In the contemporary world a man is exposed to many risks arising both from the outside world and from the inside of a man, which lead them to self-destructive actions. This kind of behavior can be a part of a life of every “free man”. Therefore the risk existing in the lives of imprisoned people is often much higher, because of being on an emotional collapse, so they often make suicide attempts. This is a problem that affects not only the Polish prison system, but also the prisons around the world. This issue should be considered also for this reason that, despite the numerous regulations of Polish legislator, we failed so far in strictly dealing with suicidal behavior in prisons among inmates. This article is based on the literature, judgments and many legal articles appropriate to the subject. It illustrates the phenomenon of suicide of inmates in prisons. This article describes circumstances that may affect this kind of negative behaviors. It also presents the problem of imprisoned juvenile offenders who make suicide attempts. Due to the occurrence of this type of negative behavior the need for their prevention has been shown.

Celem niniejszej pracy jest zaprezentowanie wybranych psychospołecznych deficytów i zasobów osób odbywających karę pozbawienia wolności w obrębie następujących obszarów: poczucie koherencji, prężność ego, depresja, lęk, ciekawość, złość, martwienie się, wparcie społeczne, jakość życia, intensywność postawy religijnej, religijne i niereligijne sposoby radzenia sobie ze stresem. Analiza uzyskanych wyników dowiodła, iż osoby pozbawione wolności odczuwają istotnie niższe wsparcie społeczne w jego aspekcie informacyjnym, instrumentalnym, wartościującym oraz emocjonalnym w porównaniu z grupą kontrolną.
Selected psychosocial resources and shortages of persons serving a penalty of imprisonment Presenting selected psychosocial shortages and stores of persons serving a penalty of imprisonment within the following areas was a purpose of this work: coherence, the resilience, depression, fear, curiosity, anger, worrying, social support, quality of life, intensity of the religious attitude, religious and irreligious ways of coping with stress. Analysis of achieved results showed that imprisoned persons were feeling the significantly lower social support in his information, instrumental, assessing and emotional aspect compared with the control group.

Objectives The specific job demands of the Prison Service (PS) may affect the health of officers. The job demands-resources model (JD-R) model was used to design a survey of the consequences of working subject to particular job demands. The aim was to gain an insight into the relationship between job demands, personal resources, occupational stress and burnout and selected health consequence indicators (such as behaviors associated with the consumption of alcohol, stress symptoms). Material and Methods A total of 1732 PS officers in Poland were surveyed. The following tools were used as part of the survey: the Copenhagen Psychosocial Questionnaire (COPSOQ II), the Multidimensional Inventory for Assessing Coping Responses (COPE), the Alcohol Use Disorders Identification Test (AUDIT) and a form with a respondent’s particulars. Path analysis using partial least squares structural equation modelling (PLS-SEM) was performed. Results The assumed hypotheses were partially confirmed by the results. Out of 4 job demands categories only work pace turned out not to be a significant predictor of burnout and stress. For alcohol related behaviors, stress level was the only significant predictor, both as a direct and indirect effect taking into account job demands. It transpired that support from superiors rather than support from colleagues or self-efficacy was a significant moderator in the emotional demands – stress relationship. Limitations of the study and perspectives for its continuation are also presented herein. Conclusions Based on the obtained results it may be concluded that job demands and support from superiors do have an impact on stress in the PS group. This is also consistent with available reports in literature. At the same time stress is a significant predictor of alcohol related behaviors. Coping through the use of psychoactive substances was not a significant factor in statistical analyses and it has still not been subject to sufficient scientific analysis.

