    The logic of contemporary democracy from the viewpoint of professional politician’s interest is the logic of electoral battle. Therefore, a competitive struggle for the people’s vote is an essence of this political system. Political parties always play for high stakes in electoral rivalry. Particular entities compete for saving the status quo or alteration of actual order. The author analyzes requirements of Polish political scene reshaping during parliamentary election in 2011. This paper focuses on chances of appearing new parties, mainly Palikot Movement (Ruch Palikota) on a political scene.

    Janusz Palikot is a politician and a former businessman, a Member of Parliament of the People’s Republic of Poland for the V, VI and VII terms. His biography is a string of challenges he continually faces. Palikot eagerly tells about his road to success in business and politics clearly underlining the turning points in his career. Such moments characterised his business activity in which he achieved his successes. A turning point in his professional life was also departing from business and starting political activity in which he moved up his career ladder first in the Civic Platform (Platforma Obywatelska), achieving the position of district leader in a short time, and afterwards establishing his own party and becoming its leader. Janusz Palikot’s ambitions concerning his political activity seem to be not less important than those of his business activity time. Is the leadership of the party to which he lent his name only the next and by no means the last stage in his career? Time will tell.

    The paper reflects phraseological connections showing non-verbal communica-tional behaviours in their role as tools exerting a strong influence on the language of politics. As a result of the analysis of Janusz Palikot’s weblog clear examples of such impact have been distinguished. The research allowed the verification of a hypothesis according to which phraseological connections showing non-verbal communicational behaviours perform specific roles and therefore phraseological connections are a very effective tool for making an impression and captivating the attention of an audience.

    The subject of the analysis is to examine the proposal for adoption of the institution of investigating judge which would be the judicial authority for the review of the legality of the functioning of prosecutor’s office and the Police in the preparatory stage and responsible for consolidating evidence for the court. The author makes remarks of historical nature and provides a comparative‑law survey on the functioning of investigative judges. The proposed solution is an alternative to a model in which the court (in a one‑judge bench) makes certain procedural decisions in the preparatory proceedings and examines complaints against decisions and other actions carried out by a public prosecutor, or other prosecuting authority, and also implements other actions in relation to evidence at this stage of proceedings. The author is positive about the proposal. His opinion is justified by the following arguments: the extension of the scope of tasks of the court in the preparatory proceedings as compared to those currently existing, stressing the status of judicial review of preparatory proceedings, providing a reliable and critical control of preparatory proceedings, as well as guaranteeing the pursuit of lawful investi gation by a judge responsible for the preparatory proceedings.

    The subject of the analysis is to examine the proposal for adoption of the institution of investigating judge, which would be the judicial authority for the review of the legality of the functioning of prosecutor’s office and the Police in the preparatory stage and responsible for consolidating evidence for the court. The author makes remarks of historical nature and provides a comparative‑law survey on the functioning of investigative judges. However, none of the countries covered by the analysis has adopted the model of the investigating judge, that exists – in its classic form – in France and Belgium, and the reforms implemented in some countries show the abolition of the institution of investigating judge. The bill does not present the arguments in support of the need for adoption of the institution of the investigating judge and contains no indication as to the paucity of protection of individual rights in the preparatory proceedings, nor does it identify deficiencies of the protection of individual rights in the preparatory proceedings. The sponsors of the bill do not note that the interrogation record serves a guarantee function, and its content is certified by people participating in the activity. An official note made by the interviewer does not provide it because it is not free from subjectivity, and particularly – may be blamed for acting in pursuit of self‑interest in the course of proceedings.
