The legal regulation of quarantine imposed on an employee is limited in the Labor Code (Act No. 311/2001 Statutes, the Labor Code, as amended, hereinafter referred to as the Labor Code), to the framework regulation of legal consequences of quarantine in labor relations. A number of labor-related problems arising from the SARS-CoV-2 coronavirus epidemic causing COVID19 will, therefore, have to be addressed by interpreting the legislation in force for the purpose of its practical application, as it had been previously considered to be of rather a theoretical nature. The paper deals with the partial problem of the service of documents in labor relations during the employee quarantine. It identifies what is served, it analyzes the correctness of the employer's procedure when it automatically relays the delivery task to the postal service, and it clarifies the interpretation of the term “last known address” in the context of its change as evidenced from the proof of temporary incapacity for work stemming from a quarantine imposed on the employee. The aim of the paper is to discuss the practical aspects of the service of documents in the labor context at the time of the current situation of the spread of coronavirus epidemic. In terms of the methodology, the paper is based on critical in-depth analysis of the current legal framework, descriptive method and scientific cognitive methods.

The subject of the article is reconstructing the routes of postal roads within the borders of the Lublin Voivodeship in the second half of the 18th century. The author has attempted to reconstruct the routes of postal roads, using the retrogression method and a cartographic research method with the use of GIS tools. For this purpose, manuscript cartographic and descriptive sources from the late 18th and 19th centuries were used. Cartographic material from the end of the 18th century in connection with descriptive sources constituted the basis for determining the existence of a postal connection. However, maps from the beginning of the 19th century constituted the basis for the reconstruction of the routes of postal roads. The obtained results allowed for the determination of the role of the Lublin Voivodeship in the old Polish communication system. The research has made us aware of the need for further in-depth work on communication in the pre-partition era (before 1795).

The article discusses place and importance of the postal logistic system in the aspect of both internal and external factors determining role currently performed by the system while performing logistic services for the needs of the post as well as on the market of the TSL services. Moreover, directions of changes that condition farther perspectives of pallet transportation to the external customer increase which are to be introduced in the system have been presented. Potential possibilities of use of the postal logistic chain have been pointed out in the context of integration of both not-full-truck as well as full-truck pallet loads transportation on both domestic and European markets, with the transit offer on the territory of Poland.

Artykuł nawiązuje do problematyki dostępności usług pocztowych dla osób z niepełnosprawnością w aspekcie społecznej odpowiedzialności publicznego operatora pocztowego. W opracowaniu przedstawiono podstawowe definicje i założenia koncepcji społecznej odpowiedzialności biznesu. Przybliżono regulacje dotyczące dostosowania placówek do potrzeb osób niepełnosprawnych. Opisano również rozwiązania, jakie Poczta Polska S.A. wdrożyła w celu ułatwienia konsumentom niepełnosprawnym korzystanie z usług pocztowych.
The article refers to the problem of the accessibility of postal services for people with disabilities in terms of social responsibility of the public postal operator. The paper presents basic definitions and assumptions of the concept of Corporate Social Responsibility. Article introduces regulations concerning the adjustment of post offices to the needs of people with disabilities. Furthermore, it describes certain solutions that Poczta Polska has implemented in order to facilitate consumers with disabilities to use postal services. Author of the publication has also made the assessment whether the facilities for access to postal services are a sign of a real commitment of postal operator in Corporate Social Responsibility or they are the results of legal obligations.

Introduction. Education is a key tool in the prevention of cardiovascular disease (CVD). Education programmes require monitoring of their effectiveness. Objectives. 1) to introduce postal screening for the assessment of knowledge on CVD risk factors (RFs) for the Polish population, 2) to assess this knowledge in adult residents of Małopolska Voivodeship, and 3) to assess whether knowledge on RFs is related to age, gender, place of residence, level of education and family history of CVD. Materials and method. Anonymous questionnaires were posted to a random sample of 5,000 residents of Małopolska Voivodeship in Poland. Results were presented as proportions of participants who listed RFs correctly. A series of multiple logistic regression models was used to assess the associations of knowledge on RFs with the potential determinants. Results. 1,126 completed questionnaires were returned. Over 35% of respondents could not list a single RF and 14 % listed only 1–2 RFs. About 40% named 3–5 and only 12% listed 6 or more RFs. About a half of the respondents listed incorrectly from 1–8 characteristics as being associated with higher risk of CVD. In the multivariate analysis, knowledge on RFs was not significantly associated with age. Level of education was the strongest determinant of knowledge. Male rural and small town residents had less knowledge, whereas women with a family history of CVD had more knowledge on some CVD RFs. Conclusions. Using a postal questionnaire for the assessment of knowledge of CVD RFs in the population of Małopolska Voivodeship appeared to have serious limitations due to low participation in the study. Despite this, the results of the study indicate that knowledge on CVD RFs is insufficient. Female gender and higher education were related to more prevalent knowledge on RFs. Family history of CVD was related to better knowledge in women only. Male residents of rural areas and small towns had slightly less knowledge on CVD RFs.

Transformations on the postal market that have occurred since the end of the 1990s extorted Poczta Polska S.A. from implementation of changes in many areas of its activity. The purpose of these transformations is to adapt to new legal requirements, technical and technological changes and to cope with the growing competition within the postal market. Factors playing an essential role with regard to the above are initiatives taken and innovations implemented in the postal logistic chain, without which the postal operator could not operate and which contribute to the diversification of provided services. The purpose of this article is to present and assess the changes in the postal created and implemented by Poczta Polska.
Przeobrażenia rynku pocztowego, które następują od początku lat dziewięćdziesiątych w Polsce wymusiły na Poczcie Polskiej S.A. dokonanie wielu zmian w różnych dziedzinach jej działalności. Celem tych przekształceń jest dostosowanie się do nowych wymogów prawnych oraz innowacji wprowadzonych w pocztowym łańcuchu dostaw bez których pocztowy operator nie mógłby funkcjonować, oraz które przyczyniły się do dywersyfikacji świadczonych usług. Celem artykułu jest prezentacja oraz ocena zmian, które zostały stworzone oraz wdrożone przez Pocztę Polską S.A.

