Low voltage microgrids are autonomous subsystems, in which generation, storage and power and electrical energy consumption appear. In the paper the main attention has been paid to the voltage stability issue in low voltage microgrid for different variants of its operation. In the introduction a notion of microgrid has been presented, and also the issue of influence of active and reactive power balance on node voltage level has been described. Then description of voltage stability issue has been presented. The conditions of voltage stability and indicators used to determine voltage stability margin in the microgrid have been described. Description of the low voltage test microgrid, as well as research methodology along with definition of considered variants of its operation have been presented further. The results of exemplary calculations carried out for the daily changes in node load of the active and reactive power, i.e. the voltage and the voltage stability margin indexes in nodes have been presented. Furthermore, the changes of voltage stability margin indexes depending on the variant of the microgrid operation have been presented. Summary and formulation of conclusions related to the issue of voltage stability in microgrids have been included at the end of the paper.

Opis:
Since wind power generation has strong randomness and is difficult to predict, a class of combined prediction methods based on empirical wavelet transform (EWT) and soft margin multiple kernel learning (SMMKL) is proposed in this paper. As a new approach to build adaptive wavelets, the main idea is to extract the different modes of signals by designing an appropriate wavelet filter bank. The SMMKL method effectively avoids the disadvantage of the hard margin MKL method of selecting only a few base kernels and discarding other useful basis kernels when solving for the objective function. Firstly, the EWT method is used to decompose the time series data. Secondly, different SMMKL forecasting models are constructed for the sub-sequences formed by each mode component signal. The training processes of the forecasting model are respectively implemented by two different methods, i.e., the hinge loss soft margin MKL and the square hinge loss soft margin MKL. Simultaneously, the ultimate forecasting results can be obtained by the superposition of the corresponding forecasting model. In order to verify the effectiveness of the proposed method, it was applied to an actual wind speed data set from National Renewable Energy Laboratory (NREL) for short-term wind power single-step or multi-step time series indirectly forecasting. Compared with a radial basic function (RBF) kernel- based support vector machine (SVM), using SimpleMKL under the same condition, the experimental results show that the proposed EWT-SMMKL methods based on two different algorithms have higher forecasting accuracy, and the combined models show effectiveness.

In response to the inability of the flexible DC transmission system connected to the AC grid under conventional control strategies to provide inertia to the system as well as to participate in frequency regulation, a virtual synchronous generator (VSG) control strategy is proposed for a voltage source converter (VSC)-based multi-terminal high-voltage direct current (VSC-MTDC) interconnection system. First, the virtual controller module is designed by coupling AC frequency and active power through virtual inertia control, so that the VSC-MTDC system can provide inertia response for AC grid frequency. Second, by introducing the power margin of the converter station into the droop coefficient, the unbalanced power on the DC side is reasonably allocated to reduce the overshoot of the DC voltage in the regulation process. Finally, the power regulation capability of the normal AC system is used to provide power support to the fault end system, reducing frequency deviations and enabling inter-regional resource complementation. The simulation model of the three-terminal flexible DC grid is built in PSCAD/EMTDC, and the effectiveness of the proposed control strategy is verified by comparing the conventional control strategy and the additional frequency control strategy.

This gloss summarizes and analyzes one of the recent key judgments of the European Court of Human Rights’ (ECtHR) in the case concerning Ukraine, while considering the context of hybrid warfare and the special place case-law of the ECtHR has in the Ukrainian legal system. The judgement addresses both: the right to access to the courts and the issue of suspended social payments due to hostilities, the extent of obligations of the state defending itself against aggression towards its nationals and the delicate balance between security, human rights and humanitarian considerations; and as such has much deeper relevance and applicability than to Ukraine alone.
Glosa ta podsumowuje i analizuje jeden z niedawnych kluczowych wyroków Europejskiego Trybunału Praw Człowieka w sprawie Ukrainy, jednocześnie zwracając uwagę na kontekst wojny hybrydowej i szczególne miejsce, jakie orzecznictwo ETPCz zajmuje w ukraińskim systemie prawnym. Wyrok ten porusza kwestie prawa dostępu do sądu oraz zawieszenia świadczeń społecznych wskutek działań wojennych, zakresu obowiązków państwa broniącego się przed agresją wobec swoich obywateli oraz delikatnej równowagi pomiędzy bezpieczeństwem, prawami człowieka i względami humanitarnymi oraz jako taki jest o wiele głębszy i relewantny w znacznie szerszym zakresie, niż tylko w stosunku do Ukrainy.

W pracy określona została wartość nadwyżki bezpośredniej oraz wyposażenie techniczne gospodarstw rolnych. Dokonano także oceny nakładów bezpośrednich i produkcji końcowej brutto w badanych obiektach. Badania dotyczyły 30 gospodarstw powiatu miechowskiego. Średnia wartość nadwyżki bezpośredniej z produkcji roślinnej wyniosła 1,68 tys. PLN*ha-1. Natomiast z produkcji zwierzęcej jedynie 1,03 tys. PLN*ha-1 UR.
The study presents the value of standard gross margin as well as technical infrastructure of agricultural farms. Assessment of direct inputs and gross final production in the researched objects was carried out. The research covered 30 farms of miechowski powiat. Average value of standard gross margin from plant production was 1.68 thousand of PLN*ha-1. Whereas, from animal production only 1.03 thousand PLN*ha-1 of arable land.

