The term “police” (Polish: policja) derives from the Greek politeia, originally meaning the state system. Starting in the fifteenth century, and especially in the seventeenth and eighteenth centuries, it became synonymous with the word “administration” sensu largo. In Poland, from the eighteenth century onwards, despite the lack of reception of the principles of the Western European police science, it also began to be used in this sense. Attempts to defi ne “police” were made by Polish political writers, from Stanisław Leszczyński to the authors of the political reform of the state at the Four-Year Sejm. The term was understood broadly, in the case of most writers as meaning the internal order of the state, but also in the sense of the so-called service administration, thus the fi re police, building police, medical police, road police, etc., i.e. everything that contributed to the welfare of society. The administration of justice was oft en included in the scope of police responsibilities. Both supporters and opponents of state reform, admirers of the republican form of government and proponents of the idea of a strong state modelled on absolute monarchies wrote about the police. Most Polish authors, however, understood the police not as a means to strengthen state power, but as a way to ensure “proper order”, i.e., security, peace and the comfort of the public.

The development of each particular science is to some extent determined by ideas about its place in the system of scientific knowledge. In this Communication are formulated suggestions and problems related to security research in the process of formation and development of safety science. Attention is focused on the theoretical and methodological approaches and questions exploring the needs of scientific knowledge and its transfer to a security practice.

The obligation to prosecute the perpetrator of any crime throughout the entire period of its punishability is one of the statutory tasks of the Police. The prominent forensic scientist — Hans Gross claimed that crime is not an abstract and theoretical entity out of touch with reality, but a real social phenomenon that can be investigated and recognised. Nevertheless, archive shelves contain records of undetected crimes from the past years that cast a shadow over police statistics and never give investigators any peace of mind. These undetected crimes from a few, a dozen or even several dozen years ago, are reinvestigated by officers from the Cold Case Units (colloquially referred to as the Police X-Files). Currently, such a unit operates in each regional police headquarters as well as in the National Police Headquarters. The methods and means that the X-Files investigators take advantage of depend on the specificity of an individual case, however, in the model of their conduct, it is forensic science that plays a significant role — alongside covert policing or criminal analysis. Physical evidence plays a huge role in determining the objective truth, and thanks to the research methods and tools currently available to crime scene investigators, the boundaries of learning about the reality are expanding. Despite the passage of time, the purpose of criminal proceedings is achieved, i.e. perpetrators of many crimes committed years ago are identified and brought to justice.

Police Academy in Szczytno as a university applies for grants for scientific projects and education activities under national and international calls for proposals. To a large extent, the Academy, as part of national resources, participates in competitions of the National Centre for Research and Development, but also in national and regional operational programmes. The research carried out primarily has the nature of applied and industrial research carried out for the benefit of industry or development works for specific recipients from the area of generally understood security. The obtained European funds are primarily projects implemented under the 7th Framework Program, and currently mainly within the European Union’s Horizon 2020 programme in the area of security. Police Academy in Szczytno is an active recipient of financial resources from European sources, mainly under the European Union’s Horizon 2020 programme. Police Academy in Szczytno is a member of scientific and industrial consortia implementing projects mainly in the fields of security, cybersecurity, organized crime and terrorism, and education of law enforcement officers. Police Academy in Szczytno has a highly qualified scientific and teaching staff and modern infrastructure, which enables the Academy to apply for funds under European programmes. This article presents five projects carried out by the Police Academy in Szczytno as part of European Union research programmes. The authors of the article provide overview of the characteristics of projects implemented in international consortia, discuss their goals and assumptions and indicate the potential ways of utilizing the developed solutions and project results.

