Traffic crash fatalities and serious injuries still represent a big burden for most Arab countries because the actual policies, strategies, and interventions are based on poorly collected data. Through this paper, we assessed the crash data reporting systems in Fourteen Arab countries via a survey conducted to identify the fundamental dysfunctions at the management and data collection levels. Then, to address some of the dataset problems, we had applied data mining technics to select a minimum of variables (crash, vehicle, and road user) that should be collected for a better understanding of crash circumstances. For this raison, three methods of selection (correlation, information gain, and gain ratio) and seven classifiers (naive Bayes, nearest neighbour, random forest, random tree, J48, reduced error pruning tree, and bagging) were tested and compared to identify the variables that affect significantly the crashes severity. Decision trees family of classifiers showed the best performance based on the analysis of the area under the curve. The explanatory variables obtained from the data mining process were combined with other descriptive variables to maintain traceability. As a result, we produced hybrid lists of variables for the crash, vehicle, and road user, each contains 25 variables. Finally, in order to propose a cost-effective solution to switch from manual to electronic data collection, we got inspired by a tool used to track animals to create and customize a unified e-form for handheld devices, in order to ensure easy entering of the harmonized data for the entire region based on our selected lists of variables. The tool verified the countries requirements especially by enabling data collection and transfer with and without the internet, and by allowing data analysis thought its built-in Geographic Information System (GIS) capabilities.

Road traffic poses high risk to human health and life and material objects. In an emergency situation, it is crucial for a driver to be able to reduce speed of the vehicle and pull up as quickly as possible. The braking distance of a vehicle depends on many factors including the surface condition and the braking system efficiency. During maintenance of a vehicle, the elements of a braking system undergo wear processes and failures. Therefore, producers equip vehicles with emergency braking systems, which can stop a car in the event of the main braking system failure. Cars in Poland are of diversified age therefore many different design solutions can be found. In this study, the problems connected with stopping a car in case of the brakes failure has been discussed according to the type of brake actuation system. Simulation calculations were performed with the use of computer tool V-SIM4, and the obtained results allow to find a braking design with the highest efficiency in terms of braking distance and maintenance of the vehicle direction in case of the main system failure. The research results make it possible to formulate a general conclusion that structures of emergency braking systems should be used in the following order: fully doubled, LL, HI whereas systems TT and X should be replaced by systems LL or possibly HI.

Przeprowadzone obliczenia według procedury rozwinięcia pieszego wykazały w tym konkretnym przypadku du-żą zbieżność z oszacowaną prędkością zderzenia metodą porównawczą przy pomocy EES Catalog. Zaprezentowana procedura obliczeń umożliwia oszacowanie prędkości kolizyjnej nawet przy braku śladów blokowania kół po-jazdu podczas hamowania, co ma coraz większe znaczenie w związku z powszechnym stosowaniem ABS w pojazdach. Wyliczona prędkość umożliwia dalsze analizy biomechaniczne w zakresie wpływu energii kinetycznej podczas zderzenia na skutki powypadkowe. W artykule zaprezentowano rezultaty obliczeń prędkości zderzenia z pieszym oraz wizualizację zderzenia wpisujące się w elementy do wykorzystania na rzecz poprawy bezpieczeństwa ruchu drogowego i kształtowania świa-domości samych pieszych, jako uczestników ruchu drogowego.
Conducted calculations according to the procedure of developing the pedestrian showed the big coincidence with the estimated speed of the collision in this particular case with base on base method with the help of EES Catalog. The expressed procedure of calculations enables to estimate the conflicting speed even at the lack of signs of the blocking of wheels of vehicle during the inhibition what the more and more great significance has in the connection with universal applying ABS in vehicles. The calculated speed enables further biomechanical analyses in the influence of the kinetic energy while confronting to post-accident effects. In the article results of calculations writing down speeds of inducing collision with the pedestrian and the visualisation of the collision were presented oneself into elements for exploiting the movement for the improvement in the safety road and formings of the awareness of very pedestrians, as road users.

