Brazil is one of the countries with the largest inequalities in the social, socio-economic and above all the regional sectors. Despite being the 10th global economy, Brazil did not succeed in decisively minimizing social, urban-rural and regional contrasts. Recently indicators registered an improvement but globa-lization could aggravate social exclusion and inter- as well as intra-regional dis-parities. The Southeast region with São Paulo, motor of industrialization, and the South, marked by European immigrants and relatively sound social conditions, are leading in nearly all sectors, while the Northeast – especially Maranhão, Alagoas and Piauí – show poverty and enormous infrastructural deficiencies. Concerning regional development, there still exist ―four Brazils‖: Southeast/South, Middle-West, Northeast and North (Amazonia). The Southeast and South represent the ―first Brazil‖ turning the country into a global player. The Middle-West is the region with major progress because of the impetus of agrobusiness with soybean cultivation. Today, the Amazon region is pending between rapid incorporation into the national economic area and a regional policy for protecting the indigenous population and the biodiversity of tropi-cal forests. In spite of all regional planning measures of the government, the Northeast holds the position of a ―fourth Brazil‖ with unequal conditions of property, clientelism and is turning to be a looser of globalization.
Até a atualidade, o Brasil é um dos países do mundo com as maiores desigualdades nos setores social, sócio-econômico e sobretudo regional. O país é a décima economia mundial mas não conseguiu, até então, minimizar decisivamente os contrastes sociais, urbano-rurais e regionais. Recentemente registrou-se melhora dos indicadores, mas a globalização pode agravar a exclusão social e as disparidades inter e intra-regionais. As Grandes Regiões Sudeste – o motor da industrialização – e o Sul, marcado pelos imigrantes europeus e condições sociais relativamente sólidas, lideram em quase todos os setores, enquanto o Nordeste, sobretudo os Estados Maranhão, Alagoas e Piauí, apresentam pobreza excessiva e enormes déficits de infraestrutura. No desenvolvimento regional continuam a existir ―quatro Brasis‖: Sudeste/ Sul, Centrooeste, Nordeste e Norte (Amazônia). Sudeste e Sul formam o ―primeiro Brasil‖, que faz do país um global player. O Centro-Oeste é a região de maior ascensão devido ao avanço do agrobusiness no plantio da soja. O Norte, a região da Amazônia, encontra-se hoje entre incorporação rápida no espaço econômico nacional e uma política regional, que deve proteger tanto a população indígena quanto a biodiversidade das florestas tropicais. Apesar de todas as medidas de planejamento regional do governo, o Nordeste é considerado o ―quarto‖ Brasil devido ao clientelismo e às condições desiguais de propriedade, tornando-se perdedor da globalização.

The purpose of the article is to demonstrate the close relationship between regional development and territorial marketing, which based on the implementation of the marketing concept focuses on creating regional and local products and their effective positioning towards potential buyers. The presented thesis is a result of reflection on using regional marketing in creating regional policy, based on consideration of the specific features of the region which marketing specialists are supposed to know in order to create a marketing plan for the respective region. Further, the marketing plan may be used in the political strategy of regional development based on the satisfaction of the residents’ needs and their individual development. The care of politicians, who fulfil their functions following the election by the citizens, and the development of residents would coexist with the creation of regional development. The phenomena should be closely interrelated. When describing the interrelation from a scientific perspective, it must be said that synergy of the indicated types of activity depends on a series of facts and correlations which fall within various scientific domains. Therefore, there is a need for multidisciplinary approach. The authors of the article hypothesize that management of regional development should be supported by the professional use of regional marketing, taking into account the assumption that each organization should shape its impact system by analysing its needs, already used solutions and the needs of its stakeholders. The views expressed are based on the analysis of selected literature.

The paper critically discusses several widespread views about regional development and how it can be stimulated by regional policy. It is argued that in the current development paradigm it is neither possible nor expedient to achieve regional convergence, which in effect would lead to a deep change in understanding the very assumptions of the EU Cohesion policy. It is indicated that external stimuli do not lead to an accelerated growth in lagging regions, which is especially true in the case of infrastructural projects, especially those which are related to incidental events, like expositions or sports championships. One of the most broadly used models for an ex ante evaluation – the HERMIN model – is also discussed.