2020 is another special year in the history of the Police College in Szczytno. The fourth decade of its existence begins in this year. At the same time, it is a good time to take a retrospective look at the past 30 years of functioning of this university. This is all the more valuable because its author has actively participated in its life for almost all of these years, as a listener and then as an employee (policeman) at the executive and management levels. The perspective of thirty years of functioning of the Police College presented in the article concerns primarily its evolution, which is a consequence of the expectations of the police management and the interior ministry. At the same time, it presents its development as an academic centre, providing education at an increasingly higher level. The real dimension of this direction of development is the University’s ability to award further, increasingly higher titles and degrees. This is the result of the involvement of the academic and teaching staff of the university, but also of its management. This article shows the path taken by the Police College in Szczytno from the university, being the resultant of the socio-political changes of the late 1980s and early 1990s of the last century, to the university being the leading academic centre in the Republic of Poland which educates in the field of social sciences and conducts research showing the relationships between the disciplines included in this one field of science. It not only allows the professional staff of the department’s services to be trained, but also to discover new opportunities for providing safety.

The history of forensic science (from Latin criminalis, concerning a crime) is inextricably linked to the history of law enforcement agencies. This science grew out of the needs of the law and serves its implementation to this day. Its interest is focused on the crime in concreto. As an independent scientific discipline, it developed only at the end of the 19th century and was connected with the date of publication of the work Handbuch fur Untersuchungsrichter, Polizeibeamte, Gendarmen u.s.w. by the Austrian investigating judge H. Gross in 1893. Its author noticed the correctness (very accurate) that every achievement in the field of natural sciences and technical sciences can serve the purpose of combating crime. W. Sobolewski is considered a precursor of Polish forensic science. In September 1919 he joined the State Police and started working as an inspection officer. Then he became the commander of the Main Police School and Officer School in Warsaw. In 1929 he was sent to Vienna for a forensic course. Then W. Sobolewski headed the Police Laboratory at the Headquarters of the Investigation Service in Warsaw, and since 1931 the Department of Investigation Technology, in which, at the request of the court, police authorities and military institutions, forensic expert opinions were carried out, including dactyloscopic, weapons and handwriting. They were of great evidential importance for the courts. It continues to be so today. Beginning in the interwar period, the Central Forensic Laboratory of the Police is a research institute recognized in Poland and abroad, which carries out tasks in the field of technical and criminal protection of the process of preventing and combating crime, among others, by performing research and implementation, comparative and expert work in the field of forensic science.

From thought to action, ideas to implementation… that is the way to go. Industrial ecology as a set of tools and strategies to shape the world of the future and enable it to develop sustainably, needs to adjust and evolve over time. There is often a risk of having to rob Peter to pay Paul which must be minimized. The wheels-within-wheels nature of sustainable development needs to be appreciated and accepted in advance, even if one may agree that it would be difficult to please everyone equally. Something’s gotta give, as they say, for something else to stay. Industrial ecology as a field of education and research is in its teens now, raring to go. In the days to come, even as it entrenches itself as a mature discipline in university campuses across the world, it is vital and extremely necessary to ensure that the links to society, government and industry are strengthened and researchers in this discipline do not become ivory-tower idealists dishing out theories ad infinitum, which do not have any rele-vance to ground realities.
Od myśli do działania, od idei do wdrażania w życie… tak właśnie funkcjonujemy. Ekologia przemysłowa jako zestaw narzędzi i strategii pozwalających kształtować świat przyszłości umożliwiając jego zrównoważony roz-wój dostosowuje się i zmienia w czasie. Zawsze istnieje zagrożenie, że nasz cel będzie realizowany czyimś kosz-tem, co należy zminimalizować. W każdej sytuacji należy jednak zaakceptować ideę rozwoju zrównoważonego w całej swej złożoności, nawet gdy spełnienie w równym stopniu potrzeb wszystkich okaże się problematyczne. Jak głosi popularne powiedzenie: Aby coś osiągnąć, z czegoś trzeba zrezygnować. Ekologia przemysłowa jest wyzwaniem edukacyjnym i polem badań naukowych. To dyscyplina, która dopiero zaczyna się rozwijać. Ważne jest, aby wraz ze wzrostem jej popularności pozostała ona dyscypliną praktyczną, służącą społeczeństwom, władzom i przemysłowi, a także aby uprawiający ją naukowcy nie stali się oderwany-mi od rzeczywistości teoretykami mnożącymi swoje teorie w nieskończoność, zapominając o świecie rzeczywistym.