Zadanie to staje się również aktualne dla współczesnej Ukrainy i z uwagi na łączące oba kraje głębokie więzi kulturowe i mentalne, polskie doświadczenia wydają się być niezwykle inspirujące. Korzystając z doświadczenia sąsiadów nie należy zapominać o różnicach. Przede wszystkim należy zauważyć, że okres komunizmu w Polsce był wyraźnie krótszy, w porównaniu z 70-letnim doświadczeniem Ukrainy, Białorusi i innych Republik Radzieckich które w odróżnieniu od Polski nie zaznały pełnej suwerenności.Kluczowe dla powodzenia reform w Polsce było to, że realizowali je nowi, często młodzi ludzie, przygotowani do pracy w oparciu o współczesną wiedzy, nie związaną z poprzednim systemem. Polacy potępili zbrodnie komunizmu i jego dziedzictwo. Na Ukrainie do tej pory tak zdecydowanie tego nie zrobiono i to jest jeden z powodów niepowodzenia reform.
The study of the penitentiary reform in Poland is a perfect illustration of the political changes that Poles have undergone from a system marked by Soviet totalitarianism to a society that meets the criteria of democracy.Ukraine's aspirations to adapt EU solutions in the field of penitentiary reform encourage to learn about Poland's experiences due to the progress of this country in eliminating the communist legacy in the work of the prison system and the Prison Service that oversees it. This task is also valid for contemporary Ukraine and due to the deep cultural and mental ties connecting the two countries, Polish experiences seem to be extremely inspiring.When using the experience of neighbors, do not forget about the differences. First of all, it should be noted that the period of communism in Poland was clearly shorter, compared to the 70 years of experience of Ukraine, Belarus and other Soviet Republics which, unlike Poland, did not experience full sovereignty.

The article is an attempt at presenting the role of doctors working in the reality of prisons in the years 1944–1956. Medical care was supposed to be limited to a minimum, and doctors had to serve a specific role in supervising the prisoners. On the one hand, they were part of the oppressive system, while on the other hand, they often stepped outside their assigned roles, helping the prisoners and mitigating the regime. As in other aspects of Stalinism, here the reality also luckily turned out to be more human than the official assumptions. People who worked in prisons were civilian doctors and nurses employed on contract by the Prison System Department, as well as military doctors assigned to this work as part of their service. Due to constant lack of medical staff willing to work in prison hospitals and infirmaries, doctors serving sentences and medical students were employed, as well. Of course, their situation was much worse than of the “freedom” doctors. Both groups, however, were subject to control by prison officers, in particular of the Special Department which oversaw the work of prison intelligence and tracked all attempts to make informal contact with the prisoners. Prison healthcare was part of the system and its political objectives and ideological vision of the enemy, but it was also a derivative of the economic situation in the war-ravaged country. In the years 1944–1956, medical care in Polish prisons evolved. In the first years after the war, the health of prisoners was affected by terrible sanitary conditions, lack of doctors and basic medical supplies. Although over the years the equipment of some hospitals and drug supplies improved, poor health of prisoners was primarily affected by the long-term repressive regime which began to weaken only in the middle of 1953. The article is based on documents of the MBP Prison System Department, testimonies of prison doctors before the court and prosecutors, published memoirs of prisoners, as well as the author’s own interviews with doctors who were prisoners.

The analysis of the materials show that the CIA prisons, where the members of Al-Kaida were kept and interrogated, were founded in Poland in 2002 when the country was governed by SLD. The PiS politicians who were in the following government knew about the fact but did not want to reveal it to the public. The party of PO which has been governing the country since 2007 has not solved the problem yet. European Court Of Human Rights held in its verdict of 24 July 2014 that there had been the CIA prisons in our country. According to that verdict Poland violated the European Convention on Human Rights and its ban on torture. Poland has not solved the problem, prolonging the investigation 15 times. It is extended until 11 April 2015. On 23 October 2014 our country appealed to European Court of Human Rights to hear the case again.

The officer core of the Prison Guard (Straż Więzienna, SW), a formation established only as late as 1932, emerged from the narrow circle of persons associated with the Prison Section, which emerged in 1918. Its membership consisted of a small cadre of Polish guards who had gained experience in prisons controlled by the occupying powers. Unless they had worked in prisons before 1918, the rank-andfile of the SW consisted of demobilised and/or retired soldiers as well as of would-be or ex-policemen. ‘Street people’ in many cases, they treated the work as temporary or took it up as an easy job. The reality they faced on the other side of the wall quickly verified their convictions about the task they had accepted. As a result, the ranks of the SW were given to heavy rotation, evident up to 1939. Employees of the interwar prison system did not enjoy much public regard; for some, leaving the army to become a prison guard felt like social degradation. Aside from a few minor exceptions – such as prison breaks, stories of convict abuse – this peculiar group of workers was generally absent from the public narrative of the re-established state. Naturally, its problems were debated among experts, but these debates did not seep into the press as often as those concerning the police. For many years after 1918, the SW continued to be perceived through the nineteenthcentury image of the guard as watchman, a personification of the oppressive partition governments. SW functionaries associated with the labour union established in 1932 as well as the Przegląd Więziennictwa Polskiego (Polish Penal Review) magazine took up the daunting task of improving that image.The article provides an analysis of their efforts, attempting a response whether their goals were achieved, at least to a degree. My focus is on the public perception of the formation, while I also try to establish whether its foundation and development was perceived as a success (as was the case, for instance, with the police). My interests, however, are not limited to the media and public image of the SW corps, but also include the conditions under which its members laboured. In this context, I am particularly interested in the realities of the prison corridor; in the article, I attempt to describe the tenor of the relations between guards and prisoners in contemporary prisons (especially the prevailing aggression). Finally, I pursue a reconstruction of the image/s of the SW created by convicts, with particular focus on the significance of the change associated with the year 1918.My analysis leads to somewhat pessimistic conclusions. The major changes involved in the professionalization of the cadres and partial implementation of the prison reform that also affected the SW do not appear to have been satisfactory. Attempts to dismantle stereotypes of the guards could only achieve limited success, and the SW remained a formation of thoroughly dubious quality.