Regional contracts developed in Poland as a consequence of the process of the state decentralisation and the building of local governments in the 1990s. By learning from other countries’ experiences (especially the French regional policy), an instrument was devised in order to support the decentralisation of the state development intervention and to foster the regions’ empowerment to programme and administer the regional policy. Unfortunately, since the very first edition, regional contracts in Poland have become a hostage to impromptu political acts determining changes to the economic policy, the limited state budget and very frequent legal amendments. The goal of this article is to conduct a synthetic analysis of the origins, changes and challenges related to the use of regional contracts in the Polish development policy. The author’s subjective, critical opinions were confronted with the opinions of the representatives of regional authorities in selected voivodeships. To this end, interviews were conducted with directors of departments in selected marshal offices. The resulting evaluation, conclusions and recommendations allowed the verification of the author’s subjective views.

Celem artykułu jest ukazanie roli klastrów w rozwoju regionu. Odwołując się do literatury przedmiotu analizie poddano trzy aspekty problematyki regionalnego wymiaru prorozwojowych funkcji klastrów. W pierwszej części artykułu scharakteryzowano czynniki i mechanizmy powstawania klastrów. Skupiono się zarówno na endo-, jak i egzogenicznych czynnikach warunkujących ten proces, akcentując zarazem ich wzajemne przenikanie się i uzupełnianie prowadzące do powstania zintegrowanej kooperacyjno-konkurencyjnej struktury klastrowej na poziomie regionu. W drugiej części przedstawiono warunki sprawnego funkcjonowania klastrów, podkreślając decydujące znaczenie relacji między głównymi regionalnymi aktorami gospodarczego układu sieciowego, tj. sektorem prywatnym a publicznym. W trzeciej części artykułu analizie poddano prorozwojowe oddziaływanie klastrów na poziomie regionalnym. Przedstawiono korzyści w zakresie zwiększania wydajności i zdolności do innowacji firm lub sektorów należących do grona, a także w zakresie generowania impulsów motywujących do tworzenia nowych form w regionie. W zakończeniu artykułu – odwołując się do klasycznego ujęcia przedsiębiorczości – ukazano stymulujący wpływ klastrów na rozwój regionu przezzwięzłą analizę ich roli w realizacji funkcji regionalnej przedsiębiorczości. W wymiarze praktycznych implikacji przeprowadzonych charakterystyk i analiz wskazano główne kierunki i sfery działań władz publicznych odnośnie realizacji polityki regionalnej wspierającej powstawanie i rozwój klastrów.
The purpose of this article is to show the role of clusters in the development of the region. Referring to the subject literature, three aspects of the regional dimension of the pro-development function of clusters have been analyzed. The first part of the article characterizes clustering factors and mechanisms. The focus on both the endogenous and exogenous factors determining the process, at the same time emphasizing their interpenetration and complementarity leading to formation of the integrated Cooperative-competitive cluster structure at the level of the region. The second part presents the conditions for the efficient functioning of clusters, underlining the decisive importance of relations

Praca ta stanowi wprowadzenie do problematyki metodologicznej studiów regionalnych. Składa się z trzech części. Pierwsza część omawia charakter studiów regionalnych, do których zalicza się Regional Science jako reprezentacyjną formę instytucjonalno-akademicką tych studiów. Część druga przedstawia koncepcje i wzorce metodologiczne występujące w naukach społecznych w postaci dwóch modeli, które mogą stanowić podstawę analizy metodologicznej studiów regionalnych: modelu empirycznego i modelu humanistycznego. Oba te modele proponuje się traktować jako komplementarne. Część trzecia zawiera charakterystykę metodologiczną studiów regionalnych obejmującą: 1) dziedzinę i pole badań studiów regionalnych, 2) metody postępowania badawczego oraz 3) charakter wiedzy.
The article is an introduction into methodological problems in regional studies. It consists of three parts. The first discusses the nature of regional studies, which include Regional Science as their institutional-academic representative form. The second presents methodological conceptions and standards to be found in social science in the form of two models that can provide a basis for a methodological analysis of regional studies: empirical and humanistic. It is suggested that the two models be treated as complementary. The third part gives a methodological characterisation of regional studies embracing: (1) the domain and field of inquiry of regional studies, (2) methods of the research procedure, and (3) the nature of knowledge.

