A budget surplus arises in a country when the total revenue earnings surpass expenditures in a particular financial year. Having a budget surplus is very important in the sense that it brings about a decrease in the net public debt, while the public debt is increased in the event of a budget deficit. Both budget deficits and budget surpluses also exert indirect influences on taxpayers. Normally, it is not essential on the part of the government to maintain a budget surplus, though it needs to be very careful when running a budget deficit to have the proper buffer.

This paper aims to find out whether the inflation rates of individual European Union (EU) countries are synchronised with those of the EU as a whole and with the euro area (EA). Another objective is to examine the mutual inflation interconnections and its synchronisation across countries. We use the Minimum Spanning Tree (MST) and cross-correlations (C-C). Based on structural break tests, the period is divided into four periods: January 2001 - December 2008, January 2009 - March 2015, April 2015 - July 2021, August 2021 - April 2023. The results showed that the direction of the inflation transmission is not the same across the periods under study. Before the financial and economic crisis, Estonian inflation influenced Lithuanian inflation, which in turn influenced the Latvian one; while after the crisis (but just before the application of the ECB’s quantitative easing) Latvian inflation is already influenced by Bulgarian inflation. Once quantitative easing had already been applied but in times before the ‘high inflation’ period, the inflation in Lithuania has no impact on the Latvian one. During the ‘high inflation’ period, results conclude the impact of Latvian inflation on the Estonian one. We also point out that inflation rates in some states are not always aligned with average inflation in the EU, the EA. Although, MST results showed that inflation is transmitted mainly from the EA average or the EA countries, having a more central position (e.g. Slovakia has generally a more central position than the Czech Republic, Hungary, or Poland). Therefore, countries having common monetary policy are more resistant to external inflation shocks and rather influence the inflation of other countries. Finally, even if inflation rates are synchronised, inflation may be outpaced or lagged by one to several months, which may present policymakers with the question of the appropriate monetary policy stance.

Needless to say that telecommunications’ operators are showing increasing interests toward solving the dilemma of optimizing network resources while offering state-of-the-art quality of service. Recently, operators have shown an increasing interest to investigate solutions for better control on network utilization, service usage and monetization. They also noticed a significant growth in Diameter signaling and more specifically in signaling related to policy management. A massive introduction of Voice over LTE (VoLTE) service will have a significant impact on the systems handling policy signaling, as VoLTE will reshape the landscape of Long Term Evolution (LTE) policies and completely change the way policy management works. However, this massive approach is meant to provide significant competitive advantages for operators offering LTE services and still require circuit-switched network to provide voice service. The biggest challenge for those operators is to find an appropriate solution, scalable enough to handle the unpredictable growth of Diameter signaling. In this paper, a model, based on Network Function Virtualization (NFV) technology is proposed, able to address the challenges of massively introducing VoLTE, without impacting existing services and without jeopardizing current revenues. In presented approach, the standard VoLTE call flows, referenced user’s behavior and latest experiments’ results on NFV technology are used.

The 4G networks are all-IP based heterogeneous networks that allow users to use any system at anytime and anywhere, and support a variety of personalized, multimedia applications such as multimedia conferencing, video phones, video/movie-on-demand, education-on-demand, streaming media, multimedia messaging, etc. Personalized services should be supported by personal mobility capability, which concentrates on the movement of users instead of users’ terminals. As the technology matures, traffic congestion increases, and competitive pressures mount, QoS and policy management will become more and more important. Also the users come with a number of new requirements on connectivity, and D2D networking technology must follow the idea of “Internet of things”. Operators must make sure they are working with vendors that have a strong framework to supply end-to-end QoS and are capable of supporting evolving needs. The paper discusses qualitative and quantitative indicators of telecommunication services. Main challenges that need to be addressed by nowadays and future systems are shown, and within them the massive growth in traffic volume and in the number of connected devices seems to play the most key role.