Taken over by the Nazi in September 1939, Polish prisons became not only the gallows of many thousands of Poles but also the site of heroic struggle against the invaders ‒ a struggle in which both the inmates and the Polish prison staff were involved. Warsaw prisons, especially the Pawiak prison, became symbols of martyrdom of the Polish nation and of persistent struggle fought by soldiers of the underground Polish State. The Polish prison staff were obliged to stay in service during the Nazi occupation of Poland for two reasons. The first one resulted from the Nazi authorities’ order that all Polish employees should resume work; acts of sabotage carried severe sanctions. The other reason was related to the policy of the Penal Department, revived by the invaders in the territory of Nazi-occupied Poland and renamed the Central Prison Administration in 1940. Its rudimentary powers included, among other things, the staffing of prisons in the Warsaw district. In October 1939, the institution summoned the prison staff to resume work: this staff policy was designed to improve the psychological situation of inmates, to facilitate material assistance to prisoners, the political ones in particular, and to help create in the future, basing on the Polish staff, the structures of prison intelligence service of underground organizations. The actual decisions of individual members of the prison staff were prompted by a variety of motivations: a fear of the consequences of sabotaging the Nazi orders; a sense of being subordinated to Polish prison administration; and a need to secure one’s own source of maintenance. Many functionaries were also ideologically motivated: by a wish to help imprisoned Poles or subordination to suggestions or orders coming from persons involved in the arising structures of anti-Nazi conspiracy. Having made up his mind to work in a prison under Nazi administration, each and every member of the prison staff faced the problem of defining his attitude towards prisoners in general, and political prisoners in particular. Under Nazi occupation, the actual contents of the notion of “political prisoner” did not correspond with its former statutory definition. The need for a different attitude to political prisoners, against the prison regulations and the orders of Nazi authorities, resulted from the situation of occupation, the ever-intensifying terror, the Nazis’ attitude tu prisoners and to Polish staff, the pressure from society, and the cxpectations formulated in this rcspect by the first underground organizations. In this situation, most of the Polish prison staff developed a protective attitude to political prisoners, aimed at the greatest possible liberalization of provisions of the prison rules and, to an extent determined by reasons of their own safety, actually sabotaged Nazi instructions. Such attitudes could be found as early as October 1939 in a prison in Daniłowiczowska street and in “Serbia” (women’s ward of the Pawiak prison); they persisted till the closing of Polish prisons, whatever the restrictions imposed on Polish prison staff during the occupation. The most widespread form of assisting prisoners was to pass on news from inmates to their families or other persons and vice versa. The staff also secretly supplied inmates with food, medication, cigarettes, and books. Also religious practices were permitted against the regulations, and imprisoned priests could say masses and render religious assistance and services to their fellow inmatess. This attitude of Polish prison staff was reinforced by the activities of newly- formed underground organizations which tried to get in touch with the inmates by winning over the Polish staff members. Organized intelligence in Warsaw prisons started in early November 1939 when the Headquarters of Poland’s Victory Service were notified by a prison staff member of the imprisonment of the Mayor of Warsaw Stefan Starzyński in the Daniłowiczowska street prison. Having received this signal, an Headquarters oflicer Emil Kumor started winning over the staff of the succession of prisons in which the Mayor of Warsaw was kept. Regular activities towards the building of prison intelligence structures were started late in November 1939 by the head of Information and Propaganda Department of Poland’s Victory Service Warsaw Headquarters, Zygmunt Hempel. In each of the prisons, he managed to win over an officer of the prison staff; sworn under the organization’s bylaws, those officers, were charged with the task of forming prison intelligence networks in their respective institutions. A special stress on the building and functioning of this type of network for communication with inmates was laid in the Pawiak prison, a security police jail. The prison intelligence network included internal network (function holders among the inmates, members of prison staff); external liaisons (prison staff); and external network (persons in charge of contact points, liaisons). This communication network was io acquire information about the circumstances of detention, the course of inquiry, the degree to which the entire organization was endangered, etc. Instructed by the organization, the intelligence network members among the prison staff passed on information, supplied food, medication (poison in some cases), things to help organize an escape, and underground press. They also prepared copies of lists of new admissions and of persons transported to concentration camps, executed, or murdered. They warned prisoners against Nazi agents and other dangers, and facilitated contacts between partners. Till mid-1942, there operated in Polish prisons, the Pawiak prison in particular, numerous structures of communication between inmates and underground organizations; they were independent of one another and varied as to the degree of organization. Acting as their liaisons were many a time the same members of prison staff; many of them only learned after 1945 for which underground organization they had been working. Beside performing the organizational tasks, those same functionaries often undertook, for humanitarian reasons, to establish illegal contacts with individual prisoners upon request of those persons’ families. Ultil mid-1942, the underground communication with inmates was spontaneous, largely improvised, and chaotic, and those involved in it tended to ignore even the basic principles of safety. Nazi counteraction took place as early as July 1940 when the first group of prison staff were arested and transported to the Auschwitz concentration camp. They were accused of helping the prisoners and involvement in the underground activities of one of the organizations that struggled for the country’s independence. Thereafter, the prison staff were more and more often put under surveillance, searched, and detained. In the winter of 1941/1942, the Nazi succeeded to introduce their agent, Józef Hammer, into the prison intelligence structures of the Armed Struggle Union. Hammer established co-operation with a group of the most ideologically motivated prison staff; through their activity, the Nazi intelligence gained access to materials possessed by underground organizations. As a result of this activity, 33 functionaries of the prison staff were arrested in March 1942; most of them were subsequently killed in concentration camps. In April, furher 9 officers were executed. The repressive measures towards Po1ish prison staff continued in 1943, when further arrests and executions took place, and in the early half of 1944 when Polish functionaries were dismissed (the Pawiak prison). The staff of prisons in Daniłowiczowska and Rakowiecka streets were much less affected by the Nazi repressions as there were practically no political prisoners in  those two institutions. On 30 June 1942, the death penalty imposed on Józef Hammer in an underground trial was executed; it took the counter-espionage of the Home Army  Headquarters a mere several weeks to clear his associates of the charge of intentional co-operation with the provocateur. Instead, it was manifested in an  inquiry that the men  had been completely devoted to the cause of struggle against the invaders and motivated by patriotic reasons. The underground movement’s battle against the Nazi for channels of com- munication with prisoners finally won, the period of consolidation of the prison  intelligence headquarters started, especially in the Pawiak prison. As a result of actions undertaken by the Home Army Headquarters, the whole of this sphere was taken over by its counter- espionage division. By way of the sole exception, the Home Representation of Polish Ęmigr Government were permitted to organize their own network for communication with prisoners. Starting from mid-1942, the internal and external networks were reorganized and adjusted to new conditions resulted from Nazi policies, reflected first and foremost in intensified repressions of Polish prison staff. Heads of the Home Army Headquarters counter-espionage division compared the participation of that staff in anti- Nazi prison conspiracy to going to the front; they stated at the same time that the prison staff actually encountered a more dangerous situation. In their case, the enemy was the Nazi political  police; they paid with their own life and health for any mistake, unguarded moment, or forgetfulness of dangers. If we take just the staff of the Pawiak prison into consideration, 62 of its members were arrested, l0 of them were executed , and a few only of the 45 confined to concentration camps managed to survive the gehenna.

