Selected aspects of the functioning of the PWP and the political-educational apparatus within the Polish Navy in the years 1944–1947 When the first Polish military units were formed in the USSR, it became clear that the future Polish armed forces would lose their national and democratic character. Already in May 1943 real control over the army was taken over by the Association of Polish Patriots, replaced in November 1944 by the Military Department of the Central Committee of the Polish Workers’ Party—an informal institution which nevertheless had unlimited power over all types of forces, including the navy. Guaranteeing the implementation of PWP directives were the so-called party plenipotentiaries within the military units. Together with the political-educational sections, the plenipotentiaries worked to maintain the “proper image” of the Polish navy. During the first period of the navy’s formation, the plenipo - tentiaries were generally Soviet officers—bolshevik members of the communist party, unfamiliar with Poland’s complex political situation. Consequently, they were replaced by the Central Team of the Ministry of National Defense made up of high-level PWP members. Similar teams were also formed at lower levels of command. It was through the agency of just such a navy District Team headed by Cpt. Józef Urbanowicz, deputy commander of the navy for political-educational affairs, that Rear Admiral Adam Mohuczy was removed from the command of the Polish navy. Mohuczy’s vision of a strong national navy grounded on the pre-war cadre, traditions, and Polish military thought, was at odds with the vision of the political decision makers. Moreover, Mohuczy did not conform to the directions of the party ideologues. It is worth emphasizing that the removal of Mohuczy from his position took place shortly after the formation of the Polish parliament and Bolesław Bierut’s election to the presidency—i.e., after the communists had taken complete control. This event initiated the first “personnel purges” and repressions in the navy. In just the month of March 1947, 90 personnel changes in key leadership positions took place, including dismissals from the navy. Based on accusations and denunciations collected by party activists and the navy’s District Team, Military Information prepared materials necessary for the arrest of Cpt. Adam Mohuczy in December 1949. In 1950, Ctp. Adam Mohuczy, together with other officers, was sentenced to long-term imprisonment. He died in the Sztum prison on May 7, 1953.

Opis:
Polish Workers' Party (PPR) were particular about work competition. It was to be an element of political operations (to create a new working class and to perform educational function) and economic (to increase and improve the quality of production). However, The Communist Party encountered a number of difficulties in production plants. The most important of these may include the independence of the parts of the administration of companies and trade unions, insufficient involvement of some members of the Communist Party and the reluctance on the workers. Despite those facts, work competition was forcing in the most of companies in Kielce province and was an integral part of socio - economic development in post-war Poland.

The aim of the article is to look at what and how important for the contemporary history of Central Europe events were presented in popular culture, which is represented here by board games. They are subjected to analysis six historical games created primarily in Poland, although one title comes from Czechoslovakia, which in various ways tell about selected events from the communist period, including about the papal pilgrimage, strikes and martial law.

Opis:
In Poland, the changes started with the Round Table talks and June elections, and in the GDR with the fall of the Berlin Wall. They gained momentum with the transformation of the Polish People’s Republic into the Republic of Poland and the accession of the German Democratic Republic to the Federal Republic of Germany. These processes were reflected in literature, film, music, and even computer games. Artistic attempts to face the new reality acquired a special dimension in Germany, where the term “breakthrough literature” appeared. The international success of such productions as The Lives of Others or Goodbye, Lenin! indicates the great interest of German film directors in the subject as well. Similar attempts were made in Poland. Films appeared in which German characters – refugees from the GDR, businessmen, tourists, regime officials, or criminals – were presented in connection with the native heroes (usually in the background). An analysis of these characters allows us to look at the Polish experience of the last thirty years from a different perspective and to make a certain relativization of the changes that have occurred in Poland. In accord with Marcin Kula’s concept, the author treats selected films as “historical memory carriers” and analyzes the image of Germans in films created during the political transformation in Poland or in films that concern this period: Psy (Dogs, directed by Władysław Pasikowski), Dwadzieścia lat później (Twenty Years Later, directed by Michał Dudziewicz), Sauna (directed by Filip Bajon), Obcy musi fruwać (The Foreigner Must Go, dir. Wiesław Saniewski), Yuma (dir. Piotr Mularuk) and Wróżby kumaka (Call of the Toad, dir. Robert Gliński).

