The concept of migration culture is sometimes used to suggest that migration became normalised in particular sending locations. It is helpful however to explore the cultural context of migration more thoroughly, investigating norms and beliefs about how to ‘do’ migration. I analyse why cultures change, and how this links to broader changes in society. In some respects post-2014 Ukrainian migration to Poland and, for example, Polish migration pre-2004 are strikingly similar, for example regarding informal networks, and migration to finance children’s higher education. To some extent Ukrainian migration can be labelled ‘post-socialist.’ I argue however that it is also shaped by the specific 21st century context, such as enhanced opportunities for communication between migrants and potential migrants on social media and in receiving countries, as well as Ukrainians’ encounters in Poland with Polish return migrants. Hence Ukrainian mobility discourses and practices have to be studied transnationally, not just locally.

Automobile traffic has been recently on the rise in many post-socialist cities despite EU policies fostering public transportation and active modes of travel. Against this background, the contribution of this paper is to look deeper into the travel behaviours of residents using a survey of 887 questionnaires as well as GPS travel recordings (almost 3 billion logs) conducted in the city of Poznań (539,000 inhabitants). Based on our analysis we found that proximity to public transport and cycling infrastructure seem to be among the most important factors influencing travel behaviours of inhabitants. What is more, their accessibility affected also residential locational preferences. However, we also observed that even in neighbourhoods with good accessibility, commuting by car plays a major role.

This paper discusses the specific character of gentrification processes in Polish cities, with a particular focus on Warsaw, Łódź and Gdańsk. It explains the forces and factors behind gentrification, and highlights its types and effects as well as the gentrifiers. It also addresses the problem of the absence of reprivatisation law in Poland. The paper concludes that gentrification processes in Polish cities occur in a different way and less intensively than in Western cities. They often have a localized character, mostly in the form of new-build gentrification carried out by developers and state-led gentrification with significant participation of the public sector.

In this paper, we contribute to the debate on life-satisfaction gap between the citizens of post-socialist countries of Europe and Asia and their highly developed OECD counterparts, by examining the influence of de jure and de facto respect for empowerment rights. We mainly focus on the measure of rights protection called de jure - de facto rights protection gap. The empowerment rights included in the analysis are: the freedom of association, the freedom of expression, the freedom of religion, the freedom of foreign movement. Our results imply that government’s respect for these rights plays the role in diminishing happiness gap. We base the conclusions on an empirical study conducted on the sample of more than 59,000 observations. The data used for the study consist of World Values Survey database (waves 3–6) and a number of socio-economic indicators for 44 countries.

Opis:
21 years of transformation in the tourist function in the territory of Croatia has been summarized in the article. This area has come a long way from the region that was an integral part of Yugoslavia, through the area of warfare related to the civil war to one of the fastest growing tourist destinations in the world. The number of tourists has more than tripled, with an increase from 57% to 1830% in individual counties of Croatia during the analyzed period. At the same time, there was a disproportionately low increase in capacity of accommodation base across the country at the level of 76%. This increase took values from 20% to 350% in extreme districts.

This paper investigates the relationship between animism and public past in post-socialist Inner Asia. The analysis was based on three case studies highlighting key features of the relationship between local conceptions of personhood, non-human agency, and their role in structuring native visions of the past: (1) negotiations between families and the spirits  of their ancestors – victims of communist purges in Mongolia, (2) a powerful necro-persona that allows local communities to gain political subjectivity and undermine conventional post-Soviet historical narratives, and (3) the return of the undead lama Itigilov that caused Buddhist revival in Buryatia. Posthuman agents have been involved in mythopraxis,  through which native regimes of historicity are established.

This article aims to present the rarely examined process of rural gentrification in Poland via the example of the vineyard sector, which is a new and dynamically growing segment in the local agriculture. This paper uses quantitative data collected from public statistics, a spatial analysis conducted by GIS, and an authorial survey conducted among vineyard owners. The research findings have revealed that ‘vineyard gentrification’ does not match the classic rent gap theory; furthermore, being a non-socially severe preliminary rural gentrification performed mostly by high-class representatives, it differs significantly from the traditional pattern in Polish farming.

