The aim of the article is to analyse various motives and circumstances of return migration present in the narratives of Polish migrants, who grew up abroad and as young adults returned to their country of origin. It shows how the migration experiences in childhood and adolescence may affect subsequent attitudes and plans. I distinguish four types of return migration based on the main motives that guided the interviewees in their decisions: 1) return as a family strategy, 2)sentimental and patriotic return, 3) romantic return, 4) escapist return. Within each type I explain the processes that led to the decision and the expectations which accompanied it. I point out how these depend on: the stage of life in which the migration occurred, its length and nature and the parents’ attitude towards the Polish culture. The article is based on 17 in-depth interviews with Polish return migrants. The interviewees spent all or a significant part of their childhood in different countries of the western cultural sphere. Among them were two individuals who had spent some time in Arabic countries, although they attended international schools. The length of their emigration varied from 6 to 20 years, and the age upon return to Poland was 16 to 27.

The article aims to evaluate the scale and consequences of the emigration of Ukrainians triggered by the military aggression of the Russian Federation. The paper also attempts to determine the composition of the refugees. The first weeks of the military aggression saw the most active departure of the population from Ukraine, after that the number of those seeking refuge decreased. According to the estimation of the Ptukha Institute for Demography and Social Studies of the National Academy of Sciences of Ukraine based on the data from the State Border Guard Service, the number of ‘refugees from the war in Ukraine’ reached 3 million as of the end of June 2022. The emigrants are mainly residents of Kyiv and Kharkiv, which results in a much higher specific weight of people with higher education than the national average. This fact combined with an orientation towards employment rather than social assistance (a mentality that is relatively close to Europeans), suggests a high probability (especially compared to the same emigrants from other countries, including Syria and Afghanistan) for most Ukrainian women to successfully adapt to life across the border. This is especially true for those who came to Poland, due to the minimal linguistic and cultural differences between the countries. The potential amount of irreversible migration losses, depending on the military and economic factors, ranges from 600–700 thousand to 5–5.5 million people. Considering the fact that approximately 3 million Ukrainians had already been staying (working) abroad before 2022, the war is likely to result in a demographic catastrophe for Ukraine, whose demographic potential has been utterly exhausted.

The article reflects on the role of mobility within transition to adulthood process. It will present the results of research focusing on the transitions to adulthood of representatives of the generation born at the beginning of the 1980s in Poland. This boom generation experienced both the transformation from a communist to a capitalist state, as well as the joyful and hopeful moment of Poland’s accession to the EU in 2004. Post-2004, faced with high unemployment, the representatives of this age cohort decided to leave Poland en masse in search of employment opportunities. Based on biographical interviews with young Poles born in the early 1980s and living in Poland, the article reflects upon the meaning of mobility and migration experiences in their young age. What was mobility impact on different transition to adulthood trajectories – employment, family or independent living? How has it affected the concept of adulthood? In the article, the mobility experience will be looked upon through the lenses of theories of youth studies, which is a recent trend in analyzing young people’s mobility or migration. The article points to the three meanings of mobility: mobility as an experience of semi-independence, mobility as time to gain adulthood, and mobility as a celebration of youth. As the experience of this cohort is unique in the historical sense, it is also exemplary for the growing importance of mobility in transitions to adulthood.