Artykuł traktuje o wybranych problemach związanych z wysyłaniem (jedynie za pośrednictwem operatorów pocztowych) oraz doręczaniem przesyłek nadawanych przez sądy i inne instytucje publiczne (tzw. przesyłki urzędowe), jak również z nadawaniem przesyłek do sądów i instytucji publicznych. O ile w tym pierwszym przypadku sądy czy instytucje publiczne mają pełną swobodę wyboru operatora pocztowego, o tyle strony poszczególnych postępowań takiej swobody już nie mają. Jedynie w postępowaniu karnym strona postępowania ma pełną swobodę wyboru operatora pocztowego. W pozostałych szczególnych procedurach strona musi nadać przesyłkę do sądu czy do instytucji publicznej jedynie za pośrednictwem operatora wyznaczonego, aby być pewna dochowania przewidzianego prawem terminu. Taka niekonsekwencja budzi zastrzeżenia, także co do zgodności z Konstytucją. W artykule zwraca się także uwagę na różnicę pomiędzy dowodem nadania a dowodem doręczenia przesyłki, na przepisy ogólne o doręczaniu przesyłek przewidziane w Prawie pocztowym oraz w akcie wykonawczym, który adresowany jest tylko do operatora wyznaczonego. Opracowanie wskazuje także na różnice m.in. w doręczeniu właściwym, w doręczeniu zastępczym czy przy awizowaniu na tle szczególnych procedur o doręczaniu, co wymaga w ocenie autora ujednolicenia. Nowelizacji wymagają także inne przepisy przewidujące nieuładniony monopol operatora wyznaczonego (np. art. 17 Prawa pocztowego).
The article discusses selected issues relevant to the sending (exclusively via postal operators) and serving correspondence from courts and other public institutions (official correspondence), as well as the posting of correspondence to courts and public institutions. While courts and public institutions are entirely free to choose which postal operator they use, procedural parties have full freedom of choice of postal operators only in criminal procedures. In other cases, parties have to send correspondence to courts or public institutions via the designated operator only, in order to ensure that the legally imposed time limit is observed. Such solution raises concerns, also about its consistency with the Constitution. The article considers also the difference between proof of posting and proof of receipt of a postal item and refers to general regulations on delivery provided for in the Postal law and in the executive act which is solely addressed to the designated operator. Pointed out are also differences i.a. between an intended delivery (to the person and at the address specifi ed on the postal item), a substitute service and a notifi cation in relation with delivery in particular proceedings, which in the author’s opinion need to be harmonized. Other rules providing an incoherent monopoly for the designated public operator must also be amended (e.g. Art. 17 of the Postal Law).

Wybory prezydenckie zaplanowane pierwotnie na 10 maja 2020 roku zbiegły się w czasie z wybuchem epidemii koronawirusa i wprowadzeniem stanu epidemii. W związku z tym polskie państwo musiało podjąć działania, które umożliwią wszystkim obywatelom skorzystanie z przyznanego im przez Konstytucję RP czynnego prawa wyborczego jednocześnie zapewniając im bezpieczeństwo w wymiarze zdrowotnym. Rozwiązaniem tego problemu miało być powszechne głosowanie wyłącznie w formie korespondencyjnej. Celem artykułu jest zebranie i omówienie najważniejszych wątpliwości związanych z organizacją takiej formy wyborów, w tym między innymi kwestii: zapewnienia tajności głosowania, organu odpowiedzialnego za przeprowadzenie wyborów, zmian w prawie wyborczym w okresie krótszym niż 6 miesięcy przed datą głosowania, a także możliwości przeprowadzenia wyborów w czasie stanu nadzwyczajnego.
The presidential election originally scheduled for 10 May 2020 coincided with an outbreak of coronavirus and the introduction of an epidemic state. As a result, the Polish state had to take measures which would enable all citizens to exercise their right to vote granted by the Constitution of the Republic of Poland while ensuring their health security. The solution to this problem was to be all-postal voting. The aim of this article is to collect and discuss the most important doubts related to the organisation of such a form of voting, including among others: ensuring the secrecy of the ballot, the authority responsible for holding the election, changes in electoral law in the period less than 6 months before the date of voting, as well as the possibility of holding elections during the state of emergency.

W artykule, na tle krótkiej charakterystyki polskiego rynku pocztowego, przedstawiono przegląd pakietu nowych regulacji prawnych wprowadzonych na przełomie lat 2012 i 2013. W pierwszej kolejności opisano zasadnicze zmiany przepisów dotyczących funkcjonowania rynku pocztowego, których źródłem jest ustawa z 23 listopada 2013 r. – Prawo pocztowe. Następnie zwrócono uwagę na akty wykonawcze wydane do tej ustawy. Na zakończenie zaakcentowano pierwsze skutki oddziaływania nowych przepisów na zachowania podmiotów w warunkach otwartego na konkurencję rynku pocztowego.
This article provides a brief overview of the Polish postal market covering the new legislative package for the national postal sector issued in 2012-2013 which implements the most recent Postal Directive. Presented fi rst is the Postal Law Act, as the source of key changes. Highlighted next are the executive regulations issued under this Act. Finally, noted are the first effects of the new legislation on the postal operators’ activity on the liberalized postal market.
