacji kosztów zabezpieczenia ładunku i minimalizacji uszkodzeń ładunków zaobserwowano brak systemowego podejścia do problemu uszkodzeń ładunków w transporcie drogowym. W artykule omówiono przyczyny powstawania uszkodzeń ładunków spaletyzowanych w czasie przewozu transportem samochodowym oraz zilustrowano niektóre z tych uszkodzeń. Zidentyfikowanie przyczyn powstawania uszkodzeń umożliwiło dokonania klasyfikacji uszkodzeń ładunków spaletyzowanych, a w przyszłości pozwoli na opracowanie sposobów ich ograniczania tzw. dobrych praktyk zabezpieczania ładunków spaletyzowanych.

Artykuł poświęcony jest tematyce sterowania ruchem drogowym w kontekście prawidłowego projektowania, opiniowania i zatwierdzania organizacji ruchu drogowego, w tym ze szczególnym uwzględnieniem zasad i praktyk bezpieczeństwa użytkowników infrastruktury drogowej. Dogłębnie objaśniane są w nim aspekty formalno-prawne, wywodzące się z podstawowych przepisów ustawy Prawo o ruchu drogowym oraz aktów wykonawczych do tej ustawy. Zarówno projektanci, jak i organy zarządzające ruchem, mają duży dylemat interpretacyjny wielu układów faz sygnalizacyjnych. Świadczą o tym wyniki badań – aż 71% z poddanych analizie skrzyżowań zawierała błędy w zakresie stosowania sygnału dopuszczającego skręcanie w kierunku wskazanym strzałką. W artykule objaśniono możliwości stosowania poszczególnych sygnałów świetlnych na drogach, w szczególności problematykę związaną z tzw. „zieloną strzałką”. Wnikliwie scharakteryzowano mankamenty interpretacyjne dotyczące sterowania ruchem środków publicznego transportu zbiorowego, sterowania ruchem na przejściach dla pieszych oraz w „obszarze skrzyżowania”, w tym z wlotem drogi niepublicznej. Artykuł został podzielony na trzy części. Pierwsza z nich poświęcona jest podstawom prawnym sterowania ruchem drogowym w kraju, oraz charakterystyce zasad poruszania się uczestników ruchu drogowego w okresie kierowania ruchem za pomocą sygnalizacji świetlnej. Trzyczęściowy artykuł, jako całość, zwieńczą konkluzje autorów, które znajdą się w ostatniej jego części, wraz z zaleceniami zmian w ustawie Prawo o ruchu drogowym oraz aktów wykonawczych.
The paper is devoted to the issue of signal traffic control in the context of proper design, opinion, and approval of traffic organization, focusing on the safety principles and practices of road users. Formal and legal aspects derived from the basic provisions of the Act on Road Traffic and its executive acts are explained in depth. Both designers and traffic management authorities have a major dilemma about the interpretation of many signal phase systems. This is confirmed by the results of a study - as many as 71% of the analyzed intersections contained errors in the application of the signal allowing turning in the direction indicated by the “green arrow”. In the paper the possibilities of using individual traffic signals on roads and intersections, and the problems associated with the so-called “green arrow” in particular are explained. Interpretative shortcomings regarding the traffic control of public transport means, traffic control at pedestrian crossings and in the “intersection areas”, including the entrance of a non-public road are thoroughly characterized. The paper is divided into three parts. The first one is devoted to the legal basis of signal traffic control in Poland, and description of the rules of traffic participants’ movement in the conditions of traffic controlled by traffic lights. The three-part paper, as a whole, will be crowned by the authors' conclusions in the final part, along with recommendations for amendments to the Act on Road Traffic and executive acts.

