W literaturze z zakresu politologii i bezpieczeństwa narodowego funkcjonują różne, mniej lub bardziej bliskoznaczne kategorie określające teoretyczne podstawy bezpieczeństwa państwa (bezpieczeństwa narodowego). W niniejszym artykule zostały one omówione. Autor zaczął od tych bardziej ogólnych, a skończył na przedstawieniu istoty bezpieczeństwa narodowego. Omówiono również podstawowe zagadnienia związane z tą tematyką (bezpieczeństwa państwa). Scharakteryzowano m.in. typologię bezpieczeństwa, strukturę bezpieczeństwa państwa, środki ochrony zewnętrznego i wewnętrznego bezpieczeństwa państwa. Ukazano również główne zagrożenia dla bezpieczeństwa narodowego.

Bilateral relations of small states represent a very limited field in academic debates and research within the science of international relations. In fact, there is a lack of research and relevant debates on what the determinants and factors of bilateral relations are between small states and how much those factors contribute to promoting it on one hand, while, on the other, how much same factors condition that cooperation, and, finally, how much small states independently determine and define their bilateral relations in their foreign policy activities. In this paper, using the example of bilateral relations between Serbia and North Macedonia in the period of the last ten years, the authors will try to answer the following main research question: What is the basis of the bilateral cooperation between Serbia and North Macedonia and what is its perspective? On those grounds, they will also answer the following questions: To what extent is this cooperation conditioned by internal political circumstances in either country; to what extent is this cooperation determined by regional circumstances; how much is it influenced by the so-called “major actors” in international relations; and, finally, to what extent is it actually a consequence of the sovereign decisions of the authorities in Belgrade and Skopje? With this methodological order of research questions, from the general to the individual in the theoretical sense through the prism of realists and structural realists, the authors will establish the perspective of bilateral relations between small states within the framework of the actual circumstances of international relations.

The paper Politics of Russia and security of Eastern Europe after 1991 examines the impact of policy on Russia after 1991, the safety of Eastern Europe. The author focused on activities of Russia to Ukraine and the Caucasus at the beginning of the 21st century. In that time is the activation of Western policy in the region. NATO turns out logistical support of the region’s States in the reconstruction and modernization of the armed forces. Russia’s response to the aggressive military action, the effect of which was the war with Georgia in 2008 and annexation of Crimea in 2014. It takes place now hybrid warfare with the Alliance and consolidated at the same countries such as Ukraine. The escalation of the aggressive actions of Russia threatens regional and delay the integration of Eastern European States with the European Union.
Статья исследует влияние политики России после 1991 года на безопасность Восточной Европы. Автор сосредоточен на деятельности России в Украине и на Кавказе в начале XXI века и активации западной политики в регионе. НАТО оказывает материально-техническую поддержку государствoм реги- она в реконструкции и модернизации вооруженных сил. Российский ответ агрессивные военные действия – войны с Грузией в 2008 году, аннексия Кры- ма в 2014 году и войнa в Сирии. Эскалация агрессивных действий России угрожает безопасности региональной и интеграции государств Восточной Европы с Европейским Союзом.

La presente contribución constituye un análisis sobre las políticas de seguridad pública así como las responsiveness de los gobiernos locales después del proceso de democratización en México, a partir de la evaluación de los casos de México D.F., el Estado de Jalisco y el Estado de Nuevo León en el marco de los primeros gobiernos de alternancia política. El análisis sobre la cantidad, el contenido y el resultado de las políticas creadas y realizadas por los gobiernos descubre que la responsiveness de los gobiernos del D.F. ha sido baja después de la alternancia, mientras que en el Estado de Jalisco y el Estado de Nuevo León la responsiveness ha sido alta por un cierto periodo. Esto indica que la transición a la democracia, que introduce el mismo sistema político en cada entidad, no garantiza el mejoramiento generalizado de la res-ponsiveness.
This contribution is an analysis of public security policies as well as the responsiveness of local governments after the process of democratization in Mexico, from the evaluation of cases of Mexico City, the State of Jalisco and the State of Nuevo Leon in the framework of the first governments after the political transition. The analysis of the amount, content and result of the policies, which were created and implemented by the local governments, demonstrates that the responsiveness of the government of Mexico City after the transition has been low on the one hand, and the responsiveness of the government of the State of Jalisco and of the State of Nuevo Leon had been relatively high for a certain period of time on the other. This result indicates that the transition to democracy, which introduces the same political system into each local government, doesn’t guarantee a generalized improvement of the responsiveness.