After the Polish Committee of National Liberation (PKWN) had been established, Communist education activists came to Poland from the Soviet Union. The group was led by Dr Stanisław Skrzeszewski who was appointed Head of the Education Department in Lublin. In order to draw teachers to work in the Polish school that was being rebuilt, they had to completely change the views of education they had propagated before. These were tactical actions supposed to neutralize the teacher circle's unfavorable or hostile attitudes. This resulted from the fact that the education structure of the London Government Delegation and the Clandestine Teachers' Organization (TON), working on the liberated lands, were under the influence of the Peasants' Party (SL), and they did not join the new authorities' organizational work, as they did not trust the Polish Workers' Party or the National People's Council. This is why in the “Appeal to the Polish Teachers” issued on 1 August 1944 by the Education Department in Lublin it was, among others, stated, that “The teacher has a complete freedom of democratic political views, speech and actions, according to his views”. The people managing the Education Department, knowing the moods prevailing in the society, did not want to introduce radical changes at the initial stage, and the curriculum, including history, was the same as the one before the war. This is proven, among others, by the “Directions for organizing public primary schools in the school year 1944/45”. Such actions resulted from the social-political situation obtaining in Poland at that time. The new authorities did not want to indispose the Polish society and the teachers towards themselves, as the Communist education activists coming from the USSR were already looked at with suspicion. They were also afraid for their own future fate, as the PKWN, and then the Provisional Government were not recognized by the two remaining superpowers of the anti-Hitler coalition, that is, the United States and Great Britain. This had a great influence on the compromise solutions decided on in the field of education. In the new Provisional Government of National Unity (TRJN) appointed on 28 June 1945, on the basis of the agreement between the three superpowers concluded in Jalta, a Polish Peasants' Party (PSL) activist, the president of the Polish Teachers' Association (ZNP), Czesław Wycech became Minister of Education. When Czesław Wycech took over the function of the minister, the Communists, partly debarred from the posts of authority, still tried to influence the crucial decisions, keeping some of the most important positions. Żanna Kormanowa, an education activist who came from the Soviet Union, is a good example here. She had the key function of the Head of the School Reform and Curricula Department. Despite fears of losing it the Communists were able to keep the position. Formally not controlling the Ministry of Education, they in fact had a lot of influence on the curricula that were being prepared. Many PPR activists knew that establishing the TRJN was a necessary compromise. However, they could not understand why the party had given up just this ministry, as their educational work done so far was assessed as very good by the party leaders. They thought that reconstructing the contents of school education in history and forming a new, communist educational ideal, were an indispensable condition in the planned ideological attack. In this way a situation arose, in which the changes in education were being introduced by teachers connected with PSL, who did not agree with the former Ministry of Education's conception of reform. They did not accept the education ideal postulated by PPR, either. On the contrary, the main educational aims, which the Ministry of Education headed by the PLS pursued, were: “the principles of democracy understood as respect for human rights for freedom, for full development, for participation in material and cultural achievements according to one's work and abilities, as aspiration for dividing hardships and burdens that an individual has to bear for the common good”. These aims proved that the PSL wanted to build a fully democratic state, which was contrary to the principle of “the dictatorship of the proletariat” proclaimed by the PPR. However, in the situation that obtained at that time the Communists had to tolerate the views presented by the Ministry of Education. Until the forged elections of 1947 the Ministry tried to resist the PPR's influences and aimed at democratic changes in Poland, which was reflected, among others, in the curricula that were then issued. Having seized all the power in 1947 the Communists started putting into effect the ideals of education based on Marxist-Leninist ideology, alien to Polish people. Deserted in its struggle for democracy the PSL, supported practically by the Church alone, subjected to repressions and exposed to actions aiming at its dissent, was not able to defend the democratic and national education. The education ideas proclaimed by the PSL after the war were returned to practically only after the rise of the “Solidarity” trade union in 1980, and started being put into effecty after the breakthrough of 1989, when Poland regained full independence.

