Prosumers are the part of new type of society that is being gradually created together with the process of energy transition into environmentally friendly model of energy system based on renewables. Prosumers are active market participants, which benefit from the energy transition. These informed consumers can, through their choices, drive development of green energy and support environment protection. Their active role in energy system entails certain challenges related to the economic and technical issues. Therefore, there is need to implement appropriate legal basis to regulate involvement of consumers on the market as well as to develop new technologies and infrastructure in order to enable them an access to the system. These actions collectively aim to strengthen national economy and ensure security of energy supply.

Renewable energy will play a key role in the transition towards a competitive, secure and sustainable energy system. In 2014 the European Commission proposed an objective to increase the share of renewable energy to at least 27% of the EU's energy consumption by 2030. The European Council endorsed this target which is binding at EU level. The Renewable Energy Directive (Directive 2009/28/EC of the European Parliament and of the Council of 23 April 2009 on the promotion of the use of energy from renewable sources and amending and subsequently repealing Directives 2001/77/EC and 2003/30/EC) was implemented in Poland on 20 February 2015 by the new renewable energy sources act. The objective of this article is to analyse the current state of the Polish energy sector related to the prosumer energy industry. It also describes the future potential for the development of prosumer energy in Poland. The analysis was conducted in the light of the new EU climate and energy initiatives. At the beginning, the article presents the current general state in the EU’s energy sector. European Union Climate and Energy Package targets up to 2050 and the state of renewable energy use gives the background to conduct an analysis of prospects for the development of prosumer energy in Poland. That is why the last part is devoted to the prosumer energy sector in Poland in the context of European Union regulations. The critical analysis of the current situation in that sector has made it possible to evaluate prospects for the development of prosumer energy in Poland in the context of the recently introduced legal regulations.

Głównym celem opracowania jest przedsta¬wienie prosumenta na rynku konsumenckim oraz wpływ na zapewnienia bezpieczeństwa energetycznego i ciągłości dostaw, ale również z powodu konieczności realizacji założeń unijnych dyrektyw, kładących szczególny nacisk na efek¬tywność energetyczną i odnawialne źródła energii. Autor skupia się na odpowiedzi na pytanie czy prosument na rynku energii będzie się rozwijał w najbliższym czasie? W celu odpowiedzi na postawione pytanie autor dokonał analizy prosumenta na rynku energii, a także wskazał zalety i potencjał rozwoju prosumenta na rynku energetycznym. Implikacjami praktycznymi przeprowadzonej analizy teoretycznej jest wskazanie na rozwój prosumenta na rynku energetycznym.
Prosumer market development is beneficial not only because of the possibility of providing energy security and continuity of supply, but also because of the need to achieve the objectives of the EU directives, with specific emphasis on energy efficiency and renewable energy sources. Prosumer market development is largely also linked to the role of the consumer. People need to see the benefits of being a prosumer. It is not only greater economic efficiency of its own production of energy, but also environmental responsibility. Energy produced by the producers-consumers are more friendly to the environment. It does not destroy the environment in so far as they do large energy companies. Its development depends to a large extent on changes in public awareness for greater environmental responsibility. Although it is a long process, should take action to change it. Also important for the development of prosumer energy are political considerations. Despite the political program dissemination of distributed energy, you cannot see the will to act in the direction of the largest political parties in Poland. To work in this field effectively, it is necessary involvement of local authorities and local governments, correlating the government's strategy of investment plans of municipalities, adapting the necessary legislation to improve monitoring systems, addressing issues related to financing. In the context of the development of the prosumer market it is important to the restructuring of infrastructure, expansion of transmission networks and adapt them to the current needs of customers in rural areas, as well as monitoring local power demand. It is extremely important that governments take into account in their investment priorities energy. It should lead to a bond investment plans of municipalities and energy companies. Further emphasis is on the main development of traditional energy. Decisions concern the extension of the current production base of energy or construction of new large power plants. While investments in the dissemination of distributed energy remain in the realm of design.

Zjawisko prosumpcji określane jest jako splatanie się procesów konsumpcji i produkcji, aż do zatarcia się różnic między nimi. W dobie społeczeństwa informacyjnego wzrost zachowań prosumenckich nie byłby możliwy bez rozwoju technologii ICT. Interaktywność współczesnych mediów sprzyja rozwojowi zjawiska prosumpcji. Artykuł przedstawia podstawowe zagadnienia dotyczące zjawiska prosumpcji, w tym determinanty rozwoju prosumpcji, charakterystykę prosumpcji na rynku e-usług, a także wybrane wyniki badań dotyczące zachowań prosumenckich na rynku e-usług. Badania wykorzystane w pracy zostały przeprowadzone techniką ankiety on-line (WEB) we wrześniu 2012 r. na ogólnopolskiej próbie 1200 konsumentów (w ramach grantu NCN).
The phenomenon of presumption is described as intertwining of the processes of consumption and production, till an erase of differences between them. In the epoch of information society, growth of prosumer's behaviour would not possible without development of ICT. Interactivity of the contemporary media facilitates development of the phenomenon of prosumption. The article presents the basic issues concerning the phenomenon of prosumption, including the determinants of presumption development, characteristics of presumption in the market for e-services as well as chosen results of research relating to prosumers' behaviour in the market for e-services. The research used in the work was carried out by the method of on-line (WEB) questionnaire in September 2012 on a nation-wide sample of 1200 consumers (within the framework of NCN grant).

