Since 2008 Eritrea has been considered a pariah state, accused of supporting terrorism and destabilising the region. There are many indicators that this position may soon change. High costs of keeping the tension with Ethiopia alive, a new political and economic context in the region and a relative openness of the neighbouring countries suggest a reset in Asmara’s external relations could materialise soon. It remains unknown whether the regime itself, facing increasing pressure from within, could survive such turn.

Celem artykułu jest pokazanie, w jaki sposób użycie kategorii kulturowych w analizie władzy i konfliktu umożliwia wyjaśnienie ciągłości i zmiany porządku instytucjonalnego. Dzięki odniesieniu kategorii kultury do grupowego wymiaru życia społecznego można analizować funkcjonowanie instytucji w trzech wzajemnie oddziaływujących na siebie sferach: tożsamościowo-legitymizacyjnej (symbolika, narracje, mity), aksjonormatywnej (normy i wartości) i sferze kompetencji kulturowych (schematy percepcji i działania). Grupy, frakcje, zbiorowości: (1) walczą o narzucenie jako obowiązujących własnych kompetencji kulturowych, wykorzystując w tym celu między innymi sferę aksjonormatywną i legitymizacyjną, dzięki czemu maksymalizują korzyści własne; (2) walczą o wprowadzenie własnych norm i wartości jako obowiązujących, dzięki czemu zwiększają dystrybucyjną przewagę własnej grupy nad innymi grupami, jeśli chodzi o dostęp do kluczowych pozycji i zasobów; wreszcie (3) podtrzymują odrębność i tożsamość, dzięki czemu mogą realizować władzę w dwóch poprzednich wymiarach. W artykule przedstawiono empiryczne przykłady tego typu napięć i konfliktów oraz ich konsekwencje dla ciągłości zmiany porządku instytucjonalnego.
The aim of the paper is to show how the way cultural categories are employed in power and conflict analysis explains continuity and change of institutional order. Referring culture as a category to the corporate dimension of social life, one can analyze institutions through three interrelated spheres: the identity and legitimization sphere (symbols, narratives, myths), the axio-normative sphere (norms and values), and the sphere of cultural competencies (schemes of perception and action). Groups, factions and collectives (1) try to impose their own cultural competencies, using e.g. norms, values, and symbols to maximize their benefits; (2) struggle to introduce their own norms and values as binding rules to take distributive advantage over other groups in order to get access to the key positions and resources; (3) maintain their distinctiveness and identity, which allows them to have power in the two previous dimensions. The article describes some empirical examples of these type of tensions and conflicts as well as their consequences for the institutional order's permanence and change.

Background: Continuous change is a vital factor for organization’s sustainable growth and success. The implementation of modern information technology in business has become a core need of the hour. This study endeavours to answer how to cope with resistance to change when implementing new technology in the banking sector. A theoretical model has been developed with the blend of ADKAR change model, Technology Acceptance Model (TAM), and Hofstede dimensions of national culture to investigate the impact of the ADKAR change model on Technology Acceptance under the moderation of two national culture’s dimensions. Materials and Methods: In order to collect data, 500 self-administered questionnaires were dropped personally in five major banks of five cities of Pakistan using the convenience-based employee intercept sampling technique. The validated response rate was 68% by having 340 fit questionnaires for analysis using covariance-based structure equation modelling with the help of SmartPLS. Results: The results uncover the significant existence of covariance between dimensions of the ADKAR change model and technology acceptance model. The findings are statistically significant, inferring the influential role of change management on technology adoption. Conclusion: The study results provide promising implications based on these conclusions and findings for both theoretical aspects of these different models and practitioners.