Opis:
Zjawisko uzależnienia od substancji psychoaktywnych, w tym tzw. dopalaczy, występuje wśród osób pozbawionych wolności. Brak oddziaływań terapeutycznych lub nieadekwatne oddziaływania skierowane do osób z uzależnieniem mogą stanowić czynniki ryzyka recydywy penitencjarnej. Dlatego ważne jest, aby działania prowadzone w tym zakresie opierały się na metodach udokumentowanych jako skuteczne. Celem artykułu jest prezentacja wyników badań prowadzonych na podstawie analizy danych zastanych dotyczących programów terapeutycznych wdrażanych na oddziałach w jednostkach penitencjarnych i skierowanych do osób z uzależnieniem od substancji psychoaktywnych innych niż alkohol, w tym od nowych substancji psychoaktywnych. Wyniki badań koncentrują się na identyfikacji poszczególnych elementów programów wynikających z przyjętej ich struktury oraz poziomu uwzględnienia oddziaływań udokumentowanych jako skutecznie w terapii uzależnień. Wnioski i zalecenia wypływające z przeprowadzonych badań źródeł wtórnych pozwalają na wyprowadzenie rekomendacji dla doskonalenia praktyki penitencjarnej.
The phenomenon of drug addiction is prevalent among prisoners. The lack of therapeutic or adequate interventions for addicts can be a risk factor for recidivism. Therefore, it is important follow methods that have been documented as effective. The purpose of this article is to present the results of an analysis of foundational data on therapeutic programs conducted in prison wards and targeting drug addicts, including those addicted to new psychoactive substances. The results of the research focus on identifying individual elements of the programs resulting from their structure and the level of inclusion of interventions documented as effective in addiction therapy. The conclusions and recommendations from the desk research lead to recommendations for improving penitentiary practice.