W artykule opisano koleje życia Tadeusza Dudy, XX-wiecznego polityka i urzędnika z Lubelszczyzny, który między innymi kierował Urzędem Spraw Wewnętrznych przy Prezydium Wojewódzkiej Rady Narodowej w Lublinie i zasiadał w Prezydiach Powiatowych Rad Narodowych w Lubartowie oraz Białej Podlaskiej. Był więc liczącą się figurą we władzach regionalnych w województwie lubelskim i z pewnością trzeba w nim widzieć przedstawiciela elity rządzącej w Polsce Ludowej. Tym dziwniejsze jest to, że pozostaje on właściwie nieznany. Stało się tak prawdopodobnie dlatego, że pechowo popadł na pewien czas w niełaskę partii rządzącej na skutek wymierzenia mu dwukrotnie kar dyscyplinarnych przez komisje kontroli partyjnej PPR i PZPR – swoiste sądy partyjne. Było to istotne nie tylko ze względu na rolę odgrywaną przez owe partie, od których zależały m.in. status i pozycja społeczna obywateli, lecz także dlatego, że był on z nimi (i z ich ideową poprzedniczką, Komunistycznym Związkiem Młodzieży Polskiej) od młodych lat związany ideowo i zawodowo – jako pracownik etatowego aparatu partyjnego szczebla powiatowego i wojewódzkiego (m.in. sekretarz Komitetu Powiatowego PPR w Lubartowie). Winę za wymierzone mu kary częściowo ponosił on sam, podejmując takie, a nie inne decyzje, częściowo winne temu były osoby mające z nim osobiste zatargi. Jednak determinacja, jaką wykazał w walce o odzyskanie dobrego imienia, sprawiła, że udało mu się wreszcie zdobyć upragnione wyższe wykształcenie i objąć ważne stanowisko w wojewódzkiej administracji państwowej.
The article describes the life of Tadeusz Duda, a 20th-century politician and official from the Lublin region, who, among others, headed the Office of Internal Affairs at the Presidium of the Provincial National Council in Lublin and sat in the Presidiums of the County National Councils in Lubartów and Biała Podlaska. Hence he was a significant figure in the regional authorities in the Lublin Voivodeship and he certainly should be seen as a representative of the ruling elite in People's Poland. The stranger is that it remains virtually unknown. This happened probably because he was unlucky for some time to fall out of favor with the ruling party as a result of being punished twice by disciplinary penalties by the party control committees of the Polish Workers’ Party and the Polish United Workers’ Party – sort of party courts. It was important not only because of the role played by those parties, on which the status and social position of citizens depended, but also because he was with them (and with their ideological predecessor, the Communist Union of Polish Youth) ideologically and professionally connected from his youth – as an employee of the full-time party apparatus at the poviat and voivodeship level (including secretary of the Poviat Committee of the PPR in Lubartów). The blame for the punishments imposed on him, was partly borne by himself, by making such and no other decisions, partly by people who had personal quarrels with him. However, the determination he showed in the fight to regain his good name meant that he finally managed to obtain the desired higher education and take an important position in the provincial state administration.

This review of Agata Zysiak’s 2016 book Punkty za pochodzenie. Powojenna modernizacja i uniwersytet w robotniczym mieście [Points for Class Origin: Post-War Modernization and the University in a Working-Class City] offers a broad summary of the work and examines it as a general critique of Polish historiography on state socialism. Zysiak’s book opens a discussion on alternatives to national or intelligentsia-based narratives of the past by looking at the story of an unsuccessful experiment to construct a socialist university. However, the author of the review contends that this highly valuable book suffers from a lack of primary-source analysis and omits many post-war experiences.