The purpose of the paper is to assess the relationship between secrecy and transparency in the pre- and post-Snowden eras in the United States. The Author analyzes, from both political and legal perspectives, the sources and outcomes of the U.S. politics of national security with a special focus on domestic and intelligence surveillance measures. The core argument of the paper is that, due to the role of the executive which has always promoted the culture of secrecy, there is no chance for the demanded transparency in national security surveillance, despite the controlling powers of the legislative and judiciary. As the analysis proves, the United States in the post-Snowden era seems to be the most transparent and secretive state, at the same time.

The article deals with the issue of the relationship between the Church and politics, honing in on specific elements of Polish thinking concerning the security of the Polish nation, namely the contribution of Christian thought, the Church’s concern for independence and the sovereignty of Poland. In Poland, attempts to ring-fence the spheres of religion and politics, on the grounds of being at opposite poles, prove a threat to national security. The Church from the beginning of the Polish state has participated in the processes of creating national security, especially in the ideological aspect, by shaping national identity, patriotic attitudes, promoting national history and systematic encouragement to engage for the common good.

The sense of security is the subject of scientific research and is analyzed by various government institutions and non-governmental organizations. In the research context, it refers to both the subjective feeling of individual security and social security. The results of individual studies should be a source of inspiration for political decision-makers and people in power, both at the government and local levels, in the process of developing programs for shaping security in local communities. A high level of subjective sense of security directly affects the quality of social and individual life. In addition, test results can play an important role in assessing the accuracy of diagnosis, helping to identify the most important concerns of the individual and society. Security is perceived by various groups of theorists and practitioners in different ways, and at the turn of the 20th and 21st century, security theory research gained momentum. The concept of security has become important not only in the social, natural or technical sciences, but also in social life, in international relations, and in many research programmes and applications. The term security has systematically expanded as a result of civilization progress to include hitherto unknown challenges and threats and new means and ways of eliminating them. In the past, security was based mainly on the preservation of the military capacity to defend the vital interests of a given social group. The multitude of definitions of security has led to the creation of a separate field of study in the literature, known as securitology. It represents an individual field of human-centred research and assumes that all actions of the human individual are directed towards maintaining security. Security is a separate field of research focusing on the human being and assumming that all actions of the human individual are directed towards ensuring a sense of security. The issue is multifaceted, and the discipline indicated is new, and has only begun to be of interest since 2010.