The paper deals with prison facilities from the perspective of the security threats of radicalization and terrorism. Prisons are continuously assessed as an ideal recruitment pool for extremist and terrorist organizations. Prison environment concentrates various persons with criminal past and with the tendencies to accept different ideological doctrines or radical interpretations of religions. Many of prisoners suffer from stress, lack of social and family support, uncertain future, depressions and frustration. Such factors could initiate or accelerate radicalization process in correctional facilities. This security problem is in contemporary days discussed in many European countries. All security experts and academic institutions came to the fact, that the crucial attribute of this issue is prevention and appropriate identification of the indicators of radicalization. The paper gives an overview of the most significant findings in this field, summarizes the experiences of Czech Republic and gives examples of good practices.

The subject of this article is the issue of religious fredom of prisoner in the light of limitations of religious practices. The article presents legal and sociological status of religious assistance in contemporary Polish prisons. The aim of the paper is to analyze the prisoner’s situation based on selected case law. Religious practices seem to be important part of long process of resocialization of the prisoners, but still prison staff is not prepared to ensure the perform religious practices in right manner. It needs to be stressed that religious practices are subject to limitations in prisons. The article focus on typical problems arising from lack of detailed internal prison policy regulations.

This article presents the context that led to the establishment of the probation system in Romania, on the background of undertaking of some reforms of the criminal sanctions system. The necessity of achieving them was represented by the difficulties faced by the penitentiary system before and after 1989, but also by the need to align the administration of penalties to the requirements imposed by the country‘s accession to the Council of Europe and the European Union. Eighteen years after the creation of the probation system within the Ministry of Justice, it can be stated that, this endeavor constitutes a success, but it is absolutely necessary to continue the efforts towards its consolidation. In addition, these measures have to be accompanied by a change of vision in relation to how other community members can be involved in the process of social reintegration of persons in conflict with the criminal law.

In addition, these measures have to be accompanied by a change of vision in relation to how other community members can be involved in the process of social reintegration of individuals who have broken the law.   W artykule został przedstawiony proces wdrożenia systemu probacyjnego w Rumunii w kontekście reform dotyczących zmian systemu sankcji karnych. Z uwagi na trudności, z jakimi borykał się system penitencjarny w Rumunii przed rokiem 1989 i po tym roku, wprowadzenie takich zmian było konieczne. Przemawiała za tym także potrzeba dostosowania systemu karnego do wymogów nałożonych na państwa członkowskie przez Radę Europy i Unię Europejską. Z perspektywy 18 lat od wdrożenia systemu probacyjnego w ramach Ministerstwa Sprawiedliwości przedsięwzięcie to jest uznawane za sukces. Konieczne wydaje się jednak kontynuowanie dotychczasowego wysiłku, by system ten dodatkowo umocnić. Wykonywaniu środków probacyjnych musi bowiem towarzyszyć zmiana co do postrzegania przez członków społeczeństwa konieczności ich zaangażowania w proces reintegracji społecznej osób, które weszły w konflikt z prawem.
