Opis:
New areas of activities of Polish Research Institutes, competitiveness, measures of successes of Research Institutes, model of Research Institute, way to international cooperation are presented in the paper. At present Polish industry looking for well educated graduates, therefore Polish universities are flourishing. Foreign owners and clients became sources of new technologies. It is easy to justify choice of these solutions. International cooperation gives opportunity for achievement global R&D competition. It also gives opportunity for young well educated graduates to work in Poland. Successes of Research Institute demand double measures. It means necessity to measure two success elements: economy success and professional success. Modern research institute can be compared to professional sport club. Such sport club members, there are people hungry for knowledge and job successes, ready for heavy work, greedy for fame. This similarity creates new innovative management conception of Research Institutes in Poland. The paper presents in particulate Institute of Aeronautics, Some data concerning the Institute of Aeronautics illustrate its possibilities scientific-research, the possibility of working out novel of products and the international cooperation within the framework of bilateral agreements and European Programs.

Rozdział piąty, najobszerniejszy, stanowi unikatowe omówienie wszystkich obronionych w ITB prac doktorskich. Autor wyodrębnił i przedstawił oryginalne osiągnięcia dysertacji doktorskich. Wysoka jakość merytoryczna doktoratów dobitnie świadczy o oddziaływaniu Instytutu na rozwój budownictwa w Polsce. Monografię kończy esej przedstawiający strategię dalszego rozwoju ITB. Wykorzystano w niej nowoczesne metody diagnostyki, formułowania zadań, przeprowadzania zmian i zarządzania zmianami. Ukazano proces definiowania celów strategicznych Instytutu i budowania zespołów do ich realizacji.
The monograph was published for the Jubilee of the 70th anniversary of the Building Research Institute. The publication begins with a study presenting thoughts on science in civil engineering, its characteristics and importance as well as the role of the Building Research Institute in the development of science and introduction of innovations in the construction industry in Poland. Subsequent chapters of the publication include: – strategic goals of European research institutes members of ENBRI; the presented strategy focuses on the role of the institutes in implementing innovations in the construction industry, which entails economic, social and environmental benefits, – a historical outline of the European Organization for Technical Approval, with particular attention to the role of the Building Research Institute as a Technical Assessment Body; the role of the ETA in the process of marketing construction products on European markets, also in the context of legal requirements applicable in Poland, – categorisation challenges for research institutes; the article discusses the criteria for comprehensive assessment of the scientific activity of academic bodies, practical uses of research and development results in the assessment of scientific activity as well as the expectations of research institutes in Poland towards categorisation. The largest chapter five constitutes a unique presentation of all doctoral theses defended at the Building Research Institute. The author selected and discussed original achievements of doctoral dissertations. High technical quality of the dissertations clearly evidences the influence of the Institute on the development of construction in Poland. The monograph concludes with an essay offering an insight into the strategy for further development of the Building Research Institute. It uses innovative methods for diagnosing, formulating tasks, implementing changes and managing change. The paper also presents the process of defining strategic goals of the Institute and building teams for their implementation.

The paper describes the project of Digital Repository of Scientific Institutes RCIN and presents opportunities for promoting science by digitization and sharing them on the Internet. The Repository has been created by the 16 Scientific Institutes in Warsaw, Krakow and Bialowieza to modernize the science-research and IT infrastructure, to increase digital resources of mathematical, technical, natural and medical sciences, and to popularize and promote of Polish science. That dissemination and popularization of science affects its development and competitiveness in the international arena and it allows transfer of research results to the economy. In addition, Institutes of RCIN providing contemporary and archival materials of science, support the intellectual capital of Polish science and raise awareness of professional literature of search on the Internet. Project RCIN is implemented in the years 2010–2014 and financing is provided by the funds of the European Fund of Regional Development.
W artykule opisano projekt Repozytorium Cyfrowe Instytutów Naukowych RCIN oraz przedstawiono możliwości promocji nauki przez digitalizację zbiorów i udostępnianie ich w Internecie. Repozytorium stworzone zostało przez 16 instytutów naukowych z Warszawy, Krakowa i Białowieży w celu modernizacji infrastruktury naukowo-badawczej i informatycznej, zwiększenia zasobów cyfrowych z zakresu nauk matematycznych, technicznych, przyrodniczych i medycznych, oraz rozpowszechnienia i promocji polskiej nauki. Takie upowszechnienie i popularyzacja nauki wpływa na jej rozwój i konkurencyjność na arenie międzynarodowej, oraz na transfer wyników badań do gospodarki. Ponadto instytuty tworzące Konsorcjum RCIN, udostępniając archiwalne i współczesne materiały naukowe, wspierają kapitał intelektualny polskiej nauki i podnoszą świadomość wyszukiwania fachowej literatury w Internecie. Realizacja Projektu RCIN trwającego w latach 2010–2014 możliwa jest dzięki finansowaniu ze środków z Europejskiego Funduszu Rozwoju Regionalnego.