This study summarizes aspects of Serbian regional policy with special focus on regions and the development of the regional institutions. The study emphasizes the importance of the issue in the Republic of Serbia in 2010, with the ambition to join the European Union. With the enactment of the new Law on Regional Development and the legal framework five NUTS 2 regions were created. The Ministry of Economy and Regional Development is responsible for the institutional coordination of the regional policy. Regional Development Agencies are at the intermediate level of institutional hierarchy. After the regionalization of Serbia, the Autonomous Province of Vojvodina remained a whole and unified NUTS 2 region with complex and developed regional institutions.

Evolutionary economic geography became popular in the late 1990s. The study has developed on the basis of evolutionary economics, which has achieved greater success in explaining phenomena in the microeconomic than in the macroeconomic sphere and it has had non-spatial character. Evolutionary economic geography is an alternative in economic geography and regional planning for static or pseudo-dynamic research. Supporters of evolutionary economic geography, by criticizing among others New Economic Geography by P. Krugman, conduct research with the use of generalized Darwinism, path dependence and complexity theory. In this paper the author discusses the basic approach and assumptions of evolutionary economic geography and its application in regional economy, especially as an answer to the search for ways out of the economic crisis of regions and cities.

In the last ten-odd years we have been observing a discussion held in the European Union on the change of the regional policy paradigm in terms of its objectives, priorities, tools and the geographical scope of intervention. Changing development conditions require modification of the European cohesion policy model, the main priority of which still is to equalize the level of development of regions in the Community Member States. At the turn of the centuries we can see changes in the way the European cohesion policy is implemented and also the orientation of the equalization policy (which compensates the social and economic backwardness of regions) towards the development policy (which supports competitiveness, takes advantage of the endogenous potential for development and eliminates various barriers). Such policy is to contribute to a more effective use of the potential for development in the entire Community to stimulate growth, employment and cohesion. This paper aims at attracting attention to the evolution of the European cohesion policy model towards a place-based policy.

The aim of the article is to present roadmapping as method enhancing regional development. The idea of the method, manifests itself in integration of science and technology with business practice. In the article, there have been presented a short description of the method, the exemplary characteristics of the roadmapping process and its visualisation for the chosen priority technology groups defined for the Podlaskie region in the project entitled NT FOR Podlaskie 2020. Regional strategy of nanotechnology development. The project was granted financial support from the EU Operational Programme “Innovative Economy 2007–2013”. An interesting element of the roadmapping process in the Polish foresight practice, presented in the article, is the application of the Watson’s concept for the time zones visualisation to the graphical presentation of the method. The roadmapping methodology applied to the project has allowed to prepare seven roadmaps of the priority technologies that might contribute to creating a competitive advantage of the region. In the article, there have been used critical literature review, survey research, the method of logical analysis and construction and a case study.

The article focuses on the characteristics of regional policy, regional development, regional marketing and regional marketing communication from a theoretical perspective. Subsequently, we characterize research that was realized in 2019 and included V4 countries - Slovakia, Poland, Hungary, Czech Republic, along with Serbia. Its aim was to characterize the main reasons of the failure of small and medium-sized enterprises and approach the current challenges of small and medium entrepreneurships, the main question we tried to answer was- How to prevent SMEs from failure? The activities related to the project led to the clarification of different aspects of business activities that can lead to successful and/or unsuccessful entrepreneurial activities. For the purpose of this article, we have selected eight research questions from Slovakia that are currently relevant to the topic of the article. We outline the main obstacles to business success in Slovakia, we characterize external factors that created business difficulties and three questions deal with marketing and marketing communication, because standing in a strong competitive environment requires, among other things, the ability to sell one´s business to customers. The aim of the article is to point out the factors that influence business and success in the market of small and medium enterprises in Slovakia.