This study appraised the EU RDRAs on Nigerian irregular migrants and examined the challenges of RDRAs on Nigerian irregular migrants. The study made use of primary sources of data through in-depth interview conducted on EU delegation to Nigeria and ECOWAS, European External Action Service, Frontex, International Organisation for Migration, Idia Renaissance, Nigeria Immigration Service and the National Agency for the Prohibition of Trafficking in Persons. Findings from the study showed that two types of return directive exits; voluntary return and enforced return. Voluntary returnees are provided with Assisted Voluntary Return and Reintegration (AVRR) while enforced returnees are not provided with AVRR, and they are likely detained, escorted by the policemen through the back door and corridor of the airport and deported to Nigeria or transit countries. Findings from the study showed the challenges of RDRAs on Nigerian irregular migrants in that, most return carried out by the EU are not in compliance with the laid down regulation as some migrants are return to countries of transit. Moreover, the conditionality attached to readmission agreements are only applicable for high-skilled migrants, a situation described as brain drain for Nigeria and brain gain for the EU. The study concluded that EU RDRAs are restrictive in nature which provide escape routes for irregular migrants in European countries, and that lack of compliance on RDRAs are the results of unlawful detention of Nigerian irregular migrants by the EU as well as torture and abuse by the security officials and traffickers, a situation that violate human rights.
W niniejszym artykule dokonano oceny unijnej dyrektywy powrotowej i umowy o readmisji (RDRA) oraz wskazano wyzwania z nimi związane w kontekście nigeryjskich nielegalnych migrantów. W badaniu wykorzystano pierwotne źródła danych, jak pogłębione wywiady przeprowadzone z delegacją UE w Nigerii i ECOWAS, Europejską Służbą Działań Zewnętrznych, Frontexem, Międzynarodową Organizacją ds. Migracji, Idia Renaissance, Służbą Imigracyjną Nigerii i Krajową Agencją ds. Zakazu Handlu Ludźmi. Wyniki badania wykazały, że istnieją dwa rodzaje powrotów: powrót dobrowolny i powrót przymusowy. Osoby powracające dobrowolnie otrzymują pomoc w powrocie i reintegracji (AVRR), podczas gdy osoby powracające przymusowo nie otrzymują takiej pomocy, przeważnie są zatrzymywane, eskortowane przez policjantów na lotnisko i deportowane do Nigerii lub krajów tranzytowych. Badanie wyszczególniło również wyzwania związane z implementowaniem RDRA wobec nigeryjskich migrantów o nieuregulowanym statusie, ponieważ większość powrotów przeprowadzanych przez UE nie jest zgodna z ustanowionymi przepisami, gdyż niektórzy migranci są odsyłani do krajów tranzytowych. Co więcej, warunki związane z umowami o readmisji mają zastosowanie tylko do wysoko wykwalifikowanych migrantów, co jest określane jako “drenaż mózgów” dla Nigerii i “pozyskiwanie mózgów” dla UE. W badaniu stwierdzono, że unijne przepisy RDRA mają restrykcyjny charakter, co skutkuje powstawaniem dróg ucieczki dla nielegalnych migrantów w Europie, a brak zgodności z przepisami RDRA jest wynikiem bezprawnego przetrzymywania nigeryjskich nielegalnych migrantów przez UE, a także tortur i nadużyć ze strony funkcjonariuszy bezpieczeństwa i handlarzy ludźmi, co stanowi naruszenie praw człowieka.

Purpose – This paper aims to investigate the interplay between international migration, soft skills and job and life satisfaction after returns. Design/methodology/approach – The paper uses the dataset of Human Capital in Poland 2010–2014 representative surveys with 4040 return migrants, who worked temporarily abroad and returned to an origin in comparison with almost 70,000 stayers, who never worked abroad. In this study, Poland is treated as a strategic research site for the labor migration processes, which happened after the biggest European Union enlargement in 2004. Findings – This study discovered that working abroad had a positive relation with cognitive, intrapersonal and interpersonal competencies, as well as job and life satisfaction. However, the relations differ depending on the key destination country. Practical implications – his study discusses the implications for future research and practice, offering recommendations to organizations on how to embed employees with these resources in companies and how to support return migrants and their potential employers with the use of migratory informal human capital in personnel management and counseling. Originality/value – This paper brings quantitative arguments about the hidden impacts of international migration on human capital by uniquely comparing the migrant population with the non-migrant population.

The main aim of this article is to analyse the interplay between international migration, life events related to transition to adulthood and the acquisition of soft skills as a result of working and living abroad. The article is based on an online survey conducted in spring and summer 2020 among 740 Polish and Lithuanian return migrants from the UK who returned to Poland and Lithuania. International migration helped them, above all, to acquire both English language communication skills and to learn teamwork - soft skills which are important for career development. In both groups of Polish and Lithuanian return migrants, international migration accelerated three key processes: 1. starting to make independent decisions, 2. becoming financially independent from their parents and 3. finding stable employment. In both groups, becoming financially independent was linked significantly to the high level of soft skills acquired abroad.
Głównym celem artykułu jest analiza zależności między migracją międzynarodową, wydarzeniami życiowymi związanymi z wchodzeniem w dorosłość i nabywaniem kompetencji miękkich w wyniku pracy i życia za granicą. Artykuł powstał na podstawie ankiety internetowej przeprowadzonej wiosnąi latem 2020 roku wśród 740 polskich i litewskich migrantów powrotnych zWielkiej Brytanii, którzy wrócili do Polski i na Litwę. Migracje zagraniczne pomogły im, przede wszystkim, w nabyciu zarówno kompetencji komunikacyjnych w języku angielskim, jak i pracy zespołowej - kompetencji miękkich, które są ważne dla rozwoju kariery. W obu grupach migrantów powrotnych z Polski i Litwy migracje zagraniczne przyspieszyły trzy kluczowe procesy: 1. rozpoczęcie samodzielnego podejmowania decyzji; 2. uniezależnienie się finansowo od rodziców oraz 3. znalezienie stabilnego zatrudnienia. W obu grupach usamodzielnienie się finansowo wiązało się istotnie z wysokim poziomem kompetencji miękkich nabytych za granicą.