Changes are an inherent element of development. They determine the necessity of constant adjustment of all the institutions that control functioning of societies in all aspects. This usually happens in an evolutionary way. According to adopted constitutional assumptions, in the countries in transformation, the changes are of a radical character that breaks off with formal regulations and numerous informal principles of behaviour that existed before. Formal institutions inherited from the previous system significantly influence the speed of adaptation of the countries to changing external and internal conditions of functioning. A growing interest in the role of institutions in economic processes of the systems in transformation results from: - ambiguities as for the reasons for differences between the countries that start with the same initial position (that is hard to explain in categories of traditional models of growth); - differences in economic reforms, processes that accompany them and their consequences. In the countries in transformation the awareness of the influence of institutions on economic development is common. However, the institutions are changed in a chaotic and slow way, and they are often politicised. Institutions created in such way do not favour levelling the delays in development associated with malfunctions of the previous system.

Recent studies on socio-spatial polarization and post-socialist spaces increasingly propose the use of postcolonial theory. Following this proposal, the paper attempts to make the decolonial approach fruitful for studying the crucial role that discourses play for rural peripheralisation processes in post-socialist Estonia. It shows that the Estonian discourses on peripheries manifest in a struggle between neoliberalism and interventionism as two competing regional development models that promote either self- or state responsibility for dealing with peripheralisation. Despite their differences, both models build on the same notion of modernity, as the colonial history associated with socialist modernity renders alternative models obsolete.

The subject of this paper is the issue of urban sprawling in the Kraków Metropolitan Area (Poland). Particular attention is paid on the changing role of industry as one of the key elements of development and metropolization of cities in post-socialist, emerging economies. The role of the industry in terms of activation of labor resources has been diminishing, which is connected to the automation of manufacturing processes and relocations of labor-intensive activities to regions with lower production costs. However, the industry, particularly hightech manufacturing, plays a significant role in stimulating research and development sector and generate innovations as a key component of the knowledge-based economy. The innovative industrial companies are one of the most important elements of the structure of metropolitan cities. The analysis of this process is based on data on employment and the operation of selected industrial companies, with particular emphasis on their shift from the city to the suburbs. The process of decentralization of high-order producer services, cultural services as well as advanced informational services is one of the most important features of modern urban areas and has been identified by many researchers.

The study provides a historical and contextual analysis of the evolution of tourism in Macedonia. The time scope is defined as the period between 1991 and in 2018. The study investigates the tourism development in Macedonia in the post-socialist period of the country, using the Butler (1980) Tourist Area Life Cycle (TALC) model as an analytical tool. The model provides a framework to explain the complex processes of the development and changes in tourism in the country over the years. For this purpose, an analysis of secondary data sources is implemented to find the changes in the evolutionary stages of tourism development. The findings show that tourism in Macedonia is in a stage of development, and that it has not yet reached the consolidation stage. Lastly, the study offers a better understanding of how tourism in Macedonia is changing in the complex post-socialist period.

The article provides a discussion on how socialism, its aesthetics and architecture have influenced contemporary architecture in Poland, especially the choices of materials and aesthetics present in Polish society. The article focuses on current problems grounded in the socialist ideology, which can be seen as: the negations of socialism (e.g. denial of maintaining habits, homogenous aesthetics, temporary solutions), the remnants of the previous system (e.g. denial of natural, local, old materials) or the effects of westernization (e.g. the use of new, ‘luxurious’ materials). The post-socialist reality is a challenge for a sustainable approach to architecture and materials. This paper aims to analyse a specific, Polish context and to establish guidelines for the future development of sustainable concepts and architectural applications of reused materials in architecture in Poland.