Artykuł poświęcony jest kwestii pierwszorzędnej z perspektywy ludzkiej i społecznej, a niestety dotychczas drugorzędnej w rozważaniach piśmiennictwa prawniczego - a mianowicie ruchowi pojazdów uprzywilejowanych. Zaprezentowane w nim zostały uwagi autora na temat statusu pojazdów uprzywilejowanych na drodze, zwłaszcza w kontekście znowelizowanego art. 9 p.r.d., a także wyrażone krytyczne uwagi co do niektórych orzeczeń rozstrzygających tego typu sprawy. Ponadto wysunięto wnioski ogólniejszej natury, z odniesieniem się do dotychczasowej literatury.
The issue primary from the human and social perspective, but unfortunately secondary to the considerations of legal literature so far - of the emergency vehicle traffic is discussed. The author's comments on the status of emergency vehicles on the road, especially in the context of the amended art. 9 of Traffic Code are presented together with critical remarks regarding some judgments settling this type of cases.

Road violence is a major problem that does not yet have a universally accepted definition. It is important to consider violence in the context of the road in order to prevent it. Road criminology focuses on the study and prevention of trafic- related deviations and problems generated aeftr and accident. There is a lack of general knowledge about the reality of crime in the road environment; the society is not aware that certain behaviours of harassment and aggression cause risky situations and fatal results. It is essential to address the problem, defining and delimiting it to combat it. Education is once again essential to prevent crime and to put an end to social permissiveness around unacceptable behaviour related to road safety.

Walking is a basic form of activity for every human being and has many advantages, including health, economic and environmental benefits. Every journey made using various means of transport begins and ends on foot. As is well known, the group of road users particularly exposed to the risk of serious injury in road accidents, apart from cyclists, also includes pedestrians. These are the so-called vulnerable road users. Pedestrians are a group of road users that is often deprecated by many drivers of motor vehicles, but very important in road traffic. Pedestrian injuries and pedestrian fatalities have enormous social and economic consequences. The problem of high pedestrian risk on Polish roads is well known and has been widely described in the scientific literature last few years. However, the reasons for this state of affairs have not been fully explained, as evidenced by the statistics of road traffic incidents. Despite many studies in this area, the causes indicated in the research often differ depending on the area of analysis, the environment in which the incident took place, location, participants of the incident, environmental conditions, behaviorism and many other features. Therefore, the main goal of the article was to determine the factors influencing the formation of fatalities in road traffic accidents among pedestrians in accidents involving pedestrians and motor vehicles in the Silesian Voivodeship (Poland) in 2016-2021. The logit model presented in the article allowed for the conclusion that the main attributes influencing the increasing the risk of pedestrian death in road accidents involving a pedestrian with a motor vehicle include such features as driving under the influence of alcohol by the driver, exceeding the speed limit by the vehicle driver, when the road incident involves a heavy vehicle (truck, bus), a pedestrian is a male, pedestrian is over 60 years old, is under the influence of alcohol, the incident took place outside built-up area, at night, i.e. from 10:00 p.m. up to 6:00 a.m, in other than good weather conditions. The obtained results can be used in various activities, campaigns aimed at improving the safety of pedestrian traffic in the area of the analysis.

Actions related to the improvement of the safety of disabled road users have multiple levels and are burdened with problems related to the collection and proper analysis of road incidents. A meta-analysis of databases could provide a better understanding of the causes of these events and prevent them in the future. Currently, residual information on participants of road accidents can be found in the Accident and Collision Record System; the data are analyzed by the Polish Road Traffic Observatory and submitted to the International Road Traffic and Accident Database and the Community Road Accident Database. In connection with the above, an article was prepared containing a propaedeutic review of research materials to date, as well as domestic and foreign databases constituting the diagnostics of the research area. An international literature search was also conducted on accidents involving people with disabilities. The findings indicate the need to collect and expand information about disabled participants of road incidents, fill this gap in databases, and systematize them as the starting material for the development of remedial actions.