Purpose: The main goal of the study is to document and attempt to assess the impact of the latest European Union development strategy, i.e. Europe 2020 Strategy. It is inextricably linked to smart specialization, development and competitive capabilities of regions of EU member states. The partial goals are: • presenting Europe 2020 Strategy in the context of setting goals and management areas for regional policy which is part of multi-level transnational structure management in EU the Europe 2020 Strategy setting goals and management for regional policy and region will be described; • presenting smart specialization as a result of the development of integration conditions and determining new opportunities, challenges, decision-management orders for EU regions. Design/methodology/approach: At work, the authors mainly use source materials of European Commission, as well as foreign language studies which are also based on source material from EU institutions. Sometimes the authors had to use archival materials to take into account the value and sense of the latest integration conditions. Findings: The work mainly shows the links between: Europe 2020 Strategy, regional policy, regions of member states, smart specialization, guidelines for multi-level management in an international structure, and practicalisation of a development strategy. Practical implications: A member country of an integration group (EU) should be viewed in the context of an international structure and multi-level governance (including decision-making). The consequences of that concern the impact on the member state, on the regions, on other entities in the regions. This is mainly about implementation of knowledge, environmental protection, quality of human capital. Changes (or actually adaptations) also apply to socio-economic development. Social implications: The analyzes, documentation and authors’ suggestions regarding mutual dependencies and connections carried out here, have an undoubted impact on society. Europe 2020 Strategy has a social dimension in all its assumptions. And they concern intelligent growth, sustainable growth, but also (above all) the growth of social integration. Originality/value: The study has values of originality because it goes beyond the collected materials and their presentation. The collected materials were used to capture relationships and interrelationships. A development strategy and smart specialization were used to present the latest integration conditions. Then, these conditions were presented as guidelines for multi-level governance and, consequently, for the competitiveness of European Union and its regions in the global economy.

This article presents the results of the analysis and assessment of the effect on transport of programs supporting housing investments in the context of transport demand management. The evaluation of the presented programs confirms the dependence of inconsistent spatial planning policy and the growth of transport needs. The effects of the programs have been analyzed in detail. The article shows in a case study form that investment decisions directly affect communication behavior and changes in the demand for transport in Bielsko-Biała. It also presents the analysis and evaluation of the results of the author's studies (own research). These studies included knowledge and behaviors that generate demand for city transport. Analysis of these data allows to conclude that there is no simple relationship between the level of knowledge of travelers about their impact of congestion and shaping the demand for transport, and their balanced behavior in the context of urban mobility - statistical dependence is irrelevant. Numerous experiments show that both factors, transport policy and awareness of social causes in transport problems, have a very strong effect on the demand for transport. The analysis of this research is another argument that justifies the strong need to build and develop a consistent policy in this area.

Purpose: This study aims to investigate female top managers’ choice of working capital management policies and its effect on firm profitability. The theoretical arguments about the effects of working capital management policies on firm profitability and empirical evidence are often inconsistent. Additionally, it is likely that the policy choice is closely related to the gender of top managers. Methodology: Our research sample was all 136 manufacturing firms listed in Indonesian Stock Exchange during the 2013–2017 period. Following the hypothesis formulation, this study employed four estimation models tested using panel data regression. Findings: Female CFOs tend to choose more conservative working capital investment policies. Moreover, conservative investment policies have a positive effect on firm profitability and mediate the impact of top female managers on firm profitability. Originality: Previous literature tends to overlook the role of top female managers in affecting working capital management policies and the effect of these policies on firm profitability. In this respect, this study provides insights on the role of the gender of top managers as a factor that likely explains the choice of working capital management policies in manufacturing firms which, in turn, affect firm profitability.