The area of the roadway covered with petroleum-derived substance is characterized by lowering the grip of tyres of the vehicle to the roadway. In realistic conditions of the road traffic that kind of obstacles are with difficulty noticeable for the driver and sedatenesses constitute the element of surprise which in combination with violent lowering the rate of the adhesion usually results in loss directional of vehicle. The vehicle which fell into the unchecked skid, in particular on the curve of the road is posing a threat to drivers driving up from the opposite direction on account of random migration of such a vehicle to their traffic lane. Driving vehicles on the roadway this way polluted also have limited possibilities of taking defensive action in order to avoid confronting. For the evaluation of the bearing of drivers in understanding violating by them safety rules in the road traffic on the roadway polluted with vehicles with substances mentioned above applying the rate of the adhesion which is appropriate in calculations and simulations is significant to the analysed road situation. In the article so a problem of the selection of this rate was taken relating to the case study of an existing road accident consisting in inducing collision of two vehicles moving along an asphalt wet roadway polluted with petroleum-derived substance - with diesel.

The article deals with the problems connected with road traffic safety highlighting driver’s ability to notice an untypical obstacle in the light of low beam headlights while driving in the night. Visibility of an unlit object during the night is not only related to its motion but also to the necessity of its being lit to up to the required minimum height. On the basis of a study of a road accident, it was found that the standards accepted in reconstruction of the accident for determination of the light beam height to be used for lighting an obstacle should not be taken for granted. The driver’s surprise at the sight of an unlit obstacle is accompanied with the need to direct the light beam higher, which causes shortening of the distance available for a driver to react in an attempt to avoid hitting into an obstacle. An analysis of this case shows that verification of road accidents involving a crash with an untypical, incompatible obstacle that happen during the night needs to be carried out with attention and care. A simulation program V-SIM4 version and Ratschbacher AutoView database was used for calculation of the possibility to avoid an accident. The results obtained on the basis of the authors own investigations can also be used in information campaigns, education for road safety improvement and development of proper attitudes of the road traffic users.

Zasadniczym celem projektu ZEUS byto stworzenie i propagowanie zintegrowanego systemu bezpieczeństwa transportu w Polsce. Jednak na samym wstępie działanie to zostało umieszczone w kontekście międzynarodowym, co miało umożliwić skorzystanie z doświadczeń tych krajów, które już uruchomiły podobne systemy, w szczególności Stany Zjednoczone i Holandia. Projekt zakładał też, że opracowane w nim rozwiązanie będzie miało charakter nowatorski i będzie przyszłym wkładem Polski w tworzenie ogólnoeuropejskiej i światowej kultury bezpieczeństwa transportu, dzięki której obywatele będą mogli korzystać ze swojego prawa do bezpiecznej podróży i bezpiecznego przewozu towarów. Tak rozumiana kultura bezpieczeństwa musi objąć wszystkie środki transportu, przy czym ruch drogowy obejmujący ruch pieszy i ruch różnego rodzaju pojazdów może zapewnić największą skalę zmniejszenia ryzyka śmierci i utraty zdrowia. I właśnie w tej dziedzinie bardziej systematyczne zapewnianie bezpieczeństwa będzie zadaniem najtrudniejszym.Wyniki projektu ZEUS odnoszące się do zastosowań międzynarodowych i bezpieczeństwa ruchu drogowego zostały przedstawione w formie wniosków i podpowiedzi, z których mogą skorzystać inne kraje lub projekty międzynarodowe. W szczególności odnoszą się one do opracowanych przez Komisję Europejską kierunków polityki brd na lata 2011-2020 "W kierunku europejskiego obszaru bezpieczeństwa ruchu drogowego" oraz Białej Księgi "Plan utworzenia jednolitego europejskiego obszaru transportu", jak również wizji brd jako prawa i obowiązku wszystkich obywateli oraz gotowości obywateli do zapłaty za działania zmniejszające liczby wypadków. W szerszym ujęciu wyniki te odnoszą się również do "Planu globalnego" opracowanego przez Światową Organizację Zdrowia na potrzeby Dekady działań na rzecz bezpieczeństwa ruchu drogowego na lata 2011-2020 Organizacji Narodów Zjednoczonych.
The central objective of the ZEUS programme has been to develop and promote an integrated system of transport safety for Poland. But from the outset this work was seen in an International context - learning from past experience in those countries that already have such systems in place, notably the USA and the Netherlands, and for the future offering a pioneering Polish contribution to the task of achieving across Europe and worldwide a transport safety culture which can deliver to citizens their right to travel and move goods in safety. This safety culture must embrace all means of transport, but it is in use of the roads, on foot and using vehicles of all kinds, that the scale of avoidable death and injury is greatest, and the requirement for more systematic delivery of safety is the most challenging. The internationally relevant findings of the ZEUS programme as they apply to road safety are therefore summarised and discussed in terms of lessons that they may contain for other countries and for intemational activity. In particular they are related to the European Commission's policy orientations on road safety 2011-2020, Towards a European road safety area, and White Paper, Roadmap to a single European transport area, as well as the vision of road safety as a right and responsibility for all citizens and tne monetary value of prevention of collisions on the roads as estimated in terms of people's willingness to pay to reduce their number. More widely. the findings are related to the World Health Organisation's Global Plan for the United Nations' Decade of Action for Road Safety 2011-2020.