The European Union has an ambition to achieve zero road deaths by 2050. It is an ambitious target, but not an unachievable one. The installation of a front brake light, which provides information to other road users that the vehicle is braking, can help to achieve this goal. Today, this information is available to road users who can see the rear of the vehicle. Because the brake lights are located at the rear of the vehicle. The information that the vehicle is braking is also important when looking at the front of the vehicle. Whether it is other drivers or other road users such as pedestrians and cyclists. The aim of this paper is to conduct a research among professional road transport drivers what their opinion is about the front brake light. From their opinion, we will conclude whether such light has the potential to improve road safety or not.

In 2022, an interdisciplinary ITS team began work entitled: Development of solutions dedicated to pedestrians using orthopaedic crutches in the context of researching the needs of this group of road users in terms of the availability and functionality of elements supporting their movement and improving their mobility and safety, stage II. Its objective was to develop an orthopaedic crutch attachment that improved the comfort and safety of pedestrians moving about in various weather conditions. This article presents the results of the cap review (task 1 of the project), which is the starting point for further project activities.
W 2022 roku interdyscyplinarny zespół ITS rozpoczął pracę pt. Opracowanie rozwiązań dedykowanych pieszym poruszającym się przy użyciu kul ortopedycznych w kontekście badań potrzeb tej grupy uczestników ruchu drogowego w zakresie dostępności i funkcjonalności elementów wspomagających ich poruszanie się oraz poprawiających ich mobilność i bezpieczeństwo, etap II. Jej celem jest opracowanie nasadki na kulę ortopedyczną poprawiającą komfort i bezpieczeństwo pieszych poruszających się w różnych warunkach pogodowych. W niniejszym artykule przedstawiano wyniki przeglądu nasadek (zadanie 1 projektu), stanowiące punkt wyjściowy dalszych działań projektowych. Na tej podstawie opracowano prototyp nasadki, której schemat zaprezentowano również na kartach artykułu.

Opis:
Road freight transport is one of the main modes of transporting goods in the European Union. This reality puts pressure on carriers to make every transport of goods fast, safe, cheap, and efficient. Based on these requirements, lorry drivers are often forced by their employers to break the current social legislation in the European Union and the rules of the road. Compared to the current social legislation in force in different parts of the world, the European Union rules on driving times, breaks and rest periods for drivers engaged in road haulage and passenger transport are the strictest. An important factor and reason of serious and fatal traffic accidents, extensive damage to goods or property in road freight transport is a driver. This article presents three different types of experiments that were carried out, and the results may help to improve the current situation. The main aim of this study was to verify whether the actual regulations are safe and suitable and compare the results of daily work of professional drivers in two different measurements. Last measurement was conducted with using Eye-tacking technology, which aimed to verify impact of experiences on the reaction times of drivers. The authors believe that the results of individual measurements can contribute to increasing safety in road freight transport with preparing future extended studies and proposing the possible changes of current regulation.