Pięćdziesiąta rocznica podpisania Układu PRL-RFN o podstawach normalizacji ich wzajemnych stosunków stwarza okazję do prezentacji szeregu refleksji, w tym także dotyczących znaczenia tego porozumienia dla polityki zagranicznej Bonn. Celem artykułu pozostaje rekonstrukcja związków i podstawowych zależności między prowadzoną przez Bonn polityką europejską (czy szerzej – tzw. Westbindung) a polityką wschodnią RFN (Ostpolitik) oraz wskazanym Układem, jako jej elementem. Porozumienie z 1970 roku stało się bezsprzecznie jednym z centralnych punktów w procesie zmiany, rewizji zachodnioniemieckiej polityki zagranicznej na przełomie lat sześćdziesiątych i siedemdziesiątych XX wieku w jej kluczowych wymiarach. Wpisało się nie tylko w sferę relacji RFN z państwami Europy Środkowej i Wschodniej. Odegrało także pewną rolę i zyskało pewien wpływ na sferę relacji Republiki Bońskiej z państwami Europy Zachodniej a także w kontekście euroatlantyckim. Stąd wydaje się, iż prezentacja zbioru refleksji poświęconych wskazanemu problemowi, zwłaszcza w świetle zbliżającej się rocznicy podpisania Układu PRL-RFN, staje się zasadna. Rozważania, wobec przedstawionych założeń, obejmują wskazanie centralnych kierunków zachodnioniemieckiej polityki zagranicznej ukształtowanych po zakończeniu II wojny światowej, rekonstrukcję relacji między bońską polityką europejską a jej polityką wschodnią oraz ocenę samego Układu i jego znaczenia z perspektywy pozycji RFN w relacjach europejskich. Analizy oparto głównie na (polskim i zagranicznym) dorobku nauk politycznych, historycznych i prawnych oraz stosownych źródłach prawa. Zastrzec jednocześnie należy, iż przedstawione rozważania nie aspirują do całościowej analizy sygnalizowanego zagadnienia stanowiąc raczej zespół refleksji poświęconych kluczowym jego mechanizmom.
The 50th anniversary of the Treaty between the People's Republic of Poland and the Federal Republic of Germany on the basis of the normalization of their mutual relations provides an opportunity to present a number of reflections, including remarks on the significance of this agreement for Bonn's foreign policy. The aim of the article is to reconstruct the relations and basic dependencies between Bonn's European policy (or, more broadly, the so-called Westbindung) and German eastern policy (Ostpolitik) and the Agreement as its element. The 1970 agreement has undoubtedly become one of the focal points in the process of changing, revising West German foreign policy at the turn of the 1960s and 1970s in its key dimensions. It has not only become a part of Germany's relations with the countries of Central and Eastern Europe. It has also played a certain role and gained certain influence in the sphere of relations between the Bonn Republic and the countries of Western Europe and in the Euro-Atlantic context. Therefore, it seems that the presentation of a set of reflections devoted to this problem, especially in the light of the forthcoming anniversary of the PPR-FRG Agreement, is justified. The considerations below, in the light of the presented assumptions, include an indication of the central directions of West German foreign policy shaped after the end of the Second World War, a reconstruction of relations between Bonn's European policy and its Eastern policy, and an assessment of the Agreement itself and its significance from the perspective of Germany's position in European relations. The analyses were based mainly on (Polish and foreign) achievements of political, historical and legal sciences and relevant sources of law. At the same time, it should be noted that the presented considerations do not aspire to a comprehensive analysis of the signalized problem, but rather constitute a set of reflections devoted to its key mechanisms.

Thіs dіrесtіоn іs сlоsеly соnnесtеd wіth thе thеоry оf spеесh асts аnd dеvеlоpmеnts іn fіеld оf соmmunісаtіоn tесhnоlоgіеs. Ochrona interesów klienta wynikająca z prawa (obowiązku) zachowania tajemnicy adwokackiej w Chinach na tle rozwiązań polskich – narodziny systemu. Część II. Rys historyczny rozwiązań polskich od upadku I Rzeczypospolitej do czasów współczesnych Po długotrwałym okresie rozwoju rodzimej kultury prawnej, systematycznego wzrostu znaczenia palestry w życiu społeczno-politycznym kraju oraz umacniania jej wpływów, nastąpił czas zdecydowanie gorszy dla prawników. Utrata niepodległości na ponad sto lat i konieczność funkcjonowania w strukturach monarchii absolutnych wywołały szereg negatywnych skutków we wzajemnych relacjach adwokatów z ich klientami, przede wszystkim w zakresie prawa do zachowania tajemnicy adwokackiej. Kolejne stulecie zaś, mimo odzyskania niepodległości przez Polskę, przyniosło nowe, trudne wyzwania w procesie kształtowania stosunków uczestników postępowania sądowego.
The Protection of Client’s Interests, as Arising from the Right (Requirement) to Rely on Legal Professional Privilege in China, Compared to Polish Solutions – the Development of the System. Part II. A Historical Overview of Polish Solutions from the Fall of the First Republic of Poland until Modern Times After a long period of the native legal culture development, a systematic increase in the importance of the Bar in the social and political life of the country and the strengthening of its influence, there was a period much worse for lawyers. The loss of independence for more than one hundred years and the necessity of functioning in the structures of absolute monarchies caused many negative effects in the mutual relations between attorneys and their clients, primarily in the area of the legal professional privilege. Despite the fact that Poland regained its independence, the next century brought new, difficult challenges in the process of shaping the relations between lawsuit participants.

The paper is based on preliminary results of the analysis of four pilot narrative autobiographical interviews conducted with members of the oldest generation of Polish social innovators (born in the 1930s-early 1950s) working in the human sector area CSOs. In this text, I use the concept of opportunity structures, reflecting over sets of structures which facilitate the professional and personal development of social reformers. I refer mainly to Institutional Opportunity Structures emerging in Poland under the socialist regime, during and post systemic transformation. The leading argument here is that the social innovator’s career interrelates with the use of opportunity structures available in a political and economic system regardless of its type and prevalent ideology.