This paper focuses on the increasing regional disparities in Ireland, especially since the great recession and assesses the degree to which the recovery has been concentrated in urban areas. Ireland was initially affected by the recession to a greater extent than other countries but has recovered strongly. However, this recovery has not been evenly distributed, with some regions showing greater economic resilience. Using descriptive statistics of GDP per capita (PPP), GVA and employment, this paper examines the extent to which the recovery has been a two-tier recovery. The paper finds evidence to suggest that the recovery has been heavily concentrated in Dublin, and to a lesser extent in Cork and Galway, resulting in an urban-rural divide.

         Aim: The implementation of numerous EU projects in the period 2014-2020 is bound to require that they are compliant with EU law, domestic law, relevant guidelines, programming documents, and the content of an agreement on co-financing a project. It is in this context that the issue of public aid should be examined. On the grounds that some EU projects are subject to the regime mentioned, what becomes vital is to comply with all binding regulations in this respect. It is in this delineated form that the legal form of regional investment aid should be considered. The aim of this paper is to examine individual material elements of which the legal construction mentioned above is composed – while taking into account existing legislation.   Research methods: The method that was adopted involves an analysis of the sources of law, case-law and literature.   Conclusions: (1) The problem of regional investment aid should be considered in terms of the Treaty definition of public aid. At the same time, one has to take into account the legal regime set by the TFEU on state aid. As a rule, this aid is prohibited; still, the EU legislator allows for a number of exemptions. (2) This, in turn, means that it is necessary to develop, by issuing other normative acts (but also soft-law regulations), the Treaty provisions which allow for providing legally benefits covered by state aid. (3) The legal form at issue here should be considered in the context of the need to ensure that beneficiaries will be implementing projects in accordance with the rules of EU law, domestic law, relevant guidelines, programming documents and the content of an agreement on co-financing a project.   Value of the paper: The set of issues examined is the subject addressed by case-law and literature. The value of the paper is that it systematizes all the elements discussed. The paper is addressed to the beneficiaries of EU projects, institutions participating in the system for managing and controlling EU resources and to administrative courts.

The development of any region is a complex phenomenon that depends on various factors, including a financial infrastructure that supports enterprises and other business entities. Issues related to the impact of financial institutions on economic development are often addressed in the academic literature. Some researchers claim that the development of financial institutions and instruments leads to the development of the entire country, indicating a close correlation between them. Others confirm this interdependence; however, they argue that it is non-linear and it depends on other factors, such as the country’s level of economic development, as well as how advanced its financial infrastructure is. Few studies have addressed the impact of regional financial institutions on regional development, and although macroscale studies have been implemented on the micro-level, they don’t necessarily reflect any interdependencies. Regional financial infrastructure plays an important role in regional development, and the Regional Development Funds (RDFs) that have recently appeared in some voivodeships confirm this interdependency. These institutions are likely to become integrators and stimulators of regional financial markets, and RDFs can become entities that manage capital that can be appreciated in many banks and exert a tangible effect on regional financial policies. At the same time, they will level any market flaws in terms of access to capital by micro-, small, and medium enterprises, as well as running growth-promoting policies tailored to the specific regional needs.

Przedmiotem artykułu jest krytyczna dyskusja z kilkoma szeroko podzielanymi poglądami na temat rozwoju regionalnego oraz możliwości jego stymulowania przez politykę regionalną. Zgodnie z przedstawioną argumentacją w obecnej fazie rozwoju nie jest możliwe – a więc i nie jest celowe – dążenie do wyrównywania różnic międzyregionalnych, co powinno prowadzić do nowego ujęcia polityki spójności UE. Wskazuje się, że nie jest skuteczne opieranie rozwoju regionów słabo rozwiniętych wyłącznie na napływie środków zewnętrznych, w tym związanych z budową infrastruktury, a szczególnie infrastruktury w celu zorganizowania okazjonalnych imprez (wystaw, mistrzostw sportowych). Analizie został także poddany jeden z częściej stosowanych modeli ewaluacji ex ante – model HERMIN.
The article is devoted to a critical discussion of several widely accepted principles of regional development and regional policies. It is argued that the in the current development paradigm it is impossible to achieve regional convergence, which should lead to a deep change in understanding the very assumptions of the Cohesion policy of the EU. It is indicated that external impulses do not lead to an accelerated growth in lagging regions, which is especially true in the case of infrastructural projects, especially those which are related to incidental events, like expositions or sport championships. One of the most broadly used model for an ex ante evaluation – the HERMIN model – is also discussed.