Collisions and accidents involving emergency vehicles are an important element of road accidents in the world in the context of road safety. At the same time, there are no precise data that would allow assessing this phenomenon. The number of events, their social and economic costs have a dramatic impact on the functioning of, among others, emergency medical services and the ability of the state to provide emergency services to citizens at the appropriate level. Economic changes mean that the labour market for drivers of emergency vehicles undergoes changes that may affect the quality of human resources. Consequently, it is crucial to propose ways of achieving and maintaining an appropriate level of competence and skills of drivers of emergency vehicles. A full analysis of the risk related to this area requires knowledge of the current state, trends, changes and the severity of the problems, so that the proposed methods are economically justified and allow minimising the risk related to road incidents that involve “non-police” emergency vehicles to an acceptable level. The article will present the results of research aimed at understanding the current state of road safety related to road incidents involving “non-police” emergency vehicles. An attempt was made at identifying trends and changes in this area as well as ways to improve the competences of emergency vehicle drivers.
Kolizje i wypadki z udziałem pojazdów służb ratowniczych stanowią istotny element wypadków drogowych na świecie w kontekście bezpieczeństwa ruchu drogowego. Jednocześnie brak jest precyzyjnych danych pozwalających na ocenę tego zjawiska. Liczba zdarzeń, ich koszty społeczne i ekonomiczne mają diametralny wpływ na funkcjonowanie m.in. służb ratownictwa medycznego oraz zdolność państwa do zapewnienia obywatelom usług ratowniczych na odpowiednim poziomie. Zmiany gospodarcze powodują, że rynek pracy kierowców pojazdów ratowniczych ulega zmianom, które mogą wpływać na jakość kadry. Dlatego ważnym aspektem jest zaproponowanie sposobów osiągnięcia i utrzymania odpowiedniego poziomu kompetencji i umiejętności kierowców pojazdów ratowniczych. Pełna analiza ryzyka związanego z tym obszarem wymaga znajomości stanu obecnego, trendów, zmian i natężenia problemów, tak aby proponowane metody były uzasadnione ekonomicznie i pozwalały na zmniejszenie ryzyka związanego ze zdarzeniami drogowymi z udziałem „niepolicyjnych” pojazdów ratowniczych do akceptowalnego poziomu. W artykule przedstawione zostały wyniki badań, których celem było poznanie aktualnego stanu bezpieczeństwa ruchu drogowego związanego ze zdarzeniami drogowymi z udziałem „niepolicyjnych” pojazdów ratowniczych. Podjęto próbę określenia trendów i zmian w tym zakresie, a także sposobów podnoszenia kompetencji kierowców pojazdów ratowniczych.

The paper considers organising wireless access in vehicular environments. Such environments are normally affected by Doppler effects, so the IEEE 802.11p standard is expected to ensure an appropriate quality of service for moving objects. Theoretically, the IEEE 802.11p standard compensates for Doppler effects, but it should be ascertained whether 802.11p is still efficient at tiny Doppler shifts and when an object moves at higher speeds. The 802.11p link provides a data rate which is twice as low for 802.11a. Thus, an end-to-end simulation is carried out for the links at wide ranges of signal-to-noise ratio by varying the Doppler shift from 0 Hz to 100 Hz. The simulation also involves 8 modulation types for 128-, 512-, and 1024-bit packet transmissions to cover all possible study cases. The efficiency criterion is the packet-error rate, to which the data rate is additionally considered. The main simulation result is that the 802.11p link is efficient only at not high speeds. The packet length should be shortened to suppress the influence of the object’s speed. Therefore, to enable high-quality wireless access in vehicular environments, a combination of the 802.11p and 802.11a links should be used, where phase shift keying is more effective for 802.11a and quadrature amplitude modulation is more effective for 802.11p. The trade-off herein is a data rate versus margin speed.