Th is paper examines Croatian media pluralism policy in relation to the context of its implementation in a post-socialist Mediterranean media system. Croatian media policy is examined in relation to external, internal, and received diversity at the structural and content levels. In line with this media pluralism policy instruments related to market concentration, media content, di- versity in the types of program functions, genres and ideas in media programs, and public service television regulation as an example of internal structural diversity (Hallin & Mancini, 2004) are being examined. In addition, the analysis of received diversity focuses on the role of media audience in the policy framework. Th e study aims at contributing to the development of the media policy dimension in a comparative media system framework (Humphreys, 2012). To this end it is expected that it will contribute to a better understanding of diff erent policy arrangements in relation to media pluralism in diff erent European countries.

Over the past two and a half decades, the transition from a centralised to a market economy has affected Romania’s spatial configuration by re-widening the gap between cores and peripheries at a regional scale. Through a statistical analysis carried out for the North-West Region (NUTS 2), my contribution focuses on one of the mechanisms interrelated with peripheralisation, namely territorial mobility. The aim is twofold. First, to show how increasing core-periphery disparities impact mobility flows by offering different levels of structural (dis)advantages. Second, to exemplify how various social groups can influence these (dis)advantages by choosing their place of residence and work.

State-owned enterprises still play an important role in many countries around the world. The aim of this research is to indicate which factors had a significant impact on the scale of state ownership in enterprises in the group of twenty eight post-socialist countries. The large scale privatisation indicator from the EBRD and the novel microlevel-based SOE measure were regressed on sets of cultural, political, economic and control variables. The results show that cultural factors-represented by the dominant religion-had a substantial impact on the scale of state ownership in enterprises while the role of political and economic factors was less pronounced. These results emphasise the importance of cultural factors in shaping the scale of state ownership in enterprises. This study contributes to the literature by analysing factors inuflencing the scale of state ownership in enterprises in contemporary economic conditions which has been missing until now. A discussion on the role of the state as an owner of enterprises has been an important part of contemporary economic literature. The importance of this topic is driven by the fact that the scale of state ownership in enterprises is substantial in many countries around the world. The chapter examines the problems resulting from employing the perspective of media reform in relation to the development of post-socialist media systems in Central and Eastern Europe. The perspective of media reform is normatively rooted both in normative (value) expectations and in narrow focus on regulatory success, ahistorical and descriptive. The chapter substitutes this approach with the media systems approach, which allows for a broader analysis of media system dimensions in their historical context, as well as in terms of their relationship to each other. Several examples of failed reforms, a consequence of the misunderstanding of the media system and the misfit with the type of regulatory model employed, are examined. The chapter finally questions whether the relationships between main media system dimensions are still valid in conditions of digital networked media and increased media commercialization. As one example of this it questions the present “health” of the normatively expected relationship between journalistic professionalism and the market-oriented media in terms of the contemporary developments in “predatory” media and citizen journalism.

Article is giving the information on basic situation on civic integration in Georgia. Georgia, as multi-ethnic country, is facing the obvious problems with civic integration. The biggest part of the minorities (Azeris and Armenians) are ill-represented and performed in Georgian public. Therefore, Georgian statehood stands against the severe problems of inclusion of minorities in public space. There are number of models of minority accommodation from the international perspectives and experiences. Georgia should choose one of them. However, there is no standard model of such issue. In every case, each country stands vis a vis peculiarities and 100% transplantation of any foreign model on local level is not relevant and adequate. Author, discussing the perspectives of civic integration, is arguing in favor of “integration” model against the “assimilation”, “differentiation” and pure “multiculturalism”. In case of “assimilation”, the country will face the just claims from the minority side about losing their identities. If we adjust the model of “differentiation”, that means to exclude the minorities from public life. Pure “multiculturalism” will stimulate the further fragmentation of the country. “Integration” model with some multicultural element seems more relevant and workable in Georgian realities.
Artykuł dostarcza podstawowych informacji na temat integracji obywatelskiej w Gruzji. Jako kraj wielonarodowościowy Gruzja w sposób oczywisty doświadcza wielu problemów związanych z integracją narodu. Najliczniejsze mniejszości – Azerowie i Ormianie – są w niedostatecznym stopniu obecne i nienależycie reprezentowane w sferze publicznej. Państwo gruzińskie staje więc przed trudnym problemem włączenia mniejszości do tejże sfery. Z perspektywy międzynarodowej wskazać można kilka modeli rozwiązania kwestii mniejszości. Gruzja powinna zdecydować się na jeden z nich. Brakuje jednak uniwersalnego wzorca postępowania w tej materii. Każdy kraj staje przed osobliwymi trudnościami i przeniesienie obcego modelu akomodacyjnego na lokalny grunt w skali jeden do jednego nie będzie ani właściwe, ani adekwatne. Autor, omawiając perspektywy integracji obywateli, opowiada się za modelem „integracyjnym”, a nie „asymilacją”, „dyferencjacją” czy czystym „multikulturalizmem”. W przypadku asymilacji władze kraju spotkają się z zasadnymi zarzutami ze strony mniejszości dotyczącymi zatracania się ich narodowej tożsamości. Model dyferencjacji oznacza wykluczenie mniejszości ze sfery publicznej. Czysty multikulturalizm będzie zaś prowadził do dalszej fragmentacji kraju. W gruzińskiej rzeczywistości bardziej odpowiedni i możliwy do zrealizowania wydaje się więc model integracji wzbogacony o element multikulturalizmu.