Road crashes remain an important public health issue. This study aimed to assess the perceived importance of four types of measures for reducing traffic crash rates. For this cross-sectional study, data were obtained from a national sample of 1,200 Spanish drivers responding to a telephone-assisted survey. The most valued types of road safety measures were those related to users’ training/education and infrastructural improvements. Further, individual perceptions were influenced by both demographic and trip-related factors. The results of this study support the idea that user features remain a relevant issue to consider when developing and implementing road safety measures.

Traffic safety is influenced, among other factors, by characteristics of the roads, which include the width of the shoulder. Shoulder width was noted to have a large effect on crash frequency, as well as on traffic speed. In this paper, we focused on paved shoulders. Previous studies confirmed that increasing the width of the paved shoulder is associated with a decrease in crash frequency. However, wider shoulders may encourage higher driving speed, which is related to an increase of impact speed and crash severity – this issue was hypothesized, but not statistically investigated. Thus, conclusions based on crashes and speeds contradict each other, and there is no simple answer to the question of the safety impact of wide shoulders. To address this gap, we analyzed a sample of two most typical categories of Czech secondary roads, which differ only in the paved shoulder width (S9.5 roads with 0.75m-wide shoulder, and S11.5 roads with 1.75m-wide shoulder) and thus present a suitable example for studying the safety impact of paved shoulder width. We used generalized linear models of crash frequency, and multinomial logistic models of crash severity (separately for single-vehicle and multi-vehicle crashes), as well as a statistical test of differences in speed for the two road categories. The results showed that: Firstly, there were fewer crashes on S11.5 roads compared to S9.5 roads; this was true for both single-vehicle and multi-vehicle crashes. Secondly, single-vehicle crashes on S11.5 roads were more severe compared to S9.5 roads; the change of severity in multi-vehicle crashes was not statistically significant. Thirdly, driving speeds on S11.5 roads were approx. by 7 km/h higher compared to S9.5 roads. These findings support the hypothesis of an association between wider shoulders, higher speeds, and increased crash severity, especially in the case of single-vehicle crashes. As a practical solution, various speed management measures, including widening to a 2+1 road, may be recommended.

Driving speed is an important risk factor, especially when negotiating horizontal curves. Therefore it may be useful in extracting surrogate measures to proactively safety assessment, a practice consistent with a current shift towards a Safe System approach to addressing road trauma. Review of previous literature indicated two categories of studies: (1) studies focusing on a safe driving perspective, i.e. studies primarily interested in finding the cut-off point in FCD data characteristics between safe and unsafe driving; (2) studies focusing on relating meaningful risk rates (percentages of exceeding the risk thresholds) to specific locations, and thus identify safety critical sites. However, no study was found that specifically focused on the relationship between kinematic characteristics (other than just speed) and road curves. The presented study focused on exploring the relationship between acceleration and jerk thresholds and crashes occurring on road curves. The first objective was to determine meaningful acceleration and jerk thresholds to utilize in explaining safety performance when negotiating curves. For this purpose floating car data (FCD) from a fleet of company vehicles, driving in rural sections of national roads in the Czech Republic, was collected and used to derive and validate potential surrogate safety measures. FCD presents in-vehicle information with several benefits compared to traditional techniques, such as feasibility of data collection, relatively unlimited spatial coverage, and availability of historical data. In the analysis, lateral acceleration and longitudinal jerk were found to be the most influential measures of curve safety performance. To sum up, the exploratory study outlined a practical approach to proactive evaluation of road curve safety: FCD data can generate useful surrogate measures of curve safety (acceleration and jerks) associated with crash history. A larger study is required to strengthen robustness of the results and provide confidence necessary for practical application. Potential use cases may include conducting interim evaluations of curve road safety treatments, or in-vehicle monitoring devices for detection of potentially unsafe manoeuvers and providing real-time feedback to drivers based on a combination of identified safety thresholds.