Aim: Presentation of the potential of the student scientific club for road safety in Poland. Discuss the extent to which the student scientific club in its research activities supports and implements the concepts of identifying road safety risks and submits proposals for improving its condition and related processes. Project and methods: In the research on the visibility of vulnerable traffic participants, a theoretical method – NUR threat analysis – was used to define the research problem.A research problem was formulated in the form of a question: to what extent and under what conditions does NUR visibility affect their safety? Visibility tests were conducted in real conditions after dusk. The following recording devices were used to study the movement parameters of modern means of transportation (bicycles and electric scooters): a Gopro camera, a Sony IV RX10 camera (which realizes 4D recording), a drone with a vision camera, and a Brake Tester retarder. Results: The study of the visibility of vulnerable traffic participants from the perspective of the driver presents parameters for the visibility of pedestrians and cyclists in conditions after dusk. Participants (students) in the visibility study were made aware of the issue of visibility, and therefore the safety of the traffic participant in the situation of illuminated vehicle (bicycle) and without lighting, as well as a pedestrian on the road without a reflective element. They formulated the conclusion that seeing does not mean being seen.The result of the single-track motion tests was that the Brake Tester Model LWS -2/MC retarder, after the performance test, does not provide a measurement of the single-track motion parameters. This is an important practical finding from the research, as vehicle inspection stations are equipped with this device. The acceleration and deceleration values of the bicycle and electric scooter were determined. Conclusions: The research activities of the students of the scientific club in question not only make them aware of the risk factors of becoming a victim of an accident as a vulnerable traffic participant, but also allow them to deepen their knowledge, broaden their cognitive perspectives and supplement their skills through practical activities, for example, in the area of NUR visibility determinants or the characteristics of powered vehicles. The transfer of the results of the conducted research is carried out through the participation of students in seminars and scientific conferences, as well as in journalistic activities.
Cel: Przedstawienie możliwości wykorzystania potencjału studenckiego koła naukowego na rzecz bezpieczeństwa ruchu drogowego w Polsce. Omówienie zakresu, w jakim studenckie koło naukowe w swojej działalności badawczej wspiera i wdraża koncepcje identyfikacji zagrożeń bezpieczeństwa ruchu drogowego oraz przedkłada propozycje poprawy jego stanu oraz związanych z nim procesów. Projekt i metody: W badaniach widoczności niechronionych uczestników ruchu (NUR) do zdefiniowania problemu badawczego zastosowano metodę teoretyczną – analizę zagrożenia NUR. Sformułowano problem badawczy w postaci pytania: w jakim stopniu i w jakich uwarunkowaniach widoczność NUR wpływa na ich bezpieczeństwo? Badania widoczności przeprowadzono w rzeczywistych warunkach po zmierzchu. W badaniach parametrów ruchu nowoczesnych środków transportu (rowerów i hulajnóg elektrycznych) użyto następujące urządzenia rejestrujące: kamerę Gopro, aparat fotograficzny Sony IV RX10 (realizujący zapis nagrania 4D), dron z kamerą wizyjną oraz opóźnieniomierz Brake Tester. Wyniki: W badaniach widoczności niechronionych uczestników ruchu z perspektywy kierującego samochodem przedstawiono parametry widoczności pieszego i rowerzysty w warunkach po zmierzchu. Uczestnikom (studentom) badania widoczności uzmysłowiono kwestię widoczności, a więc bezpieczeństwa uczestnika ruchu w sytuacji oświetlenia pojazdu (roweru) i bez oświetlenia oraz pieszego na drodze bez elementu odblaskowego. Sformułowano konkluzję, że widzieć nie znaczy być widzianym. Efektem badań ruchu jednośladów było stwierdzenie, że opóźnieniomierz Brake Tester Model LWS-2/MC, po teście sprawności, nie zapewnia pomiaru parametrów ruchu jednośladu. Jest to ważna praktyczna konstatacja wynikająca z przeprowadzonych badań, bo w urządzenie to są wyposażone stacje kontroli pojazdów. Wyznaczono wartości przyspieszeń i opóźnień hamowania roweru i hulajnogi elektrycznej. Wnioski: Działania badawcze studentów omawianego koła naukowego nie tylko uświadamiają czynniki ryzyka stania się ofiarą wypadku jako niechroniony uczestnik ruchu drogowego, ale ponadto pozwalają na pogłębienie wiedzy, poszerzanie perspektyw poznawczych i uzupełnienie umiejętności poprzez działania praktyczne np. w obszarze uwarunkowań widoczności NUR czy właściwości pojazdów zasilanych energią elektryczną. Transfer wyników prowadzonych badań realizowany jest poprzez udział studentów w seminariach i konferencjach naukowych oraz w działalności publicystycznej.

Opis:
The main aim of the research was to diagnose drivers' behavior in urban road traffic. It was preceded by careful observation and testing of drivers' behavior in terms of the violations assumed to be observed. It was taken into account, inter alia, aspects such as failure to comply with road signs and signals, behavior at the rail-road crossing, or offenses occurring in the pedestrian-driver relationship. During the observations, the assumption was to capture negative behaviors of drivers, but each time attention was also paid to positive behaviors related to road culture. The analysis of the results allowed the researchers to identify the most common mistakes made by drivers. This can help not only to better enforce regulations at selected measurement sites but also lead to improved education about these specific violations.