Original blueprint to create supranational subject is broken, under the pressure of Constitutional crisis (2005) and later economic and financial one (a spectre of Grexit). The process has speeded up in 2014 when external security went to the agenda, followed by unprecedented migrant wave coming to the EU in 2015. As result former euroenthusiasm has been replaced by euroskeptic forces, mostly of populist or nationalist nature what was so strongly confirmed by the British Brexit vote in June 2016. Those accumulated crises brought about many new division lines within the EU, well defined in this study – of political, economic, social, but even religious and cultural nature. Dominating till now liberal mainstream is retreating, while ‘illiberal democracy’, however meant, or even authoritarian solutions are starting to flourish. This is an extraordinary era when the whole project of European integration is at stake. Time to react and to sacrifice a lot to save it, if we don’t want to retreat under the new challenges surrounding us. The EU can be saved, even if it be different than before – the Author claims.

The accession of Poland to the European Union was followed by increased international mobility of the population of our country. Today, several years after May 1, 2004, a wave of returns to Poland is observed. The aim of this analysis is twofold: fi rst, to identify a selective pattern of return migration with regard to the socio-demographic features and geographical directions of mobility, and second, to investigate the impact of migratory experience on the probability of economic activity, employment and unemployment after returning to the Polish labour market. The econometric analysis is based on the Labour Force Survey. The obtained results show that during the period 1999–2009 middle-aged persons, with vocational education, originating from rural areas, choosing traditional destinations (i.e. Germany) were most prone to return to Poland. Migrants had less chances to fi nd employment after their return to Poland than persons who have not undertaken migration, which could result both from a selection of persons experiencing labour market diffi culties and from a negative impact of migration on human and social capital. Contemporary return migration of Polish nationals is not determined by domestic labor market opportunities but by other factors – diffi culties with fi nding employment abroad, reaching one’s migration objectives, and other non-occupational problems, whereas settlement emigration is shaped by pull factors related to the destination countries.

Due to its increasingly unstable nature, contemporary return migrations call into question the current definition of return as an anchor. The factors which enabled this situation are the opportunities to move within the European Union, the EU’s open labour markets, and free access to information. Empirical research shows that the most important capital of contemporary return migrants is no longer their savings but their experience connected to international migration, especially when the reality of the home country exceeds migrants’ expectations and possibilities to readjust after return. The text is based on the results of qualitative research conducted in Podlaskie among migrants who returned from abroad and decided to start their own business. Their migration experience constitutes an invaluable source of knowledge not only about the factors responsible for the decision to return but also about the process of readjustment, including the application of skills acquired abroad and the introduction of changes at home, especially in the context of self-employment. Based on the experience of return migrants it is also possible to follow the decision- making process concerning re-emigration which is often simply a return to the well- known country of migration or setting off for a new destination.

The aim of this article is to provide an empirical test of the model of non-economic transfers by migrants such as values, attitudes, behaviours, lifestyles, transnational social networks, know-how, skills and knowledge. The first part of the article discusses the current state of Polish society, identifies the direction of social change in Poland since 1989 and analyses the mutual dependency between social change and migration. The second section offers the analytical model and describes how existing empirical data from official statistics and research reports as well as the author’s own research projects have been analysed. The crucial element of the model is the notion of ‘closure’, defined as any factor that makes the migrants’ non-economic transfers difficult or impossible. Within each of the three categories of closure – socio-economic, cultural and psycho-social – more specific barriers to non-economic transfers are tested, e.g., lack of cohesive policy towards return migrants, social narratives on migration or ‘homecomer syndrome’. The analysis leads to the conclusion that, however difficult the measurement of the impact of return migration on social change at this stage, return migrants’ transfers are accelerating the process of social change in Poland towards the model of well-developed, post-modern Western societies, whereas closures impede this process.