Post-Foucauldian discourse and dispositif analysis, a methodological approach inspired by the work of Michel Foucault and developed in Western Europe, over the last decade has gained an increasing amount of attention from Eastern European researchers. Yet, this interest has not been accompanied by sufficient reflection on the post-Foucauldian perspective’s adequacy for studying power, governance, and subjectification in post-socialist societies. In particular, there is little criticism that would take into account the current discussion on Foucault’s ambivalent attitude towards neoliberalism. The goal of this article is to examine this line of criticism of Foucault’s late works and to point to its importance for dispositif analysis carried out in Eastern and Central European societies (e.g., Poland) in comparison to analyses carried out in Western Europe (e.g., Germany). I propose a number of methodological recommendations that aim at adapting post-Foucauldian research instruments to facilitate analyzing power relations in the post-socialist context; these include: an interdisciplinary combination of discourse analysis and an analysis of macroeconomic and macrosocial factors; an analysis of the practices of normalization in post-socialist societies with reference to the Center-Periphery relationship; introducing elements of semiology, anthropology of the contemporary and cultural identity analysis to dispositif analysis.

Opis:
The study of urban development and regeneration of residential areas in the cities are mainly focused on the separate infrastructural systems and less how networks of infrastructural systems and their elements, as nodal places, interact with the existing living environment and its urban tissue. The central goal of the paper is to examine contemporary residential areas of low liveability with nodal places of logistics and services infrastructural networks, with an eye on existing urban policies and application of transdisciplinary concept of stigmergy in contemporary urban environment. Research objectives: (a) conceptualisation of stigmergic process in urban planning; (b) overview of socialist and post-socialist urban policies for residential areas; (c) stigmergic behaviour in the development of nodal places in residential areas. Methodology: Use of Earth Time Observation Systems for identification of urban changes of nodal places under the stigmergic behaviour in the case study residential area in post-socialist city in Ukraine; contextualization of the case study with the categories: Ideology, Institutional level, Politics, Economics, Mobile Infrastructures. Discussion and conclusion: (a) as concept, stigmergic behaviours are efficient, but work as a self-organization form; (b) urban policies should, under the stigmergic behaviours, contextualize changes, continue or prevent the process.

In research on social risks and insecurity qualitative methods have obvious advantages and successfully complement statistical quantitative approaches, which have been practiced for decades. This study is based on the thirty-two in-depth interviews collected in the period June 2003 to January 2004 for the project “Life Plans and Life Paths in the Post-Socialist Estonia.” The interviewees are representatives of the so-called “generation of winners”, i.e. the people aged 20 or 30 years at the beginning of the period of post-socialist reforms. The paper examines representations of social risks and challenges of the transition period in the biographical interviews as well as discursive patterns and strategies that interviewees use to produce relatively coherent biographical narratives