Prosumption signs in the paradigm of open innovation, assuming that companies can not be confined to internal ideas but must also take into account the ideas of external stakeholders. Companies are aware of the importance of innovation in building their market position, and therefore they are taking action to address the external environment in order to understand the needs of their customers and to develop relationships with them to create new solutions. Prosumption - which means commitment, activity, openness to consumers, sharing their experience and knowledge, collaborating with others in developing solutions that are more tailored to their needs - can be the foundation for innovation and new solutions. Companies often emphasize that innovation is about understanding the needs of consumers and creating the right products and services for them. The aim of the article, which contains the results of the survey, is to show the prosumption and innowvation of young consumers, including their attitude to innovative products.

Artykuł odnosi się do sytuacji prawnej prosumenta, jako uczestnika rynku energii elektrycznej, a ściślej podmiotu, któremu ustawodawca przyznał prawo wytwarzania energii elektrycznej z odnawialnych źródeł energii w mikroinstalacji. Rozważania zaprezentowane w niniejszym artykule są dychotomiczne i tym samym spójne z ekonomiczną oraz prawną koncepcją prosumenta w gospodarce rynkowej, w tym na rynku energii elektrycznej. Analiza dotyczy z jednej strony sytuacji prawnej prosumenta w zakresie czynności polegających na wytwarzaniu energii elektrycznej, a z drugiej warunków jej wykorzystania w celu zaspokojenia własnych potrzeb. Podjęte zagadnienie jest o tyle istotne, że dopiero od 1 lipca 2016 r. obowiązuje w porządku prawnym legalna definicja prosumenta, która stanowi podstawę podjętych rozważań i tym samym wyznacza zakres praw prosumenta na rynku energii odnawialnej.
This article refers to the legal status of a prosumer as a participant of the electricity market or, more precisely, to an entity to which the legislator has granted the right to produce electricity from renewable energy sources in micro-installations. The considerations presented in this article are twofold, and thus coherent with the economic and legal concept of a prosumer in the market economy, including the electricity market. The analysis concerns, on the one hand, the prosecutor’s legal situation in the field of electricity generation activities as well as, on the other hand, the conditions of the use of self generated electricity in order to meet their own needs. The issue is important because the legal definition of a prosumer is a new concept in the legal order.

Ustawa o OZE wprowadziła mechanizmy mające na celu wsparcie rozwoju energetyki rozproszonej w tym prosumentów. Zakłada ono m.in. możliwość wykorzystania sieci dystrybucyjnej jako magazynu energii, który w ramach określonego cyklu rozliczeniowego może służyć do oddawania i pobierania energii elektrycznej. Ponad dwuletni okres obowiązywania mechanizmu pozwolił na p rzeprowadzenie analiz i dokonanie oceny poprawności jego funkcjonowania. Szczególnie istotne stają się kwestie oceny poprawności doboru poziomu współczynnika ilościowego, zwymiarowania korzyści z bilansowania handlowego uzyskiwanych przez sprzedawców zobowiązanych, bilansowania międzyfazowego, czy przewymiarowania instalacji prosumenckich. Kalkulacje i wnioski przedstawione w referacie bazują na scenariuszowej analizie rzeczywistych danych odbiorczych i wytwórczych prosumenta z grupy taryfowej G11 produkującego energię ze źródła fotowoltaicznego.
The RES Act introduced mechanisms to support the development of distributed generation including also prosumers. It assumes i.a. the possibility of using structure of the electric power distribution network as an energy storage, which can be used to generate and consume power within a framework of specific billing cycle. Over a two-years period of validity of the mechanism allowed to carry out analyzes and assess the correctness of its functioning. The issues of assessing the correctness of the selection of the quantitative coefficient, the dimensioning of benefits from the commercial balancing obtained by the obliged sellers, the inter-phase balancing, and oversizing of prosumer installations become particularly important. The calculations and conclusions presented in the paper are based on a scenario analysis of the actual consumption and production data of the prosumer from the group G11 tariff producing energy from a photovoltaic source.

The paper presents the project of the power electronic AC/DC converter operating under a multiresonant control algorithm for prosumer applications. This design allows independent control of active and reactive power for any or each phase. Both the converter and its algorithm are based on a three-phase converter of four-wire topology (AC/DC 3p-4w) with a DC bus, which couple the converter to a renewable energy source and energy storage. Further, model and simulation tests were carried out in the Matlab-SIMULINK programming environment. The results obtained indicate that operation with deep unbalances and powers of opposite signs in individual phases results in current variations (oscillations) in the DC line, which is a significant limitation, and it can be concluded that the level of asymmetry should be limited to the level acceptable to the energy storage device.

Photovoltaic installations are the example of renewable energy sources which use solar energy. The analysis of an application of the photovoltaic installation which had been prepared for the real enterprise in Lubin was presented, as the example of an effective value of energy which could be obtained. Also, the distribution of costs and benefits was estimated. The installation of photovoltaics is one of the ways to join prosumer energetics which is supported, among others, by activities 3.1 and 3.2 in the Regional Operational Programme for the Lower Silesian Voivodeship and by the National Fund for Environmental Protection and Water Management.