Bezpieczeństwo z natury ma charakter polityczny, jednak nie z niego wynika istota bezpieczeństwa politycznego. Wyodrębnienie tej kategorii bezpieczeństwa jest wynikiem zastosowania metodologii analizy sektorowej bezpieczeństwa, w ramach której wyróżnia się dziedziny - sektory bezpieczeństwa, w których dokonuje się szczegółowych analiz, z zastosowaniem właściwych metod, technik i narzędzi badawczych. Analiza sektorowa wynika z poszerzonego zakresu znaczeniowego współczesnego bezpieczeństwa, który nadaje mu złożony, wieloaspektowy charakter. Kompleksową analizę bezpieczeństwa można zawrzeć w sześciu sektorach: politycznym, militarnym, ekonomicznym, kulturowo-tożsamościowym, ekologicznym oraz sektorze bezpieczeństwa powszechnego. Polityczny sektor bezpieczeństwa obejmuje zróżnicowane treści, w zależności od kategorii podmiotów, umiejscowionych na poszczególnych poziomach analizy. Bezpieczeństwo polityczne podmiotu, w ogólnym rozumieniu, to stan pewności przetrwania, suwerennego funkcjonowania oraz rozwoju jego systemu politycznego a wynika ono z braku zagrożeń politycznych lub posiadania zdolności ochrony przed nimi. Istotnym elementem proponowanej definicji bezpieczeństwa politycznego są zagrożenia polityczne, rozumiane jako zdarzenia, procesy i działania, mogące negatywnie wpływać na przetrwanie, suwerenne funkcjonowanie i rozwój systemu politycznego jednostek politycznych, jednak tylko te, nieuwzględniane w innych sektorach bezpieczeństwa. Referat przedstawia ogólny pogląd na istotę politycznego sektora bezpieczeństwa i bezpieczeństwa politycznego i może stanowić bazę do bardziej szczegółowej analizy tej dziedziny bezpieczeństwa, z perspektywy poszczególnych kategorii podmiotów, funkcjonujących na różnych poziomach analizy.
Security is of political nature; however, it does not stand for the essence of political security. This security category is a result of the application of the sector security analysis methodology. According to the methodology, all security-related issues are divided into sectors where detailed analyses are conducted with the application of specialized research methods, techniques and means. The use of sector methodology is a consequence of widening the meaning of contemporary security that makes it complex and multidimensional. A comprehensive security analysis can be confined to six sectors: political, military, economic, ecological, societal and common security. The contents of the political security sector are varied and hinged upon the level of analysis and the security subject type the analysis is conducted for. Generally, the political security of political units means the state of the certainty of existence, sovereign functioning and development of its political system. It is achieved as a result of lack of political threats or possession of appropriate capability to protect against them. Crucial to understanding political security are political threats, which are occurrences, processes and activities that can harm the existence, sovereign functioning and development of a political unit's political system, but only those not included in other security sectors. The article provides a general overview of the political security sector and political security, and can be a starting point for further detailed analysis conducted from the perspective of specific subject categories placed on varied levels of analysis.

The collapse of the USSR resulted in the decomposition of the security system in the post-Soviet Region. The states established after the collapse of the USSR were looking for new security guarantees, fearing for the future, especially at the beginning of shaping their statehood. However, the Russian Federation sought to reintegrate the post-Soviet area for historical and political reasons. Its goal was to subjugate the post-Soviet states and maintain its sphere of influence in the region. It created the Collective Security Treaty Organization, which was to be an institutional form of integration of the countries of the post-Soviet area under the leadership of Russia. Its actions were also aimed at eliminating the influence of European countries and the PRC in this region. The main aim of the article is to analyze the military and political activities of the Collective Security Treaty Organization and the importance of the Russian Federation in it. The article presents the main decision-making bodies of the organization, political processes and actions undertaken by the CSTO. It also pays attention to a significant challenge for the CSTO created by the armed intervention of the Russian Federation in Ukraine in 2022.

Electoral processes in many African countries including Nigeria, are faced with the challenges of conducting free, fair, credible and violence-free elections. Political violence has become a stain on Nigerian democracy. This paper therefore examined the impact of political violence on national security in Nigeria. The paper adopted the descriptive analytical approach. This study found out that Political violence in Nigeria is now a stain in our democracy that is now seen as a political structure and strategy for employment during elections and the use of weapons during elections have an aftermath impact on the national security. Consequently, some recommendations were made by the researcher. The Independent National Electoral Commission (INEC) has to take conscious and strategic actions against political violence in the country (Nigeria), due to the fact that action and inaction of the government of the country plays a very important role in either stopping or continuing the menace. Appropriate security network and intelligence should be organized to monitor electoral activities of the country to mitigate incidences of violence. The Independent National Electoral Commission should conduct free, fair and credible elections in Nigeria while the political parties and their candidates should ensure strict compliance with electoral regulations of the country (Nigeria).

The research goal of this paper is to develop a two-dimensional catalogue of security threats related to areas beyond national jurisdiction, taking into account specific features of each area and its legal regime. The catalogue of threats will take the form of a matrix where each area beyond national jurisdiction will be juxtaposed with five categories of threats: political, military, ecological, economic and human security. The matrix will visualize which threats are of relevance to the security of a particular area beyond national jurisdiction as well as which threats originating in a particular area beyond national jurisdiction are of relevance to the security of States and the whole international community.