In a conventional internal combustion engine, only electrical controls are used to prepare the fuel mixture. All parts must operate flawlessly in order for the vehicle and its components to operate correctly. Road safety may be negatively impacted by the failure of specific components. The purpose of the study was to ascertain how much the malfunction of particular electrical components affects how the vehicle operates. The vehicle’s individual electronic parts were removed, and the engine power was then assessed. The primary determinant of a vehicle’s technical condition is thought to be its engine power. The preparation of the combustion mixture was affected by the individual component disconnections, which reduced the vehicle’s performance. A vehicle with an in-line four-cylinder engine was used for the experiment, which was conducted in a lab setting. This vehicle’s eight components were gradually disengaged. The change in engine power was observed while they were disconnected. The measured values were always evaluated in terms of an automobile that had no defects and was in excellent condition. The study’s findings demonstrate that there are circumstances in which a vehicle’s usual operation is adversely affected when one or more of its electrical components malfunctions.

In this paper I would like to present an interpretation of David Hume’s political theory. Therefore, a method of investigation can be recognized as hermeneutical one. Main threads which I would like to emphasize are: concept of stability, distribution of power, role of an opinion in political dimension and a conservative attitude toward a change. I claim that important lesson for political science can be taken from his theory. Generally speaking, this lesson consists in refusing the so-called political regime fetishism and focusing on the relevant issues of social stability. These issues are strictly determined by the opinions, hence the proper subject-matter of political science is identified with them. As one of the conclusions I propose a thesis that politics is, and ought only to be slave of opinions, what is an allusion to a famous sentence from A Treatise of Human Nature that the reason is, and ought only to be the slave of the passions.
W tekście prezentuję interpretację teorii polityki autorstwa Davida Hume’a. Stąd metodę dociekań można określić jako hermeneutyczną. Główne wątki, które podkreślam w toku wywodu to: pojęcie stabilności, dystrybucja władzy, rola opinii w wymiarze politycznym i konserwatywna postawa wobec zmiany. Twierdzę, że z teorii Hume’a można wyciągnąć ważną lekcję dla nauk o polityce. Ogólnie rzecz biorąc, lekcja ta polega na odrzucenia tak zwanego fetyszyzmu ustroju politycznego i skupieniu się na relewantnych sprawach związanych ze stabilnością społeczną. Kwestie te są ściśle determinowane przez opinie, stąd właściwym przedmiotem nauk o polityce powinny być właśnie one. Jako jeden z wniosków proponuję twierdzenie, że polityka jest, i powinna być tylko niewolnikiem opinii, co stanowi aluzję do słynnego zdania z Traktatu o naturze ludzkiej, że rozum jest, i powinien być tylko niewolnikiem emocji.

Introduction: The aim of the study was to examine relationships between power of the lower limb and agility, speed, and change of direction (COD) deficit in professional female soccer players. Material and methods: Thirty-three elite Polish Extraliga league soccer players (aged 22 ±5 years; body height 166 ± 4 cm; body weight 58 ± 8 kg) performed the following fitness tests: lower limb muscle power (Leg Press, Half Squat, Counter Movement Jump), straight linear speed (SLS 20 m), and COD speed ( Zig-Zag test, COD deficit). Using the median value as a reference, the players were subdivided into two groups (n=17; n=16) according to their LP, HS 60% 1RM, CMJ (High values below median = stronger group and Low = weaker group ). Results: The COD deficit was calculated as the difference between the 20m speed and the Zig-Zag test. The stronger group was better than the weaker group in SLS 20m (p<0.05; ES=1.23; 0.83; 0.93), but in the Zig-Zag agility test, the difference in the results was not statistically significant (p>0.05; ES=0.48; 0.34; 0.34) and this affected the COD deficit, which was higher (p<0.05; ES=0.9; 0.73; 0.72). The most important finding was that the stronger group had a higher COD deficit and its improvement (reduction) occurs only if the results of the agility test are improved (through agility training) [Ydeficit All groups=0.10+0.87* 20m - 0.83* Zig-Zag]. Increasing power (HS, LP) lead to the improvement in SLS p<0.05, not to COD abilities. Conclusion: This can be useful for coaches during agility training and to improve COD deficit in soccer players and women in general.