Setting aside the fact that lack of policy is also a policy, while analyzing the events of the last 25 years in cultural policy, from the perspective of the year 2014, I wonder whether we can really say that there is no cultural policy in Poland? The author describes and analysis the changes in the sphere of culture management and the cultural policy in Poland during the last quarter of the century. The responsibility for cultural policy rests not only with the central authorities, Ministry of Culture but also local governments, which are more including into the decision-making process the citizens. Citizens are becoming more aware of their rights. Apart from cultural institutions, nongovernmental organizations are more and more often the contractors of public tasks. They co-create and enrich the cultural offer of cities and regions signifi cantly. Not only the number of non-governmental organizations is increasing but also their creativity and the level of the professionalization of their actions. The cultural activity is more and more often undertaken by private economic operators (not only art galleries, but also artistic agencies and impresarios). They cannot count on subsidies from local governments’ budget any more, but they can become contractors of the services at their request under the Public Procurement Law, what, thanks to the last amendment (raising the threshold for public procurement to more than 30 000 Euro) will become a bit easier from the procedural point of view. The role of public cultural institutions is changing. Many of them redefi ned their mission and have been successively building new relations with the audience, taking into consideration the changing needs of the consumers, new economic conditions. Despite the underdeveloped sponsoring in Poland, many of them use the conceptions of CSR and CCR, others diversify their offer, both in terms of the merits and the price, often introducing commercial offer as a complementary one. The new infrastructure in Poland, in case of many cultural institutions, contributed to a substantial change and to the improvement of their conditions. After many years of total investment stagnation in this sphere, together with Poland’s accession into the EU, the Polish state and local governments started to undertake the tasks in this area more bravely. New infrastructure naturally generates the need of innovation. Cultural institutions more willingly and effectively make use of new media today (communication with the audience, mailing, FB, promotion, marketing, crowdfunding, crowdsourcing). They more often see the importance of spending money on marketing activities, which they used to economize on, in case of a shortfall of funds for substantive activities.

The article aims to study the determinants of the energy policy implementation process from risks and danger perspectives by building the risk management system model. The research methodology is based on the application of the risk map to the energy policy. Our results confirmed that the risk map could be applied in the energy industry to identify the risks and to implement the energy policy risk management system model which will prevent critical uncertainties and risk structure, identified from the risk map as well as bring the energy industry to the future state by implementing scenarios and strategies, developed by the World Energy Council. The research limitations are that the main limits are concerned with the lack of the evaluation results of the energy policy risks aimed for the system management of the changes which these risks may introduce. No empirical study has been conducted. The application of the risk map is related in a major part to the enterprise level with financial and technical purposes of changes. In the research we made an attempt to develop the managerial recommendations for the regulators on how to make a transitions of risks to opportunities of introducing and managing changes in the framework of the energy policy risk management system model. The originality/ value of the paper consists firstly, in the innovativeness of applying the tool of matrix forecasting to the energy sector; secondly, in providing a supporting tool to policy-makers and managers decisions.
Artykuł ma na celu zbadanie uwarunkowań procesu realizacji polityki energetycznej z perspektywy ryzyk i zagrożeń dzięki zbudowaniu modelu systemu zarządzania ryzykiem. Metodologia badań opiera się na zastosowaniu mapy ryzyka dla polityki energetycznej. Uzyskane wyniki potwierdziły, że mapa ryzyk może być zastosowana w energetyce do identyfikacji ryzyk i wdrożenia modelu systemu zarządzania ryzykiem w polityce energetycznej, który zapobiegnie krytycznym niepewnościom i ryzykom strukturalnym, zidentyfikowanym na podstawie mapy ryzyk, a także doprowadzi przemysł energetyczny do zaplanowanego stanu wynikającego z wdrażania scenariuszy i strategii opracowanych przez Światową Radę Energetyczną. Ograniczenia badawcze wynikają głównie z braku możliwości oszacowania ryzyka wdrożenia polityki energetycznej poprzez systemowe zarządzanie zmianami i ryzyka, jakie te zmiany mogą spowodować. Nie przeprowadzono żadnych badań empirycznych. Rodzaj zastosowanej mapy ryzyka zależy głównie od przedsiębiorstwa oraz od finansowych i technicznych celów przeprowadzanych zmian. Podjęto próbę wypracowania rekomendacji zarządczych dla regulatorów, na temat tego, jak dokonać zamiany ryzyk na szanse i umożliwić wprowadzenie zmian i zarządzania nimi w ramach modelu systemu zarządzania ryzykiem polityki energetycznej. Oryginalność artykułu polega przede wszystkim na innowacyjności zastosowania w energetyce narzędzia prognozowania macierzowego, jak również na zaproponowaniu narzędzia wspierającego rozstrzygnięcia decydentów i menedżerów.