Road Traffic Accidents (RTAs) are common occurrences on Nigeria roads and Ibadan is not an exception. Non-availability of facilities to take the injured to the nearest hospitals necessitated this study. The study looked at the role played by Demand-Responsive Transportation System in Road Traffic Accidents in part of Ibadan with a view to reduce deaths caused by the inability of the available system on ground to rescue the injured from the scene of the accidents to the nearest hospitals for immediate first aid or outright treatment. The aim is to locate an accident scene, the nearest hospital and the shortest route to the hospital with facilities to treat the victims. The study adopted Remote Sensing and GIS methods to acquire both primary and secondary data and used ArcGIS 10.3 software for the processing of the data and performed geospatial analyses to produce information for a Decision Support System. Twenty three hospitals and eleven accident scenes were considered. The hospitals have the basic facilities to take care of victims of Road Traffic Accidents within the study area. The study revealed that 63.64% of the total Road Traffic Accidents’ scenes in the study area occur on the Dual carriage ways while the remaining 36.36% occurred on the single lane roads. The travel distances range from 1.4 Km to 3.3 Km between one of the accident scenes and twelve of the hospitals. The number of hospitals available to attend to the RTA victims within an accident scene are between 0 and 6 when a distance of 1Km is considered and can be more with increase in the travel distance but should rather be shorter because of danger in travelling farther with injured victims. There are also overlaps because of the distribution of the accident scenes and the hospitals in the study area.

Safety in the road traffic is largely dependent on the physical and mental condition of the driver. Current research as well as the analyses conducted on certain phenomena-psycho-physiological efficiency of drivers, their skills, the influence of extrinsic factors on drivers, the technical parameters of vehicles and finally the distracting power of the environment - all prove that it is achievable to minimize risk in the road traffic. There are various testing techniques, some of them are directed at the driver (eye tracking, heart rate and breath gauging or neuro-imaging), other techniques test the on-board car systems and still others test the visual and radar monitoring of the environment outside the vehicle. All of these techniques, for one thing enable tracing the driver’s actions and for another, provide information about the processes which affect the driving person. It should be noted that, owing to the above mentioned study, new knowledge is being developed. Both the research conducted with modern equipment, such as the systems of visual and radar analysis of the driver’s surrounding area, and the systems which gauge psychophysical condition of the person, even if they might not ensure our totally comprehensive grasp of the safety processes in transport, yet they provide new and valuable information which is expected to facilitate our understanding of the role and influence of psychophysical processes in a driver on safety in the road traffic. Data collected with such methods will enhance our knowledge with details that have been unknown so far. Besides, the methods will let us perceive the phenomena which may, for that matter, serve to verify current theories or even lay the foundations for totally innovative knowledge that may help to analyse the influence of the driver’s psychophysical condition on the road traffic safety. What is more, the resultant knowledge may be further employed to work out effective tools for aiding safety to different means of transport in motion. The development of tools and methods which are supposed to enhance and ensure safety in the road transport is the clue issue being tackled by both domestic institutions and the European Union. For a few years now, safety in the road traffic in developed countries has been one of the essential issues regularly discussed and studied. The aim of this article is to present both the testing methods as well as the role of psychophysical condition of the driver on safety in the road traffic.

Podstawowym celem opracowania jest ocena zróżnicowania przestrzennego infrastruktury drogowej w Polsce z uwzględnieniem jej wpływu na liczbę wypadków na drogach. W analizie uwzględniono liczbę osób zabitych, rannych oraz liczbę kolizji drogowych. Przy ocenie infrastruktury drogowej uwzględniono zmienne charakteryzujące rodzaj i jakość dróg w układzie województw, obciążenie sieci dróg wojewódzkich, jak również przewozy ładunków i towarów.
This article attempts to assess the diversity of road infrastructure in Poland in terms of regional. The article takes into account the length of roads, expenditures on public roads, the volume of passenger and freight transport, and traffic congestion in individual provinces. The data obtained were compared with information on road safety including the number of accidents and people injured on the roads. Conducted multivariate statistical analysis of road infrastructure diversity indicates that the Slaskie voivodship, Mazowieckie and Malopolskie have the most developed infrastructure of roads in Poland while it is the least developed in the Zachodniopomorskie, Warmia and Mazury, Lubelskie, Podlasie. It was also observed a very strong relationship between the development of road infrastructure and the number of injuries and deaths in individual provinces. From the analysis of the structure of accidents that you should invest in highways and motorways in the eastern provinces where the number of deaths is highest.