The paper presents a discussion on the selected nonlinearities existing in sensor and actuator subsystems of the roadheader cutting head speed control system. There have been concerned the most significant nonlinearities - rotational speed encoder and frequency rate limiter in the input of the power electronic converter. These nonlinearities significantly reduce the stability margin of the control system and therefore should be minimized. They have also an influence on allowable speed controller settings range. Reduction in the controller settings can result in a decrease in the quality of operation of the entire control system. The measurement time of the encoder-based speed sensing should be as short as possible, or continuous measurement (like tachogenerator) should be used. The frequency converter should be overmatched to ensure current overload capability – allowing an increase in the permissible rate of output voltage frequency change.

From the perspective of a virtual power plant (VPP) with electric vehicles (EVs), a self-scheduling strategy considering the response time margin (RTM) and state of charge margin (SOCM) is proposed. Firstly, considering the response state of the state of charge (SOC) and charge-discharge state of EVs, a VPP based response capacity determination model of EVs is established. Then, RTM and SOCM indexes are introduced on the basis of the power system scheduling target and the EV users’ traveling demands. The RTM and SOCM indices are calculated and then are used to generate a priority sequence of responsive EVs for the VPP. In the process of the scheduling period and rolling iteration, the scheduling schemes of the EVs in the VPP for multiple time periods are determined. Finally, the VPP self-scheduling strategy is validated by taking an VPP containing three kinds of EV users as an example. Simulation results show that with the proposed strategy, the VPP is able to respond to the scheduling power from the power system, while ensuring the traveling demands of the EV users at the same time.

In the article, the topic of the medieval „discovering” of the market is discussed, with the references to the Paolo Prodis’ book Settimo non rubare. Furto e mercato nella storia dell’Occidente. The author of the book, following Harold Berman, finds the changes in the 11th and 12th century Church, as the decisive mile stones in the development of the civilization of Western Christianity. The mentioned „papal revolution” led to the historical distinction between the spiritual and the political sphere, and later, to the autonomy of economic one. Accordingly, the Italian historian rejects the thesis that Enlightenment was the new beginning in the European history. In the P. Prodi’s analysis, the Latin term forum plays the crucial role. The word signified the place, square, especially the place where court proceedings occurred. Therefore, in the later abstract sense forum signified criteria or rules of judgement: both in the juridical meaning (forum civile, f. canonico, f. consciantiae), and the economic one, in which forum meant exactly „the market”. The “discovering” of the market rules was a consequence the development of the theoretical reasoning about mercantile activity. It was essentially related to the concepts of the just price (iustum pretium) and the common estimation (communis aestimatio). According to P. Prodi the common character of the estimation was of essential importance, as well as the new version of the Roman rule Res tantum valet, quantum vendi potest, with the medevial addendum: scilicet communiter. The author criticised the view, that the process of defining of the market was mainly the result of reception of Aristotelian Ethics and Politics. He underlined that in the penitential handbooks of the 12th and 13th century the focus was significantly shifted from the vice of avarice to the commandment „You shall not steal”; moreover the significant violation of the rules of fair market exchange begun to be considered as a sin against this commandment. In the article, the significance of the application of the notion forum commune by Thomas Aquinas (in the treatise on credit sale) was underlined. The interconnection between the concept of the market and the idea of common good was expressed in the juxtaposition of terms: forum commune – bonum commune. M. W. Bukała observes that the thesis about the limited influence of Aristotelian thought on the examined issue can be additionally confirmed by the analysis of the Article on mercantile profit in Summa Theologiae by St. Thomas (II-II, q. 77, a. 4), where Aquinas distances himself from the Philosopher’s view. The P. Prodi discourses were amended by the significant distinction: not every violation of ethics of economic life was considered as the theft by the medieval moralists – e.g.: the determinatio of the casus of buying grain with the deferred delivery for an undercut price, in canon „Naviganti” (X 5.5.19, 2do), and in the related comments of the 13th century canonist, Clarus Florentinus. Moreover, the Jacques Le Goff’s critique of the Prodi’s approach was undermined.

Regulation methods of the receiving node voltage has been analyzed in the paper. There has been used Thevenin equivalent to develop, simulate and analyze these methods. The paper presents also an on-line method of Thevenin model parameters updating using local phasor measurements. Based on this model influence of the voltage regulation on the local stability margin of the receiving node has been analyzed. Three methods of voltage regulation: transformer tap changing, compensation of reactive power and under voltage load shedding have been examined.

In this paper, a new 11T SRAM cell using FinFET technology has been proposed, the basic component of the cell is the 6T SRAM cell with 4 NMOS access transistors to improve the stability and also makes it a dual port memory cell. The proposed cell uses a header scheme in which one extra PMOS transistor is used which is biased at different voltages to improve the read and write stability thus, helps in reducing the leakage power and active power. The cell shows improvement in RSNM (Read Static Noise Margin) with LP8T by 2.39x at sub-threshold voltage 2.68x with D6T SRAM cell, 5.5x with TG8T. The WSNM (Write Static Noise Margin) and HM (Hold Margin) of the SRAM cell at 0.9V is 306mV and 384mV. At sub-threshold operation also it shows improvement. The Leakage power reduced by 0.125x with LP8T, 0.022x with D6T SRAM cell, TG8T and SE8T. Also, impact of process variation on cell stability is discussed.