With a staggering growth of Chinese economy seeming a permanent feature of the years to come, the question of enhancement of the People’s Republic of China regional posture and its influence over the whole international system is becoming one of the major challenges of our time. In recent years many notable authors have observed a success of Chinese official’s efforts to improve the relations with the neighbours and all the major world powers. Starting from the role played by China in the regional security architecture of East Asia and its historical background, this paper analyses the latest developments in Chinese policy towards the region in the broader context and tries to identify the China's strategy and its potential risks and benefits for the international community. The author argues that in spite of potential drawbacks the process of gradual integration of PRC into the existing world order have moved dramatically ahead and tries to explain the intentions hidden behind Beijing's regional and global political initiatives.

There are many levels of discussion on current challenges and issues facing regional development. One of them is the question of the existence of the cause and effect relation between regional and spatial developments. In the light of a current discourse about the European Union’s regional development as well as implementation of a number of new solutions concerning regional policy in Poland, especially in the urban development context, this issue deserves a special attention. In this article, regional and spatial developments in terms of strategic documents of the European Union and Poland for 2014-2020 were considered. Territorial dimension in the idea of regional development was also accounted for.

In this paper we review the concept of regional boundary observability, developed in (Michelitti, 1976), by means of sensor structures. This leads to the so-called boundary strategic sensors. A characterization of such sensors which guarantees regional boundary observability is given. The results obtained are applied to a two-dimensional system, and various cases of sensors are considered. We also describe an approach which leads to the estimation of the initial boundary state, which is illustrated by simulations.

The article discusses the process of regional natural and recreational systems formation, methodological basis for the creation of them, which is the concept of ecological networks (environmental systems) and regional recreational systems (RRS). Analyzed in the article is the formation of five regional conservation and recreation systems: western, northeastern, central, eastern and southern, with developed environmental and recreational infrastructure. It is considered in the context of a network of national parks (NNP) and the Regional Landscape Parks (RLP) development as multifunctional environmental and recreational areas, the creation of which is directed to meet the growing needs of the population in a natural habitat. The representativeness of Ukrainian landscape areas network of NPP and RLP is reviewed. Their highest density was observed in the Ukrainian Carpathians and zone of broadleaf forests, where one park occurs per 3.4 and 4.9 thousand square kilometers respectively. The density of the NNP is the lowest in forest-steppe, coniferous-broadleaf forest and steppe zones, with one park per 19.10; 18.29; 18.31 thousand square kilometers respectively. The combined development of local recreation and environmental systems causes the creation of eco-stable framework that will ensure the conservation, anthropological and recreational functions of geosystems in Ukraine.

The regional development of Siberia faces some difficulties nowadays and they are thought to be the result of historical development. According to American authors, Clifford Gaddy and Fiona Hill (“The Siberian Curse”), as well as some Russian scientists, such problems stem from the period of Soviet abusive colonization of Siberia, or even earlier – from the period of monarchy. But it is essentially hard to realize the situation of Siberia from the perspective of Moscow, let alone from abroad. It is also difficult to imagine the huge differences in territorial proportions, contrasts in Siberian regions, and distances between cities. So it is not acceptable to use non-geographical, dot methods in solving regional problems of Siberia. In fact, the regional problems are very complicated and multilateral, and we should study them with an open mind. Development of Siberia, the Eastern and Northern territories, was not something special in Soviet times. It was based on the whole country large-scale development plans and strategic objectives

Demographic trends in developed countries require focus on the problem of aging populations. These trends are directly related to structural changes within the economy.