The article aimed to specify the complexity of assessing the management’s efficiency of research institutes in Poland, in the context of the implementation of tasks resulting from their principal and ancillary activities, as well as other assignments commissioned by public administration authorities. The author attempted to clarify the concept of efficiency by reviewing the subject literature, to find a standard unit to assess research institutes’ activities in terms of efficiency. The analysis carried out based on a literature review, taking into account the complexity of duties of the research institutes, showed that there was no ultimate typology of efficiency, as research establishments have been set up to carry out a broad range of tasks of an economic, social and scientific nature. For that reason, efficiency can be only assessed against the priority, principal, and commissioned tasks implemented by each institute.
Celem rozważań jest przybliżenie złożoności pomiaru efektywności zarządzania instytutów badawczych w Polsce w aspekcie realizacji zadań wynikających z działalności podstawowej, pomocniczej, jak również innych zadań zleconych przez organy administracji publicznej. Autor przybliża pojęcie efektywności dokonując przeglądu literatury łącząc to z próbą znalezienia wybranej jednostki pomiaru efektywności działalności instytutów badawczych. W wyniku analizy literatury oraz złożoności zadań realizowanych przez instytuty badawcze, autor wnioskuje, że nie ma jednoznacznej typologii efektywności, bowiem jednostki są powoływane w celu realizacji różnorodnych zadań o charakterze ekonomicznym, społecznym oraz naukowym. Tym samym efektywność każdego instytutu może być oceniana przez pryzmat priorytetowych oraz podstawowych i zleconych zadań.

Privatization and foreign investments have changed the market activities of Polish research institutes. These research institutes found themselves in conditions of economic and telecommunication globalization. A new reality requires a new description, which to a large extent includes a mission of the institute. This paper describes how the concerned ones cope with this challenge.

Analysing the functioning of research-development units in some European countries, it is necessary to take into consideration legal-organizational conditions for their operation within the structures of science in a given country. In the recent years networking of research institutes has become an international trend and in Poland it has become a solution promoted by government administration. The article is an attempt to take a closer look at the activity of similar research organizations in Germany and France. The goal of this article is to present to the reader organizational solutions concerning research institutes in France and Germany. The research methods applied in this article are: analysis of source materials, comparative analysis and two case studies: Carnot network and Fraunhofer network.
Analizując funkcjonowanie jednostek badawczo – rozwojowych w wybranych krajach europejskich należy odnieść się do prawno – organizacyjnych uwarunkowań ich działania w strukturach nauki w danym kraju. W ostatnich latach sieciowanie instytutów badawczych stało się trendem międzynarodowym, a w Polsce rozwiązaniem promowanym przez administrację rządową. Artykuł jest próbą przybliżenia działalności podobnych organizacji badawczych w Niemczech i Francji. Celem artykułu jest przybliżenie czytelnikowi rozwiązań organizacyjnych dotyczących instytutów badawczych we Francji i Niemczech. Metody badawcze zastosowane w artykule to analiza materiałów źródłowych, analiza porównawcza i dwa studia przypadku sieci Carnot i sieci Fraunhofera.

One of the most important problems of modern research institutes in Poland is a need to keep on the competitive market in the era of capitalist economy with very low expenditures of the government on the activities of scientific research (in comparison to the other European countries). In some countries like Spain local research institutes has developed solution which helps them find funding and ensures Government that money are spend optimally. Spanish Association for Standardisation and Certification (AENOR) has established a set of standards for R&D work. R&D units that use them are privileged in access to government’s financial resources for this type of activity, because they describe how to manage such project by dividing it into phases and provide the possibility of rational use of its results. Solution proposed in this article was developed basing on those standards and the real experience achieved during designing of this type solutions for two research institutes.

This article presents the challenges that scientific research institutions face in terms of their marketing, which have been divided into two groups of those associated with internal marke-ting and those linked to external marketing. The most significant and important determinants that constitute challenges to both internal and external marketing were described. The key aspects of each of the identified challenges were indicated, as was their impact on the imple-mentation of the marketing policy at institutions.
W artykule przedstawiono wyzwania dla marketingu instytucji naukowo – badawczej, które podzielono na związane z marketingiem wewnętrznym i zewnętrznym. Scharakteryzowano najbardziej istotne i ważne determinanty stanowiące wyzwania zarówno dla marketingu we-wnętrznego jak i zewnętrznego. Wskazano na najbardziej istotne aspekty każdego z wyodręb-nionych wyzwań i ich wpływ na realizację polityki marketingowej instytucji.

The article presents the results of a study into the degree to which the tools are used that support managing the human capital (GKL) in the group of research institutes affiliated to the Ministry of Economy. The group includes 71 institutes, 45 of which agreed to participate in the research. A questionnaire was used in the study, that contained 14 questions ordered in the way paralleling the order of actions undertaken when employing a new person. They concerned: forms of planning the executive staff, selection of offers gathered during the employment procedure, the use of introductory programs for new employees, the frequency of studying the new employees' training needs, the ways of assessing the employees' effectiveness, assessing the effectiveness of trainings after they are concluded, the use of motivating tools, assessing the jobs, compiling descriptions of jobs, the range of responsibility of the personnel management, the use of computer systems of information about the human potential. In studying particular parts of the staff process the standard procedures of modern GKL and the specific features of the studied group were the reference points.

Artykuł prezentuje formy aktywności i zakres współpracy międzynarodowej realizowanej przez wojskowe techniczne instytuty badawcze. Artykuł przedstawia uwarunkowania w obszarze współpracy międzynarodowej związanej bezpieczeństwem, w korelacji z działaniami instytutów ukierunkowanymi na rozwój pożądanych technologii w sferze bezpieczeństwa państwa.
Continuous inflow of knowledge about innovative technical solution and critical technologies has a special influence on development of military technology research institutes. New technologies and advanced technical solution can be used to improve the operational capabilities of armed forces, as well as other services responsible for state security. Taking the above into consideration, an international cooperation is an important pillar of institutes’ activities, giving access to professional knowledge, creating scientific potential, shaping research facilities and setting the position of institutes in the world. The article presents the forms of activity and scope of international cooperation carried out by military technology research institutes. The article presents the circumstances in the area of international cooperation related to security, in correlation with the activities of institutes focused on the development of critical technologies in the field of state security.
